School Board adopts resolution to reduce staffing to balance budget

Statement from the Shoreline School District

At the Shoreline School Board meeting earlier this week, one of the items on the agenda was the adoption of Resolution 2022-3, Non-Supervisory and Supervisory Certificated Employee Reduction Authorization for the 2022-2023 School Year, as recommended by the Superintendent. 

While the state provided some level of one-time funding in the form of enrollment stabilization, which was approved by the legislature this spring, it will not be enough to balance the 2022-23 budget.

Additionally, we are forecasting lower enrollment over the next four years. With lower enrollment comes reduced funding from the state and a reduction in the amount of levy funds that the district will be able to collect. Thus, the projected revenues will not be sufficient to balance the budget and maintain our current educational program and staffing for the coming year.

The Shoreline School Board adopted Resolution 2022-3. However, the adoption of the resolution included direction from the Board for the following:

  • Establish the general fund balance target at 4%, which is within board policy (4% to 5%), and will allow for fewer FTE reductions
  • In an effort to possibly increase enrollment, accept boundary exceptions (process and timing to be determined)
  • Begin a process to engage stakeholders in a review and exploration of “right-sizing” our district budget and school district system in light of the future enrollment forecast
  • Provide a mechanism for community feedback that incorporates those most affected

Shoreline Schools has an incredible team of staff across the district, and their thoughtful, caring, and intentional work of supporting students and providing the best learning experiences is critical for their success. 

Because of this, staffing reductions are always a last resort in addressing fiscal challenges. However, with 87 percent of the school district’s budget allocated to salaries and benefits, there is no easy way to prepare for the level of reduced revenue the district is likely facing without addressing staffing levels. 

And while approval of the RIF (Reduction In Force) resolution was needed to begin tackling this challenge, district leadership will continue to work to address budget issues with the least amount of impact on students, staff, and families.

Adoption of the RIF resolution does not necessarily mean that the total number of FTEs (Full Time Employees) authorized will be eliminated or reduced. 

State law requires certificated staff to be notified by May 15 each year if a certificated employee’s contract might not be renewed or might be reduced for the upcoming school year. 

Certificated staffing is not the only place where cuts and efficiencies are being considered (non-employee-related costs and classified staffing will need to be reduced as well); however, certificated staff are the only staff members who must be notified by May 15 if their contract is being affected by cuts. 

District leadership will continue to monitor enrollment and projected revenue, as well as vacancies created by employee leaves, resignations, and retirements, with the goal of minimizing actual position reductions to the extent possible.

Current school board director districts

Redistricting is the process of changing the boundaries of districts so that all Director districts have the same approximate number of people. 

Redistricting the school board director districts does NOT affect neighborhood school boundaries in any way. Students will continue to attend the same schools as before.

There are five Board of Directors’ districts in the Shoreline School District, one for each board seat. 

Candidates for the Shoreline School Board must run for the seat of the director district in which they live. Having five director districts ensures there is geographic diversity represented on the Board, even though each Board seat is elected by all district voters

This means that although candidates are limited to running only for the seat of the director district in which they live, each of the five directors represents the entire district.

Every 10 years, following the U.S. Census, the Shoreline School District is required to redraw its Board of Directors’ districts to ensure equitable geographic representation. A presentation about this process will be made at the Tuesday, April 12, 2022 School Board Study Session

Newly-elected school board members take their seats; officers chosen

School Board Directors Emily Williams and Sarah Cohen were recently re-elected to their positions representing Districts 2 and 3 respectively on the Shoreline School Board.

At the school board meeting on Tuesday, December 7, 2021, both took their oath of office for their four-year terms.

During the same meeting, the School Board held their annual board reorganization. Director Rebeca Rivera was elected president and Director Emily Williams vice-president. Director Sara Betnel was also voted to continue her role as the board’s legislative representative.

Shoreline School Board approves resolution to retire Shorewood's mascot - no more T-Birds

At their October 5, 2021 meeting, the Shoreline School Board unanimously approved a resolution to retire the Thunderbird as the Shorewood High School mascot by the end of this calendar year.

The resolution’s approval is in accordance with Washington State House Bill 1356, which prohibits the inappropriate use of Native American names, symbols, or images as public school mascots, logos, or team names by January 1, 2022. 

The Thunderbird is a powerful mythological creature that is a part of the history and culture of many Native American tribes and indigenous people. It was adopted as the Shorewood mascot in 1975.

You can view a recording of the October 5 board meeting here. The mascot resolution agenda item begins at the 1:40:30 mark.

Next week, the District will begin the process to select Shorewood’s next mascot. They will be taking input from students, staff, families, alumni and community members.

No more T-Birds? School Board to consider Resolution to retire Shorewood Thunderbird Mascot at October 5 meeting

Shorewood High School Thunderbird may be retired

At their regular board meeting on Tuesday, October 5, the Shoreline School Board will take action on a resolution to retire the Thunderbird as Shorewood High School’s mascot. You can find a draft of the resolution here. The resolution is being considered in accordance with Washington State House Bill 1356.

House Bill 1356, which was passed by the Washington State Legislature in April, prohibits the inappropriate use of Native American names, symbols, or images as public school mascots, logos, or team names by January 1, 2022. 

The Thunderbird is a powerful mythological creature that is a part of the history and culture of many Native American tribes and indigenous people. It was adopted as the Shorewood mascot in 1975.

If the resolution is adopted, a process will be established to select a new mascot before the Thunderbird is retired at the end of the calendar year.
