2019 November election results and the impacts to Shoreline: Shoreline Proposition 1 and I-976

Over the next several months, the City will discuss how the results of the November election will affect our community.

Passage of Initiative 976 (I-976) will place a significant strain on our transportation programs and the wider City budget as we search for ways to absorb the annual loss of more than $1.6 million from the City’s street and sidewalk maintenance and preservation programs. 

Failure of Shoreline Proposition 1 will require the Council and the community to have tough discussions about aquatics programming offered by the City and future investments in parks and City recreation facilities.

Shoreline Proposition 1

With an approval vote of 54%, Shoreline Proposition 1 failed. Because Prop. 1 was a bond measure, it required a 60% approval rate to pass. Over the past several years, hundreds of Shoreline residents have contributed to the discussion on developing the proposed Shoreline Aquatics, Recreation, and Community Center and on making improvements to our parks.

Whether you voted to approve or reject the proposition, we want to thank Shoreline residents for taking the time to learn about the issue, provide their input, and vote. As we work to identify a new path forward that will meet the needs of our growing community, we hope that those who supported and opposed the Proposition stay engaged and continue to contribute to the discussion.

Using the extensive input from the public and taking all the different community needs and interests into account, the Council felt it put the best option forward. Council will now begin to evaluate the results of the election and determine what next steps, if any, they should take regarding future investments in park improvements and the City’s recreation facilities.

Council will need to make some tough decisions regarding the Shoreline Pool. The repairs we made to the Pool in 2015 were meant to be temporary and not last much more than five to seven years.

Even with the $750,000 investment in 2015, the City has been experiencing increasing maintenance costs at the pool as it is over 50 years old and the pool systems and building structure are nearing the end of their useful lives. 

In 2019 alone, the City has seen pool repair costs exceed $125,000. Council will need to evaluate whether it makes economic sense to put further investment into the existing pool, refine options for a new facility, or decide not to provide aquatic programs in the long-term.

Until the School District decides to use the Spartan Recreation Center for other purposes, it will continue to operate as it does today. As the need for repairs arise, Council will have to determine how much to invest in an aging facility we do not own.

State, regional, and local transportation funding face cuts under I-976

Passage of I-976 eliminates Shoreline’s ability to charge a vehicle license fee (VLF) for transportation purposes.


  • In 2009, City Council adopted a $20 VLF to help fund the maintenance of Shoreline streets on a regular schedule. Over time, this has helped us preserve our streets and avoid more costly road replacements that can be the result of deferred maintenance. 
  • Council passed the other $20 VLF in 2018 for the repair and maintenance of our existing sidewalk network. 

I-976 does not affect the new sidewalk sales tax measure approved by Shoreline voters in 2018. The new sidewalk program will be able to move ahead as expected.


The combined fees generated approximately $1.6 million per year. The loss of that funding affects the entire transportation program, as well as other City programs and services, as we will need to find that funding elsewhere in the budget or reduce or eliminate these maintenance programs.

The City Council is already considering nearly $1.3 million in budget holds including delaying equipment purchases, redirecting funds for park improvements, and reallocating projected budget savings towards the City’s annual road surface maintenance program.

Passage of I-976 will also significantly affect State transportation funding, particularly for transit and paratransit. The Washington State Department of Transportation (WSDOT), working with the State Legislature, will need to make decisions about how to maintain state highways, provide transportation options for individuals with disabilities, and more. State funding for local transportation projects, including ones in Shoreline, may be called into question in the coming months.

I-976 will also cut King County Metro funding, which in turn could affect routes serving Shoreline.

Finally, Sound Transit (ST) has indicated that the impacts to funding from I-976 will be significant as well.

While it is unlikely to impact the 2024 opening of light rail in Shoreline, other ST projects or programs, such as Bus Rapid Transit that is planned to serve our Shoreline South/145th Station, may be affected.

There is yet much to be determined about the impacts of this Initiative. Shoreline staff will be keeping an eye on developments and providing updated Shoreline-related information as we learn it.

Today, Shoreline celebrates becoming just the third city in Washington State to earn national accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA).

This esteemed accomplishment places Shoreline in the top 1% of Parks and Recreation agencies across the country!

Shoreline was granted this distinguished award on September 23 at the NRPA Annual Conference in Baltimore, MD. A formal presentation to the City Manager by Jesus Aguirre (NRPA Board Treasurer) took place during the October 14, 2019 Shoreline City Council meeting.

CAPRA accreditation is a measure of an agency’s overall quality of operation, management, and service to the community. This mark of distinction indicates that an agency has met 151 rigorous best practice standards related to the management and administration of parks and open spaces, facilities, resources, recreation programs, safety, and services.

“I applaud the commitment of city staff to providing the highest quality services to the residents of Shoreline,” stated City Manager Debbie Tarry. “I am very proud to work with such dedicated professionals and pleased that they have been judged by their peers from across the country to be following and implementing best practices.”

The process for accreditation involves a formal application, self-assessments, a site visit by a team of trained visitors that results in a written report, and a hearing with the CAPRA Commission to grant accreditation. Once accredited, the agency must uphold the standards by submitting an annual report and is reviewed again in five years.

The Commission is comprised of representatives from NRPA, the American Academy for Park and Recreation Administration, the National Association of County Park and Recreation Officials, the International City/County Management Association, the Academy for Leisure Sciences, the Armed Forces Recreation Network, and the Council of State Executive Directors.

The National Recreation and Park Association is a national not-for-profit organization dedicated to ensuring that all Americans have access to parks and recreation for health, conservation and social equity. Through its network of 60,000 recreation and park professionals and advocates, NRPA encourages the promotion of healthy and active lifestyles, conservation initiatives and equitable access to parks and public space. Shoreline City Council has placed a bond measure, Shoreline Proposition 1, on the November 5, 2019 general election ballot.

Approval of Proposition 1 will allow the City to construct a new aquatics, recreation, and community center. It will also allow the City to make improvements to four community parks. 

The City would issue up to $103,600,000 in general obligation bonds to be paid back through an increase in property taxes.

Goldfish Swim School now open for lessons

The Goldfish Swim School opened on Tuesday October 1, 2019 in Shoreline at 15901 Westminster Way N. The school will provide water safety and swim lessons to children ages four months to twelve years of age.


The state of the art swimming facility features a tropical 90 degree pool with brightly colored walls.


Bordering the pool are individual changing rooms with shower, a seated viewing area, plus an island style hair drying station. The décor translates into a fun place to be for young children.


The Goldfish Swim School's mission is to teach children be safer in and around the water. Drowning is the number one injury-related death among children ages one to four years of age, and Goldfish has a passion for teaching kids a life saving skill while having fun.


The hands on swim instruction never has more than a four students to one instructor ratio, but a one to one ratio is available if desired. The pool is only four feet deep.


The children progress through a series of perpetual lessons graduating up to higher levels of difficulty as skills are mastered.

LFP residents: Early Registration for Fall Recreation Programs with the City of Shoreline begins Thursday, August 22, 2019. Take advantage of recreation programs offered through the City of Shoreline. 

Lake Forest Park residents are eligible for a 24-hour early registration period prior to the start of each season’s programs plus an 8% discount on all program fees (not rentals) through the entire year!

Fall 2019 early registration for Lake Forest Park Residents starts Thursday, August 22, 2019, 8:00am.

The City of Lake Forest Park offers scholarship reimbursements for eligible residents of youth and specialized recreation participants who are registered and attend cultural, recreation, or aquatic programs and camps.

The City will reimburse each qualified Lake Forest Park resident up to $100 for summer quarter (and up to $50 per quarter for fall, winter and spring).

State Parks Boating Program reminds boaters to stay sober while boating

The Washington State Parks Boating Program, safety advocates and law enforcement agencies are asking boaters to help keep everyone safe on the water by not consuming alcohol or marijuana while when operating a boat or paddlecraft.

As boaters prepare for the Fourth of July holiday, law enforcement agencies are preparing for Operation Dry Water — a nationally coordinated effort that focuses on boating-under-the-influence (BUI) awareness and enforcement. 


Boaters will notice an increase in patrols across Washington from July 5 through 7, as federal, state and local marine law enforcement will intensify efforts to detect and remove dangerous and impaired boaters from the waterways.

“Every year we see boating accidents and tragedies that could have been avoided by staying sober,” said Rob Sendak, State Parks Boating Law Administrator. 
“Boaters have a choice to choose safety first, and stay sober. At a minimum, they should designate a sober skipper.”

According to the U.S. Coast Guard, boating under the influence is the leading-known factor in fatal recreational boating accidents.

In Washington state, it is illegal to use any substance that impairs a person’s ability to operate a boat. The law applies to all boats, including kayaks, canoes, rowboats and inflatable fishing rafts. 

State law allows law enforcement officers to require suspected intoxicated boaters to submit to a breath or blood test. Refusing to submit to a test is a civil infraction with a maximum fine of $2,050. 

The penalty for operating a boat under the influence is a gross misdemeanor punishable by a maximum fine of $5,000 and 364 days in jail. Additionally, a BUI is considered a prior offense if there are later convictions for driving under the influence (DUI).

Operation Dry Water is a national awareness and enforcement campaign focused on reducing the number of alcohol-and drug-related boating accidents and fatalities. 

As part of the campaign, emphasis patrols are conducted annually near the Fourth of July, a holiday known for increased boating activities and use of alcohol, during which law enforcement sees an increase in the number of boating accidents and fatalities. 

The National Association of State Boating Law Administrators (NASBLA) coordinates Operation Dry Water in partnership with the Coast Guard, safety educators and local, state and federal law enforcement agencies.

The Washington State Parks and Recreation Commission administers the state’s Boating Program, which provides leadership in recreational boating safety and environmental education and outreach. 

The goal of the program is to reduce accidents and fatalities, increase stewardship of Washington waterways, and keep recreational boating a safe, accessible and enjoyable pastime.

City of Shoreline winter weather update February 7, 5pm 

The National Weather Service has issued a Winter Storm Warning for the Puget Sound Region, including Shoreline. This is another significant storm that has the potential of even greater snow accumulation than the storm that came through last weekend. On top of the snow, there is also the potential for strong wind gusts.

City crews will begin 12-hour shifts on Friday, pre-treating streets with de-icer and then plowing and salt/sanding when snow begins to fall. If you do not need to be on the roads once it starts snowing, please stay home.

For the safety of our staff and the public we will be closing recreation facilities early on Friday. All facilities will be closed over the weekend. See below for more information.

Garbage, Recycling, and Food Scrap Collection

Due to weather conditions, garbage, recycling, and food scrap collection were cancelled Monday and Tuesday, Feb. 4 and 5. Customers who normally receive collection on Mondays and Tuesdays will be delayed by one week.

However, the weather forecast calls for more snow that may impact collection services for Monday, Feb. 11 and Tuesday, Feb. 12. This may result in an additional one-week delay for Monday and Tuesday customers.

Customers impacted by the snow delay in their collection service may pick up extra 55 gallon garbage and recycling bags at the locations listed below. Limit 2 bags per household. Please provide your address and/or proof of Recology account for pickup. Recology will try to collect as much as possible but may not be able to complete routes, depending on weather. Please protect your materials from blowing away by making sure bins are closed.
