King County Housing Authority buys Ballinger Commons

King County Housing Authority (KCHA) has purchased Ballinger Commons, the huge, multi-building apartment complex on 77 acres at N 205th between Meridian and 1st Ave NE.

Ballinger Commons was built in 1989. The clubhouse, fitness center and playground were remodeled 20 years later. The 485 units come in 1, 2, and 3 bedrooms, with some units having two bathrooms. There are two pools, a spa, racquetball court, and tennis courts. Units have washers and dryers and most have fireplaces.

The 2018 tax appraisal was over $100 million but the actual sale price is not yet public. The previous owner was BRE Properties.

In the real estate listing, one of the selling points was that the rents could immediately be raised an average of $300 a unit. Current rents range from $1200 - 2000.

"The only thing the tenants will notice," said Dan Watson, Deputy Director and Chief Development Officer, "is that their rents won't go up as fast as they have been."

The King County Housing Authority is an independent municipal corporation, serving all of King county outside of Seattle. It was formed in 1939 by the State of Washington to provide affordable housing and related services. Their first project was to provide affordable housing for miners in Black Diamond so they could live close to their jobs. After that, they focused on providing housing for defense workers during WW II.

After the war, they turned their attention to low-income housing and have been acquiring rental properties ever since.

Their mission is to preserve affordable housing, so that people with incomes at less than 50-60% of median can afford to stay in their communities and live near their work.

Although the goal at each property is to have half of the units rented to income-qualified tenants, there are no plans to displace current tenants.

Watson said that KCHA is very excited to acquire Ballinger Commons. The units have large bedrooms and KCHA appreciates all the trees.

They are enthused about what is happening in Shoreline, said Watson. The Commons is close to jobs, good schools, the Aurora transit center, pretty good public transportation, and soon, the 185th Sound Transit station.


It's the largest single property they have acquired at one time, although Watson said they have one of equal size in Bellevue that was purchased in three sales, as property became available.

KCHA is the largest landlord in King county, owning over 100 properties.

KCHA also owns Ballinger Homes, a complex on Ballinger Way. It is federally funded, with federal rent subsidies. They administer the Section 8 voucher program for the Federal Government. There is currently very little funding for Section 8, although the need is still great.

The housing authority also owns Northridge I and II in North City, four units in Echo Cove on Aurora, Lake House by Aurora Village, Briarwood Court on Midvale, Paramount House on 145th, and Westminster Manor on Dayton. Several properties are Senior living.

KCHA receives no funds from state, county, or cities. They cover operating costs by rents charged to tenants and federal funding. Their annual consolidated budget is about $221.7 million. About 400 employees work at the Tukwila headquarters and field offices around King County.

They are governed by a five member volunteer Board of Commissioners, appointed by the county executive and approved by the King County Council. They partner with social service agencies to provide support services to tenants.

Eleven individuals and one organization were singled out for special honors at the 2017 Installation and Awards Banquet of the Seattle King County REALTORS® (SKCR).

The event also featured the installation of the organization’s 2018 leaders, recognition of individuals from affiliated organizations, and a dessert auction to benefit a scholarship fund.

Held annually, this year’s event, held at The Museum of Flight, drew more than 200 participants. They included members, affiliates, and representatives from the group’s Council of Residential Specialists, Women’s Council of REALTORS®, and Young Professionals Network (YPN).

SKCR’s highest honor, the Realtor of the Year award, went to Sam DeBord, managing broker of Coldwell Banker Danforth in Seattle and a leader of Realtor associations at the local, state and national levels.

Beverly Read, a Seniors Real Estate Specialist at Windermere Real Estate Northlake in Lake Forest Park Town Center, received the Leader of the PAC award for her commitment to the Realtors’ Political Action Committee and Realtor Party.

Read, named a multiple-year “Five Star Agent” by Seattle Magazine, has earned several professional designations and recognition for her advocacy for clients, peers, and the industry. In 2016 she became the 21st Realtor from Washington state to be inducted into NAR’s Hall of Fame.

The Seattle King County Realtors® is a nonprofit professional trade association whose goals include promoting ethical business practices and supporting policies that preserve and expand real property rights and housing affordability. Based in Bellevue, SKCR has around 7,000 members and is a local board of the National Association of Realtors®.

USPS to lease Brightwater portal site for parking

USPS Parcel 1 would be used on a temporary basis to park post office vans.
Land is owned by City of Shoreline


USPS, which lost its property lease for the North City Post Office, will be leasing the Brightwater portal site in the Ballinger business district from the City of Shoreline.

The site, at 20031 Ballinger Way NE, is currently unused, and would be used to park post office vans.

The deal is on the Consent Agenda for approval by the Shoreline City Council at Monday's meeting.

USPS has not announced where it will move its operations but several properties were named as being under consideration.

The lease would be temporary as the USPS is still looking for a permanent location to house both operations and parking.

U.S. Postal Service is looking to buy or lease property for new post office

The U.S. Postal Service is losing the lease for the North City Post Office at NE 175th and 15th NE in Shoreline.

Do you own property or know someone who owns property they might like to sell or lease to the Feds?

According to Postal Service Real Estate Specialist Greg Shelton, here's what they are looking for:

Location (as close as possible to the current location at NE 175th and 15th NE, ideally less than a 1 mile)

Option1: Retail and Carriers in one building known as a one for one
  • Building size: 19,648 Gross SF or about 16,833 Net SF
  • Parking: 153 Parking (21 Customer, 76 Employee and 56 Carriers)
  • Land Size: 110,000 SF
  • Docks: One 30” High and one 50” high minimums
Option 2: Retail only (Has the PO BOX and service counter)
  • Building size: 4,329 Gross SF or about 3,684 Net SF
  • Parking: 25 Parking (20 Customer and 5 Employee)
  • Land Size: 42,000 SF
  • Docks: One 30” High
Option 3: Carrier Building only (Can be a warehouse more industrial)
  • Building size: 15,785 Gross SF or about 13,770 Net SF
  • Parking: 131 Parking (2 Customer, 73 Employee and 56 Carriers)
  • Land Size: 95,000 SF
  • Docks: One 30” High and one 50” high minimums

Ideally, they would prefer an existing building. If someone is building a building that meets their needs, they will consider this as well.

Also, they would consider purchasing property to build a facility.

Post Office meeting Tuesday

The U.S. Postal Service is having a meeting for the Shoreline North City Post Office located at 17233 15th Ave, NE Shoreline, WA 98155-9998. 

It will be run by USPS Real Estate Specialist Greg Shelton on Tuesday, October 24, 2017, at 6pm in City of Shoreline Council Chambers, 17500 Midvale Ave N, Shoreline 98133.

Due to loss of leasehold, the Postal Service is now looking to relocate retail and carrier services to a yet-to-be-determined location within Shoreline.

The relocation project will consist of procuring a suitable substitute location, as close as reasonably possible to the existing location. Retail Services will continue at the current site until such time as all necessary preparations are completed at the new location or until December 31, 2017.

U.S. Postal Service representatives will present the proposal for the relocation during the 6pm meeting.

Written comments on the proposal will be accepted until November 23, 2017 and may be submitted to:

The Postal Service receives no tax dollars for operating expenses and relies on the sale of postage, products and services to fund its operations.

The Postal Service does not anticipate any service disruptions or irregularities in mail delivery for our customers while we search for a replacement site for the North City Station. 
All personnel will relocate to the new site providing the same level of services that are currently available. The P.O. Boxes would be moved to the new location and any Box holders who opt to give up their Box will receive a refund.

The lease, relocation, and functions of the post office are the responsibility of the United State Postal Service. The City of Shoreline is not part of real estate negotiations for the federal government.

The City's responsibility is to process permits for construction.

Local firms have projects in Remodeled Homes Tour

The annual Remodeled Homes Tour is this weekend, October 21-22, 2017, and local companies are represented.

Irons Brothers Construction Inc. of Shoreline and Chermak Construction Inc. of Edmonds both have homes on the tour.

Both companies are regular participants in Rampathon where they volunteer to build a ramp for someone unable to leave their home because of mobility issues. Both have built ramps in Shoreline, Edmonds, and Seattle.
