Status of engineering projects in Lake Forest Park

Design for SR 104/40th Place NE Roundabout

The City of Lake Forest Park is in the middle of an ambitious slate of public works projects.

Here is a list of the projects and their current status.

Engineering Department Update 6/17/20
  • Lyon Creek Culvert L60 Replacement Project: Project construction contract documents with Redtail, LLC have been fully executed. A preconstruction conference is planned for on or about June 24 with construction to begin in late June.
  • Lyon Creek Culverts L80-90 Replacement Project: Design work for the LFP culverts continues apace.
  • Animal Acres Picnic Shelter Project construction contract documents with Accord Contractors have been fully executed. A preconstruction conference will be scheduled for next week with construction anticipated to begin in late June.
  • SR 104/40th Place NE Roundabout Staff are creating a Request for Qualifications advertisement to begin the design consultant selection phase. Construction is scheduled for 2022.
  • Sound Transit 3 Staff continues to participate in ST’s organizational meetings as they meet with residents whose homes are likely to be affected by ST3 and participate in various topics concerning design constraints, utilities, and land use. ST is evaluating their program budget and it is not known at this time if the SR 522 BRT project will be affected. If there are any questions or concerns with ST’s project, those can be forwarded to the City Engineer and discussed with the ST project team.
  • PSRC Federal Funding The nonmotorized project applications submitted for federal transportation funding were unsuccessful in being funded this year. The two projects are (1) 37th Ave. NE from 165th-178th fronting Brookside Elementary, and (2) 37th Ave. NE/NE 187th Street fronting LFP Elementary. We will try again by applying for Safe Routes to School funding through WSDOT.
  • WSDOT Safe Routes to School Funding WSDOT has issued their Call for Projects for Pedestrian and Bicycle Safety and Safe Routes to School grant programs. SRTS applications are due on July 20, 2020. 
  • Lake Forest Park Town Center/Burke-Gilman Trail Connector Test hole installation for soil character and water table investigation began Monday 5/4. This will be completed 5/7 and will resume in late June for four more test holes. A test hole is planned for the Town Center property adjacent to the Bank of America drive-through. There has been a delay due to Merlone Geier’s concerns about the restrictive covenant that exists concerning previous environmental contamination of the property.

LFP Public Works will be digging test holes for new pedestrian bridge

Beginning Monday, May 4, 2020, construction crews will be in Lake Forest Park to drill test holes in various locations between City Hall and Beach Drive.

These holes will be used to assess soil and groundwater conditions in conjunction with a type, size and location study the City of Lake Forest Park has commissioned for a grade-separated pedestrian crossing structure between the Burke-Gilman Trail and the Town Center at Lake Forest Park.

Two test holes will be drilled in Beach Drive to the west and east of the Civic Club driveway. One roadway lane with flagging will remain open during the work. Two other test holes will be drilled within the City Hall property.

In the next few weeks, additional test holes will be placed in the Town Center parking lot, the south side of SR 522, and the Burke-Gilman Trail.

The work occurring as part of this study is paid for by a grant from the State of Washington’s capital budget.

Work begins on Northgate Pedestrian Bridge - planning begins for 148th Pedestrian Bridge

Construction to begin on Northgate
Pedestrian and Bicycle Bridge

Seattle Department of Transportation has begun work on the Northgate Pedestrian and Bicycle Bridge that will connect communities on each side of I-5 and provide easy access for transit and the future light rail station. 

Beginning as soon as April 13 and throughout the month of May, there will be work in the median near the northbound I-5 express lane off-ramp at 1st Ave NE and NE 103rd St.

Work will take place between 11pm to 5am and is within the regularly scheduled express lane closure hours.

During this time, they will be installing temporary concrete barriers, clearing and grubbing vegetation, working on drainage, and installing a block wall system.

From March 30 until April 3, the shoulder of northbound I-5 will be closed from 7am to 3:30pm while work on below-ground support for bridge columns takes place.

Shoreline is currently planning a Pedestrian and Bicycle Bridge over I-5 at NE 148th.

Pavement project for five blocks of 15th NE will start this month

Construction will begin March 2020 for five blocks of 15th Ave NE and is expected to go through the fall of 2020. 

Due to federal funding limits and time constraints, improvements to the west sidewalk will be deferred to a separate project and scheduled for completion in mid to late 2020.

As part of the City's pavement preservation program, this project will provide pavement rehabilitation along 15th Ave NE between NE 155th St and NE 160th St.

The existing asphalt roadway will be milled down and resurfaced with asphalt overlay.

In addition to work in the roadway, sidewalk repairs, curb ramp upgrades, and pedestrian push buttons modifications will be completed to meet the Americans with Disabilities Act (ADA) requirements.

The area east of the curb line will not be impacted.

Roundabout planned for Ballinger Way

Though the proposed city of Shoreline roundabouts for the off- and on-ramps of Interstate 5 at NE 145th St has garnered more attention, there is a roundabout planned at Ballinger Way NE and 40th Place NE in Lake Forest Park slated to open around the same time.

Consultant selection and design will begin in the next few months, according to LFP City Engineer Neil Jensen, with property acquisition occurring later this year and into next year. Construction is expected to begin in summer 2022.

Ballinger Way NE is under Washington State Department of Transportation jurisdiction, but the city will be approving the design and construction of the roundabout, he said.

“It’s one of the most dangerous intersections [in Lake Forest Park],” said City Councilmember Tom French, who is a member of the Budget and Finance Committee which oversees capital projects like roundabouts. 
“We’re behind in safety improvements,” he said, adding that the city-commissioned 2018 Safe Highways report recommended a roundabout for this intersection.

The project’s design will be funded by a $650,000 earmark from the state Department of Transportation’s budget, though these funds are being temporarily held as the consequences of the voter-approved Initiative 976 are assessed.

The cost of construction will be covered by a $2.56 million state Transportation Improvement Board grant, pending City Council approval at their February 13 meeting.

Background
Culverts L80 and L90 are immediately downstream of a collapsed private culvert that exists on private property on the west side of SR 104, north of NE 185th Street.

Immediately north of the collapsed culvert is a culvert which passes underneath SR 104, identified as L100. Culvert L100 is the responsibility of WSDOT and they are currently designing a replacement as this culvert is included in a list of culverts with fish passage shortcomings WSDOT is required to replace in accordance with a court case.

The City and WSDOT have been communicating for several years about the culverts in order to coordinate our efforts to replace the culverts in a way that results in a proper and efficient transition between the projects.

Preliminarily, there have been discussions about including L100 in a project for which LFP would be the lead agency to replace all three culverts and restoring the creek in the collapsed portion. This proposal would be very similar to that which occurred during the replacement of the Lyon Creek culverts in 2015, where the replacement of WSDOT’s culvert under SR 522 was included in the City’s culvert replacement project, with WSDOT reimbursing the City for the cost of design and construction. 

While that arrangement worked well, WSDOT has scheduled the replacement of L100 for 2021 while the City project is not expected to be ready for construction until 2022.  We are not ruling out a joint project, however, and will continue to communicate with WSDOT on this topic during design.

Road overlay projects in Lake Forest Park

Each year the City of Lake Forest Park participates in the King County North Overlay Project. This year the LFP overlay will start Tuesday, July 16, 2019.

The City of Lake Forest Park will be overlaying:
  • Forest Park Dr NE 196th St Ballinger Way NE
  • 26th Ave NE Forest Park Dr NE NE 185th St
  • NE 188th St/25th Ave NE 26th Ave NE South EOR

The overlay will take place in four main phases:
  • Phase One is vegetation management/shoulder restoration. The streets will have vegetation trimmed back so the trucks and equipment can make it through the areas safely as well as any shoulder restoration to make a smooth transition for the asphalt to be laid.
  • Phase Two is grinding. The grinders will grind small areas to assure the mat for the old and new areas are smooth. This is known as the “marriage lines”. There will only be momentary delays for traffic entering these areas. Grinding will may take less than 2 day to complete.
  • Phase Three is the paving. The pavers will place approximately 2 inches of new hot mix asphalt on the existing street surface, joining the side street’s asphalt at the marriage lines. There may be delays of 30 minutes to allow the new asphalt to cool before vehicles drive on it. Paving will take 3 to 5 days to complete depending on weather and other construction factors.
  • Phase Four is the replacement of street surface markings. The traffic markings are painted down in dry weather. There should be only momentary delays as the paint trucks make their way down the street. Markings should take no more than 2 days to complete.

Dated 'No Parking' barricades will be placed by the contractor for both the grinding and the paving. Please be aware of the temporary parking restrictions. Cars parked along in the restricted times will result in project delays and will be towed at the owner’s expense.

Lake Forest Park is a duckling-friendly city

Earlier this month it was the Lake Forest Park police to the rescue. (Ducklings down the drain)

This week it was Public Works who responded to the report of a mother duck acting distressed at the McAleer Creek bypass.

Public Works went into rescue mode.

It was discovered that ducklings were stuck in the drainage pipe and mom was outside the pipe quacking for help.

All little ones were rescued and released near mom in the creek.

City of Shoreline will hold an open house on Wednesday, March 20, 2019 from 6:30 - 8:00pm regarding its Maintenance Facility Project.

The meeting will be held at the North City Water District office, 1519 NE 177th St, 98155.

Information will be given on plans to expand the current Maintenance Facility at Hamlin Park as well as how to address City-wide Maintenance Facility needs.

Shoreline City Maintenance Facility Project Open House is Wednesday, March 20, 2019, 6:30 to 8:00pm at the North City Water District office 1519 NE 177th St.

Come learn more about plans to address the City’s maintenance facility needs and provide input on the preferred designs. After listening to community concerns regarding impacts to Hamlin Park and doing a thorough analysis, we developed two alternatives that will have much less impact on Hamlin Park.

The new approaches would both minimize tree impacts; however, the preferred alternative (Scenario A) will impact the fewest number of trees even though it will require a small expansion of the Hamlin Yard site.

The Hamlin Yard expansion under Scenario A is also offset by a larger expansion of Brugger’s Bog Park into the North Maintenance Facility property. Scenario A provides the greatest and most efficient use of the Hamlin Yard property and best meets the needs of our maintenance crews while still limiting impacts to Hamlin Park.

Purpose of and need for the City Maintenance Facility Project

Since 1996, the City’s maintenance crews have shared space at Hamlin Park. This facility is called Hamlin Yard. Its main users are Parks and Public Works crews. Maintenance needs have grown over time, and Hamlin Yard can no longer serve these needs safely and efficiently. In 2015, we began to study building a new Public Works maintenance facility.

The location first chosen for building was the North Maintenance Facility property (19547 25th Ave. NE), which the City purchased in 2013. The study found that building a maintenance base at this property had higher cost and risk than the City was comfortable with.

After further Council discussion, we looked at ideas to use other properties for a maintenance base. Overall, we found that:

  • There isn’t a single City-owned site that would enable us to build a one large maintenance facility; and
  • It isn’t feasible to purchase new property to construct one, large facility.

How to address this need

Following the earlier studies, in 2017 the City Council asked staff to look at making the most of the three existing maintenance properties the City currently owns, plus the Ronald Wastewater District (RWD) property.

The RWD property is not owned by the City at this time but will be upon the completion of the City’s assumption of RWD. Property ownership is expected to transfer within the long-term timeframe of this project.

These four properties (below) will serve all facility needs for the City’s Public Works and Parks crews, including the new Grounds Maintenance crew, and the utilities crews.


Our analysis showed:

1.  Ronald Wastewater District site is best suited for the City's Wastewater and Surface Water Maintenance crews.

2.  Brightwater Portal site is best for snow/ice operations, fueling, vehicle wash, and sweeper decant/spoils.

3.  NMF site is best shared between multiple priority uses. These uses include expanding Brugger’s Bog Park and restoring Ballinger Creek. The back half of the NMF site is needed for City maintenance storage and parking needs.

4.  Hamlin Yard is the best location for a 20,000 square foot new building. This building would include Parks, Streets, and Grounds crew spaces and shops. This site would also have covered areas for priority vehicles, equipment, and storage.

We developed eight alternative layouts for Hamlin Yard and NMF sites. Our goal was to find the best overall configuration. One high priority was reducing tree impacts at Hamlin Yard. The preferred alternative that will be presented at the open house achieves those goals.

Given the recent winter storm event and the freeze/thaw cycle, there are many new potholes that are showing up on Shoreline’s streets. 

While the City’s Street Maintenance crew routinely monitors roads and repairs potholes as they are discovered, the City is also asking for the public's help in reporting potholes. 

Residents who see potholes are encouraged to report them, so they can be repaired as soon as possible.

Fun Facts About Potholes

While potholes are more prevalent in the winter months, they can occur year-round. As its name suggests, a pothole is a bowl-shaped hole in a road that usually forms because of water seeping into pavement cracks and freezing during winter months. Because water expands when it freezes, the cracks become wider and deeper. Over time, the larger cracks, combined with the weight of traffic, cause the road's pavement to break up.

However, not all defects in the road are potholes. For various reasons, the top layer of pavement can break and form a shallow divot, known as a delamination. Delaminations are typically less than two-inches deep and have either concrete or asphalt at their base and are a nuisance but not usually a hazard; whereas, potholes are typically deeper and have sub-grade (gravel) present at the bottom of the hole and are more of a hazard.

Repairing pavement delaminations and potholes is important because they not only can lead to more expensive road repairs but can cause wear and tear on your vehicle, make for bumpy rides and potentially pose safety risks.

There are two primary types of asphalt repairs that the City uses — cold patch asphalt repair and hot mix asphalt repair — and each has its own benefits

Cold patch asphalt repair is a temporary repair. Cold patch asphalt repair is used to prevent additional expansion of the delamination or pothole. These types of repairs require very little road surface preparation and can be accomplished quickly with minimal crew and equipment. It is primarily used during the colder winter months for emergency pothole repair until weather conditions allow for a permanent repair.

Hot mix asphalt repairs require dry weather and a temperature of at least 40 degrees Fahrenheit to ensure a good bond between the old and new road surface material. These types of repairs require more preparation of either or both the roadway surface and subgrade and typically involve more people, equipment and traffic control to make the repairs safely. Hot mix asphalt repairs while temperature sensitive and taking longer to complete are permanent.

Second sinkhole opens on NE 205th

One large sinkhole resulted where the water main break occurred on the north side of the street and a second sinkhole was created on the south side of the street with the water main exposed. The roadway between the two sinkholes is unstable.


MOUNTLAKE TERRACE — An old cast iron water main broke early this morning in Mountlake Terrace on the King/Snohomish County line (205th Street NE/244th Street SW) at 43rd Place W. The water travelled under the asphalt, undermining the road and resulting in two sinkholes. (see previous article)


The break is on NE 205th between 45th where the green park ends and 37th. All the streets have two names - one in each county. So the two sinkholes are actually on 244th St SW in Mountlake Terrace and NE 205th in Shoreline. 37th Ave NE becomes Cedar Way as it crosses 205th/244th.


Road closures include 244th Street SW between 45th Avenue W and Cedar Way in Mountlake Terrace, and NE 205th Street between 33rd and 37th Avenues in Lake Forest Park.

Crews have been on site assessing the damage and making repairs. Residents of 43rd Avenue W are currently without water and the Department of Ecology was notified of sediment that was carried into Lyon Creek.

The situation is ongoing and at this time, the roadway will be closed at least overnight. Stay tuned for additional updates as more information becomes available. Sinkhole on NE 205th in Lake Forest Park - find alternate routes

NE 205th Street is closed between 33rd Ave NE and 35th Ave NE due to a sinkhole caused by a broken water main. 

This is the county line and Mountlake Terrace has jurisdiction - at least over the water main. Their public works department is on scene.

LFP advises that this will likely be a long closure so please plan on using an alternate route.

This may have been a long-standing problem. A resident reported that "Water has been leaking out of the street in that spot since I was a kid. We would slide down it in the winter when it would freeze."


The break is on NE 205th between 45th where the green park ends and 37th. All the streets have two names - one in each county. So this sinkhole is actually on 244th St SW in Mountlake Terrace and the second one (see article) is on NE 205th in Shoreline.

DEIS released for Town Center - Council COW will discuss at Monday meeting

The City of Lake Forest Park has released the DEIS for Town Center.

The Town Center Plan Draft Environmental Impact Statement (DEIS) is now available at YourLFP.com.

Agencies, affected tribes, and members of the public are invited to comment on the DEIS. The comment period will extend for 30 days through midnight Friday, February 1, 2019. 

A public hearing will be held Wednesday, January 16, 2019 from 6:30 to 8:00pm at Lake Forest Park City Hall.

The Lake Forest Park Council Committee of the Whole will be discussing it at a special meeting on Monday January 7, 2019, 6:00 p.m. in the Lake Forest Room, 17425 Ballinger Way NE

  1. Review high points of the DEIS published on January 2nd and discuss any comments received to date; discuss how outcomes from the EIS will help the City determine:

Kenmore creating a Public Works department - no more contract with LFP

Effective January 1, 2019, the City of Kenmore city staff will begin providing Public Works operations services in-house.

The City of Kenmore currently partners with Lake Forest Park to provide Public Works service, a contractual agreement that has been in place since 2001.

As a new city, this partnership was beneficial and cost-effective. As our city has grown and workloads have changed, we have outgrown the partnership.

Providing excellent service and meeting our community public works needs is a top priority for city leadership and city staff. Moving services in-house gives us more local control over work order prioritization, and in-house staff can be more flexible and responsive to community needs. After careful study, we believe we can provide these services for the same or less cost, especially over the long term.

This transition will require hiring several new public works employees who will start in late November or early December. The new employees will be funded by the savings that result from no longer contracting with Lake Forest Park. We also need to purchase equipment and find a permanent 1.5 to 2-acre site for a permanent Public Works/Parks shop and yard.

Interim public works facilities will be located at the ½ acre old Shell property at the northwest corner of SR 522 and 67th Ave NE. This property has been owned by the City since 2013, and the city will need the entire property for its public works operations. Espresso Works drive-through is currently occupying part of this property under a 1-year temporary lease. City Council approved a 1-year temporary lease starting in November 2014. Espresso Works moved to the location and applied for a building permit in June 2015.

The Espresso Works 1-year temporary use lease was extended for an additional year in November 2016 and again in November 2017. Their current lease expires in November 2018 and we have mutually agreed to extend it again until December 31, 2018, at which time Espresso Works will no longer reside on the property.

The zoning code does not allow for drive-through uses on the old Shell property. To accommodate Espresso Works, since 2014 the City Council has approved several one-year temporary use permits to allow Espresso Works to operate its drive-through on the site in parallel with the one-year lease and subsequent one-year extensions.

Public Works is currently in the process of requesting a temporary use permit to utilize this space, and this should happen in the next few weeks. Once approved, fencing will go up around the property and there will no longer be space available for parking. In addition to the property on SR 522, we’ll also be using the back side of the Post Office building at 6700 NE 181st St (another city-owned building) for indoor storage and working space for maintenance workers.

As we make this transition, we want to thank the Lake Forest Park staff who have worked alongside us for many years; we appreciate their support and professionalism. 
Even though our contractual public works relationship has changed, the City of Kenmore and City of Lake Forest Park will continue to collaborate and share information on regional issues, community events, incidents, and programs to benefit both our communities.

Construction on 35th Ave NE Thursday

On Thursday, October 18, 2018, the Lake Forest Park Public Works Department is completing a construction project on 35th Avenue NE, between NE 185th Street and NE 182nd Street.

The work will begin at approximately 8:00am and be completed by approximately 3:00pm.

School buses and emergency services vehicles will be flagged through the work zone; other vehicles may experience delays.

Please plan ahead and consider using an alternate route during this time.

LFP Town Center VISION scoping meeting Wednesday

The City of Lake Forest Park is amending its development code to smooth the way for the Town Center VISION created earlier in 2018. 

An Open House on Wednesday, October 10, 2018 from 6-8pm in the LFP City Hall Council Chambers, 17425 Ballinger Way NE, will give citizens an opportunity to give feedback.

Make your opinion known on...
  • the elements of the environment, 
  • potential alternatives, 
  • concerns about potential impacts, 
  • possible mitigation measures 
...to be analyzed in the environmental impact statement (EIS). The EIS will look at potential changes to the City’s Planning and Land Use Regulations and related redevelopment scenarios.

On Monday, October 8, 2018, the Lake Forest Park Public Works Department is completing a construction project on 35th Ave NE, between NE 185th St and NE 182nd St.

The work will begin at approximately 8:00am and be completed by approximately 3:00pm.

School buses and emergency services vehicles will be flagged through the work zone; other vehicles may experience delays.

Please plan ahead and consider using an alternate route during this time.

Town Center VISION Scoping Meeting
Wednesday, October 10 from 6–8 pm

The City is amending its development code to facilitate the implementation of the Town Center VISION that was created earlier in 2018. Comment on the elements of the environment, as well as potential alternatives, concerns about potential impacts, and possible mitigation measures to be analyzed in the environmental impact statement (EIS). The EIS will look at potential changes to the City’s Planning and Land Use Regulations and related redevelopment scenarios. Learn about other ways to comment.

Town Center VISION Outdoor Open House
Sunday, October 14 from 11 am–3 pm

Stop by during the Farmers Market to learn more about potential redevelopment at Town Center and how the VISION may take shape in the coming years. Participate in a self-guided tour with stops at key locations where change may occur and provide input on the scope of the proposed environmental impact statement (EIS) and potential amendments to the City’s Planning and Land Use Regulations.

All meetings will be held at LFP City Hall, 17425 Ballinger Way NE
