NE 178th Street construction detour to last a few more weeks

The NE 178th Street sidewalk project is making great progress. Work on the unopened street segment between Brookside Boulevard and 37th Avenue NE will continue for the next several weeks.

The project is currently on time and under budget, and the following elements of the project design are complete: 1) the streets surrounding Brookside Elementary School were reopened by the beginning of the school year; 2) the contractor was out of the creeks by the September “fish window” end date; and, 3) the McAleer Creek Culvert was replaced with a larger, more fish-friendly design of greater capacity.

Because of completed work in other areas of the project, the site configuration leaves no other place to store equipment and materials except the Brookside Boulevard to 37th Avenue NE roadway segment.

The project design firm, Gray and Osborne, Inc., set aside 140 work days for construction duration. While hopeful for an earlier completion, it may not be possible.

With major funding from the “Safe Routes to Schools” program, the Transportation Improvement Board, and federal funding, this project brings approximately seven blocks of new sidewalk to Brookside Elementary School, a separate uphill bike lane on NE 178th Street, and two pedestrian-actuated crossing signals. Further, the project provides for testing pervious concrete paving on some of the sidewalk and some “green” drainage features.

LFP culvert replacement project expected to be complete by mid December

According to City Engineer Neil Jensen, the current construction schedule calls for project completion of the culvert by mid December, 2015.

The contractor had originally planned to have the portion of the project west of 37th Avenue NE complete by the time school started, but crews that were intended to be dedicated to this work could not be freed up from other projects.

The roadway west of 37th is now open to traffic, though it is still a work zone and motorists are encouraged to continue using the signed detour route.

The closed portion of the roadway has shifted to the stretch of 178th between 37th and Brookside Blvd NE, where the culvert replacement work is occurring.

By Wednesday 9/23, the contractor plans to reestablish a pedestrian path across the culvert work zone so pedestrians can travel from Brookside to 37th.

The construction crew is aware of the heavy traffic that occurs twice per day when Brookside Elementary students are dropped off and retrieved, and have arranged for free flowing traffic during these times.

The City asks for continued patience from the motoring public while we complete this important project, and we are all looking forward to the new sidewalks and bicycle lane.

Some businesses, such as Swirl and Subway, may be hidden during this final phase, but they are open for business.

From ditch to wetland habitat on Meadow Place in Lake Forest Park

A King County Roads team cleaned the ditch on Meadow Pl between 28th Ave NE and 32nd Ave NE and a Lake Forest Park Public Works team planted 176 new wetland plants.

LFP catch basin replaced

While conducting a routine inspection of the surface water system, LFP crews discovered a broken catchbasin.

Public Works team members replaced the broken catchbasin by using a high pressure water gun to remove and soften soils while the vactor truck sucked the material up into the holding tank.

The material is recycled at Pacific Top Soils in Kenmore.

The broken catchbasin was removed and replaced with a new unit. Drain pipes were cemented to the new unit and the soil was compacted around it using a compressor hammer. Afer the final backfill, new asphalt work was done over the top.

Access changes on NE 178th

NE 178th Street closed east of 37th Ave NE

The temporary traffic control plan for the NE 178th Street project has changed.

Now open is NE 178th Street, between 33rd Avenue NE and 37th Avenue NE, and access to Brookside Elementary School’s west parking lot is again available to accommodate student drop-off and pick-up.

Now closed through the end of September is NE 178th Street, between 37th Avenue NE and Brookside Boulevard NE, to allow for replacement of the McAleer Creek culvert and construction of the sidewalks.

Parents of Brookside Elementary students who park on NE 178th Street east of the school for student drop-off and pick-up are cautioned that this route is temporarily unavailable.

NE 178th to be closed for a week for road and culvert project

NE 178th between Brookside Blvd and 37th Ave NE in Lake Forest Park will be closed due to road and culvert work for approximately one week. This will affect school transportation and local traffic.

The project, in the vicinity of Brookside Elementary School, features much needed non-motorized safety improvements including curb, gutter and sidewalk; bicycle lane; pedestrian-activated crosswalk signals; low-impact development construction features including permeable cement concrete sidewalks; and a fish-friendly replacement of the McAleer Creek culvert under NE 178th Street.

The project is moving forward with completion targeted for December.

Access and parking in Town Center from Swirl Frozen Yogurt to the alleyway will be closed August 17 to September 2. The access near Starbucks has re-opened and the drive-thru is back to its normal route.

During the closure, KLB construction will replace the culvert under the Town Center entrance near Swirl/Subway (L40) with a 20’ wide x 140’ long concrete box culvert.

This task also includes stabilization of the stream bed and culvert bed. Disturbed areas will also be revegetated with approximately 300 native plants. KLB Construction will install split rail fencing to delineate and protect environmentally sensitives areas and a pre-cast wall behind the town center to protect the businesses from flooding.

The project is currently on schedule and on budget. The City expects the contractor to complete the in-stream work by September 15th and the project in October 2015.

Traffic revisions at LFP Starbucks for culvert replacement project

Lyon Creek Flood Mitigation Road Closure and Construction Update


Access and parking between Starbucks and Town Center will be closed July 28 to August 17.

The Starbucks drive-thru will remain open. Access near Bank of America has been reopened to provide access into Town Center for SR522 westbound drivers. Eastbound drivers on SR522 will need to enter the Town Center from Ballinger Way.

During the closure, KLB construction will replace the culvert under the Town Center near Starbucks entrance (L30) with 20’ wide x 140’ long concrete box culvert. This also includes stabilization of the streambed and culvert bed. Disturbed areas will also be revegetated with ~1000 native plants. KLB Construction will install split rail fencing to delineate sensitive areas to protect them from encroachment by private landscapers.

City of Shoreline awarded $25 million for 145th Street Corridor Project

As part of the $16 billion transportation package recently passed by the Washington State Legislature and signed by Governor Inslee, the City of Shoreline has been awarded $25 million for the SR 523/145th Street Corridor Project. Implementing the Corridor Project is a high priority for the City and the $25 million is a significant statement on the importance of the project for the region.

A key east-west connection for the region, SR 523/145th Street will eventually link light rail at 145th to I-5, Aurora and RapidRide service, SR522 and north lake cities, Shoreline Community College, and future transit oriented communities. It will also continue to be a vital link for freight to commercial areas throughout the region. A well-functioning corridor is vital to safe access for the movement of people and goods in the region. 

In early 2015, the City began a year-long process to prepare a corridor study for the 145th Street Corridor. The study will include development of one or more improvement concepts to address pedestrian and bicycle mobility, safety and operations, transit speed and reliability, and freight mobility on the corridor. The $25 million will go towards making those improvements and will help the City in leveraging additional money through federal, state, and local grants, much as was done with the Aurora Corridor project. Grants paid for 88% of the Aurora improvements.

As the roadway is currently owned and maintained by multiple jurisdictions, the City will be working closely with WSDOT, King County, and the City of Seattle on the design and construction of any improvements along the Corridor. The City is also working closely with King County, and the cities of Seattle, Lake Forest Park, Bothell, and Kenmore to ensure Sound Transit adds transit links in ST3 funding to connect SR 522 to 145th and Light Rail.

NE 178th St next to Brookside School is closed until September for storm drain work and the construction of a sidewalk for Brookside Elementary in Lake Forest Park. Currently major drainage work down the middle of NE 178th. Street has been done and the roadbank next to the school is being prepared for pouring the sidewalk.

Bothell Way Culvert Replacement successful and on time

The City's contractor, KLB Construction, worked around the clock this weekend from Friday night, July 17 to Monday morning, July 20, 2015, to replace the undersized culvert under Bothell Way NE (SR 522) with a new, 20-foot-wide culvert that will help reduce flooding and improve fish passage. All lanes were reopened Monday morning July 20 at 5:30am.

The SR 522 culvert replacement is part of Lake Forest Park’s Lyon Creek Flood Mitigation Project, which will reduce flooding risk, enhance stream habitat with the replacement of four culverts including the SR 522/Bothell Way NE and extensive stream channel capacity improvements.

The entire flood mitigation project will be completed in 2015. The $6.86 million project is funded by the Federal Emergency Management Agency, the King County Flood Control District, the Washington State Department of Transportation, and the City of Lake Forest Park. The project has been designed by Davido Consulting Group, Inc. and is being built by KLB Construction.

Culvert construction making good progress

Here's what the new McAleer Creek culvert looked like at 1:30pm Sunday afternoon. Traffic was not so thick on Sunday, so the detour was working well. Police were still maintaining a watchful presence.

Crews will continue to work all night, with the expectation of having Bothell Way open again by the 6am Monday commute.

10 miles of roads in Shoreline to be resurfaced this summer

Expect to see a lot more scenes like this in Shoreline this summer as the City's public works department plans to resurface streets in six neighborhoods.

2015 Pavement Preservation Project:  Public Works Department will be re-surfacing 10.1 miles of Arterial and Residential streets with a Bituminous Surface Treatment (BST).  This work will be happening in the following neighborhoods:  Ridgecrest, North City, Briarcrest, Parkwood, Richmond Highlands, and Highland Terrace.

Construction is scheduled to start the middle of July and be completed by end of August. Here are maps of the specific streets being treated.

The Echo Lake neighborhood was the first neighborhood to have the new BST (or chip seal) in 2011 when eight miles of roads were resurfaced.

Generally, the biggest problem faced during the BST application process was access to driveways and the presence of loose aggregate to several days after the application. Fortunately, due to the fact that roads with BST can be driven on within five minutes, any delay to access driveways was very minimal. The City will use the information and comments collected from residents to make improvements for before next year’s application.

Residents also advised that it was not a good idea to walk dogs on the new surface for several weeks, as the dogs were picking up the chip seal in their paws.

Section of Bothell Way / SR 522 in LFP to close for a weekend

Weekend drivers in the north Lake Washington area should start planning now for a closure of State Route 522 / Bothell Way NE near the intersection with Ballinger Way NE Friday night, July 17 to Monday morning, July 20.

Contractor crews working on the City of Lake Forest Park’s Lyon Creek Flood Mitigation Project will work around the clock to replace an existing culvert with a new, wider culvert that will help reduce flooding and improve fish passage.

“We know summer is a busy time around Lake Washington and it’s never convenient to close a major road like SR 522,” said Lake Forest Park Environmental Programs Manager Aaron Halverson. “But we have to get the work done now before spawning fish return in the fall.”

Completing this work all in one weekend will reduce the overall duration of construction in the area.

Closure details
  • Both directions of SR 522/Bothell Way NE will close between Ballinger Way NE and Brookside Boulevard NE from 7pm Friday, July 17 to 6am Monday, July 20.
  • Drivers should plan for congestion and adjust their travel plans. While there will be a posted detour around the closure drivers are encouraged to find alternate routes.
  • Transit users should plan for delays on SR 522/Bothell Way Northeast bus routes. Bus stops on Bothell Way Northeast between Ballinger Way Northeast and Brookside Boulevard Northeast will be closed during the closure. Riders can board detoured buses on Ballinger Way Northeast near Northeast 175th Street.
  • Shoppers will be able to access the Town Center and the Sunday Lake Forest Park Farmers Market via shopping center entrances at Ballinger Way NE and Brookside Boulevard NE.
  • Work is weather-dependent and may be rescheduled in the event of heavy rain.

The culvert replacement work is part of Lake Forest Park’s Lyon Creek Flood Mitigation Project, which will reduce flooding risk, enhance stream habitat, and replace four culverts that currently block fish passage, including this one that crosses underneath SR 522/Bothell Way NE.

The $6.86 million project is funded by the Federal Emergency Management Agency, the King County Flood Control District, the Washington State Department of Transportation, and the city of Lake Forest Park. It was designed by Davido Consulting Group, Inc. and is being built by KLB Construction.

Road closures and construction on NE 178th Street

Construction for the NE 178th Street Improvements Phase 2 project officially started on Monday, July 6, 2015 and will begin in earnest on Wednesday, July 8, when NE 178th Street will be closed to through traffic between 33rd and 37th Avenues NE.

The project will provide transportation and pedestrian improvements on NE 178th Street between Brookside Boulevard NE and 33rd Avenue NE, and 35th Avenue NE between NE 178th Street and the driveway to Brookside Elementary School and includes the following features.
  • On NE 178th St, curb and gutter and concrete sidewalk on both sides of the roadway and a bicycle lane on the north (uphill) side
  • On 35th Ave NE, curb and gutter and sidewalk on the east side of the roadway, along with a regraded roadway at the NE 178th St intersection
  • Intersection geometry modifications at the NE 178th St/Brookside Boulevard intersection
  • Replacement of the McAleer Creek culvert under NE 178th St east of 37th Ave NE
  • Pedestrian activated crosswalk signals on NE 178th Street at the Brookside Boulevard and 33rd Avenue NE intersections
  • Illumination improvements

The project addresses safety shortcomings in this popular urban corridor adjacent to Brookside Elementary School, Eagle Scout and Animal Acres Parks.

Construction Schedule

The contractor, KLB Construction of Mukilteo, Washington, intends to begin mobilizing equipment on site the week beginning July 2, and the first working day is scheduled for July 6. The first work area will be between 33rd and 37th Aves. NE, and work will occur six days per week, ten hours per day (Monday-Saturday) during July and August.

Upon completion of the major items of work between 33rd-37th, the work area beginning in September will move to the 37th-Brookside section of roadway which will include replacement of the McAleer Creek culvert. Work crews are expected to return to a regular forty hour work week beginning in September.

Completion of the project is scheduled for December 18, 2015.

Road Closures

The work will be conducted in phases and NE 178th Street will be closed to through traffic for the duration of each phase. Access will still be provided for local traffic and pedestrians, along with emergency services, mail delivery, garbage service, and other deliveries. Traffic on NE 178th Street will be diverted onto a detour route using NE 180th Street and 33rd Avenue NE.

Driveway access to residents within the project area may be unavailable for short periods of time while the contractor builds new driveway approaches. This will be coordinated with individual residents.

Street overlay project in Lake Forest Park June 15 - 30

The City of Lake Forest Park expects that citizens will experience some inconvenience on the streets listed below during the street overlay project June 15th- June 30th.

The City will be doing asphalt overlay on these streets as a part of its pavement preservation program. All cities make an effort to keep pavement in good condition on heavy use and aging streets. Each year the City of Lake Forest Park participates in the King County North Overlay Project.

Drivers along these routes may have noticed Public Works crews doing pre-paving preparations during the past few weeks.

When you see them, please be careful, slow down, and “give them a brake”

This year the City of Lake Forest Park will be overlaying:
  • NE 191st St from Forest Park Dr NE to east end of road
  • 32nd Ave NE from NE 195th St to NE 200th St
  • 32nd Ave NE from NE 200th St to end of road
  • 34th Ave NE from NE 195th St to end of road
  • 36th Ave NE from NE 195th St to NE 197th St
  • NE 196th St from 36th Ave NE to end of road
  • NE 197th St at 36th Ave NE from east end of road to west end of road
The overlay is estimated to begin sometime between June 15, 2015 and June 30, 2015. The actual work dates are determined by the contractor that is awarded the contract.


The overlay will take place in three main phases. 

Phase one is grinding. The grinders will grind small areas where the are adjoining side streets or have curb and gutter sections. These are known as the “marriage lines”. There will only be momentary delays for traffic. Grinding will take less than 2 days to complete. 

Phase two is the paving. The pavers will place approximately 2 inches of new hot mix asphalt on the existing street surface, joining the side street asphalt at the marriage lines. There may be delays of 20 minutes to allow the new asphalt to cool before vehicles drive on it. Paving will take less than 1 day to complete. 

Phase three is the replacement of street surface markings. The traffic markings are applied in dry weather. There should be only momentary delays as the paint trucks make their way down the street. Markings should take no more than a couple of hours to complete. 

Dated "No Parking" barricades will be placed by the contractor for both the grinding and the paving. Please be aware of the temporary parking restrictions. Cars parked along overlay streets during the restricted times will result in project delays and will be towed at the owner’s expense.

Temporary road closure scheduled for NE 170th Place/Hamlin Road NE on May 26, 2015

Drivers and residents in the neighborhood of NE 170th Place / Hamlin Road NE are advised that a temporary road closure to perform needed repairs is scheduled to begin at 7:00am on Tuesday, May 26, 2015 and end at approximately 3:00pm that day.

The construction project will take place in the roadway adjacent to the addresses of 17070 and 17050 Hamlin Road NE. Local access is permitted, but there will be no through traffic, except emergency response vehicles.

Richmond Beach Saltwater Park pedestrian bridge construction update

Repair work on the Saltwater Park pedestrian bridge is nearing completion. The major work is now finished and opening is expected by mid-May.

However, while the bridge may appear safe to cross, there is still work that must be completed prior to opening for use. Any damage caused to ongoing work by public access could impact the schedule and delay the bridge opening.

Work to complete the project and open the bridge to the public includes:
  • Concrete and asphalt placement at the bridge approaches.
  • Grout and seal the bridge pick points and joints
  • Final clean up and site restoration

The repairs and upgrades are necessary to maintain a safe bridge and allow continued access for emergency and maintenance vehicles. Completion of these repairs will extend the life of the bridge 20 or more years at a fraction of what it would cost to replace the bridge.
