10 blocks of Meridian Avenue to be resurfaced

Survey crews have been working on Meridian all week, from 190th to 200th.

According to Shoreline City Engineer Tricia Juhnke, the City has received a grant to overlay a portion of the road. The survey is needed to prepare the plans and specifications for the project and more specifically to design ADA improvements within the project limits. Construction of this project is scheduled for 2016.

As part of this project Meridian will receive an asphalt overlay between N 190th and N 205th St. The limits of the project were determined largely by the condition of the existing pavement and the criteria established within the grant. This is part of Shoreline's Annual Surface Preservation Program that focuses on preservation of our roadway assets.

In 2011, 8.1 miles of the Echo Lake Neighborhood were resurfaced with Bituminous Surface Treatments or chip seal, the first neighborhood in Shoreline to receive this treatment. Meridian and 185th were not part of that project. 

Juhnke says that this work effort doesn’t conflict with any future improvements anticipated on Meridian Ave N. The improvements identified in the Transportation Master Plan and as a growth project as part of Traffic Impact Fees, identify converting the existing roadway to a 3-lane section with bike lane with some additional improvements at some intersections.

This final configuration largely “fits” within the existing curb-to-curb width.

We are early in the design process, but this surface preservation project may be able to support this long term project by simply re-striping the roadway after the overlay is complete. This will be further evaluated as we move into the design. This project will also upgrade all the curb ramps at the intersections to be ADA compliant.

Major road work on SR 522 in Kenmore

SR 522 road work in Kenmore

Over the past decade, the City of Kenmore has completed several improvements to SR 522 (Bothell Way) between 65th Ave NE and the east city limits to improve safety and transit reliability, storm water management, lighting, aesthetics, and pedestrian access.

The City is now working on the next phase of improvements to SR 522 West A, between 61st and 65th Avenues NE. The project includes several benefits to the community, including:
  • Widened lanes and additional turning lane on the south leg of 61st Ave NE;
  • New sidewalks (both sides), medians, and traffic signal upgrades;
  • Improved corridor appearance with undergrounded utilities lines, landscaping and street lighting; and
  • Stormwater management improvements.
These improvements will increase safety for drivers and pedestrians, improve pedestrian accessibility, improve storm water flow management and water quality, and improve aesthetics.

Construction is now underway and will be phased. During Phase 1, work will be on the north side of SR 522 between 61st and 65th Avenues. Phase 1 is anticipated to continue through late summer/early fall of 2015 and includes construction of new curbs, sidewalks, and retaining walls as well as underground utilities.

What to expect during Phase 1 construction:
  • Crews will create a temporary work zone along the north side of SR 522 and will generally work from west to east;
  • Concrete barriers will separate the work zone from the rest of the lanes with open gaps to maintain driveway access;
  • Trenching to install underground utilities will begin within the next few weeks; and
  • Night work to install utility crossings will occur at 61st Ave NE and along SR 522. 
Typical work hours:

Monday through Friday: 7am to 6pm. Night work will occur.

If you are like many in Shoreline who have loved the warmer and often sunny weather (and you're not a skier) during the past 6 weeks, you're frustrated with the loss of access to the Richmond Beach Saltwater Park beach via the pedestrian bridge. I spoke with the city project manager who escorted me into the restricted area and I also spoke with some of the construction crew and the Burlington Northern official on site. After a somewhat staggered start early this year, plans and schedules of both the railroad and the contractor seem to be on a smooth track now.

When the railroad has work projects on or near the tracks they have to maintain a constant vigilance for safety reasons at each site. With rail improvement projects and some landslides between Seattle and Everett, they don’t have enough supervisors / flaggers to cover them all at one time. That’s why you may have seen no work being done some days earlier this year even though the material for the project was in the staging area and the weather was good.

As you can imagine, working next to and above active rail tracks is a dangerous place to be and it takes coordination of all parties to make it work smoothly. BNSF has a 'flagger' on site that sets warning flags on the tracks both north and south at one and two mile intervals. He is in communication with both the train crews and the contractor and is responsible for notifying the construction crew to be clear of the tracks when a train is coming. This means that workers and equipment must be well choreographed to ensure everyone’s safety.

From the description, it looks like the new bridge is going to look great and of course function well too. Most wood is being replaced with steel and the bridge deck is made from precast concrete panels which you can see stored in the lower parking lot. A new fence will be installed and I’m sure the bridge will serve us well for many years.

So, if you’re like me and ready to head for the beach on these nice days, hang on just a little longer and although the City says it will be done the end of April ... I'm betting on early May.

Parking in front of City Hall to be closed for repairs on March 20

On Friday March 20, Lake Forest Park Public Works will be repairing a portion of the City Hall parking lot asphalt. 

City Hall will remain open with pedestrian access to the exterior doors. However, in order to make the repair they will be using a large portion of the parking spaces in front of City Hall.

The repair will begin first thing in the morning on Friday and will be completed the same day. All vehicles parked within the work area will need to be moved Thursday evening the 19th by 5:00pm.

Public Works will barricade the parking lot beginning at 5:30pm Thursday evening.

Notices will be posted at City Hall and in the parking lot in advance of the work.

The joke used to be: there are two seasons in Seattle - Rainy Season and Construction Season. Shoreline has a jump on the season because this is apparently road construction season.

Progress on 195th Separated Trail Project

Work is proceeding on the 195th Separated Trail project between 1st NE and 5th NE on NE 195h. The ditch was filled in and ground prepared all the way to the Holyrood property line (hedge).

The corner curbs have been installed, the ground leveled and filled with gravel. Next, work will begin on the street. This section of 195th is open only to local traffic.

To accommodate construction of the separated trail along NE 195th Street between 1st Ave NE and 5th Ave NE, the City's contractor will need to close 195th now through the end of March. Local access will still be permitted. The trail will remain open; however, there will be some disruptions for pedestrians using the trail on Jan 22 and Jan 23 at the intersection of 1st and 195th, and Jan 26 and Jan 27 at the intersection of 5th and 195th as ADA ramps are built.

Once the trail is completed, pedestrians will have a paved, separated place to walk versus walking on the grass shoulder or in the existing travel lane. There will be no changes to vehicle access from the current use of the road. However, on street parking will be limited upon completion.

This current project will complete the final segment of separated trail that is a piece of the northern connection between Shoreline’s Interurban Trail and the Burke Gilman Trail in Lake Forest Park. 

Similar to the recently completed section on NE 195th between Meridian Ave N and 1st Ave NE, this segment will also be located on the undeveloped right-of way of NE 195th St, and will provide a connection to the pedestrian / bicycle bridge crossing I-5. The scope of the project includes a 12’ wide paved trail for pedestrian and bicyclist use. The project is adjacent to the Holyrood Cemetery to the north. Additional pedestrian connections, lighting, and crosswalks at 1st and 5th are elements for future consideration.

Sidewalk improvements near Syre

Shoreline Public Works will begin work this month on sidewalk improvements on 12th Ave NW leading to Syre Elementary.

The City of Shoreline plans to install curb ramps and repair sidewalks. The design has been completed and a Contractor, Iron Creek Construction, selected to do the work which will begin the last half of this month.

The City will be installing curb ramps and transitional sidewalk on 12th Avenue NW at the following cross streets:
  • NW 196th St
  • NW 199th St
  • NW 199th Pl
  • NW 201st St
  • NW 202nd St
  • NW 203rd St
Following that, the City will be replacing sidewalk panels along the west side of 12th Ave NW at selected locations.

The map identifies the limits of the roadway work and those locations where the City will be replacing existing curb ramps and sidewalk.

The curb ramp/sidewalk improvements will involve travel lane and parking lane closures on 12th Avenue NW and is expected to create some traffic impacts during the day. With construction occurring along the sidewalk, pedestrian access will be impacted. The City will work with the Contractor to provide as much access as possible during construction. Work is expected to last approximately two months, into March of this year.

Shoreline is taking another step forward in the project to provide pedestrian and bicycle connections between the Interurban Trail in Shoreline and the Burke Gilman Trail in Lake Forest Park.

Mobile Mapping Project running in Shoreline

As part of the City's Pavement Management and Right-of-Way (ROW) Asset Inventory Project, over the next several days, Transmap Corporation will be working within the City inventorying images of Shoreline's road network.

To do this, Transmap's On-Sight HD Mobile Mapping Vehicle (van) will drive around the city collecting digital imagery and GPS information of roadways. Information collected helps complete a citywide pavement condition assessment and collect and incorporate ROW asset data into the City's asset management system.

Transmap uses a high definition mobile mapping system to capture photogrammetric images of the pavement every 300 feet. The mobile mapping system collects data at normal driving speeds so special traffic control devices are not required during data collection.

The Pavement Management and ROW Asset Inventory Project addresses two important issues for City infrastructure maintenance.

  1. First, the project will complete a pavement condition assessment for 165 centerline miles of City roads. The condition assessment includes calculating a pavement condition rating, which will be used to define and guide pavement maintenance priorities in the future. Pavement condition information will be stored in the City asset management system (Cityworks) and a specific pavement management software (MicroPaver) so asset condition can be tracked through time.
  2. Second, the project will complete an inventory of ROW assets (e.g. sidewalks, ADA Ramps, traffic signs and signals, pavement markings, etc.) and deliver the data into the Cityworks and GIS systems. Having a detailed ROW asset inventory will allow staff to track asset condition and develop systematic and prioritized work plans for improvement and maintenance projects.

The Project supports the City’s commitment to appropriately and proactively manage its assets.

Lake Forest Park street overlay project starts mid-August

Residents may expect temporary traffic delays and parking restrictions with the City’s annual asphalt overlay project, scheduled to run between mid-August and mid-September. Work dates are determined by the contractor and will be updated on the City website once known.

All cities make an effort to keep pavement in good condition, especially for heavily used and aging streets. Citizens may experience some inconvenience on the streets shown below. Drivers along these routes may have noticed Public Works crews’ pre-paving preparations during the past few weeks. When you see them, please be careful, slow down, and “give ‘em a brake.”

Affected roadways are:
  • NE 160th Street, between 35th Avenue NE and City Limits; 
  • NE 178th Street, between SR 104 and Brookside Boulevard NE; and 
  • 40th Place NE, between 35th Avenue NE and 45th Place NE. 

Transportation Improvement Board funding was secured for NE 178th Street and 40th Place NE, increasing the scope of this year’s program.

Main phases of the project are:
  • Grinding – fewer than three days to complete, momentary traffic delays;
  • Paving – approximately three days to complete, traffic delays of approximately 20 minutes anticipated;
  • Street Surface Markings – approximately three hours to complete, momentary traffic delays.

Temporary parking restrictions, where necessary, will be handled by placement of dated “No Parking” barricades. Cars parked along overlay streets during the restricted times will be towed at the owner’s expense and will result in project delays.

Paving next week on 12th Ave NW in Shoreline

Paving crews from the Seattle Department of Transportation will work on 12th Avenue Northwest in the Innis Arden area of City of Shoreline next week on a job for Seattle City Light and the City of Shoreline.

They will grind and pave 12th between Northwest 175th Street and 13th Avenue Northwest, Tuesday through Thursday, June 24-26,  working from 7am to 7pm each day.

For this work, 12th Avenue Northwest will be closed and on-street parking will be restricted. The detour route will use 13th Avenue Northwest, 14th Avenue Northwest, and 15th Avenue Northwest.

The City of Lake Forest Park will be hosting an informational open house to present preliminary design plans for the NE 178th Street Phase 2 project. The open house will take place in the Brookside Elementary foyer on June 18, 2014 from 6:00-7:30pm. 17447 37th Avenue NE, Lake Forest Park 98155.

Interested parties can review proposed project features and ask questions of city staff and representatives of design consultant Gray & Osborne.

The project scope includes sidewalks on both sides of 178th between 33rd Avenue NE and Brookside Boulevard NE. In addition, a bike lane will be constructed on the north (uphill) side. A sidewalk will also be constructed on 35th Avenue NE from 178th to the Brookside school parking lot.

Project features include:
  • Permeable concrete sidewalks in appropriate locations
  • Two pedestrian activated crosswalks
  • Replacement of the McAleer Creek culvert under 178th
Construction is expected to begin in May 2015 and be completed in October 2015. During construction 178th will be closed to through traffic: access will be provided to residents and emergency vehicles, mail and garbage service will be maintained also.

Project funding is provided by grants from the federal government, the state Transportation Improvement Board, Washington State Department of Transportation’s Safe Routes to School program, and the State Department of Ecology.

North City business district street light and signal pole replacement

Over the past several years, the street light poles and signal poles within the North City Business District have experienced significant paint failure. After successful negotiations with the original construction contractor, all of the street light poles and signal poles will be replaced within the district at no cost to the City. The contractor assigned to do the work is Prime Electric. 

Street light poles between NE 172nd St and 15th Pl NE (just north of 180th St NE) along with all of the signal poles will be replaced.

With the construction, City staff warn there will be a variety of impacts that will result from the removal and installation of the poles. Below is a general list of what to expect:
  • Construction impacts: Construction activity (noise and equipment) will be visible along the corridor and will impact street/sidewalk to facilitate construction. Lane closures will be in place as needed.
  • Driveways: some driveways may require short term temporary closures. These closures will be coordinated in advance with each business as needed.
  • Parking (during construction): Street parking may be impacted and reduced in areas where the poles are being replaced. These impacts will be temporary and will be restored upon completion of the new pole installation.
  • Bus Stops: Bus stops may be temporarily impacted resulting in temporary relocations of stops.
Construction is expected to start April 2014 and be complete by the end of May. Any questions regarding the work may be directed to John Vicente 206-801-2474.

Snow Removal in Lake Forest Park

Planning for a winter storm event can be difficult. Each storm event is unique. The Public Works crews of the City of Lake Forest Park are charged with maintaining 112 lane miles of streets during inclement weather. It is our goal to provide a reasonably safe driving condition.

The City of Lake Forest Park provides Public Works services under a contract with the City of Kenmore. The two cities share seven trucks for treating snow and ice conditions. Four trucks have sanders/spreaders and plows, two trucks have de-icers and plows, and one truck has a plow. During a snow and ice event, maintenance crews will switch to two 12-hour shifts to ensure 24-hour coverage. 

Snow and ice crews will focus on primary routes first, including arterials, bus routes, and designated emergency routes. Once the primary routes are able to be left in a safe condition, attention will turn to secondary and then to residential streets. Crews will continue to work around the clock as long as snow and ice conditions exist. 

To assist citizens in hilly areas the City has established several sand piles. Citizens may apply the sand to streets where traction is an issue and the City has not had an opportunity to apply deicer or plow.

Lake Forest Park - manage leaves and debris during heavy rain

As we move into autumn, the Public Works Department turns its attention to the City’s drainage system. Citizens are encouraged to keep storm drains clear of debris and leaves to keep stormwater flowing and free from obstruction.

If you are clearing debris and leaves, please do not create piles of leaves on our streets, in ditchlines or in the public right-of-way—leaf piles cannot be picked up by our street sweeper and create a safety hazard.

To manage extra leaves and debris during heavy rains, please consider the following:

  • Use your yard waste tote to dispose of extra leaves and debris
  • Consider piling your leaves in your own back yard to create a healthy natural compost that will enrich your soil
  • Call your waste hauler to determine if there are alternative ways to recycle extra leaves on your property


The Public Works Department is responsible for the operation and maintenance of the City’s infrastructure which includes storm drains/catch basins, conveyance pipes, culverts, detention ponds, tanks and vaults. Municipal Code section 16.25.025 states it is “illegal to collect lawn clippings, leaves or branches and discharge them into the path of surface water,” so please dispose of your extra leaves and debris responsibly!

Surveyors will be on NE 178th starting Thursday

Surveying for the NE 178th Street Phase 2 Roadway Improvements project will begin on Thursday, November 7, 2013. The project includes sidewalk, curb and gutter and other improvements on NE 178th Street between 33rd Avenue NE and Brookside Boulevard NE. It also includes a sidewalk on the east side of 35th Avenue NE from NE 178th Street to the Brookside Elementary parking lot driveway. A bicycle lane will be provided on the north side of NE 178th Street from Brookside to 33rd.

The design phase for this project is fully funded with federal and state grants. The construction phase is partially funded and the City is seeking additional construction funding. It is anticipated that construction will begin in the summer of 2015 if all necessary construction funding has been secured.

Upon completion of surveying, a project base map will be created and preliminary engineering can commence. When the preliminary design layout is complete, the City will invite the public to an open house where project details will be exhibited and comments will be solicited.

Hidden Lake Bridge is in need of replacement

Hidden Lake Bridge is functionally obsolete

The Hidden Lake Bridge was originally constructed in 1931 and is a two lane, 310 foot long concrete bridge built into the side of a hill along a ravine above Hidden Lake. The bridge was retrofitted in 1996 to address several deficiencies. 

Despite these measures, the bridge is classified as functionally obsolete due to the narrow deck width and has experienced deterioration of several components. Due to these deficiencies, the bridge is currently rated at 51.3 (bridges less than 50 should be considered for replacement).

The bridge as it currently exists is in poor condition. Many concrete elements are spalled or cracked, exposing reinforcing steel. The bridge railing is in poor condition and presents a hazard for vehicles due to the steep slopes. There are signs of soil sloughing around the foundation of the bridge. One footing has been exposed. The bridge was reinforced with wood supports to retain some of the soil and prevent cave-ins at the sidewalk above. A load rating determination has been recommended by King County to reassess the load carrying capacity of the bridge. 

The existing bridge is currently deteriorating and is in need of either rehabilitation or replacement. The currently bridge rating of 51.3 (out of a rating of 100) meets the threshold for rehabilitation (a minimum score of 80 is needed) and borders on replacement (a minimum score of 50 is needed). 

Current available funds will support the predesign phase of this project with the following work to be done:
  •     The load carrying capacity of the bridge will be evaluated
  •     A revised bridge rating will be determined
  •     A recommended option to address the bridges deficiencies
  •     An engineer’s estimate for construction
  •     Prepare grant applications for design and construction of the recommended alternative

Continued work beyond the predesign phase is dependent on additional funding made available. Once full funding is secured, the recommended alternative will be designed and constructed.

Mountlake Terrace to build new decant facility

A new decant facility, used to separate contaminated liquid and solid wastes from city public works maintenance remains, will be built at the City of Mountlake Terrace Operations Facility at a cost of almost $800,000 following the approval of the Mountlake Terrace City Council on August 5.

To comply with federal standards for the discarding of waste generated from street sweeping, catch basin cleaning, pipe cleaning and hydro excavation, the city will have a decant facility built in a storage yard at their operations facility, 6204-215th St SW. McClure and Sons Inc. was awarded the project at a city cost of $794,726; the Mill Creek construction company submitted the lowest of six bids for the project.

Prior to 2011, the City of Mountlake Terrace Public Works Department sent waste requiring decanting to a King County operation in Shoreline. Following the closure of that site the City of Mountlake Terrace has been using a decanting facility in Renton for the past two years.

Construction on the new city decant facility is expected to begin in September. Construction costs will be paid for from City of Mountlake Terrace Sewer, Stormwater and Water Funds.

Shoreline’s purchase of Brugger’s Bog Maintenance Facility

On June 25, the King County Council voted unanimously to approve the sale of the County’s Brugger’s Bog Maintenance Facility to the City of Shoreline. The acquisition of the Brugger’s Bog Maintenance Facility is critical to the City’s future development, enabling it to meet its present and future growth needs.

The City will acquire the property for $2.9 million. In conjunction with the sale, the City and the County have entered into a joint use agreement allowing the County to continue using the site for fueling County vehicles and for decanting services. The City has derived great benefit from its partnership with the County. Shoreline currently contracts with the County for police, jail, court, and road services, and they are part of regional partnerships such as solid waste and animal control. By partnering with the County, the City is able to maximize Shoreline tax dollars and create efficiencies that would not be possible if it had to provide all of the services itself. The joint use agreement furthers that good working partnership.

Since incorporation, the City has used the one-acre Hamlin Park maintenance site to house both the Parks and Public Works maintenance operations. Over time, as the City has taken on more maintenance responsibilities, the Hamlin site has reached its maximum capacity.

The future assumption of the Ronald Wastewater District in 2017 and the acquisition of the Seattle Public Utility (SPU) water system in 2020 places additional demands on the City’s need for additional maintenance facility space.

Once the sale is final, the City will identify initial improvements to the site and begin its long-term planning process to prepare for when the City begins operating the wastewater and water utilities. Working with the community, the City will develop a master plan for the site along with Brugger’s Bog Park and the proposed future park at the Shoreline School District property formerly known as the Aldercrest Annex.
