Shoreline Police Officer Newbauer awarded Meritorious Service Award

Officer Matthew Newbauer has been awarded the prestigious Meritorious Service Award for his outstanding response to a welfare check call that uncovered a felony child abuse case. 

His exceptional analytic and investigative skills, as well as his persistence, were instrumental in protecting the child.

Throughout his 16-year career in law enforcement, Officer Newbauer has served as a detective in the Secret Service, the Crimes Against Children Taskforce, and the Domestic Violence Unit. Now, after a year in the Shoreline Police Department, he has been selected to be a detective in the King County Major Crimes Unit.

Shoreline is a contract department of the King County Sheriff's Department.

Office of Law Enforcement Oversight (OLEO) reacts to U.S. Department of Justice settlement with the King County Sheriff’s Office to improve language access

Last week, the U.S Department of Justice (DOJ) and the King County Sheriff’s Office announced a settlement to address deficiencies in the Sheriff’s Office language access policies and practices. 

The agreement—which stemmed from an allegation of discrimination against a community member with limited English proficiency (LEP) in November of 2021—outlines a two-year phased plan for the Sheriff’s Office to develop and implement training and policy directives to improve language access and communication between Sheriff’s Office deputies and LEP community members.

While OLEO applauds the Sheriff for entering into this agreement voluntarily, OLEO has previously expressed concerns about the Sheriff’s Office language access policies and interactions with LEP individuals. 

OLEO sent policy recommendations to the Sheriff’s Office to improve language access for hearing-impaired and LEP individuals in March 2023 with no response or action from the department to implement our recommendations.

OLEO’s 2023 recommendations and the new agreement from the DOJ share significant overlap including:
  1. developing policies and directives on the use of interpreters; guidance and training for bilingual deputies; 
  2. restricting reliance on the use of children, family members, and other bystanders for translation services; 
  3. protocols for identifying an individual’s primary language and appropriate language access services; and 
  4. data collection and reporting on interactions with LEP individuals. 

In addition to those urgently needed actions outlined in the DOJ settlement, OLEO encourages the Sheriff’s Office to incorporate best-practices for language access for ASL speakers and hearing-impaired individuals.

According to Census data, more than 1 in 10 residents of King County could be considered LEP and 2.8% have a hearing difficulty (ACS 2022).

Police search for burglars near Bothell Way on Monday

Lake Forest Park Police, assisted by King County Sheriff’s Office deputies, and a K9 unit from Seattle PD searched the area on Bothell Way after two commercial burglaries on Monday morning.

One burglary was at the 522 Tattoo Shop across Bothell Way from the mall at 17230 Bothell Way NE and the other was at the Subway sandwich shop in the mall. 

Police were unable to apprehend the suspects and the investigation is still in progress.

Arrest made in death of man whose body was found on 15th NE

At 10:15pm Monday night, January 29, 2024, the King County Sheriff’s Office Communications Center received a 911 call from a community member who reported seeing a person laying on the ground, unresponsive at the 20000 Block of 15th Ave NE in Shoreline. 

The caller stated the man was face down and unresponsive. 

Shoreline Police and Shoreline Fire Department were dispatched to the scene. The fire department was not able revive him.

The Medical Examiner's office disclosed that the man was 20 year old Robert A. Anderson. He had been shot in the head and the ME ruled it a homicide.

On Wednesday, February 7, 2024, reporting in The Seattle Times revealed that Shoreline resident Quy Ngoc Vu, 17, was arrested the next day. He is in detention on $1million bail and will be arraigned on the 15th.

According to the story, Anderson had assaulted Vu's sister. The police were out looking for him, but Vu got there first.

Shoreline Police are investigating a violent home invasion robbery in Richmond Highlands

Thursday, February 1, 2024 at 5:43am King County Sheriff’s Communications Center received a 911 call from the location of the 600 block of NW 180th St in Shoreline, in the Richmond Highlands neighborhood. 

The caller reported a robbery that just occurred and reported there were three suspects. 

Upon the arrival of Shoreline PD, a search for the suspects was conducted but none were found in spite of K9 searches.

Kenmore PD, also a King County Sheriff's Office contract force, assisted in the search.

According to an account published by one of the victims on NextDoor, the three men had guns, threatened to kill the couple and pistol-whipped the husband in the face.

Shoreline Medics treated him at the scene and took him to a local hospital. By their standards, he had minor injuries.

This is an open and active investigation.

The story is remarkably similar to the case in Olympic Hills from January 28th. (see previou article)

Seattle Police investigating home invasion robbery in NE Seattle

Seattle police are searching for three men involved in a robbery at gunpoint in the early morning hours of January 28, 2024.

Officers responded to the 14000 block of 25th Ave NE in the Olympic Hills neighborhood just after 3am to find the couple shaken up.

The husband told police he was asleep when his dog woke him up and he heard his wife scream from upstairs. He was confronted by two suspects and one of them pointed a gun at him demanding valuables. A third suspect pointed a gun at the man’s wife.

Two of the suspects reportedly ransacked the home looking for anything of value. The husband and wife were told not to move before the suspects left.

They are described as three men, one White and two Black, 18 years old to 25 years old, approximately 5’10” to 6’1″ tall, thin, with black facemasks, black sweatshirts, black pants, gloves and black shoes.

Updates: Young man found dead on 15th NE in Shoreline

Updated map shows location where man was found on sidewalk

Update
: A spokesperson for the Sheriff's office has confirmed that death was due to a gunshot wound.

2nd Update: The Medical Examiner has identified the man as 20 year old Robert A. Anderson. Cause of death is listed as a perforating gunshot wound to the head and determined to be a homicide.

Shoreline PD contracts with the King County Sheriff’s Office for police services. 

The caller stated the man was face down and unresponsive. 

Shoreline Police and Shoreline Fire Department were dispatched to the scene. Unfortunately, the fire department was not able revive the man after life saving measures were attempted. 

King County Major Crimes Detectives are handling this investigation. 

The man, who was not identified publically, was in his early 20’s. 

There are no suspects and no suspects in custody.

You can run but you can't hide - Shoreline Police catch a burglar in the act

Early Saturday morning, January 27, 2024, Shoreline Police officers responded to a burglary in progress at a business on the 18000 block of Aurora Ave N. 

Upon arrival, an officer discovered a shattered window and spotted a suspect inside. Startled by the officer, the suspect attempted to flee through the same entry point, only to find another officer waiting. 

Cornered, the suspect retreated into the business, trying desperately to escape through a side door, but to no avail as officers had already secured the area.

Refusing to surrender, the suspect remained inside the building, prompting Shoreline Fire to lend a helping hand in prying open the front doors. Finally, after a tense standoff, the subject was successfully apprehended.
 
Great work by our officers and the assistance of the Shoreline Fire Department for their service and commitment to safeguarding our community.

The suspect was taken into custody for Burglary in the 2nd degree.

Lynnwood WA: Carjacking - Robbery - Assault with Firearm

Lynnwood, WA – Shortly before 2am on January 27, 2024, the Snohomish County Sheriff’s Office was made aware of a robbery, carjacking at gunpoint that had just occurred at an apartment complex near the City of Lynnwood. 

The suspects in this carjacking went to another apartment complex in the 16800 Block of Larch way where they robbed another victim of his money.

Citizens reported hearing gunshots in the area of the second apartment complex. The second victim had been shot more than once in the leg after the robbery. The suspects then fled the shooting scene.

Deputies spotted the vehicle a short distance away and turned to chase. 

Before Deputies could engage in the pursuit, the suspect vehicle crashed into a power pole near 18300 Larch Way, causing powerlines to drop onto the roadway and ignite the stolen vehicle. 

Both suspects fled the stolen/wrecked vehicle, but were later apprehended by K-9 units.

The original shooting victim is currently at the hospital and is undergoing medical care. One suspect in the crash of the stolen vehicle sustained an injured leg and is also receiving medical care at the hospital.

Public Utility District was working to repair broken lines.

Robert Knight named 2023 Officer of the Year for Shoreline Police

At a ceremony held in December 2023, Master Police Officer Rob Knight was named 2023 Officer of the Year for Shoreline Police.  

Officer Knight was named for his heroism and bravery, and the profound impact he had on the lives of many; specifically for his heroic response to a woman threatening to kill herself. 

Multiple units responded and MPO Knight was crucial in the rescue.

However, we are excited for the new chapter that awaits him at Sound Transit as a K-9 handler!

As he embarks on this new adventure, we wish Officer Jurado all the success and happiness in the world. We have no doubt that he will excel in his new role and continue to make a positive difference.

Police seek vehicle stolen after home invasion robbery in Mountlake Terrace early Monday

MOUNTLAKE TERRACE — Investigators are looking for a blue BMW convertible that was stolen from the scene of a home-invasion robbery early Monday.

The victims were uninjured in the incident, which was reported just after 5:45am. 

The location was in a neighborhood near the Forest Crest Playfield Complex along 236th St SW in Mountlake Terrace.

Two adults and two children were in the house at the time, Cmdr. Scott King said. 

Four armed people entered the home apparently looking for valuables, mostly electronics.

“There is no known connection between the victims and the suspects,” King said. “This was a traumatic event for the family, and out of respect for their privacy we aren’t releasing a more
precise location at this time.”

The suspects left in two vehicles: one unknown, and the victims’ 2011 blue two-door hardtop convertible BMW. The car has a metal Seahawks emblem on the back, along with metal decorative text that reads “TWEEZER.”

Police on Monday continued to canvass the neighborhood and follow up on leads. Anyone with information is asked to call 911.

Pedestrian hit in Mountlake Terrace


Northbound I-5 was fully blocked in the Mountlake Terrace area near 220th St SW after a collision involving a pedestrian. All lanes are blocked and vehicles are being detoured off the freeway at 220th St SW and rejoining at 196th St. SW. 

Medical Aid, Fire Assistance, and the State Patrol have arrived on the scene. WSP is investigating.

Suspect arrested after murder of Edmonds rideshare driver

Edmonds Police have arrested a suspect in the January 3, 2024, murder of 31-year-old Abdikadir Gedi Shariif. 

The suspect, twenty-one-year-old Edmonds resident Alex Matthew Waggoner, was arrested around 2:30pm Wednesday, January 10, 2024 without incident by members of the Snohomish County Violent Offenders Task Force (VOTF). 

He was arrested after he walked away from his residence in the 23500 block of Edmonds Way. 

At the time of his arrest, the suspect was armed with two handguns and was wearing body armor. There were no injuries as a result of his arrest. 

He was transported to the Edmonds Police Department, where detectives interviewed him before he was booked into the Snohomish County Jail for 2nd-degree Murder. Bail has been set at $1 million.

Just after 10:15pm on January 3rd. Mr. Shariif was working as a rideshare driver and had just dropped off a customer returning from vacation. 

After departing the drop-off, Mr. Shariif drove westbound on 236th St SW in Edmonds and, with a green signal, began making a left-hand turn onto Edmonds Way. 

The suspect was crossing from west to east at the same crosswalk Mr. Shariif entered during his turn. 

According to the police report, dash and interior cam video from the victim’s car indicates that while making the turn he was “distracted looking down at his phone” and “narrowly missed” the suspect in the crosswalk. 

The video also indicates that Shariif then slowed down his car, rolled the driver's window down, and appeared to begin to say “I’m sorry” when the suspect immediately began shooting at him. 

Without warning, the suspect fired multiple times at Mr. Shariif, mortally wounding him. He later died at Harborview Medical Center.
 
Detectives received multiple tips and collected several types of evidence during the investigation. 

Numerous search warrants were also served to recover physical, digital, and other types of evidence. After his arrest, a search warrant was served on the suspect's residence, and additional evidence was recovered. 

New witnesses were also contacted and interviewed at this location.
This investigation is an excellent example of community involvement, tireless detective work, and collaboration among law enforcement partners. 

Now that the suspect is in custody, detectives will continue their investigation to include a thorough analysis of the firearms that were recovered.

Arrest in Kenmore after suspect attacks Safeway employee with a boxcutter

You may have seen a prolonged police response at Safeway yesterday afternoon that was witnessed by many in the community, and we wanted to provide some context.

A male who has been frequenting the area over the past few weeks shoplifted a basket full of items from Safeway. 

He was contacted by a store employee, who the suspect then attacked. The suspect then went back inside the store.

Another employee intervened when the suspect pulled out a box cutter and began waving it in a slashing motion, cutting the apron of the employee in the process. 

An Officer arrived soon after and took the male into custody without incident. 

The suspect was booked into the King County Jail for two felonies: Robbery (involving a weapon) and Assault- 2nd degree.

The Kenmore Safeway is located at 6850 NE Bothell Way, Kenmore, WA 98028.

The Kenmore Police Department is a contract agency with the King County Sheriff's Office.

Suspect captured during burglary at cannabis dispensary in Lake Forest Park

On January 11, 2024 at approximately 5am, LFPPD officers rapidly responded to a call from a local resident about suspicious activity adjacent to The Kushery Cannabis Dispensary, located at 19258 15th Ave NE in Lake Forest Park

While on their way to the scene, officers received updated information that a vehicle had crashed into the side of the building. Upon arrival, an LFPPD officer tried to block the associated vehicles at the establishment, but they managed to escape. 

However, one individual was apprehended at the scene and taken into custody. The incident resulted in an undetermined quantity of products being stolen from the business.

A fleeing vehicle collided with another unrelated vehicle at the intersection of 19th Ave NE and Ballinger Way NE (SR 104). The driver of the fleeing vehicle left the scene, and it was discovered that the vehicle, a Kia sport utility vehicle, had been reported stolen from Shoreline but was previously unreported. 

Despite conducting a Redmond PD K-9 track in the neighborhood near the collision site, no additional suspects were located.

With the support of King County AFIS, the business and the crashed vehicle underwent processing. Bothell PD officers, Shoreline, Kenmore, and King County deputies aided LFPPD in their efforts. 

Shoreline PD took charge of processing the collision scene within their jurisdiction. The investigation remains ongoing, and the police department is actively gathering information regarding potential additional suspects and any possible involvement of additional vehicles in the incident.

The Lake Forest Park Police Department is a state accredited police agency serving the citizens of the city of Lake Forest Park in King County, Washington. It is a partner agency in the Coalition of Small Police Agencies (CSPA) of King County.

More than two decades ago, I made the life-changing decision to become a police officer. It was a calling that ignited a passion within me to serve and protect my community. 

From the beginning, I knew that this profession was not just a job, but a commitment to making a difference in the lives of others.

Today, I invite you to join me in celebrating our Shoreline Police Officers and every law enforcement officer. I am grateful for the dedication, professionalism, and compassion that each member of our work force brings to their role.

Notable Incidents: 
  • Officers were dispatched to a subject who called 911 to report he had been driving drunk, crashed his car, and needed help getting his car “unstuck”. After failing field sobriety tests officers took the subject into custody for DUI and impounded his vehicle. 
  • Over several days officers received multiple calls from a subject with severe mental health issues. The subject repeatedly called 911 making threats and attempting to report things that were not happening. The subject was referred to a crisis responder (RCR) for possible assistance. Subject has threatened to shoot officers in the past. 
  • Officers responded to a welfare check request. The caller reported he was out of town and unable to reach her partner at home. The partner was reported to have a history of drug use and suicidal ideations. There were also 4 dogs inside the residence. Officers were able to observe a subject slumped over inside the residence, however they were unable to access the building due to the aggressive animals. The officers were able to see that the subject was obviously deceased. Animal control arrived and took custody of the dogs. The medical examiner determined the subject likely died from a drug overdose. 
  • Officers were dispatched to a male subject walking down the middle of 178th yelling and blocking traffic. Officers located the described subject who was then walking on the sidewalk. The subject refused to stop and speak with officers. 
  • Officers assisted the fire department with a subject at the Kidney Center who stated he had not taken his antipsychotic medication and was hallucinating. The caller reported that the subject was also confused and combative. Officers stood by while the fire department assisted the subject. 
  • Officers were dispatched to a shoplift report at Albertsons. Store employees reported a male subject stole a donut from the bakery case and a pack of powdered donuts from the aisle. The subject became angry when confronted after leaving the store without paying. When the officers arrived, the subject continued to yell that he had not stolen any donuts. Officers clearly observed a large amount of powdered sugar on the subject’s clothing. The subject was arrested for theft 3rd. 
  • Officers responded to a strong-arm robbery at Taco Bell. A male subject drove up to the drive thru window, shoved the employee out of the way and grabbed the register. The victim was unable to provide a license plate or description. 
  • Officers responded to an exposing at a condominium complex. The victim reported a male subject exposed himself to her outside her front window. The male (Amazon delivery driver) stated he did not see the subject observing him and he was only urinating. Case sent to prosecutor for review.
  • Subject called stating her family member was intoxicated, lying out on the front porch, and refusing to come inside. Officers arrived and were immediately cussed out by the extremely intoxicated subject. Aid was called to check on the subject and determine if she could stay home with her level of intoxication. The subject was cleared by aid and assisted into the residence by the officers she was then attempting to hug.
  • An employee at ARCO reported a male subject pulled a knife on him when told not to smoke on the property. The suspect fled prior to PD arrival. The employee did not want to press charges, only wanted the police to know.
  • Officers responded to three suspicious subjects at Ross. One suspect was observed attempting to shoplift, one subject was passed out after using narcotics and one subject was booked on a warrant. All subjects were trespassed from the mall property.
  • Officers received a call at approximately 6:30pm of a subject who had left the Lake Forest Bar & Grill after doing a “dine and dash.” An employee later confirmed that a known suspect with a previous dine and dash history came to the business, then left after not paying an approximate $50 charge. He was identified by the bartender as acting oddly and talking to himself. An officer conducted an area check and located the suspect inside Third Place Books after the suspect made threats to shoot employees with a firearm. As a precaution, the officer drew his duty handgun and requested assistance with a sergeant responding to the store. As both officers-maintained cover and contact with the suspect, the suspect made threats to get a gun and shoot the officers and staff. The suspect said he was going to leave and stood up. When the officers moved to make physical contact with the suspect to prevent flight to the main part of the store, the suspect was taken to the floor. The suspect began to actively resist, including drawing at least one hand under his torso and refusing to show it upon repeated commands to show it. It took both LFP officers as well as three assisting Bothell PD officers to get the suspect into custody. Aid was requested to the station as a precaution, but the suspect cussed out the medics telling them they would die, including calling a female medic a “bitch”. The suspect refused to identify himself and did not have an ID. He was later booked into KCJ for a felony charge for the harassment threats to kill. The suspect was later identified and found to have multiple warrants for his arrest, including a department of corrections escape warrant. The suspect was also identified as an officer safety flag due to a past event when he grabbed the gun on an officer during an arrest. Per the arresting officer, the suspect screamed racial slurs including the “N” word multiple times at the officer during the transport to KCJ.
  • That same shift, at 2:15 am, there was a call at 12 Degrees North regarding 8-10 people with guns, including a rifle. This started over a domestic incident, in which a threat of assault was made. This threat caused the involved male to call some friends for assistance, which caused several subjects to show up armed. One subject was wearing a gun belt with gun exposed (however, this is legal), he was also carrying a rifle which he pointed at 3 subjects (which is not legal). Another subject had a concealed gun without a permit (not legal) he also pulled his shirt  up and brandished it on others (not legal). Having only two of our LFP officers on duty, Bothell assisted by sending several officers. Eleven subjects were ultimately detained, two were arrested and booked.
  • Again, this same evening shift, at 4am (the 2 officers still working the above incident with the incustodies) the Kushery (marijuana dispensary in the north end of city) was burglarized. The reporting party heard glass breaking and voices inside. Bothell officers backed us again. Turned out to be a good burglary but as the officers arrived, the suspect had just fled. They tried calling for K9 to track the subject but after contacting 6 agencies, none were available.
  • Albertsons staff observed three individuals entering, splitting up, and walked around the store.The manager witnessed them concealing items, prompting a call to the police. One subject, with an outstanding Mercer Island warrant, revealed felony convictions for residential burglary. Another initially gave a false name but later confessed to having a DOC Felony warrant, leading to his arrest for obstructing and drug possession. Notably, he was previously arrested for Organized Retail Theft on November 9th by Seattle PD. All three received Criminal Trespass Warning letters for the mall.
  • Two subjects were seen on video breaking the metal railing off the building and the glass on an exterior door to gain entry. The suspects had a backpack and stuffed as much merchandise as possible in the short time they were there. The inner security gate was not locked when the store employees closed the night before, which assisted the in the suspects gaining entry. AFIS processed the scene and evidence was collected for processing.
  • Police responded to a school lockdown triggered by an individual who entered Brookside Elementary School by tailing a parent through the main entrance, unbeknownst to the parent. School staff confronted the individual, who claimed to have a child at the school and provided a child and teacher's name. However, the provided names did not match any students or staff in the building. The situation escalated when the individual confessed his intention to harm the adult he had named. Subsequently, the individual exited the premises, returned to his vehicle, and departed. School staff immediately initiated a lockdown and called 911. Despite the absence of visible weapons and no current evidence suggesting the individual possessed one, officers quickly arrived at the school and began a search of the campus and surrounding areas. All students and uninvolved staff were confirmed to be out of danger throughout the incident. Police maintained a presence at the school until the end of the school day, with extra patrols planned for the following day. Additional information revealed that the subject was experiencing mental or emotional distress and is seeking an individual associated with a massage clinic who owns a red vehicle. The detectives are collaborating with the Shoreline School District to obtain potential video footage. Officers and detectives will continue to follow up on any leads or information gathered in this ongoing investigation.
