Edmonds Police warn school community about man who followed ballet students and entered Edmonds school

Surveillance photo as published by David Rose Q13
An Edmonds Police investigation that began in October led to the arrest of a 36-year-old Edmonds man for 4th degree Assault with Sexual Motivation.

The suspect was arrested at the Frances Anderson Community Center in the Edmonds Bowl and was booked into the Snohomish County Jail.

He was released and potentially will be charged with a misdemeanor.

Edmonds Police statement:

'Additional investigation and new information have made it clear that the community should be aware of this incident.

"The investigation began on October 9th of this year when the suspect approached and lingered amongst a youth ballet class that had just released the dancers into the hallway.

'The juvenile victim entered the dressing room, and the suspect followed behind her, closing the door behind them. He committed a non-injury misdemeanor assault of touching the child, but investigators determined that there was also evidence of sexual motivation.

'The suspect was also observed walking toward a group of juvenile dancers waiting in the hallway. He stood next to them as they knelt on the ground. He then quickly dropped to his knees and put his face down next to one of the juvenile’s feet as if sniffing them.

'Police were notified, responded, reviewed surveillance footage, and initiated an investigation. EPD detectives were also involved with the case. As a result, probable cause was developed to arrest the suspect for Unlawful Imprisonment and Assault 4 with Sexual Motivation.

'Information was distributed to the staff of the Frances Anderson Center, and EPD proactively began a search for the suspect. On October 17, 2023, the suspect returned to the Frances Anderson Center and was recognized by employees. EPD officers responded within minutes and located him outside of a classroom area.

'He was arrested without incident and transported to Edmonds PD, where he declined to speak with detectives. The suspect was booked into the Snohomish County Jail. After a prosecutor review, the charges were amended to include the misdemeanor only. The suspect has since been released pending the judicial process."

Within the last 10 days, the same suspect started appearing at local schools. Surveillance footage caught him on camera inside the Edmonds Heights School, located on the campus of the former Woodway High School in South County.

Assistant Superintendent Greg Schwab shared he was spotted sitting at a table in the library.

"We were able to very quickly issue a criminal trespass to this individual," said Schwab. "We have since taken the step of circulating this individual’s photo with all our school community."

Detectives are continuing their investigation. They want to speak with anyone they believe may have had a similar interaction at or near the Frances Anderson Center and did not report it. You can contact Edmonds Police at 425-407-3999 and reference case (23-21633).

Police did not release the man’s name saying he is innocent until proven guilty.

Seattle Police seek witnesses to incidents where vehicles purposely targeted and struck pedestrians in North Seattle

Sunday, December 10, 2023

Statement from Seattle Police Chief Adrian Diaz
In late November, police were made aware of two incidents where two separate vehicles purposely targeted and struck pedestrians in North Seattle. The victims have not been identified.

Detectives discovered surveillance footage and cell phone footage of one of the vehicular assaults. On November 26, 2023, at 1:50am the video shows a vehicle targeting a woman and purposely hitting her on North 107th St just west of Aurora Ave N. Multiple people can be seen helping the victim before a car stops, carries the woman to the passenger seat, and drives away.

The second assault happened in the 9600 block of Aurora Ave N. Officers have yet to determine exactly when it occurred, but believe it was around the same time on November 26th. Detectives have attained cell phone video of the assault. In the video, the suspects target a victim walking in the bus lane. The unsuspecting victim is struck from behind and flies over the hood of the car.

The suspect vehicle did not stop in either incident. Based on the speed of the impact, it is likely that the victims suffered serious injury.

Detectives reviewed 911 call records, hospital admissions, and canvassed the area for witnesses, but have not been able to locate the victims.

If anyone has information, please call the SPD Violent Crimes Tip Line at 206-233-5000.

Police arrived in the 2000 block of NE 135th St around 7:00am on Saturday, December 2, 2023 and spoke to the two robbery victims who were not injured during the incident.

It was reported the two victims, a 32-year-old male and a 31-year-old female, woke to a sound as four Black males entered their bedroom. Two of these suspects were armed with firearms. After entering the bedroom, the suspects yelled for them to get up and go to the living room.

The victims were kept in the living room by one suspect while the other three suspects ransacked the home. During this time, the suspects would bring items such as phones, computers, bank cards, etc. to obtain lock codes or pin numbers. The suspects also threatened to kill the victims multiple times.

These suspects were described to be four Black males in their late 20s-30s wearing masks and all black clothing.

Before leaving, the victims were told not to call the police, cancel any cards, or lock any electronic devices, or they would return to harm them. They left the home in the victim’s vehicle, a silver sedan.

Officers later located the stolen vehicle around 2:30pm in the 14300 block of 17th Ave NE. The vehicle will be processed for evidence.

Robbery detectives will be continuing the follow up investigations.

Snohomish County’s new sheriff seeks a reset for her department

Friday, November 17, 2023

In Snohomish county, the sheriff is an elected position. In King county the sheriff is appointed by the county executive with approval from the county council.

By Jerry Cornfield, Washington State Standard

From an early age, Susanna Johnson wanted to be a cop. At 22, she got her dream job with the sheriff’s department in Washington’s third most populous county.

In a few weeks, Johnson will become the new Snohomish County sheriff, capping three decades of wearing a badge, nearly all of it for the law enforcement agency where she got her start.

Johnson will be the first woman to hold the office, an accomplishment made possible by voters in the Nov. 7 election. She had received 51.5% of the vote in her duel with Sheriff Adam Fortney as of Tuesday’s tally.

“I certainly feel very honored for this opportunity, and excited to come take all the tools that I’ve learned over the years and bring them back to the sheriff’s office,” said Johnson who spent the past two years with the Bothell Police Department.

The 56-year-old Lake Stevens resident didn’t make gender a campaign issue.

“I wanted to be elected on my own merit, or not, versus some marker of being the first woman,” she said. “It certainly is an incredible opportunity. I recognize that it can help bring additional attention to the need of adding more women to the law enforcement profession.”

Voters chose her to replace Fortney whose four-year term has been marred by turbulence generated by the pandemic as well as his leadership.

Johnson and Fortney know each other well, having each worked in the department for more than two decades. She left in January 2020 – the month he was sworn in – with misgivings about his approach to protecting the safety of the county’s 850,000 residents.

Those concerns would carry over into her campaign. She made a case that Fortney’s manner and methods had undermined confidence in a badge “that must symbolize public trust.” Five former Snohomish County sheriffs endorsed her as did former congressman and King County sheriff Dave Reichert, the voter pamphlet shows.

“Since the murder of George Floyd, there’s been this national reckoning of law enforcement as a profession that the community has a higher expectation of accountability and trust and transparency,” she said in an interview Monday.

“People care, they care about the issues of public safety and public trust,” she said. “If the community had had those things, I think he could have had their support regardless of whether or not people see him more as a Republican than a Democrat.”
‘People feel less safe’

Johnson is a woman of unmatched integrity and “a doer” who will step in to get jobs done without seeking accolades. She’s also a big fan of Disneyland.

In the interview, she sketched out the blueprint for her first 100 days.

Hiring staff looms as the biggest challenge with more than a hundred vacancies throughout the department, she said.

Employees “are exhausted” so she intends to step up recruitment and retention. Getting the department accredited again by the Washington Association of Sheriffs and Police Chiefs will be important.

“If you’re out there looking for a cop job right now, you know, you’re probably going to pick an accredited law enforcement agency because the professional standards are better,” she said.

Another key is developing a “robust communication plan” emphasizing the department’s purpose is to safeguard and serve the community with integrity and respect, she said.

In contrast to Fortney, who stirred controversy at times with his social media posts, Johnson won’t have a Facebook page but she said the department will. “It’s not about how many followers I would have, it’s about the community that we serve.”

Addressing crime, including the fentanyl epidemic, with new strategies is a second focus.

She pledged to put greater reliance on data when deciding where to deploy resources and solidify partnerships with other law enforcement agencies. Johnson also plans to push for greater collaboration with human services providers. In her view, those ties will lead to a reduction in calls for service.

“People feel less safe than they did just four years ago. And there’s lots of reasons for it,” she said.

‘I hope he’ll stay’

In many ways, the election was a referendum on Fortney’s tenure in the job he won in 2019 by unseating the then-sheriff, Ty Trenary. Fortney captured 55.4% of the vote and won by nearly 20,000 votes in a race that didn’t seem that close.

A 28-year department veteran, Fortney worked the graveyard shift as a patrol sergeant and served as president of the Deputy Sheriff’s Association, before ascending to sheriff. His approach to public safety honed from years of working the streets endeared him with voters and earned him loyalty among the rank-and-file.

Decisions to rehire deputies fired by Trenary – following investigations Johnson signed off on – incited controversy. So too did his public criticism of the stay-at-home mandate Gov. Jay Inslee issued early in the pandemic. Fortney’s critics mounted a recall but failed to get enough signatures to make the ballot.

Fortney embraced his actions in a post-election Facebook post viewed by many as his concession.

“I believe I have remained authentic to who I am as a person and I carried that with me to the Office of Sheriff. I did not change who I am as a person due to changing political winds or tides,” he wrote.

Johnson and Fortney have not spoken or communicated by email since the election.

“At some point, I’m going to try to meet with him. Maybe after the holiday. I would like to find out what sort of things I’ll need to know for the next chapter,” she said. “I don’t know if he’ll meet with me but I will reach out.”

Differences aside, she said she wants him to stay on with the department.

“I believe he will stay and serve as a patrol sergeant,” she said. “I think he enjoyed that job and my hope is that he will stay.”

Lake Forest Park Police Report - 10-26-2023

Monday, November 6, 2023

Lake Forest Park Police Department
Notable incidents 10-26-2023
  • Officers responded to a local apartment complex for a disturbance involving a firearm. One tenant was having a birthday party for their child when another tenant showed up with a firearm displayed on his belt. The tenant demanded the party quiet down, and if they did not, he would return and shoot them. Officers responded and were met with hostility from several other residents complaining about the police presence. Officers eventually were able to get the scene under control despite uninvolved subjects who were openly hostile and verbally abusive towards officers.
  • Officers were dispatched to a party complaint at a residence being used as an Air B/B. Multiple juveniles ran from officers and hid inside the residence. Officers were able to contact the parents of several juveniles via license plate information on vehicles parked in the driveway.
  • Officers located a subject living in his vehicle parked in front of Albertsons. The officer explained to the subject that the property owner prohibited overnight camping on mall property. The vehicle displayed license tabs that did not belong on the vehicle. The subject argued with the officer before eventually leaving the area.
  • Officers were dispatched to Albertsons for a trespass. Officers contacted the subject, who was obviously under the influence of narcotics. The subject admitted to the officer he had, in fact, been using narcotics. The officer provided the subject with a courtesy ride to Fred Meyer on Lake City Way.
  • Officers responded to four stolen, and eventually recovered, vehicles and one stolen, eventually recovered electric bike. Officers spoke with KCSO and Bothell PD officers and determined there was an active vehicle theft group in our and surrounding areas.
  • Officers responded to a fraud report. The victim reported they gave remote access to their computer to a member of the “Geek Squad”. The victim discovered unauthorized use of her banking and credit card accounts which overdrew both accounts by several hundred dollars.
  • Officers responded to a vehicle vs. tree collision. Upon arrival, officers discovered the owner of the vehicle had been working under it when it started to roll. The victim was dragged approximately 20 feet before the vehicle was stopped by the tree. Officers responded to a family disturbance called in by the adult son of the homeowners. The son was upset about the toilet not being flushed. The subject is well known to officers and has made multiple threats to shoot police. The subject complied with the officer’s directions, and the situation was settled without further incident. The homeowners requested and were given information on the eviction process and Navigator contact information.
  • Officers assisted KCSO with a naked subject who had run from them at Hamlin Park.
  • Officers responded to Swirl for a theft complaint. The employee reported a group of approximately males of about 15-years-old had been coming in, getting yogurt, and then leaving without paying. They indicated this happened over 20 times, and they now wanted the juveniles trespassed. The subjects fled the area prior to police arrival.
  • Officers were dispatched to a one vehicle traffic collision. Upon arrival, they determined the driver was intoxicated. The subject was arrested and processed for DUI.
  • Officers were dispatched to a vehicle vs pedestrian collision on SR522. It was determined that the pedestrian crossed in the middle of the roadway, stepping directly into the path of an oncoming vehicle. The pedestrian was transported to Harborview Medical Center with head injuries.

Residents line up to sell guns to police at Gift Cards for Guns second event

Tuesday, October 24, 2023

All photos by Steven H. Robinson

On Saturday, October 21, 2023 King County, and the King County Sheriff’s Office (KCSO), in collaboration with the cities of Shoreline and Kenmore, hosted a Gift Cards for Guns event.

This was the second event in a program that received a $100,000 allotment from the King County Council in July 2022.

People got in line early

It is a voluntary program that provides the public with a viable alternative for disposing of firearms and ammunition. The program was initiated by the King County Council County and King County Executive’s Office and aims to reduce gun violence and promote public safety.

The program aims to address the increase in gun violence in King County by implementing a voluntary firearm and ammunition return program that residents can easily access.

Pull up, police will unload the guns

By reducing the number of guns in circulation, the program hopes to decrease the number of accidents, injuries, and deaths caused by firearms. The program also offers residents a safe, consistent option for returning unwanted guns and ammunition.

The event was held as a drive-through at Shoreline Community College, located at 16101 Greenwood Ave N, Shoreline, WA, 98133.

It was scheduled to run from 10am to 2pm or until all gift cards had been distributed. Participants were paid from Zero dollars for ammunition, pellet guns, toy guns, etc. to $300 for AR-15, AK-47, and machine guns.

As expected a variety of weapons were brought in

By 12:30pm about 265 guns had been collected and $28,200 of the $35,000 designated had been given away.

For more information about the KCSO Gift Cards for Guns Program, including event dates and locations, visit the KCSO Facebook page.

Our county councilmember Rod Dembowski said that

"These events are a result of legislation I passed last year establishing King County’s firearm and ammunition return program. Similar efforts across the country have proven successful in allowing not only a place for secure disposal, but also ensuring firearms owners can know that their unwanted firearms will not fall into the wrong hands if resold in the private market.
"I appreciate the professionalism and service to our community from the Sheriff’s department and their team who are managing this important program, and value their work using a range of law enforcement strategies to keep our communities safe.

"Studies have repeatedly shown that guns in homes are more likely to lead to accidental shootings, assaults, or suicide attempts than to be used successfully in self-defense. Voluntary buyback programs can be effective at decreasing that risk.
"While other public safety strategies are meant to address guns used in crimes, this particular strategy is about safety at home and reducing the risk of firearms injuries and deaths."
