Shoreline Home Improvement Workshop openings for April 25 and May 23, 2023

Vendors available to talk to homeowners about remodeling projects
Shoreline's April 25, 2023 Home Improvement Workshop (HIW) is almost full with just a few civil engineer, plans examiner, and zoning appointment slots available. 

There are still many appointment slots for the May 23rd event.

The HIW features individual 15 minute appointments for homeowners to review their plans with Shoreline planners.

March Home Improvement Workshop is almost full but April 25 and May 23 have lots of room

No appointment needed to talk to vendors
who will be there from 6-8pm
Do you have a home improvement project in mind, but need some guidance to get started? 

Is it a house remodel/addition, subdivision of property, driveway alteration, site drainage change, deck replacement/ repair, or tree project? 

The City of Shoreline is offering three free workshops this spring to help with your potential project. Take advantage of staff resources in a more relaxed setting in the evening.

Technical reviewers will be available to help with questions regarding your house, property, land uses, and streets along with Shoreline City requirements and permit information. 

Depending on the scope of your project, you can meet with up to three technical reviewers. 

Note: Meetings with technical reviewers are only open to Shoreline property owners.

This year the number of vendors has been increased to include a few new industries. Residents are welcome to visit the vendors from 6pm to 8pm with no appointment needed.

The Shoreline Planning Commission Regular Meeting on Thursday, January 5, 2023 at 7pm will be held in the Council Chamber at Shoreline City Hall 17500 Midvale Ave N, Shoreline, WA 98133 using a hybrid format where both in-person and online attendance is allowed.

Public comment can be made in person, remotely, or by submitting written comment. 

In person public commenters must sign up in person prior to the start of Agenda Item 5, and remote public commenters must sign-up online by 6:30pm the night of the meeting.

UPDATED: Shoreline Planning Commission: Cottage Housing Public Outreach

UPDATE: Meeting Cancelled:

The Planning Commission meeting tonight (11/17) to discuss cottage housing has been cancelled. They did not have a quorum (a majority of commission members) able to attend tonight’s meeting. The cottage housing agenda item is now on the December 1, 2022 Planning Commission meeting agenda. A revised packet will be published online, the staff report about cottage housing is staying the same.

The Shoreline Planning Commission will hear public outreach regarding Cottage Housing at their Thursday December 1, 2022 meeting. The meeting will take place in Council Chambers at Shoreline City Hall from 7:00pm to 9:59pm.

All residents are encouraged to attend the meeting. Planning Commission meetings are now hybrid. This means you can attend in person at City Hall, view live, or listen over the telephone.


The City’s consultant, Blueline, has prepared a public outreach summary report which includes feedback from the online survey, the focus groups, and the open house.

A detailed staff report has been prepared for the meeting. City staff will ask Planning Commission for initial guidance on the cottage code including the type of review process and what development standards the code should focus on. After the meeting, draft code writing will begin.

Cottages are a residential form of development, so residential zones appear to be the most appropriate place to permit this kind of development. Public feedback largely indicated this type of housing should be designed thoughtfully.

Cottages are aimed at people who are “middle” income. They are some of the most affordable housing types on a cost-per-square-foot basis. In general, these housing types are more affordable than traditional single-family homes and provide a wider range of design and locational choices than apartment buildings. 

Middle housing has the potential to add compatible density into established neighborhoods and can grant more households an opportunity to build wealth through homeownership.

One of the most frequent complaints heard at Council Meetings is the lack of information provided to the residents in advance of changes to city codes. This is your opportunity to follow these developments and provide your input as the discussions continue.

Planning Commission to hear a summary of public outreach on cottage housing

Cottage housing

The Shoreline Planning Commission will convene on Thursday November 17, 2022 at 7pm to hear a summary of the public engagement process regarding cottage housing.

Cottage housing is a group of one to one and a half story detached structures arranged around a shared court or open space area that is visible from the street. 

A consultant is compiling all of the feedback city staff received from July to October from surveys, focus groups and the open house and identifying major themes which will be presented to Planning Commission. 

At this meeting city staff will ask the Planning Commission for initial guidance on the cottage code including the type of review process and what development standards the code should focus on. After the meeting, draft code writing will begin.

Spring of 2023, the draft will be ready for public view

The most recent public outreach was a cottage housing virtual open house on October 5, 2022. The presentation has been posted online along with a question and answer sheet from the open house, addressing zoning, sustainability, safety, traffic, foreign investors, and other forms of housing.

Members of the Shoreline Planning Commission will attend the 2022 APAWA Annual Conference from October 11-13, 2022 in Vancouver, Washington. 

The 2022 conference theme will be Keep Calm and Plan On in recognition of the many emerging challenges in our communities that planners are dealing with -- addressing housing supply and affordability, promoting inclusion and equity goals, implementing transportation policies that benefit all users, and advancing climate change resilience strategies to name a few -- all in a time of broader societal discord.

Staff will provide a presentation and discussion about the Transportation Master Plan (TMP) draft prioritization metrics, draft performance measures, and the upcoming Outreach Series 3. This is the fourth of a series of briefings to the Planning Commission about the TMP update. No action is required tonight.

The City is currently updating its TMP to better serve the community’s current and future transportation needs. The TMP supports all forms of travel – by foot, bicycle, skateboard, scooter, stroller, wheelchair, transit, motorcycle, automobile, etc. The TMP update will guide local and regional transportation investments and define the City’s future transportation policies, programs, and projects for the next 20 years. 

With the coming arrival of light rail transit, new and higher frequency bus service, new pedestrian/bicycle connections, land use changes, and anticipated population growth, the TMP update provides an opportunity to better align transportation goals, objectives, and policies with the City’s Comprehensive Plan.

Lake Forest Park Planning Commission meets virtually on Tuesday, will consider sign codes

At the February 8, 2022 meeting of the LFP Planning Commission, Commissioners reviewed the initial draft of proposed changes to Ch. 18.52 (Signage). 

The meeting on Tuesday, March 8, 2022 will be an opportunity for a second review and discussion of an updated draft that has a few minor changes which City Attorney Kim Pratt will address at the meeting. 

A pending U.S. Supreme Court case related to signs may impact local codes.

A Shoreline City Council Subcommittee will hold Planning Commission candidate finalist interviews on Saturday, February 19, 2022 from 9:30am to 11:30am

The subcommittee will interview candidates for upcoming vacancies on the Planning Commission.

Both the Planning Commission and Parks Board have commissions serving four year terms. Calls for the Planning Commission go out in December of odd-numbered years and calls to serve on the Parks Board go out in December of even-numbered years.

Shoreline Planning Commission virtual meeting Thursday will hear ideas to increase MUR 70 development

Planning Commission Regular Meeting Thursday, January 20, 2022 from 7 - 9:59pm

Development activity in the (Mixed Use Residential) MUR-70’ zone has not occurred at the same pace relative to the other MUR zones in the first 6+ years since adoption. 

The Planning Commission directed staff at their December 2, 2021 meeting to prepare draft Development Code amendments to expand parking reductions as well as change the building height and development agreement requirements in response to the joint City Council-Planning Commission discussion on October 25, 2021. 

At Thursday’s meeting, staff will present draft Development Code amendments in response from the Planning Commission’s direction and intended to facilitate development in the MUR-70’ zone.

Upcoming openings on Shoreline's Planning Commission

The City of Shoreline invites interested individuals to apply for upcoming openings on the Planning Commission. 

City Council will appoint volunteers to serve four-year terms beginning April 2022. Candidates must live or own property in Shoreline and be fully vaccinated against COVID-19.

Community Service Applications are available at City Hall or from at shorelinewa.gov/plancom

Applications are due by Friday, January 7, 2022. You can email them to clk@shorelinewa.gov, mail them to City Clerk’s Office, 17500 Midvale Avenue N, Shoreline, WA 98133, or hand deliver them to the City Clerk’s Office on the first floor of City Hall (17500 Midvale Ave North).

Planning Commission

Citizens who serve on the Planning Commission provide recommendations to the City Council on land use, growth, and development issues. They review and provide recommendations regarding amendments to the Comprehensive Plan, development regulations, subarea plans, and major development proposals.

The Planning Commission hosts public workshops and hearings to gather public input about a wide range of land use matters. The elected City Council, the ultimate decision-making authority on these land use matters, relies on the Planning Commission to develop the record, reflecting both technical information and citizen input, and to provide a thoughtful recommendation for Council’s consideration.

Candidates should have a general interest in environmental, growth, and development issues but we do not require a technical background or experience in land use. Important qualifications are an ability to listen to and work well with others; a willingness to read background reports provided by City staff prior to the meetings; and a commitment to regular attendance and active participation at the meetings.

The Planning Commission meets virtually and, when appropriate, in the Council Chamber at Shoreline City Hall, on the first and third Thursdays of each month at 7:00pm.
