Shoreline Planning Commission to review proposed amendments to Point Wells Subarea Plan

On September 17, 2020, the Shoreline Planning Commission will review proposed amendments to the Point Wells Subarea Plan and Development Code regulations.

The proposed amendments are the result of the ongoing coordination between the Town of Woodway and the City of Shoreline. 

Both Shoreline and Woodway have identified Point Wells, which is in unincorporated Snohomish County, as a potential area for annexation. 

Each agency currently has an adopted subarea plan that details a vision and policies that would direct future redevelopment of the Point Wells subarea.

A joint work group with staff representatives from Woodway and Shoreline have been working since October 2019 to prepare a shared set of subarea plan policies and development regulations, which would be implemented upon annexation by either. Woodway and Shoreline established this unified approach through the Settlement and Interlocal Agreement (ILA) signed in 2019.

As outlined in the ILA, the amendments to the subarea plan and development regulations address requirements for future development within the subarea including, but not limited to:
  • Vehicle trip generation limits on Richmond Beach Drive;
  • A secondary vehicle access requirement through Woodway for any new developments exceeding 250 average daily trips;
  • Base building height of 45 feet west of the BNSF rail line, with provision for a maximum of 75 feet upon completion of a view analysis demonstrating public views from Richmond Beach Drive to Admiralty Inlet are not impacted;
  • Mandatory public access to the Puget Sound shoreline; and
  • Allowable land uses.

Consistent with the ILA, the Woodway Planning Commission will consider similar amendments that are aligned with those being presented to the Shoreline Planning Commission.

Following a public hearing, tentatively scheduled in October, the Planning Commission will issue a recommendation on the amendments for consideration and potential adoption by the City Council.

The City has experienced an increase in multifamily housing development in the last five years, especially in the North City Business District. While the City requires that the ground floor of new multi-family buildings in commercial and mixed-use zones be constructed to accommodate commercial uses, it does not require commercial uses in that space. 

This has led to missed opportunities for commercial development and neighborhood serving commercial uses. It is important that new multifamily buildings in key nodes and corridors include commercial uses to serve new and existing residents

Op-Ed: It is not in Shoreline's best interests to relinquish oversight of 6,000 trees to a golf club

Susanne Tsoming is a member of Save Shoreline Trees and has been closely following the proposed code amendments being reviewed by the Shoreline Planning Commission - in particular an amendment proposed by the Seattle Golf Club for their property adjacent to The Highlands in Shoreline.



On July 2, 2020, the Shoreline Planning Commission began its study session of proposed amendments to the Shoreline Municipal Code (“SMC”) as proposed by its staff. Prior to it, Save Shoreline Trees (“SST”), a local non-profit group, had reviewed the proposed code amendments that pertained to trees and made a public comment at that meeting.

SST called particular attention to proposed Amendment #38, which was privately initiated by the Seattle Golf Course (“SGC”) for an exemption from activities that included grading and tree removal and replacement. SGC pointed out that King County, Seattle and Bellevue exempted golf courses from their clearing, grading and tree removal regulations, and it would like the same status.

After SST’s investigations, it decided that SGC’s proposed code amendment would not be in the best interest of Shoreline’s residents and property owners because it allows no oversight of Shoreline's valuable assets, its evergreen conifers and urban tree canopy.

SGC was established in 1900 and is surrounded by hundred-plus-year-old Douglas firs. Many of these trees are undoubtedly Significant Trees according to Shoreline’s current tree codes and would likely be considered Heritage Trees for their age and uncommon species. These trees on SGC property comprise approximately 2% of Shoreline’s tree population and are consequential to Shoreline’s urban tree canopy.

In SST’s public statement, it further pointed out that if the City of Shoreline (“City”) approved SGC’s exemption request, the City would be transferring oversight of approximately 6,000-8,000 trees on the SGC property to SGC. The City would no longer be involved in tree removal decisions, and SGC will not be held to the City’s tree codes, as long as 50% of the SGC tree population is maintained. Consequently, there no longer would be (1) communication between the City and SGC about these thousands of trees, and (2) approval would establish a precedent for other large private property entities.

SGC made an application to the Planning Commission for this exemption in 2012, but it was disapproved. The ruling was summarized in a code interpretation, Administrative Order #301795 dated 3/5/12. Under Section IV Decision, it stated that “It is clear that a golf course is not listed as being exempt from SMC 20.50, Subchapter 5 [Tree Conservation, Land Clearing and Site Grading Standards]”.

Since 2012 SGC has functioned under existing City tree codes, but in 2018, SGC applied again for the same exemption, known as Amendment #38. One has to ask what has changed since SGC’s 2012 request. It is understandable that SGC would like to streamline the permit process as requiring “a permit for each of these activities is onerous.” Yet, approval of such permit exemptions regarding tree removals or tree replacements for a private entity should not be given because of it is administrative inconvenience.

Following SST’s comments, one of the attorneys for The Innis Arden Club (the “Club”), which opposed SGC’s 2012 efforts, acknowledged SST for its valid points. It is SST’s intention to follow Amendment #38’s progress to its conclusion.

Planning Commission to work on code regulations for ground floor commercial development

Borne out of citizen concerns about the disappearing business district in North City, City Council is pursuing ways to require commercial space use in ground floors of commercial buildings in North City and Ridgecrest.

North City has seen half a dozen major apartment buildings rise in properties which once held the post office and small businesses.

Shoreline changed its code to require that the first floor of new buildings be built to accommodate businesses, but stopped short of requiring the owners to actually use the space for business. So none of them have.

In the meantime, long term business owners in North City have taken matters into their own hands and have been buying property in the business district to protect it from development.

The Planning Commission, at its meeting on Thursday, June 18, 2020 will start working on the details of how to create a main street with businesses, while not hindering new development.

Adopting Public Emergency Resolution No. 460 - Establishing a Program Funding and Implementation Plan for the City’s CARES Act Relief Funds and Authorizing the City Manager to Enter into an Interagency Agreement with the Washington State Department of Commerce for Coronavirus Relief Funds

On April 27, 2020, Governor Inslee announced that the State would award almost $300 million in Federal CARES Act Coronavirus Relief Funds to local governments not eligible to receive a direct allocation. Shoreline’s award is $1,691,100 for Shoreline’s response to the COVID-19 emergency. This meeting will determine how the Relief Funds awarded will be programmed.

Annual Discussion with the Planning Commission

Council will be joined by the Planning Commission for this annual review of the Planning Commission’s work achieved and work plan projects for the next couple of years. Most of the items on the Department and Planning Commission work plans have been approved by Council and do not have a resource or financial impact, including the Housing Action Plan, Ground-Floor Commercial Development Code Amendments, and the Point Wells Subarea Plan Comprehensive Plan amendments.

Discussing Potential Changes to Community Transit (CT) Blue Line

Emmett Heath, Chief Executive Officer of CT, will present an overview of the Blue Line Expansion project, analysis of three proposed alternative routes for the Blue Line in Shoreline, and next steps toward project implementation.

The CT Blue Line currently provides service primarily along State Route 99 (Aurora Avenue) between Everett Station at the northern end and the Aurora Village Transit Center at the southern end. In 2024, CT intends to extend the Blue Line to integrate with Sound Transit’s Link light rail system, which will include new stations in Shoreline, Mountlake Terrace, and Lynnwood. Extending the Blue Line will move the existing stop from the Aurora Village Transit Center to the Shoreline North/185th Link Light Rail Station. Staff recommends (B) keeping the Aurora Village Transit Center with express service to Shoreline North/185th Station.

Shoreline Planning Commission has four new members

At the February 24, 2020 meeting of the Shoreline City Council, four candidates were appointed to openings on the Shoreline Planning Commission.

Of the 28 impressive applicants, and after careful consideration, Council unanimously agreed to appoint Julius Rwamashongye, Pam Sager, Andy Galuska, and Janelle Callahan to the Planning Commission for four-year terms that will run from April 1, 2020 through March 31, 2024.

After a unanimous recommendation from the same subcommittee, the Council also approved the appointment of Andy Galuska to also serve on the Shoreline Landmarks and Heritage Commission. That term will run from April 1, 2020 through March 31, 2024.

Saving 130 trees on Dayton

We published a story recently about the Shoreline city code requirements that would force the removal of 130 trees along the WSDOT property on Dayton and on N 155th. (See previous article)

The City is sending the first round of City review comments to WSDOT, so the project will be placed on hold until they submit revisions.

Caleb Miller, Associate Planner for the city says that, "We have asked them to provide an arborist report studying three alternatives to the required frontage improvements. 
"Most significantly, we are looking at eliminating the new parking lane that was initially required, which should help to retain many of those trees. But we will need to see the arborist report to know the specific impacts."

Citizens who have submitted comments are receiving this letter in response.

The City has set up a FAQ page that they will update as the process moves along.

In the meantime, concerned citizens have created an advocacy group Save Shoreline Trees, a Washington non-profit organization with over 75 volunteers.

Save Shoreline Trees has asked WSDOT and the City of Shoreline to look at options for the sidewalks which might help save these trees, including meandering sidewalks, permeable pavement sidewalks, or raised platform sidewalks.

Shoreline Planning Commission seeking new members. Application deadline January 10

The City of Shoreline invites interested individuals to apply for upcoming openings on the Planning Commission. The City Council will appoint volunteers to serve four-year terms beginning April 2020.
 
Candidates must live or own property in Shoreline. Community Service Applications are due by 5pm on Friday, January 10, 2020.

About the Planning Commission

Volunteers who serve on the Planning Commission provide recommendations to the City Council on land use, growth and development issues. They are charged with reviewing and providing recommendations regarding amendments to the Comprehensive Plan, development regulations and major development proposals.

Candidates should have a general interest in environmental, growth and development issues but no technical background or experience in land use is required – important qualifications are an ability to listen to and work well with others, a willingness to read background reports provided prior to the meetings, and a commitment to regular attendance and active participation at the meetings.

The Planning Commission meets in the Council Chamber at Shoreline City Hall, on the first and third Thursdays of each month at 7pm. New members will be sworn in at the April 2, 2020 Planning Commission meeting.

Find out what the future holds with PSRC presentation at Shoreline Planning Commission

Vision 2050
Staff from the Puget Sound Regional Council (PSRC) will make a presentation to the Shoreline Planning Commission about the VISION 2050 Regional Growth Strategy at their November 7, 2019 meeting. 

This is the Puget Sound region’s long-range plan drafted by PSRC.

Vision 2050 provides a guide for sustaining a healthy environment, thriving communities, and a strong economy. 

It includes a strategy for how and where the central Puget Sound region can grow to a forecast of 5.8 million people and 3.4 million jobs by the year 2050.

Over the next 30 years, the region is forecasted to grow by 1.8 million additional people and 1.2 million new jobs. The City of Shoreline has participated in the regional effort to develop this strategy and has submitted Shoreline specific comments.

The meeting will be held at Shoreline City Hall Council Chamber, Thursday, November 7, 2019 at 7pm, 17500 Midvale Ave N. Free Parking in City garage.

Planning Commission work plan and upcoming meeting schedule during Town Center Development Moratorium

In his recent email to the City Council after the moratorium was enacted, Planning Commission Chair Joel Paisner said: 

“We know the city faces important decisions regarding the Town Center, and we want to help our town reach consensus on the scope and scale of possible redevelopment. We also want to keep in mind the special character of Lake Forest Park that has drawn us here, and keeps us here.” 

The Planning Commission will review and provide a set of recommendations to Council for its consideration to revise city codes in the following areas:
  1. Siting/Design Guidelines for a Parking Garage facility - This is a very high priority, since Sound Transit is moving ahead rapidly.
  2. Development Agreement Process - Public input is a necessary component before a final agreement can be reached.
  3. Open Space - Address both outdoor and indoor open space requirements and provide recommendations on how Third Place Commons can be preserved in any redevelopment scenario.
  4. Pedestrian Access in the Town Center - Evaluate and provide recommendations regarding this important aspect of any redevelopment.
  5. Density - Recommend a density for Town Center that is appropriate to the site.

The Commission will be reviewing draft code addressing each of the priorities above and that draft language, as amended by the Planning Commission, will then be forwarded to the Council for consideration. 

In an effort to get that recommended draft language to Council in a timely manner, the Commission will meet twice a month through the end of the year. Commission meetings are scheduled for the following dates and will all start at 7pm.
  • October 28, 2019 - Monday
  • November 12, 2019 - Tuesday
  • November 18, 2019 - Monday
  • December 3, 2019 - Tuesday
  • December 17, 2019 - Tuesday

The Shoreline Planning Commission will hold a Public Hearing on amendments to the Comp plan on Thursday, October 17, 2019, 7pm in the Council Chamber at Shoreline City Hall, 17500 Midvale Ave N, Shoreline 98133.

Unfortunately, there was a scheduling mix up with the date of the meeting and Irons Brothers owners and land use attorney will be unable to attend.

To compensate, the city is extending the hearing the the November 21st meeting of the Planing Commission.

The City has set the following schedule:

  • The Planning Commission will hold the Public Hearing on October 17th and will continue the hearing to November 21st for any additional testimony.  This will allow sufficient time for the public to provide comment and the applicants of both Comprehensive Plan amendment proposals to provide testimony on their amendments.
  • The public and the applicants may testify and/or provide written comments at either the October 17th or November 21st meetings.
  • The applicants and commenters will have up to 10 minutes to speak.
  • If the public or applicants can’t attend, they may submit written comments to the Planning Commission no later than November 21st at 5:00pm.

LFP City Council adopts Town Center Vision document

At its meeting on October 10, 2019, the Lake Forest Park City Council considered Resolution 1746, adopting the 2019 Adopted Vision for the Lake Forest Park Town Center

Following discussion and consideration of citizen input from the September 12 open house, the Council took action to approve Resolution 1746.

The Lake Forest Park Town Center Vision is the result of a public process that has included stakeholder interviews, a community task force, council deliberations and direct community input.

The adopted Vision will guide the Planning Commission and City Council as they consider amendments to the Town Center code, to support future redevelopment in a manner that maintains Town Center as the heart of the community.

As the region is forecast to grow by 1.8 million additional people and 1.2 million new jobs by 2050, it is important to ensure that any local growth occurs in a manner that respects the character, values and Vision of Lake Forest Park.
