The application for permits has been submitted for a project on Firlands Way N which will convert an existing residential structure for office use. The owner is planning adjacent structural additions of approx 2,000 square feet to 4,000 square feet and creation of associated parking areas while retaining as much mature vegetation as practicable.

The owner is applying for a conditional use permit for the project.

The public comment period ends March 15, 2018 at 5pm. Interested persons are encouraged to mail, fax 206-801-2788 or deliver comments to the City of Shoreline, Attn: Steven Szafran, 17500 Midvale Ave N, Shoreline WA 98133 or email. You may also request a copy of the decision once it has been made.

There are a few personal appointments left for the March 27 Shoreline Home Improvement Workshop.

This increasingly popular event allows Shoreline homeowners the chance to have a personal, 15 minute consultation with a staff member from the Shoreline Planning department, before starting a home improvement project.

Typical projects include house remodel / addition, subdivision of property, driveway alteration, site drainage change, deck replacement/repair, and tree projects.

See more information and make an appointment on the City webpage. Two other workshop sessions will be presented on April 24 and May 22. You can sign up for any of them now.

Each workshop will have a vendor fair, with a dozen local vendors, such as Dunn Lumber, and Irons Brothers construction, who will be there to answer your questions and consult on your project. There is no registration necessary to attend the vendor fair.

Two skilled medical homes have asked for permits to develop small facilities in Shoreline. The issue is that their planned population falls between the amount allowed for a single family home and an Adult Family Home, which is covered by different regulations.

Ashley House has already bought a very large, but run-down house in the Echo Lake Neighborhood (aka The Mansion). They are asking for permits to remodel and operate a medical facility. They specialize in taking care of infants and children between when Children's Hospital releases them and when they are able to return home. They expect to serve 12-15 children at a time, with 24 hour skilled nursing care.

Nursing Evolutions has expressed interest in locating a facility in Shoreline but has not yet purchased property.

The City's issue is how to amend the code in such a way that it does not open the door to uses that are contrary to the well-being of the neighborhood and it does not allow for a change in the types of activities that can currently be considered for an R-4 and R-6 neighborhood.

The purpose of this meeting is to interview candidates for upcoming vacancies on the Planning Commission. Interviews will begin at 5:0pm and are scheduled to conclude at 7:00pm. They will be held in the Conference Room 104 at Shoreline City Hall, located at 17500 Midvale Avenue N, Shoreline 98133.

Please note that there will not be an opportunity for public comment during the interview process.

Bell Cottages - conservation cluster housing in LFP

North City Homesites LLC is in the permitting process (File Number: 2017-CU-0003) to build the Bell Cottages - a conservation cluster housing in LFP, at 3030 NE 200th St, LFP, parcel # 4022900741.

The project is a cluster of seven single family homes with 50% of the property a permanent conservation easement.

The cottages are classified as condos and would require covenants, conditions and restrictions as well as a joint maintenance agreement to maintain the property.

The permitting process is well underway. Neighbors were notified on January 16, 2018. The first public comment period is now closed. The public hearing date will be announced.

Notice of application for major tree removal in Lake Forest Park

The City of Lake Forest Park Planning Department has posted a Notice of Application for Major Tree Removal for construction of a single family home. 

File Number: 2018-TREE-0007
Parcel # 4019301515

Trees proposed for removal include four significant trees and two landmark trees. One tree has a diameter at chest height that meets one criterion of exceptional but fails to meet the full definition due to a high risk rating, based on findings by certified arborist.

Another tree has a diameter at chest height just under the threshold for exceptional and has a moderate risk rating with significant consequences, based on findings by certified arborist.

LFP has four openings on the Planning Commission

Lake Forest Park Mayor Jeff Johnson is seeking citizen volunteers to fill four positions on the Planning Commission. 

Three of the positions will be appointed for terms that expire on February 28, 2021; and the fourth position will be appointed to fill an existing vacancy for an unexpired term that ends on February 28, 2020.

It is Mayor Johnson’s desire to appoint Commissioners who represent a diverse cross-section of the Lake Forest Park community, and he invites all those interested in serving in this capacity, and who meet the residency requirement, to apply.

The Planning Commission provides recommendations to the Mayor and City Council on changes and updates to the City’s comprehensive plan, zoning code, and land use policies.

As citizen representatives, commissioners are expected to recommend programs and policies that reflect the needs and values of the community.

The Planning Commission meets on the second Tuesday of the month at 7:00pm at City Hall. Planning Commissioners are required to reside within the Lake Forest Park city limits. Terms for the Planning Commission are three years.

If you are interested in serving on the Planning Commission, submit an application form and resume / letter of interest to Mayor Jeff Johnson at City Hall or by email. Applications are requested no later than 5:00pm on Friday, February 15, 2018.

Report from the Planning Commission to Shoreline City Council


Since our last annual report to Council in November 2016, the Planning Commission has reviewed and advised the Council on several projects of note.

In terms of membership, Susan Chang will depart the Commission as she joins the Council starting in January 2018. Donna Moss-Thomas, a valued planning commissioner, will complete eight years of service to the City of Shoreline with her term ending March 2018. Two other Commissioners, Jack Malek and Laura Mork, may be re-appointment for second terms in March of 2018. Both Jack and Laura have submitted applications for your consideration. The Commission spent the better part of 2017 studying and evaluating the 2017 Comprehensive Plan amendments and the 2017 Batch of Development Code amendments.

  • Comprehensive Plan Amendments – Parks, Recreation, and Open Space Master Plan; Master Street Plan as it relates to the 185th Street Station Subarea Plan; incorporating Ronald Wastewater into the Comprehensive Plan; and incorporating the Shoreline Fire District’s Capital Facilities and Equipment Plan into the City’s Capital Facilities Element. The Comprehensive Plan amendments were adopted by Council on November 14, 2017. 
  • Development Code Amendments – The 2017 Batch of Development Code amendments included 41 administrative, clarifying, and policy amendments. Council will consider the batch of amendments at their January 22 and February 26 meetings. 
  • Deep Green Incentive Program – These Development Code amendments incentivize the most comprehensive green building programs and implement the City’s Sustainability Strategy and Climate Action Plan. These amendments were adopted by Council on April 17, 2017. 

The Commission is looking forward to working with staff in 2018 on the following projects:
  • Annual Comprehensive Plan Docket
  • Annual Batch of Development Code Amendments
  • Vegetation Management Plan
  • Subdivision Development Code Update
  • Community Residential Facilities Development Code Amendment
  • Mandatory Green Building Requirements for all Commercial Structures
  • Shoreline Master Program Update 

The Commission is also interested in pursuing the following topics assuming staff has the availability on their work plan:
  • Update Single-Family Attached Design Regulations
  • Housing Choice in Single-Family Zones

Mayor Johnson invites applicants for Town Center Plan Advisory Task Force

At its meeting on November 16, the City Council adopted Resolution 1655, creating a Town Center Plan Advisory Task Force. The purpose of the Task Force is to advise the City Council on community perspectives related to products of the subarea discussion and to make recommendations to the Council on a consensus basis.

The five- to seven-member Task Force will be appointed by the Mayor and will be recruited on a citywide basis in order to allow consideration of balanced geographic representation from throughout the City. The City Council and Planning Commission will also each appoint a liaison to the Task Force who will function in an ex-officio capacity.

The Task Force will be involved in the first phase of the subarea planning process: creation of the framework vision and the development of the subarea plan itself. At that point, the plan goes into code development, and the Task Force will be dissolved. It is currently estimated the first phase will take 4-6 months.

If you are interested in serving on the Town Center Plan Advisory Task Force, please submit a letter of interest to Mayor Johnson via email or mail/drop it off at City Hall, 17425 Ballinger Way NE, Lake Forest Park, 98155.

While the plan involves the Town Center area, it is important that the Task Force members come from the City’s various neighborhoods, and Mayor Johnson strongly encourages applicants from throughout the community to apply.

Letters of interest will be accepted through 5:00pm on Friday, December 22, 2017.

City and Town Center owner both reaching out to LFP citizens



After a contentious beginning to the process of redeveloping the Town Center subarea and siting a parking garage to serve Sound Transit Bus Rapid Transit, the City of Lake Forest Park has recently hired new consultants, Otak and 3 Square Blocks.

We have made important changes in the way we’re approaching the Town Center, including narrowing the project’s geographic scope and putting a greater emphasis on public engagement.
The schedule has also changed. Between now and the end of the year, 3 Square Blocks will be updating the website and starting a broad outreach process to solicit opinions on the future of Town Center from a wide cross-section of Lake Forest Park residents and businesses.
In early 2018, the visioning and planning team will continue this outreach in a variety of forms, including small group discussions and social media outreach to engage residents in developing concepts and design ideas for the Town Center.

In the meantime, Merlone Geier, the owner of Town Center, is ready to hear from the public.

Merlone Geier just launched a community website to address questions from and provide updates to residents, and serve as an overall resource for the neighborhood.

Notably, the website includes a survey for community members to share their opinions about the Town Center – what they currently enjoy and what they’d like to see improved.

Merlone Geier has been sourcing this type of information directly from residents and key stakeholders over the past several months, and wants to continue hearing from the community!

Do you want to help plan the future of Shoreline: Serve on the Planning Commission

Does land use planning sound interesting to you? Do you want to help make important decisions affecting our community? Could you see yourself as a Planning Commissioner? 

The City Council will be appointing volunteers to the Planning Commission to serve four-year terms beginning in April 2018. 

The volunteers who serve on the Shoreline Planning Commission provide recommendations to the City Council on land use, growth, and development issues. They are charged with reviewing and providing recommendations regarding amendments to the Comprehensive Plan, development regulations, and major development proposals.

The Commission addresses key questions that affect the quality of life in Shoreline: How should we balance new commercial and residential development with the desire to maintain the character of existing neighborhoods? How do we plan for a future that includes light rail? How can we encourage developers to use green building practices?

No technical background or experience in land use is required – important qualifications are an ability to listen to and work well with others, a willingness to prepare and read staff reports prior to the meetings and a commitment to regular attendance and active participation at the meetings.

Community Service Applications are available on the City's website or at City Hall. Applications are due by 5:00pm on Friday, January 12, 2018, to the City Clerk’s Office on the first floor of City Hall or can be emailed.

ST3 planning strains city resources in Lake Forest Park

The process for a City such as Lake Forest Park that usually would take two or three years, has been packed into a timetable of months due to King County’s fast-track Sound Transit (ST3) development needs.

On Saturday November 4th, the Mayor and three City Councilmembers held a coffee to answer questions and hear concerns from residents about any of the “Big Five” projects list. (See previous article.)  The ST3/Central Subarea Plan dominated the conversation.

Although the timetable to deliver an initial ST3/ Central Subarea Plan is very tight, the whole process will take time to sort out. The planning timetable has created much strain on City staff who are fully busy with regular work duties.

Even during normal workloads, consulting firms hired by the City to do government studies are necessary in order to achieve State and Federal funding.

Now previously committed Federal Funds for transportation improvements are being threatened by cuts made to the national budget, so planning throughout the whole region is being affected.

Additional contributing local factors have increased budgeting needs for ST3 due to property values increasing 44% since 2014, and the shortage of construction workers adding to rising labor costs.

Sound Transit will be building a Bus Rapid Transit Station at Town Center with buses traveling directly into downtown Seattle and the University District just as is happening today. One resident did point out that there is no mass transit plan for traveling north at this time.

There is a common misunderstanding about the definition of “Bus Rapid Transit.” Buses will be running every ten minutes, however, they are not traveling at faster speeds, as stated by Councilmember Phillippa Kassover.

Many residents may not realize that while City Hall is located in the Town Center, the property firm, Merlone Geier Partners, owns the largest percentage of land and retail space. The City has developed a symbiotic relationship with this organization which may serve it well going forward. 

Meetings for the ST3/ Central Subarea Plan include representatives from Merlone Geier, Sound Transit and various City Councilmembers and City Staff members. Merlone Geier has been doing further outreach through scheduling meetings with various Lake Forest Park community groups for their input.

Rain garden demonstration project in LFP

The recent rain garden demonstration project (located in front of the Bank of America building) was cited as a successful public-private partnership experience which was initially spearheaded by Councilmember Mark Phillips due to a grant he helped secured.

Plans by the Mayor to develop a citizen community-wide advisory role to help sort out resident priorities was well-received.

For many years, LFP residents have asked for a commuter parking garage at Town Center. Now that the reality is here due to ST3 planning, some residents are showing concerns over increased traffic issues and the aesthetics of a parking garage especially in a limited Town Center development footprint.

There is a strong desire to keep all neighborhoods intact, and maintain the character of a City that has fought hard to hold on to past community values and philosophies.

Some discussions have also occurred in the City’s Planning Commission about the idea of using building material that can be repurposed. In the event of big shifts in automobile technology advances. the parking garage could be transformed into a different usage as needed.

Design ideas to mitigate noise along Highway 522 by building concrete walls that include plant vegetation such as the one at the entrance of the University of Washington, Bothell location were mentioned as keeping in character with Lake Forest Park and its green values.

City Council has listed “Healthy Creeks” as one of its priorities in the “Big Five” planning list. The City has had strong historical environmental and preservation ethics.

There are concerns that pollution and various increases in automobile and other damaging liquid runoffs could impede the ability to maintain and further develop healthy creeks. Residents at the November 4th meeting were assured that the Mayor and all City Councilmembers are working in their best interests because they want LFP to remain a nice livable community as well.

For example, Councilmember Phillippa Kassover, who is an alternate member on the Seashore Transportation Forum, said she is learning much about ST3 plans through this involvement which is an ever evolving process due to its complex nature. And Councilmembers fought hard for Lake Forest Park to have the same voting strength as Seattle, otherwise, the bigger cities like Bothell and Woodville could take too much of the budget pie. Mayor Jeff Johnson was co-chair of this forum in 2016.

The informal nature of this coffee meeting worked well as participants had the ability to actually discuss issues directly with City leaders. LFP Gov Watch Chair Myra Gamburg concurred and relayed how much she appreciated this meeting time and the conversation exchange.

"Involving all residents in this process is so important as it is clear now how very much this planning affects everyone and not just one or two neighborhoods" explained Myra.

Councilmember John Wright pointed out that a big question for residents to answer will be; How much density should further be absorbed in a 3.5 square mile of land that already is feeling gridlock problems at peak rush hour times?

Councilmember Phillippa Kassover remarked that we need to have “voices in many places,” and to put on citizen pressure when and wherever you feel it is needed. “We'll count on you!” she exclaimed.

Shoreline Comprehensive Plan amendment suggestions due by Dec 1

Every year, the City of Shoreline goes through a Comprehensive Plan amendment process. It is an opportunity for you to propose changes to Shoreline’s Comprehensive Plan. People usually suggest amendments that address changing conditions or new issues in the community.

If you would like to suggest an amendment, fill out an application and send it to the Planning and Community Development Department (P/CD). Application materials are on the Permits and Development Information page on the City’s website. You must submit your application by 5pm December 1, 2017 for Council to consider it.

Send applications to: Senior Planner Steven Szafran, Planning and Community Development, 17500 Midvale Avenue N, Shoreline, WA 98133.

You can also email completed applications to sszafran@shorelinewa.gov.
