One Center City online Open House and Comment through Mar 3

One Center City is a public/private partnership between the City of Seattle, King County, Sound Transit, and the Downtown Seattle Association.

The organization is seeking public input from commuters and others on ways to improve mobility for all users of our transportation system and to give people options for getting around the Center City area (10 of Seattle’s densest, fastest-growing neighborhoods).

Continued PUBLIC HEARING

The City of Shoreline has goals to reduce greenhouses gasses and air pollution. Since buildings produce a large share of that pollution, the City embarked on the Deep Green Incentive Program to encourage developers to build to Green standards.

The planning staff worked with developers and created incentives attractive to developers so they would work to green standards.

On December 1, 2016, the Planning Commission held a public hearing on draft Ordinance No. 760 and implementing regulations for the DGIP. The staff report from that meeting is available here.


During this public hearing, Commissioners raised several questions and concerns about draft regulations, specifically with regard to potential unintended consequences of allowing density and height bonuses in single-family zones. Commissioners requested additional information, offered several options for staff analysis, and voted to continue the public hearing

The proposed concessions include a "height bonus" and a greatly reduced number of parking spaces, as well as waiver of fees, and no requirement for neighborhood meeting for larger projects.

The City of Shoreline is proposing changes to the Shoreline Development Code that apply citywide. The non-project action to amend the Development Code includes new and updated regulations related to Transitional Encampments.

The proposed amendments to the City’s Transitional Encampment Regulations include removing the use from the use tables and continuing to process Transitional Encampments under a Temporary Use Permit; add additional criteria under the Temporary Use Permit section for Transitional Encampments; including health, safety, and siting criteria; and clarifying the time limits and fee waiver.

The changes were designed to ease the bureaucratic processes for churches hosting homeless camps. Then the issue of backyard camps arose and the commission extended their process to fully consider what would be included in the amendments.

Planning Commission held a public hearing October 20, 2016 and listened to public comment regarding amendments proposed by staff. Much of the public comment at this time expressed concern that the proposed changes to the code, which included changing the permit type from a TUP to a Transitional Encampment Permit, would allow for encampments in back yards of single-family properties.

Other public comment was concerned that the code would deter encampments from Shoreline. While these were not the intent of the proposed changes, Planning Commission continued the public hearing and asked staff to respond to a number of concerns.

Based on these concerns, staff is now proposing to revise the original amendments so that transitional encampment applications will continue to be processed under a Temporary Use Permit, with specific added criteria that staff believes will preclude incompatible siting of such encampments, for example, on single-family properties.

Shoreline City Council and Planning Commission joint meeting Monday

Friday, November 25, 2016

The Shoreline City Council and the Shoreline Planning Commission will hold a joint dinner meeting on Monday, November 28 at 5:30pm. 


They will be doing a year-end wrap-up, discussion of major issues, and planning for the new year.

The regular Council meeting will begin at 7pm in the Council Chambers.

How many self-storage facilities do you want on Aurora?

145th Aurora Storage
The Planning Commission will hold a public hearing on proposed changes to the Development Code including new and updated regulations related to Self-Service Storage Facilities.

Staff have already approved development permits for two new storage facilities, and six more have made pre-applications.

At that point, the City put a moratorium on new permits until regulations could be established.

Proposed regulations include what zones self-service storage facilities can be located, site design standards, building design standards, operational standards, fences, walls, accessory uses, and landscaping.

The hearing will be held on Thursday, November 3 at 7pm in the Council Chamber, City Hall, 17500 Midvale Ave N.

The proposed amendments are based on Council direction to address the homelessness crisis in general, and Transitional Encampments in particular. These revisions will make it easier for entities in good standing with appropriate sites to obtain permits for camps, while protecting single-family neighborhoods from the uncertainty of being in close proximity to Transitional Encampments.

Proposed changes include:

  • allow encampments in all zones including Town Center and Campus
  • remove the permit fee
  • streamline the permitting process; continue to require a neighborhood meeting
  • change the set-back from 20 feet to 15 feet

The City of Shoreline is proposing changes to the Shoreline Development Code that apply citywide. The non-project action to amend the Development Code includes new and updated regulations related to Transitional Encampments. The proposed amendments to the City’s Transitional Encampment

Regulations are intended to simplify and streamline the permitting process by creating a “Transitional Encampment Permit,” expressly for the use; remove the fee for the permit; provide a timeline for encampments for 90 days with the possibility for extension up to six months; and clarify the encampment regulations in the Code.

This may be your only opportunity to submit written comments. Written comments must be received at the address listed below before 5:00pm October 20, 2016. Protesters at Shoreline Planning Commission meeting

Protest at City Hall Planning Commission meeting Thursday

Residents from the 145th Station rezone area who had expected to be able to comment during the extension of the Planning Commission meeting on Monday, August 22 protested outside City Hall.

The Commission meeting was continued from the previous Thursday, August 18. Residents interpreted statements at the end of the Thursday meeting to mean that public comment would also be continued to the Monday meeting.

The City issued a statement saying the Public Comment was closed and the Monday meeting was for the Planning Commission to finish their deliberations.

Planning Commission will continue deliberations on 145th on Monday

The Planning Commission held a public hearing in the 145th Street Station Subarea Plan Package and Station Areas Development Regulations on Thursday, August 18 as part of their regular meeting. (see previous article)


The Commission took public comments as part of the hearing, from people who were present and from people who sent in written comments.

They began deliberations on the plan but did not finish that evening. Their deliberations have been continued to Monday, August 22 at 7:00pm in the Shoreline Council Chamber.
They will not be accepting any more written or oral public comments.

Some Ridgecrest residents are objecting. One of Ridgecrest's biggest events, the annual Ice Cream Social, was held the same evening. The Social routinely attracts over 3,000 residents. 

Residents feel that in light of this, the City should have continued the public comment to give Ridgecrest residents - who are a large portion of the Subarea - the chance to comment in person.

Ridgecrest resident Janet Way is circulating a petition to ask the City to extend the public comment time.

The City stated that residents who attended the Social had the opportunity to comment in writing to the Planning Commission.

At this point, anyone wishing to comment on the 145th Street Station Subarea Plan Package and Station Areas Development Regulations may direct their comments to the City Council.

The next opportunity to make an oral comment before City Council will be at their next regularly scheduled meeting on September 12. Those wishing to make written comments may do so by emailing council@shorelinewa.gov or writing to Shoreline City Council, 17500 Midvale Ave N, Shoreline, WA 98133.
