Jeffrey Weber, son of Mark and Karen Weber of Richmond Beach, graduated from King's High School in 2019. While at King's, he took a class in CPR, not imagining how important it would be to him later.

He graduated from Chapman University in Orange County, California in May of 2023 and is currently living and working in Southern California. He and a group of friends regularly enjoy surfing on California beaches.

A month ago they were out in the water at a remote beach when Jeffrey's friend Chris Wessels said he felt faint and collapsed on his surfboard.

Jeffrey and another friend wedged Wessels' board between them and, with difficulty, got him to shore.

They got him to the sand and Jeffrey, recalling his high school class, started CPR.

As he did, an episode of The Office came to mind, where the lead character was practicing CPR on a dummy to the rhythm of the Bee Gee's song "Staying Alive."

“Ah, ah ah ah, stayin’ alive, stayin’ alive…”

He followed that rhythm, spelled by friends and passersby until first responders could arrive.

Wessels was without his own heartbeat for 45 minutes. He has a very long recovery ahead of him but he is alive because of Jeffrey and others.

They now plan to set up a CPR class so others can have those life-saving skills.

Trooper Christopher M. Gadd, 27 years old and a two-year veteran of the Washington State Patrol, gave his life in service earlier this morning when he was struck and killed by a speeding vehicle on I-5 approximately one mile north of Marysville.

Detectives with the Snohomish County Sheriff’s Office Collision Investigation Unit (CIU) are investigating a fatal crash in Marysville that resulted in the death of a Washington State Patrol trooper today.

Just before 3am, on Saturday, March 2, 2024 north county deputies responded to a serious collision on I-5 southbound at 136th Street NE. Upon arrival, deputies discovered a Washington State Patrol trooper was struck by a vehicle and passed away at the scene.

During the investigation, detectives determined the suspect vehicle was traveling at a high rate of speed on I-5 south, veered off the roadway and struck the rear end of the trooper’s vehicle that was parked on the right shoulder.

After the initial collision, the suspect vehicle became disabled and a van traveling southbound collided with it. The driver of the van was transported to the hospital with non-life-threatening injuries. The five passengers in the van were not injured.

The suspect remained at the scene and was transported to Providence Regional Medical Center for an evaluation following the collision. A blood search warrant was approved and administered.

The suspect, a 32-year-old Lynnwood man, was arrested and transported to the Snohomish County Jail where he was booked for vehicular homicide.

Happy 19th birthday to Ridgecrest resident Basha Brownstein

Birthdays are a special day celebrated by most worldwide. 365 revolutions of Earth typically signifies that one single day you were brought into this life.

However, if you're lucky enough to have that single day land on February 29th, then you have the unique privilege of being born on a leap year!

Every four years one extra day is added to our calendar on February 29th to compensate for the change in our orbit.

Not everyone born on this day considers themselves "lucky." Just ask Ridgecrest resident, Barbara "Basha" Brownstein.
"Growing up, everyone always felt sorry for me because I could only celebrate my birthday every four years."

For those of you who don't know who Basha is, she is hard to miss. She begins each morning rain or shine on a walk with her little dog Roo.

Basha Brownstein with Roo celebrates her birthday with Dawn and Ben Ford, owners of The Barkerty in Ridgecrest. Photo by Steven H. Robinson

They pop in to the Barkery for a quick bite (for Roo) before hopping across 165th to Cafe Aroma for a coffee and a chat. Then the two finish up their typical loop through the neighborhood. As a two time cancer survivor, she works at Cancer Lifeline, sharing her wisdom with others.

She has been a staple in the community for many leap years. Nineteen leap years to be exact. That's right, Basha will be a 19-yr-old on Thursday!

So if you see Basha and Roo strolling through Ridgecrest, give them a honk or a hello. February 29, 2024 was Basha's last day as a teenager. She is one special lady on one special day.

Sen. Stanford re-elected as chair of Caseload Forecast Council

Tuesday, February 20, 2024

State Sen. Derek Stanford represents Legislative District 1

OLYMPIA – The members of the Washington State Caseload Forecast Council have re-elected Sen. Derek Stanford (D-Bothell) as chair.

“Planning for every new biennial budget begins with the work of the Caseload Forecast Council,” said Stanford, who has served as chair since 2015. “It’s crucial we do that work with the utmost thoroughness and attention to detail.”

The Caseload Forecast Council is charged with calculating the expected number of people receiving services or benefits from the State of Washington in the upcoming year. The Council meets several times a year to adopt official forecasts that are the basis of biennial budgets developed by the governor’s office and the Legislature.

“The people of Washington — whether they are students in classrooms, recipients of the Working Families’ Tax Credit, foster children, or college students on financial aid — depend on the smooth delivery of state services that accurate forecasts enable,” Stanford said.

Types of state entitlements analyzed by the Caseload Forecast Council include public school enrollments, state financial aid for college students, Working Connections Child Care, and the Working Families’ Tax Credit, among others.

The membership of the council consists of one legislator of each party in each chamber of the Legislature, the secretary of the Department of Social and Health Services, and the director of the Office of Financial Management. The council employs eleven professional forecasters with extensive experience in statistical modeling and mathematical forecasting.

Sen. Derek Stanford, D-Bothell, represents the 1st Legislative District, which includes Bothell, Brier, Kirkland, Mountlake Terrace, Alderwood Manor, Cathcart, Clearview, Kenmore, Lake Forest Park, and Maltby.

Senator Patty Murray tours the 148th Light Rail Station site and announces federal funding for 148th St Pedestrian Bridge

On Valentine’s Day afternoon, Senator Patty Murray took some time to tour the construction site of the 148th Street light-rail station with King County Executive Dow Constantine, Shoreline Mayor Chris Roberts and Deputy Mayor Laura Mork.

Standing at a podium in the new 500-car parking garage with the roar of midday I-5 traffic behind her, Murray said, “a light rail station does no good if you’re stuck on the other side of a busy highway.”

A view from the city’s website of the light rail tracks, and future bridge, and east landing looking west across I-5.

Nearby, construction workers were busy drilling shafts into the ground that will hold the footings of the east-side landing of the 148th St bike and pedestrian bridge. Crews are working to complete construction of the 148th St bridge before WSDOT begins a project to daylight Thornton creek on the west side of I-5.

Deputy Mayor Mork, Mayor Roberts, Sen. Murray
The 148th St bridge will provide a safe path to the light rail station for the future residents of the 1,605 new homes coming soon in the south Parkwood neighborhood including 151 “missing middle” townhomes and 296 affordable apartments.

With an estimated price tag of $43.6M, the bridge will be funded with grants from the Washington Department of Transportation, Sound Transit, King County, Transportation Impact Fees, and (the reason why Murray came by to visit) a $20M federal RAISE grant.

Senator Murray, who has served in the Senate for over 30 years and is now president pro tem, established the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program in 2009. As every Shoreliner knows, Murray won her first election to the Shoreline school board in the 1980s and now chairs the Senate Appropriations Committee.

The ripe smell of fresh mulch wafted in the air from crews who were busy planting some of the 864 new trees that will replace the 317 existing trees that have been removed to make way for the 145th street projects.

Mayor Chris Roberts presented Senator Murray with a

In remarks, Mayor Chris Roberts pointed out that (unlike some cities in North King County) Shoreline has embraced the task of building affordable housing to address the region’s housing crisis.

He said he is proud that the new developments near Shoreline’s light-rail stations have mandatory affordability requirements.

In addition to the bicycle and pedestrian bridge across I-5, the money from the RAISE grant will be used to pay for new sidewalks and roundabouts on 145th and a network of bike lanes in the Parkwood neighborhood - safety improvements that are urgently needed for the dangerously outdated 145th street corridor.

Town & Country (T&C) Markets, one of few local, independent, and family-owned and run markets across the Puget Sound, is excited to announce the promotion of Ryan Ritter from Executive Director of Operations to President and CEO.

The current CEO, Bill Weymer is retiring from this position after 13 years of dedicated service and will remain on the Board of Directors alongside Town & Country family members Susan Allen, Ron Nakata and Chairman Larry Nakata. Concurrently, the company welcomes Wendy Oliver, a seasoned retail industry expert, as the new Senior Director of Retail Operations.

Ritter has worked with T&C for over a decade, integrating the company’s deep commitment to its legacy as a family-owned business with innovation and vision. Known for his effective leadership, track record of success and dedication to creating a great guest and employee experience, Ritter brings an extensive background in hospitality and information technology.

His prior work aligns seamlessly with T&C’s strategies and goals, and his skills will continue to address evolving technology and hospitality needs for future growth.

“Bill and I have been working together for over 10 years, so we’re very aligned with what we’ve been doing and where we’re going,” said Ritter.
“I’m very proud of the transition we’ve completed over the past year, charting a clear direction for where we’re headed as a company. We have a bright future as an independent, family-owned business and I’m thrilled to carry forward Bill’s legacy of adaptation, pushing ourselves to explore new ways to serve our guests, offer unique dining experiences, and better connect with our communities. "

Weymer’s remarkable 55-year career includes 13 years at the helm of T&C Markets, leading the company through a myriad of strategic initiatives, including the substantial remodel of the original market location on Bainbridge Island, the purchase of the Lakemont location in 2015, and the 2022 rebrand, unifying all markets under the original Town & Country name.

In total, Weymer spent 19 years with T&C, including opening the original Ballard Market in 1986. As Weymer retires from full-time work, he will continue to serve on the Board of Directors.

"It’s been one of the greatest privileges of my long career to work for Town & Country. I’m profoundly grateful to have served this family, our shareholders, employees, communities, and the region we’re so deeply connected to.
"I also feel so fortunate to be a part of an amazing industry like the food business. Over the years, I’ve been enriched by the contributions of so many great people,” said Weymer.

Weymer and Ritter collaborated closely to identify and begin execution on T&C’s next 65 years. This vision includes ongoing investment in employee education to empower future grocers, sustained community support and involvement, the continual diversification of the workforce, and the expansion of T&C’s hospitality and in-market restaurant and food service offerings.

Additionally, T&C will build on the legacy of the Nakata MiddleField Farm, celebrating its 100 years of family ownership in 2024 to promote sustainable agriculture and nurture future farmers for a healthier food system.

Ritter sees the evolving industry landscape shaped by consolidation and acquisitions as a prime challenge for the independent grocer. Key priorities will include adapting to changes, particularly in workforce dynamics post-COVID. He plans to address challenges by strategically integrating technology and upholding the distinct service standards and connections that set T&C apart, notably in guest service and community involvement.

Wendy Oliver joins T&C as the new Senior Director of Retail Operations, bringing over 45 years of experience in grocery retail. Oliver’s extensive background includes leadership roles in operations, marketing and merchandising with national and regional grocery companies. Oliver seeks to foster a workplace where employees continue to be valued, guests are inspired by the food offerings, and local vendors can thrive.

As T&C Markets undergoes this leadership transition and expansion, the company remains committed to its core values, community enrichment, and providing food people love. Stakeholders can expect a seamless transition, a continued focus on local, sustainable products, and an unwavering dedication to serving the communities in which it operates.

To join T&C Markets in the everyday delight of eating, visit townandcountrymarkets.com or follow the company on Instagram and Facebook.

Stanford bill funding more paraeducators in schools passes Senate

Saturday, February 10, 2024

Sen. Derek Stanford, D-1
OLYMPIA – Public schools across Washington would be able to have more paraeducators in schools to better meet student needs, under legislation passed by the Senate today on a bipartisan vote of 37-11.

Senate Bill 5882 would increase the staff allocation for paraeducators in the prototypical school funding model.

“Paraeducators are crucial in our public education system,” said Sen. Derek Stanford (D-Bothell), the bill’s prime sponsor.
“Paraeducators help students overcome barriers to education — whether from learning gaps, pandemic learning loss, or special needs.
"They provide important one-on-one and small group instruction that tailors education to each student. I want all our students to have more of this support to help them succeed and excel.”

Many school districts are currently facing cuts, said Stanford, and this bill would provide funding to help solve problems while focusing on student needs, as recommended by the Staffing Enrichment Work Group.

The bill now moves to the House for consideration.

Sen. Derek Stanford, D-Bothell, represents the 1st Legislative District, which includes Bothell, Brier, Kirkland, Mountlake Terrace, Alderwood Manor, Cathcart, Clearview, Kenmore, Lake Forest Park, and Maltby

Senate passes Stanford bill to protect homeowners from losing equity

Sen. Derek Stanford, D-1
OLYMPIA – Borrowers entering home equity sharing agreements, in which homeowners sell part of their home equity to an investor, would gain protections against companies trying to take advantage of them, under legislation passed Thursday evening.

SB 5968 would regulate home equity sharing agreements under the Consumer Loan Act and task the Washington Department of Financial Institutions with developing rules for this industry.

Unlike a home equity loan or a cash-out refinance, home equity sharing agreements require a large balloon payment either when the contract ends or when the home is sold, whichever comes first. These agreements are currently unregulated and not included under the Consumer Loan Act.

“For most families, home equity is their largest asset and the main source of intergenerational wealth for the next generation. For such an important issue, we need some oversight and consumer protection safeguards,” said Sen. Derek Stanford (D-Bothell), chair of the Senate Business, Financial Services, Gaming & Trade Committee and the bill’s prime sponsor.
“Home equity sharing agreements are often advertised as not being a loan, but when that big payment comes due, selling the family home is usually the only way out.”

SB 5968 now moves to the House for consideration.

Sen. Derek Stanford, D-Bothell, represents the 1st Legislative District, which includes Bothell, Brier, Kirkland, Mountlake Terrace, Alderwood Manor, Cathcart, Clearview, Kenmore, Lake Forest Park, and Maltby.

KCRHA names Interim CEO

Tuesday, February 6, 2024

L. Darrell Powell, Interim CEO KCRHA
The Implementation Board of the King County Regional Homelessness Authority (KCRHA) is pleased to recommend L. Darrell Powell for the position of Interim CEO, pending approval by the KCRHA Governing Committee. Mr. Powell would replace current Interim CEO Helen Howell.

“I’m honored to be considered for the role of Interim CEO for KCRHA,” said Mr. Powell. “This is an opportunity to collaborate with partners, drive change, and make a positive impact for our community.”

Pending Governing Committee approval, Mr. Powell would join the Homelessness Authority on February 14, 2024, and become Interim CEO after two weeks of overlapping service with outgoing Interim CEO Helen Howell.

While KCRHA is currently conducting a national search for a permanent CEO, the priority is to provide interim leadership, reiterate a commitment to a regional approach, and ensure no interruption in services.

“The Regional Homelessness Authority works throughout our County to deliver for the people we serve, and the addition of Darrell’s leadership during this time of transition will be an asset to the region,” said King County Executive Dow Constantine.
“As the search begins for the next permanent CEO, I also want to thank Helen for her service over the last year, bringing stability and focus when the organization needed it most. King County looks forward to our continued partnership in this critical mission to not leave any of our neighbors behind.”

In her 9 months as Interim CEO, Helen Howell has focused on getting back to basics—reviewing and improving core agency operations—including changes in response to audits, streamlining processes for contracts and fiscal operations, and improving customer service and relationships with front-line service providers.

“My time at KCRHA has been an incredible experience,” said Ms. Howell. “Moving from the early days of start-up through a variety of adjustments and improvements, I believe the agency is back on the right track. I continue to believe that homelessness is solvable, and that the solutions must match the scale of the challenge, with shared responsibility and a regional approach.”

As the new Interim CEO, Darrell Powell would bring over 30 years of strategic finance experience, with proficiency in not-for-profit management, financial and property management, strategic planning, and business development.

He is a seasoned financial leader, and comes to KCRHA from Pinnacle Financial Services, a Certified Public Accounting firm specializing in providing professional financial support to growing businesses.

He previously served as Chief Financial Officer for Treehouse, College Success Foundation, United Way of King County, and the YMCA of Greater Seattle, and serves as the volunteer President for the NAACP Seattle King County Branch. Mr. Powell is a graduate of Garfield High School in Seattle, holds a BA in Accounting from Tennessee State University and an MBA in Finance from Harvard Business School.

Edwin T. Pratt, born December 6, 1930, was a civil rights leader and the Executive Director of the Urban Metropolitan League of Seattle. His work was pivotal in implementing the Equal Opportunity Act in the Greater Seattle area, fighting housing discrimination, segregation, employment bias, and police brutality.

He intentionally moved to Shoreline with his family to highlight the segregation within housing communities. On January 26, 1969, Edwin Pratt was killed outside his home in Shoreline, and the crime remains unsolved.

Following the murder of Edwin Pratt, Thursday, January 30, 1969, was declared a public day of mourning. At that time, acting Seattle Mayor Floyd Miller issued a proclamation ordering all flags to be flown at half-staff and urged the public to attend a memorial service for Pratt at Saint Mark's Cathedral in Seattle.

While at Shorewood, Snell played baseball for coach Wyatt Tonkin. In his senior year he recorded a 9-0 won loss season. He had a 1.00 ERA average with 128 strikeouts in 63 innings pitched.

Immediately after, he was a first round draft pick for the Tampa Bay Rays.

In April 2016 Blake Snell made his major league debut in a game against the New York Yankees. That season he had 24 starts with 119 strike outs and an ERA of 4.04

In 2018, playing for Tampa Bay, he was named the Cy Young winner as the best pitcher in the American League.

In Spring of 2023, playing for San Diego, he was awarded his second Cy Young, for the National League.

He is now one of only seven major league baseball pitchers to have earned this prestigious award in both leagues, joining Gaylord Perry, Pedro Martinez, Randy Johnson, Roger Clemens, Roy Halladay and Max Scherzer.

Snell was greeted by over 400 Shorewood students, staff and administration wearing custom white t-shirts with his name and number, which was retired in a ceremony at Shorewood in 2016.

The sold out game crowd included many of Snell's family members and friends from the Shoreline community, his high school baseball coach Wyatt Tonkin and Superintendent Dr Susana Reyes. Snell was gracious in signing autographs for all, and posing for pictures with anyone who asked.

He is a free agent this year and it is unknown which team is going to sign him to a long term contract. Maybe the Mariners. That would make a lot of local fans happy.
