195th pedestrian bridge to close for up to three weeks for renovation

Sound Transit will be closing the NE 195th St pedestrian bridge for restoration. The closure is expected to begin on Thursday, August 1, 2024 and last for approximately three weeks. 

This work is weather-dependent, and the duration of closure may change.

The pedestrian bridge will be closed for 3 weeks.
Pedestrians and cyclists are advised to detour to 185th overpass.

There will be no access for pedestrians or cyclists during this closure. They are advised to use crossing routes at NE 185th St.

Crews will be working on the east side of the NE 195th St pedestrian bridge, and the bridge will be closed on both sides.

Transportation and Middle Housing discussed at the May 20 Shoreline Council meeting

At the May 20 meeting, the city council approved a new Transportation Improvement Plan with some amendments, discussed Electric Scooter and Bike Sharing, and provided feedback on the Comprehensive Plan.

Every year, the city council is required to approve a list of transportation projects for the subsequent six-years. The city council made three amendments to the Transportation Improvement Plan before approval: an unfunded bike bridge to Edmonds over SR 104, proposed improvements to Firlands Way, and splitting the 185th project into separate east and west projects.

Regional bike advocates lobbied the city council to build a non-motorized bridge over SR 104 where a one mile gap in the Interurban Trail between Shoreline and Edmonds drives cyclists onto busy streets. The city council agreed to pitch in $40,000 to study the project but (given staffing shortages) the city did not sound eager to commit to yet another big bike bridge project.

One block to the east of the CRISTA retirement community and one block west of the new Canopy apartment complex is Firlands Way N. A citizen-initiated proposal could convert the road with 90 feet of city-owned right of way into a six acre, tree-lined pedestrian friendly public space. 

The proposal could be both a transportation project and a park project and bring badly needed open space to the rapidly urbanizing neighborhood near Aurora. The city council added a plan to study the Firlands Way proposal to the transportation plan.

After hearing safety concerns about 180th Street from residents in North City, council member Eben Pobee sponsored an amendment to separate the 180th and 10th Ave segments of the 185th corridor project into a distinct project called the “North City Light Rail Connector”. 

Largely symbolic, the name change doesn’t increase the priority or funding for the project, but raises the visibility of a smaller project that was previously buried inside a larger project.

Although it wasn’t on the agenda, the topic of what kinds of Middle Housing the city should allow came up while discussing the Comprehensive Plan.

Mayor Chris Roberts said he wants to “double down” and “embrace middle housing of all types” not just meet the minimum density rules required by state law. “I hope the planning commission brings back policies that give us the big version of what middle housing could look like in Shoreline. And then we can work with our affordable housing developers to say ‘okay, what do you need’ and how do we get really truly affordable housing in our city,” said Roberts.

Council member Annette Ademasu disagreed with the push for more middle housing. “I’m hearing from people out there… they don’t want to see corner to corner… townhomes. They would rather see more green space interspersed when we are looking at middle housing,“ said Ademasu.

“All those folks who don’t want to see the additional housing, they are all comfortably housed,” council member Betsy Robertson said in response. “And we have a housing crisis and we need to add more units. And Shoreline is committed to doing that,” said Robertson.

On Valentine’s Day afternoon, Senator Patty Murray took some time to tour the construction site of the 148th Street light-rail station with King County Executive Dow Constantine, Shoreline Mayor Chris Roberts and Deputy Mayor Laura Mork.

Standing at a podium in the new 500-car parking garage with the roar of midday I-5 traffic behind her, Murray said, “a light rail station does no good if you’re stuck on the other side of a busy highway.”

Nearby, construction workers were busy drilling shafts into the ground that will hold the footings of the east-side landing of the 148th St bike and pedestrian bridge. Crews are working to complete construction of the 148th St bridge before WSDOT begins a project to daylight Thornton creek on the west side of I-5.

The 148th St bridge will provide a safe path to the light rail station for the future residents of the 1,605 new homes coming soon in the south Parkwood neighborhood including 151 “missing middle” townhomes and 296 affordable apartments.

With an estimated price tag of $43.6M, the bridge will be funded with grants from the Washington Department of Transportation, Sound Transit, King County, Transportation Impact Fees, and (the reason why Murray came by to visit) a $20M federal RAISE grant.

Senator Murray, who has served in the Senate for over 30 years and is now president pro tem, established the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program in 2009. As every Shoreliner knows, Murray won her first election to the Shoreline school board in the 1980s and now chairs the Senate Appropriations Committee.

The ripe smell of fresh mulch wafted in the air from crews who were busy planting some of the 864 new trees that will replace the 317 existing trees that have been removed to make way for the 145th street projects.

In remarks, Mayor Chris Roberts pointed out that (unlike some cities in North King County) Shoreline has embraced the task of building affordable housing to address the region’s housing crisis. 

He said he is proud that the new developments near Shoreline’s light-rail stations have mandatory affordability requirements.

In addition to the bicycle and pedestrian bridge across I-5, the money from the RAISE grant will be used to pay for new sidewalks and roundabouts on 145th and a network of bike lanes in the Parkwood neighborhood - safety improvements that are urgently needed for the dangerously outdated 145th street corridor.

There are two Blue Bridges. This one takes the Interurban Trail across Aurora. The smaller one takes the Trail across Westminster Way.

State receives over $132 million for infrastructure investments - with $20 million for Shoreline projects

WASHINGTON, D.C. – U.S. Senator Maria Cantwell (D-WA), chair of the Senate Committee on Commerce, Science, and Transportation, announced $132,611,221 in grant funding for nine major infrastructure projects across the State of Washington. 

The funding for these grants comes from the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program, which was originally created under the American Recovery and Reinvestment Act as TIGER grants.

This is the most Washington state has ever been awarded. 

Washington state was awarded the most grants of any state and received the most in total funding. The state received 5.89% of the total RAISE funding available this year, compared to 4.35% received last year.

As Commerce chair, Sen. Cantwell authorized the RAISE grant program for the first time ever in the Surface Transportation Investment Act, which was included in the Bipartisan Infrastructure Law (BIL). The BIL provided $7.5 billion to the program over five years, a 50% increase in funding.

The following RAISE grant was awarded to Shoreline.

West Side Transformation: Multimodal Connections to the Shoreline South Regional Transit Hub, City of Shoreline — $20 million

“The City of Shoreline is rapidly expanding – just the neighborhood surrounding the 148th Street Station is expected to add as many as 20,000 new housing units in the coming years. These new residents need safe, accessible transportation options,” said Sen. Cantwell. 
“This transformative, multimodal transportation project will support resident safety while providing transit access to the community and traffic efficiency on the 145th Corridor.”

Sen. Cantwell sent a letter of support to Department of Transportation Secretary Pete Buttigieg for the City of Shoreline to receive this grant in March 2023.

This project is a combination of several elements that will complete multimodal connections from the west side of I-5 to a new Sound Transit light rail station on the east side, set to open in 2024. 

Project elements include:
  • 145th Corridor improvements, including ADA accessibility sidewalk enhancements and creating left turn lanes and medians to reduce collisions and improve flow.
  • An off-corridor bike network parallel to 145th Street complete with pavement markings, intersection improvements, flashing beacons, speed cushions, signage, and connections to the 145th Corridor/148th Street bridge.
  • A foot bridge at 148th Street to connect pedestrians and cyclists to the regional transit hub and light rail station.
This project is the remaining part of a larger $80 million project funded by Connection Washington, State Legislative Funding, South Transit System Access Funds, King County funds, and City of Shoreline General Funds. The City of Shoreline will provide the local match for this portion of the project.

The project will substantially improve overall traffic flow and safety on the 145th Corridor, and improve access to the future light rail station. Currently, 80% of Shoreline residents commute outside of the city limits for work, with the majority traveling into Seattle.

This subarea, now known as the 148th Street Station Area growth center, will have nearly 4,000 housing units ready for occupancy in the next few years. This center has the capacity to build 20,000 housing units (due to mandatory inclusionary zoning requirements enacted by the City, nearly 20% of these units are anticipated to be affordable) and 9,000 new employees.

"The $20 million RAISE grant is a game changer for us," said Shoreline Mayor Keith Scully. 
"It will allow us to complete our vision for the 145th Corridor, creating safe, reliable multimodal connections to the Shoreline South/148th light rail station. 
"We are extremely grateful for the tireless efforts of Senator Cantwell, Senator Murray, and Representative Jayapal in helping us to secure this vital funding and for their leadership in securing significant funding for transportation projects across the state."

Vandalized glass panels on Blue Bridge to be replaced this weekend

Glass replacement for the Interurban Pedestrian Bridges at Aurora Avenue N and N 155th Street will begin this weekend. 

Pedestrians and bicyclists will still be able to access the bridges, but are urged to use caution in the work areas. 

Traffic revisions will be in place and delays may be possible. Please use alternate routes if you are able and if you must drive through the area, reduce your speed and drive cautiously to keep everyone safe.

Thank you in advance for your patience as the bridges are restored after being vandalized last year.

Temporary security fencing on vandalized Blue Bridges will allow access by Saturday afternoon

The City of Shoreline anticipates reopening the Interurban Pedestrian Bridges by late Saturday afternoon.

Contractors started work Friday afternoon, October 29, 2021 installing temporary security fencing on the Interurban Pedestrian Bridges at 155th and 157th Streets and Aurora. They expect to complete the work and reopen the bridges to the public by late Saturday afternoon.

This temporary security fencing will allow for the reopening of bridges to public access while the City finalizes permanent repair plans. 

The 155th bridge will have security fencing installed on both sides of the bridge. The 157th bridge will only require fencing on the south side of the bridge deck. Future repair work may require full or limited closures to the bridges.

We appreciate your patience as we have worked to secure the bridges and reopen them for safe public use.

In the early hours of October 14, 2021, the glass panels which form the sides of the Interurban Pedestrian Bridges were vandalized. The individual(s) responsible hit almost every one of the panels at least once with a hard object causing severe damage. 

The bridge closure was necessary while we inspected and stabilized the damaged glass panels to ensure the safety of pedestrians and drivers on the roadways below and to set up the temporary security fencing.

Police are investigating the incident. If you have any information regarding those responsible for the vandalism, please contact the Shoreline Police at 206-296-3311.

As Shoreline grows and changes around the Shoreline South/148th light rail station, the city is finding ways to connect people to it safely and efficiently. A new pedestrian and bike bridge at 148th Street will help residents travel across I-5 and enhance accessibility to regional transit.

Public input is essential to the project. We’d like to invite you to participate in two online events where you can learn about and provide input on the N 148th Street Non-Motorized Bridge Project.

Emergency closure of Interurban Pedestrian Bridges in Shoreline after extensive vandalization

The Interurban Pedestrian Bridges which connect the Interurban Trail across Aurora Avenue N and N 155th Street in Shoreline are temporarily closed.

While the Interurban Trail remains open during the bridge closure, crossing N 155th and Aurora will require the use of stairs. Trail users who are unable to navigate stairs should detour around the area.

In the early hours of Thursday, October 14, 2021, the glass panels which form the sides of the Interurban Pedestrian Bridges were vandalized.

Almost every one of the panels was hit at least once with a hard object and cracked. 

Bridge closure is necessary while we stabilize the damaged glass panels to ensure the safety of pedestrians and drivers on the roadways below. At this time, both Aurora Avenue N and N 155th Street remain open to vehicles and pedestrians.

Police are investigating the incident.

Installed in 2007, the glass panels were designed by artist Vicki Scuri and funded by the City’s 1% for the Arts program.

Grand opening for the John Lewis Memorial Bridge (Northgate Ped/Bike Bridge) on Saturday, October 2

Grand opening ceremonies for the John Lewis Memorial Bridge (Northgate Ped/Bike Bridge) will be held on Saturday, October 2, 2021 from 10am to noon.

A series of speakers at the west end of the bridge will start at 10am on the west side of the bridge, in the North Lot of North Seattle College (click here for directions) followed by a ribbon cutting and community-led walk, roll, and bike ride towards Sound Transit's new Link light rail station. 

With Link light rail service also beginning at the Northgate Station on October 2, you are encouraged to try out the new transit options.

According to the Governor’s current mandate, guests must wear masks at all outdoor events regardless of vaccination status. Please wear a mask and practice social distancing throughout the event to keep everyone safe, healthy, and comfortable. 

Walking, biking, or using public transportation to get there is strongly recommended. Metro routes also serve this location, and you can plan your trip by visiting tripplanner.kingcounty.gov. Parking will be available in the North Lot at North Seattle College.

Northgate Ped/Bike Bridge Project construction update

With the span installations complete, crews have begun putting the final touches on the Northgate Ped/Bike Bridge. Crews have started installing signage and other amenities, leading up to the official completion and celebration.

Northgate Ped/Bike Bridge 101: Creating a sense of place through environmental features

They selected vegetation and greenery around the bridge with safety in mind. Creating park-like qualities on the trails and spaces near the bridge will provide a comfortable and enjoyable atmosphere and a "sense of place" for all users. 

Examples of this can be seen on the west side with a wildlife overlook, and on the east side where they are installing a "gallery forest," or screen of tall and narrow trees between the bridge and the freeway, providing relief from views of the freeway as well as improving air quality.

Additional environmental features include:
  • Planting low-growing shrubs and bushes around the bridge
  • Trimming, thinning, or removing existing trees and undergrowth to create open sight lines
  • Carefully designed plantings on the west side of the bridge so that pedestrians on the landing will have a clearer view of North Seattle College (NSC), and those on the NSC playing field and in the parking lot will see bridge users approaching
Construction began early 2020, and is projected to be complete prior to the opening of the Northgate Link Light rail station in September 2021.

195th Pedestrian Bridge temporary closures

Construction is beginning soon on a new shared-use path along NE 195th St, from 5th Ave NE to the pedestrian bridge over Interstate 5 (I-5), just east of 7th Ave NE. The new shared-use path will connect to the existing shared-use path on NE 195th Street.

At times during the construction period, the 195th Pedestrian Bridge over I-5 will be closed. Temporary closures may last up to two weeks. We will update the project website at shorelinewa.gov/195sharedusepath when the closure schedule is set.

Additional construction impacts:
  • NE 195th will be reduced to a single lane of traffic in the project area at times. Expect delays during peak traffic hours.
  • Construction activity between 7:00am and 6:00pm.

Northgate pedestrian bridge span over I-5

Seattle Department of Transportation placed the second half of the bridge span over I-5 at Northgate this last weekend.

We designed a new, accessible, all ages and abilities pedestrian and bike bridge over Interstate 5 (I-5) in Northgate.

The Northgate Ped/Bike Bridge will improve access to communities, services, and opportunities on the east and west sides of I-5 in Northgate and Licton Springs, helping knit together a historically divided area. 

It’ll also reduce travel time for people walking and biking between the east and west sides of I-5. When complete, the bridge will help connect the neighborhood’s thriving job and retail centers with the rest of the city and region.

The new bridge will span roughly 1,900 feet over I-5, landing at North Seattle College on the west side and at 1st Ave NE and NE 100th St, near the light rail station, on the east side, which opens in October.

Sound Transit recently reopened the NE 195th pedestrian bridge over I-5 after a month, after completing sidewalk and asphalt paving on the east side of the bridge.

During the work that was no access to pedestrians or bicyclists for this popular east - west access over I-5.

There was some inconvenience to neighbors on the east section of NE 195th as driveways were briefly blocked during mill and overlay work.

The bridge may need to be closed again for future work but there are no scheduled closures.

Northgate pedestrian bridge installation continues this weekend

If you drive I-5 south of Shoreline (and who doesn’t from time to time) you’ll notice something new near Northgate -- crews last weekend installed a section of a new pedestrian bridge over the northbound lanes of the freeway.

The humped section --- white with orange mesh fencing around it just left of the top center in the picture -- was placed over the freeway late Saturday night and into Sunday morning. 

The second section of the bridge (the larger, more elaborate structure left of the just-placed section) is scheduled to be put in place over the southbound lanes this coming weekend. 

In the foreground is the completed -- but not open yet -- Northgate Link Light Rail station which opens for service in early October.

The new bridge from west of the freeway at North Seattle College to the light rail station may be one of two new pedestrian/bike bridges over I-5 if the city of Shoreline’s efforts to obtain funds for a 148th Street non-motorized bridge are successful. (see the project website

Work will begin at 11:59pm on Saturday, June 19, 2021 and continue into Sunday morning until 4:30am.

The remaining span has been assembled in the median of I-5 and will be moved into place using self-propelled transporters and cranes.

195th pedestrian bridge reopens

The 195th pedestrian bridge over I-5 which was closed due to Sound Transit work on the east side reopened on Friday afternoon.

Sound Transit warned that the bridge will be closed in again in the future for sidewalk / trail construction.

Sound Transit will not be making any changes to the bridge besides building the guideway underneath the bridge.

They originally planned to refurbish the cage over the walkway but it got cut out of the budget a long time ago when federal infrastructure funding did not make it out of congress. At that time they also made the decision to move the parking garage to the station instead of placing it on the west side of the freeway.

Sound Transit will be temporarily closing the NE 195th pedestrian bridge at some time between May 10 and May 28 while sidewalk and asphalt paving is done on the east side of the freeway for the light rail project.

Residents on NE 195th east of I-5 will have access to their driveways during the work, except during mill and overlay work. They should should expect vibration and construction noise.

This work is weather dependent and duration of closure may change. Work hours are from 7am to 5pm, Monday through Friday.

The NE 195th pedestrian bridge will be closed on both sides during the work and there will be no access to pedestrians or bicyclists.

Alternative crossing routes are located at NE 185th St and NE 205th St.
