NOTICE IS HEREBY GIVEN that the Board of Fire Commissioners of Northshore Fire Department will hold a public hearing at the date, time and place specified below to:
  1. Review sources of revenue for the District’s 2024 expense budget, including revenue from property taxes and possible increases in property tax revenues, if any, as required by RCW 84.55.120; and
  2. Review and establish the District’s benefit charge to be imposed in 2024 for the support of its legally authorized activities which will maintain or improve the services afforded in the District as provided in RCW 52.18.060.

Shoreline Fire and Northshore Fire now operate as one department under contract for services

We are happy and excited that after many years of hard work, the implementation of a contract for services between Northshore and Shoreline Fire began this week!

As a result of this contract, a few changes are being made. 

For example, Northshore Fire Department is becoming Shoreline Fire Department. However, we want to assure everyone that these changes will not impact the services that are being provided or our response times to emergency calls.

In fact, as we all become one, big Department, we will be better prepared and ready to serve the Community. Over the remainder of this year we will be improving staffing levels and increasing service levels, while at the same time becoming more efficient. The new organization will join Northshore and Shoreline under a contract for services.

This contract is not a merger, but will provide for many of the efficiencies that would be gained under a merger

The Northshore Fire Department Board of Commissioners will still remain in their positions to ensure that the services being provided either meet or exceed their high expectations to the citizens in Lake Forest Park and Kenmore.

These are some truly exciting times for both organizations and the Communities that we serve. 

Over the coming months we will be rolling out some new programs such as an enhanced water rescue team, and an additional aid car in Lake Forest Park. 

The additional aid car will be staffed during the day to not only increase overall staffing levels, but also to improve our ability to transport patients to the hospital. This service decreases transport time and improves continuity of care, resulting in better overall outcomes.

Tuesday morning, May 31, 2022 Northshore Fire celebrated the retirement of Fire Chief Mike Morris, who has served the citizens of Kenmore and Lake Forest Park for almost 26 years.

His hard work and dedication have not gone unnoticed and he will be missed by all. We wish you the best in this next chapter of life and happy retirement!!

Fire chief Matt Cowan: Shoreline and Northshore Fire combine forces

Good news! Last night the Board of Commissioners from both the Shoreline Fire Department (SFD) and Northshore Fire Department (NFD) met and approved a contract for SFD to provide services to NFD. 

The contract, or Interlocal Agreement (ILA), details the specifics of how NFD will pay SFD to provide full administrative, operational, and support services. 

The NFD will still remain as a fire department with a Board of Commissioners managing funds and the level of service being provided. However, all the existing employees will transfer into the SFD organization, and essentially, we will be working almost like one fire department.

As one of our Fire Commissioners put it last night, we have been talking about doing this for forty years! We may not have been actively working on this for that entire time, but this has taken many years of effort. 

By combining forces we will be able to serve all of the communities better, with a higher level of service. 

Also, a contract for services isn’t the same as a merger, but there are still significant savings that will occur due to improved efficiencies. And please be assured that this will not impact any of our other activities either, unless it is to improve on those areas too. 

We will still offer the same classes, services, and community events such as the Easter egg hunt and Christmas engine.

Regionalization efforts such as this are occurring nearly everywhere, with the focus of being able to deliver better services for less money. This allows us to stretch your tax dollars further, reducing the pressure on our citizens. 

We are very excited about the positive changes that will be occurring because of this contract and believe that this is a great step forward.

Shoreline and Northshore Fire to hold joint meeting to finalize interlocal agreement

As required by RCW 42.30, the Open Public Meetings Act, you are hereby notified that the Board of Commissioners of Shoreline Fire Department will hold a Special Joint Meeting on April 28, 2022 at 5:00 p.m. for a joint Board meeting with the Commissioners of the Northshore Fire Department.

The purpose of the special joint meeting is to discuss and approve the Interlocal Agreement (ILA) between the Shoreline and Northshore Fire Departments. A decision by both Departments is expected.

Ten Northshore firefighters complete the Columbia Tower Stair Climb

Sunday, March 14, 2022 a team of Northshore Firefighters participated in this year’s annual Columbia Tower Climb in Seattle. The climb is 69 flights, over 1,300 steps, in full bunker gear and SCBA (self-contained breathing apparatus. 

Over 2,000 firefighters from across the United States and from around the world made the vertical assent in support of the Leukemia and Lymphoma Society. Each participant committed to raise at least $300.

The goal was to raise $2 million. At this writing the top three fundraising teams are Boise, Everett, and Seattle and the total raised so far is $1,762,625.

Northshore Fire Battalion Chief retires

Thursday morning, February 24, 2022 Battalion Chief Jeff Tagart worked his last shift of a nearly 29 year career with the Northshore Fire Department. 

Jeff started in April, 1993 as a Firefighter/EMT. In 1998, Jeff was promoted to the rank of Lieutenant and in 2005 Jeff became a Battalion Chief. 

Jeff has been involved in various projects over the years.

He has been instrumental in working with fire engine manufacturers to spec out our fire apparatus from design work to what tools we will use and how they will be stored on the engine. 

You, your wealth of knowledge, leadership, experience, stories and Suzette’s cooking will be sorely missed. Enjoy your retirement – happy trails and safe travels BC Tagart!!

Northshore Fire to contract for services from Shoreline Fire

As previously announced, (see previous article) the board of the Northshore Fire Department, which serves Kenmore and Lake Forest Park, has voted to contract with Shoreline Fire to provide services.

So what does this mean? Some people are looking at it as a merger, which it is not.

I asked Chief Matt Cowan of Shoreline Fire to explain the difference between a merger and a contract for services.

"Under a contract for services the NFD will still remain as a fire department. They will have a Board of Commissioners, be able to levy taxes, and will maintain ownership of their assets. 

"All of their employees, except their Board Secretary, will transfer to SFD and they will pay us to manage and deliver full services to the Lake Forest Park and Kenmore communities. This will allow for a great amount of efficiency, cost savings, and a higher level of services.

"A merger would be a complete absorption of the NFD, where the fire department would no longer exist.  There would be one Board, one owner of assets, one taxing authority, and a complete blending of all aspects of the fire department. This would also result in some additional efficiencies above a contract and requires a vote of the citizens.

"The NFD Board has voted to contract with SFD, so our next steps are to develop an Inter-Local Agreement (ILA) and a plan on integrating services and personnel.

"We are actively working collaboratively to accomplish these tasks and hope that most of this work can occur in the next couple of months. Some work, of course, will take a bit longer such as an evaluation of programs and non-critical policies.  

"While it is a lot of hard work, everyone in both Departments is very excited about the positive benefits that we can achieve together."

All local fire departments work collaboratively. There are no turf wars when there is an emergency call. The closest unit responds. If two different department respond, the first one to reach the scene will immediately begin action. Past the emergency stage, the department whose territory it is will take over and the other department will leave.

Local department, including Bothell, train together, taking advantage of empty building which are going to be torn down.

Medic One is a regional program which is administered by Shoreline Fire, and was already serving the Northshore district.

Northshore Fire Department approves a Contract for Services Agreement with Shoreline Fire Department

KENMORE, Wash. – On Tuesday, February 1, 2022 the Board of Fire Commissioners for the Northshore Fire Department voted unanimously to approve a contract for fire and emergency medical services with Shoreline Fire Department.

The decision to contract with Shoreline enhances existing services to the citizens of Kenmore and Lake Forest Park. Northshore firefighters have been training and responding on emergency calls with Shoreline firefighters for decades. Shoreline Paramedics have been a part of our community and responding out of Lake Forest Park – Station 57 for years.

Interim Fire Chief, Mike Morris stated 
“On behalf of Northshore Fire Department, we are excited for the opportunity of combining two great fire service providers to more efficiently serve the citizens of Lake Forest Park, Kenmore, and Shoreline. 
"We have a long history of working collaboratively with Shoreline Fire Department and the integration of our organizations will improve service to both districts. Thank you to our citizens for all the feedback and support provided throughout this process”.

This contract for service will be seamless for the residents of Kenmore and Lake Forest Park. There will not be any change in 911 services or emergency responses.

The regular meeting of the Northshore Fire Board of Commissioners on January 18th, 2022 at 5:00pm has been cancelled. 

Instead, a special meeting of the Northshore Fire Board of Commissioners will be held via Zoom on Tuesday, the 18th day of January 2022, at 6:00pm. 

The public is encouraged to participate in a Virtual Open House beginning at 7:00pm using the same Zoom link as the Special Meeting at 6:00pm. The open house will provide an update on the Contract for Services Process

The Northshore Fire Department welcomes Mike Morris as their Interim Fire Chief. Mike began his career with Northshore on September 9, 1996. He was promoted to the rank of Lieutenant in 2005 and Battalion Chief in 2009. Mike briefly held an Acting Deputy Chief of Operations and Training position in 2015.

Northshore Fire serves the cities of Kenmore and Lake Forest Park.

Northshore Fire: Be prepared for power outages

Power outages can cause a number of safety concerns; being prepared and having the right information can help.
 
There are steps you can take before a power outage occurs, such as registering life-sustaining and medical equipment with your utility company. 

Make sure your disaster preparedness kit contains light sticks, flashlights, a battery-powered radio with extra batteries and a wind-up clock. 

Always have a safe alternative heat source and supply of fuel. Never burn charcoal or use a generator indoors.

During a power outage turn off lights and electrical appliances except for the refrigerator and freezer.

Even if it is dark, turn light switches and buttons on lamps or appliances to the “off” position, leaving just one lamp on so that you will know when power is restored. 

Never use gas ovens, gas ranges, barbecues or portable or propane heaters for indoor heating—they use oxygen and create carbon monoxide that can cause suffocation.

Avoid candles since they can cause a fire. It's far better to use battery-operated flashlights or glow sticks for lighting.

Your power strips can kill you - learn how to use them

Northshore Fire offers these important safety tips

According to the Electrical Safety Foundation International (ESFI), over 3,300 home fires originate in extension cords and power strips each year, killing 50 and injuring 270 more. 

Your power strip can only draw so much electricity without getting overloaded. 

If you plug too many high powered things such as a space heater, microwave or another power strip that has multiple things plugged in (called “daisy-chaining”), it can overheat the power strip, or the wall outlet and cause a fire. 

Small devices such as phone chargers, TV’s, computers, lamps and radios are safe. 

The general rule is if the device can heat (coffee maker, toaster, microwave) or cool (air conditioner, fridge, freezer) then those appliances must plug directly into a wall socket.

They will get an update on the public survey, then discuss all the information.

Northshore Fire commissioners reviewed proposals to run NS Fire at Friday's meeting - will meet with LFP Council on Monday

Northshore Fire commissioners have requested and received proposals to run their department from Eastside Fire / Rescue and Shoreline Fire. They reviewed these proposals at their meeting on Friday, September 17, 2021, 2pm.

Under the proposals, Northshore commissioners would retain control but all operations would be managed by one of these departments.

A special joint meeting of the Board of Commissioners of King County Fire Protection District No. 16 (Northshore) and Lake Forest Park City Council, will be held via Zoom on Monday, the 20th day of September 2021, at 6:00pm.

Northshore Fire is currently an independent department (Fire Protection District #16) which serves the cities of Kenmore and Lake Forest Park.
