Edmonds business owner pleads guilty to wire fraud in connection with arson for insurance scheme

Monday, September 27, 2021

The U.S. Department of Justice reports that an Edmonds, Washington, business owner pleaded guilty Monday, September 27, 2021 to wire fraud related to the April 30, 2018, fire at her business, CJN Miniatures and More, a dollhouse, miniatures, collectibles, and antiques shop, announced Acting U.S. Attorney Tessa M. Gorman.

Connie L. Bigelow, 53, is scheduled for sentencing by U.S. District Judge Robert S. Lasnik on December 17, 2021 at 10am.

In the plea agreement, Bigelow admits she set fire to her business to collect insurance money as the store was struggling to make enough money to pay the rent.

In June 2019 the building was empty and for sale
Bigelow moved her business, CJN Miniatures LLC, into the building at 23030 Highway 99, in Edmonds in September 2017. The store maintained an inventory of miniatures and collectables for sale, consigned items on behalf of other individuals, and rented out space to other vendors.

Between October 2017 and April 2018, the business fell behind in rental payments and payments to consignors.

Bigelow carried an insurance policy with State Farm Fire and Casualty Company that covered up to $100,000 in loss of business personal property, as well as loss of income. The policy did not cover loss arising from arson.

Bigelow set the fire underneath three Thomas Kinkade paintings worth thousands of dollars.

In May 2018, Bigelow initiated a claim to State Farm for the losses arising from the fire. On May 3, 2018, Bigelow communicated with the insurance agent via email as part of the wire fraud scheme. Bigelow made false statements to law enforcement, as well as representatives of State Farm as part of the scheme to defraud.

As part of the plea agreement, Bigelow agrees to make full restitution. Currently the restitution is over $195,000 but may grow as further losses are calculated in advance of sentencing.

Wire fraud is punishable by up to 20 years in prison and a $250,000 fine. Judge Lasnik will determine the appropriate sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The case is being investigated by the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), along with the Snohomish County Fire Marshal's’ Office. The case is being prosecuted by Assistant United States Attorney Amy Jaquette.

Burning rocket debris viewed in the skies over Shoreline

Friday, March 26, 2021

Photo taken from Richmond Beach by Frank Kleyn

Bright, burning objects slowly streaked across the sky on Thursday, March 25, 2021.

The Seattle Times reported that "Bright lights streaking across Pacific Northwest skies Thursday night were the burning debris from a SpaceX Falcon 9 rocket dropping back into Earth’s atmosphere, according to the National Weather Service in Seattle. The rocket was delivering Starlink satellites, built in Redmond, into orbit earlier this week."

The National Weather Service added this information on objects from space:

As a follow up to the debris observed earlier. Here's some more info on atmospheric re-entry. Typical man-made objects obtain low Earth orbit at speeds around 17,500 mph. As they re-enter the Earth's atmosphere, the angle must be just right. If it's too steep, they burn up.

If the angle is too small, they risk "skimming" the atmosphere like a stone on water. Meteors, on the contrary, can easily reach the top of atmosphere at speeds greater than 45,000 mph. In addition, the angle of impact can be very steep...which can incinerate the object quickly.

Street racing in Richmond Beach Saturday

Monday, January 18, 2021

Richmond Beach resident Brian Dunphy sent the photo and said,

This was Richmond Beach Rd and 3rd Ave NW about 10:30pm Saturday night January 16, 2021. Some kind of pretty well attended street race...

The street racers, or drifters, communicate locations on Instagram. When police show up, they leave and move on to the next location.

The last time they were in Shoreline, (see previous article) there were many more cars. It is possible that this smaller group are the same ones who race at Kellogg.

Thursday evening, late, there was a 3-vehicle collision on Aurora by Sky Nursery just north of N 185th St.

Edmonds Police had responded to a call of an erratically driven vehicle on Highway 99 around 220th St SW.

An Edmonds patrol officer located the vehicle and initiated a traffic stop on the vehicle. When the officer approached, the driver sped off.

A brief pursuit was started but terminated by the officer because of the way the driver was operating the vehicle. Shoreline PD was advised that the driver was headed into Shoreline.

After Edmonds PD stopped chasing the vehicle, it continued southbound on Highway 99 all the way into Shoreline where he crashed into two other vehicles in the 18600 block of Aurora.

Tragedy in Lake City

All the incidents took place on Sand Point Way
between NE 123rd and NE 125th

Two people are dead and two others are wounded after a man went on a rampage in the Lake City - Sand Point area Wednesday afternoon around 4pm.

He started by attempting to carjack a vehicle on Sand Point Way and Bartlett Street just a couple of blocks from where Sand Point Way curves into NE 125th and heads west to Lake City Way. He shot the female driver, who is currently in Harborview and expected to recover.

Then he walked into the street and fired through the front window of a Metro bus, hitting the driver in the torso. Amazingly, the driver, Eric Stark, was able to back the bus around to head north away from the gunman, then he radioed for help. Stark is in the hospital.

He approached another passenger vehicle and shot the driver, killing him. He took that car and as police arrived on the scene, he sped down Sand Point Way, hitting another vehicle head on and killing the driver.

The gunman was wounded in the collision but was standing by the vehicle as police approached, then were able to take him into custody. He is currently in the hospital.

Area residents are reflecting on how close they came to the scene and how it could easily have been them. "I was just a few blocks away when it happened," one said.

The incident created a massive traffic back up. "I've never seen so many police cars," one woman said. Many locals were in the back up, as they were heading home to Lake Forest Park and Kenmore.

The gunman and the two victims are all expected to recover.
