The kayaker DID get out of Echo Lake alive

Tuesday, June 4, 2024

Rescue swimmers and divers gather to search Echo Lake for a missing kayaker.

By Diane Hettrick

There is a loose network of neighbors who live along the shores of Echo Lake. There is a core group called Friends of Echo Lake, who come together to clear invasive vegetation and plant native plants in Echo Lake Park.

Lakeside neighbors talk to each other but it can take a while for information to travel.

The west and south side of the lake are lined with multi-story buildings, so there are many eyes on the lake.

Now I have been told that one of those lakeside residents actually saw a soaking wet man, wearing a life vest, on shore the day the kayak was found floating in the center of the lake.

She noted it but didn't tell anyone until this weekend.

The bigger buildings have security cameras for the area around the building. The management of one of those buildings just reviewed their footage and discovered they had captured a shot of a very wet male in a life jacket.

So everyone can breathe a sigh of relief and quit waiting for a body to float to the surface of the lake.

Many questions remain. Can this person be identified from the security footage? Was the kayak stolen and that's why it was left floating in the middle of the lake? Or did the kayaker decide that he never wanted to see a kayak again and just crawled away?

The kayakers who live around the lake have never seen the kayak before, so he had to bring it in.

Our Fire Department spent hours searching the lake after getting a call for an upside down kayak floating in the center of Echo Lake on May 18, 2024.

The KCSO marine unit spent almost as many hours. It's good to know they are there for us and will continue to search diligently, even when they suspect there is nothing to be found.

No developments in search for presumably missing kayaker on Echo Lake

On Saturday morning, May 18, 2024, at 7:45am a lakeside resident noticed a capsized kayak floating near the center of Echo Lake in Shoreline and called 911.

The caller did not see anyone in the water at this time but did recall seeing a person in the same or similar kayak earlier in the morning.

King County Sheriff’s Office deputies (Shoreline PD) and Shoreline FD rescue swimmers responded. A search of the lake was conducted throughout the day by the Fire Department rescue swimmers, KCSO dive unit, with support from Bothell PD.

As of 6:00am Sunday morning, no body has been located or recovered. Deputies contacted many residents around the lake and have not yet identified any missing persons or the owner of the kayak. Regular kayakers did not recognize the boat or the description of the kayaker.

KCSO divers were out again on Sunday with no reported results.

This is an open investigation.

Worth noting is that the U.S. Coast Guard Auxiliary advises paddleboarders to put a waterproof ID sticker inside their boats. When small craft such as kayaks or canoes are found adrift, typically there is no way of determining whether or not individuals may be in distress. In such situations, having timely access to some basic information can make all the difference.

AG Ferguson: $500K will fund genetic genealogy testing for all unidentified remains in Washington

Tuesday, March 12, 2024

Missing and Murdered Indigenous Women Washington

OLYMPIA — Attorney General Bob Ferguson provided the following statement today after the Legislature approved his budget request for $500,000 to fund genetic genealogy and DNA testing for the entire backlog of unidentified remains in Washington.

Right now, 163 unidentified remains await further testing in Washington. The new funding will supplement existing state and federal DNA testing resources. As a result, families awaiting information about loved ones do not need to endure unnecessary delays and cases can be resolved more quickly.

The Attorney General’s Office and the Missing and Murdered Indigenous Women and People Task Force advocated for the funding to clear the backlog. The task force, convened by the Attorney General in 2021, published a report in December 2023 urging the Legislature to dedicate the funding necessary to clear the backlog. DNA testing of individual remains and forensic genetic genealogy are proven strategies to identify missing Indigenous people and bring closure to families.

“Timely DNA testing can bring a measure of closure and help solve more cold cases,” Ferguson said.
“Families should never have to endure unnecessary delays when seeking answers about their missing loved ones. I am thankful to our partners in the Legislature — Rep. Lekanoff, Rep. Stearns and Sen. Kauffman and many others — who continue to fight to ensure the missing and murdered Indigenous people crisis gets the attention and resources it deserves.”

In December 2023, the task force released its latest report and recommendations. The recommendation calling for funds to clear the backlog of unidentified remains stems from the experience of task force member Patricia Whitefoot, who waited 14 years for the partial remains of her sister, Daisy Mae Heath, to be tested and identified. Much of that delay was due to a lack of funding. Ultimately, the Attorney General’s Office worked with the Yakima County Coroner to provide the necessary funding.

“I’m pleased the Washington State Attorney General’s Office heard the voices of families in our pursuit to know the status of unidentified remains,” Whitefoot said.
“I was reminded of these remains whenever our family received an inquiry about unidentified remains, since my sister, Daisy Heath, had been missing over 30 years.
"Because of our sister, I found myself motivated and compelled to promote needed resolution about the remains with the task force. Our family wondered about the status of our sister for far too long.”

After 36 days, search crews locate plane wreckage and body of missing Tacoma pilot in forest near Queets

Tuesday, April 11, 2023

Wreckage located in forest near Queets
OLYMPIA – On Monday, April 10, 2023 Washington State Department of Transportation Air Search and Rescue crews successfully identified a missing 2006 Cessna T182 Turbo Skylane piloted by Rod Collen in the wooded forests near Queets.

The pilot was discovered deceased inside the aircraft, likely dying upon impact. He had been missing for 36 days. The Collen family has been notified and briefed of today’s events.

Mr. Collen departed from the Tacoma Narrows Airport at 5:35pm, Monday, March 6, and his plane fell off radar abruptly 45 minutes later. WSDOT and partners searched a 36-square-mile wooded area for two weeks, and suspended the search on March 20 after finding no trace of the pilot or aircraft.

On Friday, April 7, crews returned to the area using a new hypothesis of what may have happened to the plane provided by a search and rescue partner in British Columbia. Search conditions had improved greatly thanks to the warmer weather, which had made earlier efforts of locating a white plane difficult in snow.

During that flight, crews noticed some items of interest, but they could not be positively identified from the air.

On the morning of April 10, a combined team from WSDOT Air Search and Rescue, the Quinault Emergency Management and a K9 team from the King County Search and Rescue Office hiked into the location of interest and identified the aircraft of Rod Collen. The wreckage site is in densely wooded terrain, difficult to spot and not easily accessible.

WSDOT Air Search and Rescue crews would like to thank several municipalities and partners for this search effort including: the Washington State Department of Natural Resources, Tacoma Police Department, Olympic National Park, Quinault Tribal Nation, Jefferson County Sheriff’s Office, Grays Harbor County Sheriff’s Office, Pierce County Sheriff’s Office, U.S. Coast Guard, the Air Force Rescue Coordination Center, Civil Air Patrol National Forensics Radar Team and Washington Air Search and Rescue.

WSDOT searching for missing plane in forest land near Queets

Monday, March 13, 2023

A search is ongoing for a plane similar to this near Queets.
OLYMPIA - The Washington State Department of Transportation is searching for a missing plane in rugged forest land near Queets that abruptly dropped off radar Monday evening, March 6, 2023.

WSDOT Air Search and Rescue was notified of a missing 2006 Cessna T182 Turbo Skylane piloted by Rod Collen on Monday evening.

Search efforts began that night and has included air searches on Tuesday, Wednesday and Friday when the weather permitted safe flying conditions.

Law enforcement and others have been patrolling roadways in the last known position area as well.

Collen left the Tacoma Narrows Airport at 5:35pm on Monday; and a few minutes into the flight the plane’s Automatic Dependent Surveillance-Broadcast (ADS-B) system was either turned off or malfunctioned and the plane was no longer visible on normal tracking systems the air traffic controllers use.

With the help of a specialized radar forensics team, primary radar returns were located that placed the aircraft near the coast between Lake Quinault and Queets. The final radar plots show the aircraft made a very rapid descent to the ground. Collen was the only one in the plane.

No signal has been detected from the plane’s Emergency Locator Transmitter since it went off radar, but search officials have narrowed the search area to a 36-square-mile section of forest land with rugged terrain and some logging activity.

The amount of snow on the ground has hampered searchers’ ability to spot the plane from the air. Jefferson County Sheriff’s Office Deputies and Quinault Natural Resources crews have patrolled roads near the areas but the section is too large and rugged to send in ground search crews until the search can be narrowed to a more specific site.

The area where the plane descended is on Quinault tribal land near Queets near the Jefferson and Grays Harbor county line. The area is on the Olympia Peninsula along Washington’s coast.

The search remains active, but crews are waiting for new developments or a weather change before flying search aircraft again.

Anyone who thinks they saw or heard the plane Monday or spotted anything in the area should call the State Emergency Operations Center at 800-258-5990 with details. The plane’s tail number is N24289.

At this time search officials do not need volunteers to conduct either air or land searches as that may overlap or hamper already searched areas or new missions.

The search has been conducted with an aircraft from WSDOT as well as Coast Guard crews out of Port Angeles. WSDOT also is coordinating with the Quinault tribe, Jefferson and Pierce county sheriff’s offices, the Tacoma Police Department and the Air Force Rescue Coordination Center.

WSDOT, by statute (RCW 47.68.380) is charged with the coordination and management of aerial search and rescue within the state. The agency works in conjunction with volunteer search and rescue groups, law enforcement and other agencies, such as the U.S. Navy, in carrying out such searches.

Washington state AMBER Alerts will be published on Instagram

Thursday, June 2, 2022

Example of the new Instagram AMBER Alerts

Starting this week Instagram will bring all Washington State AMBER Alerts to Instagram feeds, providing hundreds of thousands of daily users a way to help when a child goes missing in Washington.

When a child goes missing, it is crucial to share their photo and description as quickly as possible with community members in the close vicinity.

The U.S. Department of Justice AMBER Alert system is a critical tool in raising community awareness rapidly, leading to the successful recovery of more than 1,100 children since its founding in 1996, including dozens in Washington State alone.

Instagram will show AMBER Alerts with a photo and description of the missing person, along with a direct link to alert local law enforcement right from the app. This complements other AMBER Alerts, which you might see on your cell phone but which only show text descriptions.

Not all Instagram accounts will show the alert.

When law enforcement activates an AMBER Alert, people in the designated search area will see it in their Instagram feed. A photo, description, location of last sighting and other details will be provided to encourage people to alert any possible sightings to law enforcement.

If an Instagram user thinks they’ve seen the missing child, they can click on a link in their feed to call the police department in the area. They can also share the alert with friends to further spread the word.

To know who to show these alerts to, Meta (the company that owns Facebook and Instagram) uses a variety of signals, including the city you list on your profile, your IP address and location services (if you have it turned on). These alerts allow people wherever they are, on their phone, to be on the lookout.

Lost dog found and is back home

Sunday, January 2, 2022

Zoe is resting after her two day adventure. Photo by Ethan.
Zoe, the Australian cattle dog, is back home with her owner after two nights outside.

Her owner, Ethan, went out for a few hours on New Year's Eve and when he returned, Zoe was gone. He's presuming that she was frightened by fireworks and bolted.

She was out Friday night. The next day, in response to multiple posts on social media, including the Shoreline Area News, reports started coming in. She had gone north from her home in Ridgecrest and was seen near the North City station construction, Meridian Park, and 185th in Echo Lake.

Zoe is home. Photo by Ethan

She spent Saturday night outside, probably taking shelter on a porch.

On Sunday morning around 9:45am a jogger in North City Park (behind North City Elementary School in the vicinity of 10th NE and NE 195th) saw what appeared to be Zoe running into someone’s back yard.

The jogger had seen several notices about Zoe and sent the location to Ethan. At the time Ethan and his mom were searching Cromwell Park, about 15 blocks away, as there had been a report Zoe was there.

"When we got to the location where the jogger saw her, we saw her footprints going into the backyard of one of the homes. When I found her she was sitting underneath a covering. She looked really scared but really happy to see me."
Within 15 minutes she was back home in Ridgecrest with Ethan.
"She had a few nails that had broken down to the quick and were bleeding. She was hungry and tired but very happy to be safely home."
Ethan wants everyone to know how grateful he is to the community.
"I am truly thankful and grateful to anybody who spotted her and reported it, fed her, let her sleep on their porch etc. As well as anybody in the community who went out looking for her despite not even knowing her. I’m glad to live in such a caring and helpful community. I appreciate the help thank you!"

Search and Rescue operations continued today in the Cliffdell area of Kittitas County for missing Seattle Deputy Fire Chief Jay Schreckengost.

Chief Schreckengost was last heard from by his family when he left his pickup about three miles north of SR410 to scout for elk he planned to hunt with his son the next day.

Seattle Fire and other Fire Department members have joined the network of trained Search and Rescue personnel and volunteers called into the search from at least seven counties.

SFD has also provided equipment and logistical support for the search operation, which is being overseen by the Kittitas County Sheriff's Office. The Chief's family is present, both searching with trained personnel in the field and assisting with intelligence for the search at the base of operations.

The area being searched includes several square miles of extremely rugged terrain in difficult conditions, with periods of snow over the last two days. The Air Force again supplied air support for today's search in the form of a Chinook helicopter. Other resources included Mountain Rescue Teams; 4x4 teams; and six K9 teams.

The Kittitas County Sheriff's Office and all the committed personnel involved in the search know the deep concern of SFD for their missing Chief, and share their urgency to find and bring him home.

Anyone with information they believe might help the search for Chief Schreckengost is asked to call Kittcom, Kittitas County's dispatch center, at 509-925-8534.
