Council adopts plan to make more data available online for the public

King County took new steps today toward having more County information available for developers to use in smartphone applications. The Metropolitan King County Council unanimously adopted legislation requiring the county to publish high value data sets creating the possibility for people and businesses to disseminate data to the public through the use of technology applications on websites and cell phones.

High value data sets can provide a variety of information ranging from crime statistics to the hourly amount of wastewater treated to bus schedules to the location of the nearest county park could be published on a county website. The adopted legislation requires that by August 1, the Executive transmit an initial list of the high-value data sets that are being considered for on-line publication.

By November 1, the County should have a website on line to make data sets from that list available. The Executive will select existing data to make available on the website. The data must be in an “open format,” which means platform independent, machine readable, and made available to the public without restrictions. The ordinance also includes privacy protections to ensure that any released data is appropriate for unrestricted public disclosure.

Jurisdictions across the country are turning to new forms of technology to give citizens more access to government. San Francisco recently created a website highlighting applications created by the public with access to the cities’ information and providing data to the public. New York City has also created a similar website that provides data from sidewalk cafes to historic houses.

County council proposes sales tax hike to fund public safety

The Metropolitan King County Council will take public testimony on proposed legislation to send to voters a two-tenths of one percent sales tax increase to keep current levels of public safety, criminal justice and related services on Monday, May 17 at 1:30 pm in the Council Chambers on the 10th floor, of the King County Courthouse at 516 Third Avenue, Seattle, WA.

The meeting will also be carried LIVE on King County TV, Comcast and Broadstripe Cable channel 22, and streaming online.

This will be the third public hearing on the County Executive’s proposal to place a local option sales tax increase for criminal justice and related services on the August ballot. If adopted by the voters, the increase would generate approximately $47 million in revenue for King County in 2011, allowing the County to maintain current service levels of programs for the Sheriff’s Office, the King County Prosecutor, and the Superior and District Courts. Under state law, an additional $30 million in revenue from the levy would also be allocated to the 39 cities within King County based on their population.

King Council encourages development of Community Gardens on County-owned land

The Metropolitan King County Council today took a step toward establishing “neighborhood farms” with its unanimous adoption of legislation calling for the creation and management of community gardens on county-owned land throughout King County. The legislation is part of a broader Council goal to create “Safe, Healthy, and Vibrant Communities.”

Community gardens are a way for people who don’t own land, including apartment-dwellers, to produce fresh, local, organic produce at a very low cost. Community gardens are also a source of local produce for the wider community—in 2009 the Interbay P-Patch donated over 5000 pounds of produce to the local food bank. In the city of Seattle, over 2,000 people are on a waiting list for P-Patches.

A 2008 study found that the County owns more than 2,000 parcels of land in urban areas. Of these unused parcels as many as 84 may be fit for siting community gardens. The adopted legislation calls for the development of a plan to create and manage the gardens. The plan would be developed in conjunction with an advisory council made up of representatives from Public Health-Seattle and King County, Washington State University, King County Agricultural Commission, food banks, gardening organizations, schools, and homeless shelters.

The legislation mandates the County Executive present a garden implementation plan to the Council by November of this year.

King County considering sales tax increase

 The Metropolitan King County Council’s Budget and Fiscal Management Committee will hold its first public hearing Tuesday, May 4 at 1:30 pm in the Council Chambers on the 10th floor of the King County Courthouse at Third and James Streets on proposed legislation to send to voters a 2/10th of one percent sales tax increase to keep current levels of public safety and health services.

The meeting will also be carried LIVE on King County TV, Comcast and Broadstripe Cable channel 22.

This is the first of two opportunities the public will have to speak to the Budget Committee about the proposal from the County Executive to place a local option sales tax increase for criminal justice and related services before voters in August. The Budget Committee will hold a special meeting on Thursday, May 13.

If adopted, the increase would generate approximately $47 million in revenue for King County in 2011, allowing the County to maintain current service levels of programs for the Sheriff’s Office, the King County Prosecutor and the Superior and District Courts. An additional $30 million in revenue from the levy would also be allocated to the 39 cities within King County based on their population.

Today, the Washington Supreme Court announced its decision to impose a $371,000 fine on King County for failing to provide documents to Armen Yousoufian concerning the public financing of what is now Qwest Field.

Last year, the County settled another lawsuit for $225,000 involving an allegation that requested documents regarding the 2004 governor’s election were not produced in a timely fashion.

Following that settlement, and while the Yousoufian case worked its way through the legal system, Metropolitan King County Councilmembers Bob Ferguson and Reagan Dunn introduced legislation to reform the County’s public records process. The Council unanimously approved the legislation last fall.

“The Yousoufian case helped motivate the Council to reform our public disclosure process,” said Council Chair Bob Ferguson. “It was an expensive lesson, but it is my intent that the adopted reforms will begin a new era of transparency in County government.”
The legislation incorporated recommendations from Attorney General Rob McKenna’s model rules for public records retention and disclosure, the Washington State Auditor, and a work group consisting of both County Council and Executive staff and the Office of the Prosecuting Attorney. It requires:
  • · Each county agency to develop a standard request form and post the form on its Web site, making it easier for citizens to complete records requests,
  • · Each agency to clearly identify its public records officer to ensure that citizens know exactly whom to contact. Contact information for the officer will be posted at the agency’s public service counters and on its website,
  • · If an agency declines to disclose a document on the basis that it is exempt under state law, the agency must provide a written explanation of how the claimed exemption applies to the document being withheld. This requirement allows the public to determine whether the exemption claim is valid,
  • · Annual reports to be submitted to the County Council tracking each agencies’ records requests and responsiveness,
  • · If an agency does not have all of the records a citizen is seeking, County employees should direct the public to the appropriate agency,
  • · Each agency should provide maximum guidance and information on their websites about making public records requests,
  • · Each agency should post commonly requested documents on their websites.

King County is required under the state Public Records Act to provide citizens with access to public records upon request. The law defines a public record as “any state or local record relating to the performance and conduct of government.” Public records may be in the form of a written record, report, handwritten note or memo, e-mail, picture, disk, maps, or other medium.

At Monday's Council meeting, councilmembers:

--Declared the month of March Women’s History Month in King County.
--Recognized the city Of SeaTac on the 20th Anniversary of its incorporation.

· Unanimously adopted an ordinance that increases the ability to identify high-risk capital projects and provides greater scrutiny of major construction projects. The legislation calls for the phased release of funds for specific projects determined to be high-risk and standardizes countywide reporting requirements to achieve the objective of holding projects accountable to their planned scopes, schedules, and budgets (Ordinance 2009-0523).

· Confirmed the appointment of the 28 members of the regional task force that will provide a vision for the future of transit in King County, including Shoreline city councilmember Chris Eggen. The panel will explore King County’s transit system as part of the regional transportation system through key system design factors of land use, social equity and environmental justice, financial sustainability, geographic equity, economic development and productivity and efficiency (Motions 2010-0122 through 2010-0147, 2010-0150 and 2010-0151).
