Kenmore police make arrest in Inglemoor school threat case

Kenmore Police arrested a 16 year old teen Wednesday for threats he made towards other Inglemoor High School students and staff on Instagram in June. One of the posts threatened to “shoot up” the school.


Kenmore Police and the King County Sheriff’s Office started an investigation on June 15th when Inglemoor school officials learned of the threats and reported them to police.

During the investigation detectives conducted a search warrant at a house in Kenmore and determined a 16 year old Inglemoor student living at the house was responsible for the posts. The student was arrested yesterday morning for Felony Harassment and released to his parents.

Police warn that school threats are taken seriously and as in this investigation search warrants may be obtained to track down the suspect and make an arrest.

Kenmore celebrates completion of SR 522 construction project

Kenmore will hold a public ribbon-cutting ceremony to celebrate the completion of the SR 522 Roadway Improvements Project (61st to 65th Avenues).

Thank you to the Kenmore community, including businesses, residents, commuters, and stakeholders, for your patience as we completed work on this project.

The event will be held Friday, September 9 at The Vine Church from 11am to 12 noon.

Honored guests include Senator David Frockt, Representative Jessyn Farrell, Stephen Uy, District Outreach Coordinator, Office of Governor Jay Inslee, Lorena Eng, NW Region Administrator, State Department of Transportation, and Steve Gorcester, Executive Director, State Transportation Improvement Board.

Kenmore mural dedicated

At 180 feet, the newly dedicated Kenmore mural is the largest in King county and possibly in Washington state. It covers the entire west-facing exterior wall of the St. Vincent de Paul building at 7304 Bothell Way in Kenmore.



The "living history" mural was created by artists A. Gaul Culley and Staci Adman to celebrate the lives and experiences of the builders and stewards of Kenmore.



The ribbon cutting and dedication were held on Monday, September 5 at the Kenmore Community Club. The artists shared some of the cultural stories that inspired the images that make up the mural.



This mural is a significant contribution to Kenmore's 20 year vision of a 'community that: is inclusive and family friendly, with a small town feeling that fosters a sense of belonging and pride and supports local arts, culture and history.'



The scenes show places, activities, and businesses (past and present) which are part of the fabric of life in Kenmore.

Kenmore Mural Project at St Vincent de Paul brings community together

The public is invited to a special exhibit featuring highlights of the Kenmore Mural Project at St. Vincent de Paul. The event will open Friday evening, August 19, at the Arts of Kenmore Gallery in the Kenmore City Hall, 18120 68th Ave NE.

The reception begins at 6:30pm with a presentation by KMP artists A. Gaul Culley and Staci Adman at 7:00pm. These award winning artists will share cultural stories that inspired images that make up the mural.

The mural is located on the west-facing wall of the St. Vincent de Paul building and is 188ft long by 12 feet tall.

“It is considered to be the longest mural in King County, and one of the longest murals in the state of Washington. This mural is a significant contribution to Kenmore’s 20-year vision of “a community that: is inclusive and family friendly, with a small town feeling that fosters a sense of belonging and pride and supports local arts, culture and history,” according to A. Gaul Culley and Staci Adman.

A dedication ceremony is also scheduled for September 5 at 11am at the mural site.

The KMP gallery event is the latest in a series of five exhibits mounted throughout the year by the Arts of Kenmore. These exhibits are made possible with support from the City of Kenmore, 4Culture, and AOK Supporters. The KMP exhibit will remain on display through September 29.

The mission of the Arts of Kenmore, an all-volunteer, non-profit 501 (c)3 organization, is to promote the arts in the Kenmore community. Among other initiatives, AOK produces the annual Kenmore Art Show at Bastyr, provides grants for art projects at six public schools in the city and is working to facilitate the creation of public art work in the Kenmore area.

Kenmore to put Walkways & Waterways bond on November ballot

Walkways and Waterways is a pedestrian and bicycle safety and waterfront park improvement bond measure that will be proposed to Kenmore voters on the November 8, 2016 ballot.

The measure, if approved, would raise $19.75 million over 20 years to pay for new sidewalks and bike lanes on Juanita Drive and 68th Avenue and public waterfront improvements at Log Boom Park, Rhododendron Park, and Squire’s Landing Park.

The Walkways and Waterways proposed bond measure is the result of the City’s “Imagine Kenmore” public outreach initiative. This initiative began last summer and included a number of public meetings, online interactive methods, and other outreach methods to solicit public input on priorities for pedestrian and cyclist safety and park improvements.

If approved, Proposition 1 would fund the projects selected from the Imagine Kenmore initiative over the next seven years. More information about Walkways and Waterways here.

Unanimous vote: Kenmore City Council supports Sound Transit 3 ballot measure

All seven Kenmore City Council members voted to approve support of the Sound Transit 3 ballot measure by voting 7-0 to adopt Resolution No. 16-284.

The Kenmore City Council recognizes the magnitude of bringing expanded transit through ST3 to Kenmore, including the long-term impact on the Northshore region and the number of citizens and businesses that will benefit from increased mobility. The City Council put strategic and focused resources into advocating for these projects.

In 2015, the Kenmore City Council directed city staff to advocate for the inclusion of projects in the ST3 package that would expand transit services to Kenmore. The Sound Transit Board recognized the value of the projects, which were included in the final ST3 ballot proposal:
  • Bus Rapid Transit on NE 145th Street (SR 523) and SR 522 connecting with the Light Rail Station at NE 145th Street
  • Light Rail Study on SR 522
  • Structured Parking along the SR 522 Corridor 
Bus Rapid Transit and structured parking would be among the earliest ST3 projects completed in 2024.

“The City of Kenmore continues its efforts to support projects that will help move people to and from Kenmore and around the region. We are pleased to have three projects along the north Lake Washington corridor listed in the ST3 plan,” said Mayor David Baker. 

The ST3 plan includes the expansion of mass transit in King, Pierce, and Snohomish Counties and will be considered by voters in November 2016. This measure would expand light-rail, commuter-rail, and bus rapid transit service to connect population, employment and growth centers.

The City of Kenmore worked alongside neighboring Lake Washington communities to align transit priorities. Together with the cities of Shoreline, Lake Forest Park, Bothell and Woodinville, Kenmore submitted a joint letter to Sound Transit in support of the “draft” package which is now the final ST3 package.

The show is being held on the lovely campus of Bastyr University, located on the north shore of Lake Washington and surrounded by the 316-acre St. Edward State Park. Directions here.

The show features juried, original works of art that include paintings, drawings, sculpture, photography, artisan works, youth art, and art made from repurposed materials. All art on exhibit is available for purchase, with the exception of some Youth pieces.

“Playful” exhibit is poster contest for the 18th annual Kenmore Art Show

To celebrate the City of Kenmore receiving a 2016 Playful City USA designation for the seventh year in a row, the Arts of Kenmore Gallery opened the “Playful” exhibit at the Kenmore City Hall on June 3.

The juried competition features works by eighteen Pacific Northwest artists and offers a sneak preview of the “Playful” theme chosen for the broader Kenmore Art Show.

The public enjoyed a well-attended opening reception on June 3, featuring a presentation by Edmonds painter Beverly Shaw-Starkovich. The artist’s acrylic painting of a girl playing on a beach was incorporated into the design of a poster for the Kenmore Art Show.

The AOK Gallery’s featured artists are Ellen Busteed, Frances Clapper, Kathi J. Erickson, Kathy Greisen, Lauren Heerschap, Kathy Kimball, Deborah Knetzger, Ti Locke, Jannelle Loewen, David Maehren, Gail Martinez, Roxine McQuitty, Patrick McSweeney, Jess A. Morissey, Elaine O’Riley, Jill Schwennsen, Beverly Shaw-Starkovich, and Jan Viney.

The 18th annual Kenmore Art Show opens Wednesday, June 22 at Bastyr University with a 5:30pm courtyard reception and awards presentations beginning at 6:30pm. The Art Show features the works of 115 local artists, including memorial to local arts benefactors Florence Lindstrom and Tom Traeger. The summer show runs through Sunday, June 26.

Kenmore wins 2016 Governor’s Smart Communities “Smart Partnership” award

The City of Kenmore, in partnership with MainStreet Property Group LLC, a real estate development firm, has been awarded the 2016 Governor’s Smart Communities “Smart Partnership” Award for the Kenmore Village mixed-use development project.

The downtown project includes The Spencer 68 Apartments + Lofts, The LINQ Flats + Lofts, Spencer Square, and the Town Green and community building.

The Smart Communities program recognizes outstanding efforts of counties, cities and towns, and their partners throughout the state to create quality communities through excellence in growth planning. Kenmore is one of only seven cities statewide to receive a Smart Communities award this year.

The Kenmore Village project met all of the award criteria, including demonstrating innovative, thorough, and meaningful public participation, demonstrating tangible benefits to the community, achieving the community’s vision as articulated in the comprehensive plan; and demonstrating quality design and sustainability principles. “Kenmore Village is a perfect example of a jointly-developed project that implements a local comprehensive plan. The innovative marketing process and careful joint development of the properties is a model for other smaller communities wanting to encourage economic growth and revitalize their downtown,” according to Kenmore Mayor David Baker.

Since incorporation in 1998, the Kenmore community consistently has made a downtown “center” part of the community vision. The City provided the land and park for Kenmore Village, then partnered with MainStreet over four years of project implementation.

In January 2016, MainStreet opened a 138-unit apartment community, The Spencer 68 Apartments + Lofts, with Phase II of the project (58 additional units) planned to open this winter 2016. Coming this fall, MainStreet will open the LEED Certified building, The LINQ Lofts + Flats, that will bring 94 residential units and 20,000 square feet of retail space leased to EvergreenHealth to the downtown core. In addition to the hundreds of new housing units –including affordable housing, new retail and restaurant space are also planned.

“MainStreet couldn’t be more excited to partner with the City of Kenmore to help fulfill their vision for growth, development and revitalization for the Kenmore downtown core,” stated Kim Faust, Senior Vice President of MainStreet Property Group. 
“The solid collaboration between MainStreet and the City has accelerated the pace of the downtown development and it’s exciting to see the sense of pride and community in the area.”

The Town Green and community building will create a year-round gathering place for residents to use and enjoy. Amenities in the Town Green and community building include a two-sided fireplace, meeting spaces, a food or coffee retailer, “hot rocks” for outdoor seating, a water feature, and a large door that can open to connect the building and the public plaza.

The development as a whole is providing improved pedestrian connections, sidewalks and street improvements. The high quality design of the buildings incorporates significant sustainable elements. Kenmore Village Town Green and community building are scheduled for completion this fall. The retail portion of the community building is scheduled to be completed in the first half of 2017.

LFP and Kenmore closely monitoring SR 520 bridge demolition plan

The City of Lake Forest Park has been closely monitoring the situation regarding demolition of the old SR 520 bridge in the north Lake Washington area.

The original demolition plan included “rubblization” of the bridge in Kenmore after it had arrived in Kenmore by barge.

On May 23, 2016 the City of Kenmore took action on a settlement agreement with Kiewit/ General/ Manson, Lakepointe Inc. and Pioneer Towing, Co. to prevent the demolition of the old SR 520 bridge in Kenmore.

The approved settlement agreement does allow the contractor to transport broken down bridge material through Kenmore but it does not allow recycling or rubblization of the material to occur in the City. It will immediately be loaded into trucks and hauled away.

Rubblization of the old SR 520 bridge material will not occur in the Kenmore or Lake Forest Park. A WSDOT representative assured LFP City staff by phone that the demolition will be done in the vicinity of the SR 520 bridge.

Kenmore Air Seaplane Fly-In and Kenmore Waterfront Activities Fair this Saturday

Join both Kenmore Air and Kenmore Waterfront Activities Center for their events open to the public this Saturday, May 14.

Kenmore Air Seaplane Fly-In

Celebrate Kenmore Air's 70 years of flying in the Pacific Northwest at the 2016 Seaplane Fly-In. 

From 11am to 3pm, stop by the food trucks, listen to live music, and join in the other festivities. There will be a short presentation and a raffle at noon.

Scenic seaplane flights will be available at the Fly-In. Flights will depart from Kenmore Air’s Lake Washington terminal, 6321 NE 175th St, Kenmore, and include thrilling water takeoffs and landings.

Costs for scenic flights will be free for children under 10 years of age and $20 for children 10 – 18 years of age, and $40 for adults. Flights will be offered from 11:30am to 1:30pm, weather permitting. Note this will be on a first-come, first-serve basis. Once the spots are filled, there will not be any more sold. Passengers will check in at the front counter downstairs and pay, then will be given tickets with their scenic flight time on it. 

Kenmore Air also has an internationally renowned maintenance department. Guided facility tours will be available from 11:00am to 1:00pm, including a look at their new Otter Hangar. Completed last year, the new building is large enough to fit even a twin turbine de Havilland Otter on amphibious floats. Plus, you’ll be able to take your photo up close and personal with a seaplane.

Kenmore Waterfront Activities Fair

Get out on the water at the third annual Kenmore Waterfront Activities Fair from 11am to 3pm with activities happening at the Kenmore Waterfront Activities Center at Squire's Landing Park, 7353 NE 175th St, Kenmore, and at Log Boom Park, 17415 61st Ave NE, Kenmore.

Try out kayaks,stand-up paddle boards, dragon boats, canoes and rowing shells. Sign your kids up for summer paddling, rowing day camps or the dragon boat club, or join the adult dragon boating and rowing clubs. Check out the new public boat storage and see Kenmore's plans for expanding public waterfront recreation. There will be snacks and a raffle too!

Shuttle and parking information:

Parking can be found along NE 175th Street and at Log Boom Park with overflow parking at the front of CalPortland. A free shuttle will operate between Log Boom Park near the playground, Kenmore Air Harbor and Squire's Landing Park. Signs will be posted at the front of the event locations. Spectators are also encouraged to bike or walk the Burke-Gilman Trail.

Kamishibai storytelling is focus of new Arts of Kenmore Gallery exhibit

An exhibit celebrating the Kamishibai Literacy program at Moorlands Elementary, will open Friday, February 5th at the Arts of Kenmore Gallery in Kenmore City Hall, 18120 68th Ave NE.

The public is invited to an opening-day reception for “The Art of Kamishibai,” from 6:30 to 8pm that will include a special presentation by Jennifer Schroeder, Moorlands librarian. Refreshments served.

Kamishibai means paper story, the Japanese art of storytelling. Before the invention of television, it was the neighborhood cartoon for children. Kamishibai artists would clap blocks together and children would gather to hear folklore stories and give pennies for sweets.
The Kamishibai stories are used at Moorlands elementary to meet Washington State Standards for 3rd Grade Literacy, fulfilling Pacific Rim and Asian culture requirements. Moorlands is a recipient of the AOK Grants for Schools, providing funding to Kenmore public schools for all disciplines in Arts education.

“The Art of Kamishibai” is the latest in a series of five exhibitions mounted throughout the year by Arts of Kenmore, a nonprofit organization that also produces the annual Kenmore Art Show at Bastyr University in June. AOK Gallery exhibits are made possible by sustaining support from the City of Kenmore, 4Culture, and membership. The exhibit will remain on display through February 25.

Kenmore street construction

Over the next couple weeks, the construction team will continue working on the south side of SR 522 in Kenmore during the day, including:

    Continuing trenching and installation of utility vaults,
    Continuing retaining wall work near 61st Ave NE, and
    Installing waterlines and fire hydrants.

The construction team plans to complete work on sidewalks along the north side of SR 522 near Bethany Bible Church and Passport Travel by mid-December, depending on weather.

61st Ave NE: 61st Ave NE remains closed between SR 522 and NE 175th St and is expected to remain closed for approximately four months depending on weather.

    The team will continue installing retaining walls near the 76 Gas Station.
    The Burke-Gilman Trail is currently detoured around the crossing at 61st Ave NE. Check out the detour page on our website for details about the protected Burke-Gilman Trail detour and pedestrian detour around the work at 61st Ave NE.

The project is on schedule to be completed in June 2016.

Kenmore reports on traffic study after I-405 tolling begins

Both Kenmore and Lake Forest Park have been very concerned about the possibility of increased traffic from people trying to avoid the congestion caused by the new tolling on I-405. Kenmore recently released the following report.

On Sunday, September 27, 2015, the Washington State Department of Transportation (WSDOT) went live with tolling on the inside lanes of Interstate 405 between Bellevue and Lynnwood. Prior to this date, the City of Kenmore and WSDOT partnered to document the pre-toll levels of traffic volume and travel times through the City. Data was collected on Simonds Road, Juanita Drive, SR 522 at multiple locations, 80th Avenue NE, 73rd Avenue NE and 61st Avenue NE. Baseline data from WSDOT electronic travel-time detection hardware mounted along SR 522 between I-405 and I-5 was collected.

When tolling went live, WSDOT provided Kenmore with daily updates for two weeks. Weekly updates on live data gathering and analysis of traffic trends across the region will continue through November. The City continues to monitor our roadways. The City will collect new traffic data at the locations described above in January.

Traffic Volumes

After one month of tolling, the impact on Kenmore has been neutral. WSDOT maintains a live counting location near the intersection of 73rd Avenue NE and SR 522. The daily traffic volumes at this location have varied from being down 2% to up as much as 5%. These volumes are within the pre-tolling daily expected fluctuation. City data collected on Juanita Drive near the intersection with Arrowhead Drive for another analysis project has showed no increases in traffic volumes outside of expected daily fluctuations.

The City did experience abnormal congestion at Juanita Drive and Arrowhead Drive on the first week after tolling, but this was due to an issue with the computer that runs the intersection. The City has ordered a new computer and expects to have it installed in November.

Travel Times on SR 522

Travel times on SR 522 are similarly un-impacted. The WSDOT data does not focus specifically on Kenmore, but spans from I-405 to I-5. Travel times along the corridor are in line with pre-tolling baseline data. In the morning rush, travel times are down from the baseline data. The afternoon rush had an increase of 3-5 minutes in the first two weeks after tolling, but has returned to near the baseline travel time.

Transit Effects

WSDOT is reporting that regional transit agencies have noted double-digit increases in ridership since I-405 tolling went live and this has remained steady throughout October. The City has received comments about the early filling of park and ride lots in Kenmore since tolling went live. Monitoring of transit ridership will continue.

Regional Effects

Regionally, most other cities have experienced similar impacts. I-405 has experienced a significant decrease in the delay and travel times in the southbound morning rush, while the northbound evening rush, especially north of SR 522, remains a challenge.

The City of Kenmore continues to work with WSDOT to monitor incoming data, gather additional data where needed, and analyze trends that could be attributed to the I-405 express lane tolling project. Increased volumes in the City, especially on Simonds Road and Juanita Drive, as a result of the SR 520 tolling have not abated in three years. Phase 2 of SR 522 project in Kenmore

Phase 2 of the SR 522 West A Improvements project began last month. As part of Phase 2, the south portion of 61st Ave NE between SR 522 and NE 175th St will be be fully closed to vehicles for up to five months, which started in mid-October.

The construction team installed a temporary pedestrian path between NE 175th St and SR 522. People on bikes can use the path as well, but they recommend walking bikes because the path is layered with crushed gravel to prevent slipping. More information and updates here

Phase 2 improvements will include:

  • A new traffic signal at the intersection of SR 522 and 61st Ave NE. 
  • Road widening and new sidewalk on the south side of SR 522 from 61st Ave NE to 65th Ave NE. 
  • Realigned and regraded 61st Ave NE south leg between SR 522 and NE 175th St. 
  • Utility undergrounding, new water main and retaining wall

Over the fence: Kenmore approves Transit-Oriented-Development (TOD) District

At its October 12, 2015 meeting, the Kenmore City Council unanimously approved an ordinance creating a Transit-Oriented Development (TOD) District. The purpose of the District is to reinforce pedestrian-oriented mixed-use development at intensities that support and are supported by multimodal transportation options, including high capacity transit along SR 522.

The District generally is located in commercial and multifamily areas north of SR 522 and east of 73rd Avenue NE. Developing under the TOD standards is optional; a developer can choose to develop either under the existing zoning regulations or under the standards of the TOD district.

For development using the TOD standards, a minimum density of 60 dwelling units per acre is required and a maximum density of 150 dwelling units is permitted. Parking requirements may be reduced.

In exchange for these opportunities, a developer must provide affordable housing serving income-eligible households for a minimum period of 50 years.

TOD developments would have to comply with the City’s most stringent design standards and projects would have to improve pedestrian connectivity to transit facilities.

Kenmore gives Key to the City to outgoing Bastyr President

At the June 15 Kenmore City Council meeting, Dr. Daniel Church, retiring president of Bastyr University, was honored for his accomplishments and contributions to the University and the City of Kenmore.

Dr. Church led Bastyr University over the past 10 years and in this time became a pillar of the community and a well-regarded leader. Bastyr experienced unprecedented achievement and growth during Dr. Church’s presidency.

The University witnessed increases in student enrollment, core faculty, revenues and cash reserves, the expansion of the Bastyr Center for Natural Health and the amount of degree programs offered. In 2012, Bastyr opened their second campus and clinic in San Diego, CA.

In honor of Dr. Church’s leadership and community partnership, the City of Kenmore bestowed upon him their very first “Key to the City.” Dr. Church embraced many opportunities for the City of Kenmore and the University to partner including the lease for the local ball field that serves Kenmore-area kids, opening up the campus for Kenmore’s annual art show, The Arts of Kenmore, and collaborating on many city and community events and initiatives.

“We have benefited from a longstanding, positive relationship with our City’s largest employer, Bastyr University, and we thank Dr. Church for that. We're grateful for his leadership in shepherding Bastyr through the past decade,” says Mayor David Baker. “We will miss Dr. Church greatly, but know his work has positioned Bastyr for continued success in the years to come.”
