NEMCo’s Drone Program - Year One

NEMCo volunteers consistently train on developing and enhancing their emergency preparedness skills in order to better assist our community via educating them on general preparedness strategies and learning practical skills to ensure they are able to assist first responders when they may be overwhelmed during emergencies. 

These skills cover basics, such as proper fire extinguisher use, basic first aid/CPR/AED/ACT training, generator safety, as well as more specific areas, such as in urban search and rescue, water distribution, and firefighter rehabilitation.

To find other viable approaches to assisting first responders and the community, this year NEMCo began to explore utilizing drones for disaster responses such as urban search and rescue and rapid damage assessments. 

This approach reduces hazardous exposures and risks of on-the-ground injuries to volunteers, first responders, and the public. Drones can provide preliminary data and video documentation to focus efforts and document ground assets in a timely manner.

The drone teams train in accordance with Federal Aviation Administration (FAA) rules and regulations for Unmanned Aircraft Systems (UAS) under 55 pounds (14 CFR Part 107). 

NEMCo drone pilots must pass the FAA Part 107 exam and hold a valid UAS Remote Pilot Certificate. 

Teams typically consist of ground, air, flight, and data specialists with a pilot and flight specialist operating the drone and radio communications during flight activity. 

Each specialist position receives between 6 to 8 hours of training based on the responsibilities and tasks of the positions they are training for. To date, NEMCo has 12 Certificate Specialists at different levels and an additional 11 team members working on this training.

The drone can stay in the air for about 30 minutes, fly up to 400 feet over the scene (based on FAA maximum allowable limits) and carries an on-board camera to search, record, and potentially map the search environment. 

Once the search target is located, the drone team radios the search parties on the ground to investigate further.

The first field demonstration of its value for urban search and rescue was on September 30, 2023 as part of the State of Washington’s Fifth Saturday Drill. 

Setup was at Horizon View Park and the drone team’s mission was to locate a simulated missing person in the surrounding woods. During this drill, the simulated missing person was located by the drone team and they were able to smoothly and efficiently guide the ground teams to them.

Based on this initial success, NEMCo is planning to train additional specialists and conduct further field flights to demonstrate how drones can be a functional part of NEMCo’s response.

The Northshore Emergency Management Coalition (NEMCo) is a partnership among the cities of Kenmore and Lake Forest Park, the Shoreline Fire Department, and the Northshore Utility District (NUD) to maximize each of the participating agencies emergency preparedness efforts and resources to serve our community.

NEMCo and the City of Woodinville partner to deliver CERT training

For the past seven weeks, a group of students have been spending their Thursday evenings taking the FEMA based CERT Basic course at Fire Station 31 in Woodinville. 

While this group of students included residents from throughout the Northshore Region (including cities from Shoreline to Woodinville), it mostly consisted of Woodinville residents learning important disaster preparedness and response information from CERT instructors sponsored by the Northshore Emergency Management Coalition (NEMCo).

The course concluded this past Saturday when the class completed its functional exercise at Fire Station 51 in Kenmore. 

This exercise utilized the Shoreline Fire Department’s training facility to test the new CERT members' ability to perform building searches, medical triage and basic first aid, use lifting and cribbing to removed injured/trapped persons, as well as the use of fire extinguishers to put out small fires that may be encountered after a disaster event.

The completion of this course not only marks the third successful course hosted by NEMCo this year, but it also demonstrates the ideals of neighbors helping neighbors and interagency cooperation. 

It successfully brought neighbors from throughout the region together for a common emergency preparedness goal and utilized resources from the two major regional fire departments in the area, East Side Fire Department and Shoreline Fire Department. 

Building this kind of interagency cooperation prior to a disaster is vital to having an efficient emergency management system when an event occurs. NEMCo and the City of Woodinville are very proud of these graduates and they the dedication to emergency preparedness their class represents.

Tsunami warning to sound on Thursday October 19, 2023 as part of the Great Washington ShakeOut drill

On Thursday October 19, 2023 at approximately 10:19am, all 120+ coastal #tsunami sirens will sound, with the "Wail" sound, as part of the Great Washington #ShakeOut drill.

This is a test so you know what they'll actually sound like an an emergency.

The question here is whether you will hear anything at all. There is an emergency siren in Hamlin Park. In the last drill most people couldn't hear it and those who did were just puzzled.

This is also the time to look around your environment and find the safest place to be in an earthquake. Stay away from windows, and things in your house that could fall on you. Grab your phone in case you need to call for help.. 

In the office beware of desk drawers and file cabinets. In the Nisqually quake the file drawers and desk drawers in my workplace were slamming open and closed. The frames that hold acoustic tiles can twist, allowing the light fixtures to fall and swing by their cords. 

Anything hanging - plants, light fixtures - may be swinging back and forth.

How close are you to sea level? An upthrust quake on the floor of Puget Sound would create a local tsunami that would swamp areas like Lake Forest Park Town Center, Sheridan Beach, downtown Kenmore.

Washington Emergency Services is still telling people to get under a desk. Ok if it's a heavy metal or wood desk but anything flimsier can collapse on you. As I recall, the information after the last quake was that it was safer to be next to the desk rather than under it.

Just think, people in other parts of the U.S. deal with multiple hurricanes every year. We just have the occasional earthquake and volcanic eruption.

Need a Sandbag?

The City of Shoreline has a sandbag program where they supply bags and sand so that people can fill their own sandbags. A sandbag is a very useful tool, along with keeping storm drains clear, to help divert storm runoff and prevent some localized flooding. 

It's also nice to have some road sand to get some traction when it starts snowing on some of the hills around here.

The Northshore Emergency Management Coalition (NEMCo) conducted training recently on making, moving, and stacking sandbags to create an effective flood control wall.

On Saturday, the NEMCo CERT team put that training into action, and practiced making a sandbag dike.

The public sand pile is in Hamlin park, the first parking lot on the left. 

The NEMCo CERT team meets monthly on the second Tuesday of each month at Fire Station 51 in Kenmore. The public is welcome.

FEMA test may be dangerous for victims of domestic abuse

Victims of domestic abuse may wish to make plans for October 4th.

The upcoming Nationwide Emergency Alert Test emergency test will sound through radio, television, and cell phones at 11:20am on Wednesday, October 4th.

This important warning can also be a safety risk for those who live with an abuser. 

The Nationwide Emergency Alert Test will sound loudly through cell phones and may alert abusers to hidden cell phones which are given as safety tools for victims of domestic violence to report and document abuse incidents.

Some phones may allow users to turn off emergency alerts via settings. However, device users cannot turn off national alerts.

The best way to be sure any hidden phone will not make a sound on October 4th is to turn it off entirely or give it to a friend for safekeeping.

Cell phones and TVs on wireless networks will receive FEMA test alert Wednesday morning

FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a national test of the Integrated Public Alert and Warning System (IPAWS) at approximately 11:20 am PDT on Wednesday, October 4, 2023.

The national test will help ensure that Wireless Emergency Alerts (WEA) and the Emergency Alert System (EAS) continue to be effective ways to warn the public about emergencies, particularly those on the national level.

All major U.S. wireless providers participate in Wireless Emergency Alerts and will transmit the national test to their subscribers.

If your mobile phone is on and within range of an active cell tower from a participating wireless provider, you should receive the national test.

Wireless providers will transmit the national test for 30 minutes, but your phone should only receive it once.

Following Kevin’s presentation, you will be provided a free packet and a list of contents. You will proceed through an assembly line, stuffing your backpack with important items to help keep you safe for up to three days.

Shoreline ACS marks major milestone with primary repeater antenna at 285 feet

The Shoreline Auxiliary Communication System (ACS) celebrated the conclusion of a two year project to move their primary repeater antenna at the CRISTA tower on Fremont and N 193rd from 185' to 285' . 

This move was required to make room for a new cellular company on the tower at their old location. 

There just happened to be abandoned cable at the new location, so the tower crew moved our antenna. 

And what a difference. 

We have handheld portable radio coverage from Puget Sound to Lake Washington. 
Not sure yet how far south, but at least Everett to the north.

The Shoreline ACS is a non-profit 501(c)(3) that supports the City of Shoreline's Emergency Operations Center and the Shoreline Police Department, in addition to the Fire Department.

The team, consisting of about 35 volunteer amateur radio operators, trains to provide emergency communications in the event of disasters, since normal communication methods can quickly become overloaded during such an event, if they survive at all.

The ACS team, with their fully equipped van, is appearing at the farmers market, Ballinger Friendship Festival, Ridgecrest Outdoor Movie and other community events.

NEMCo participation in National Night Out celebrations

NEMCo volunteers at Kenmore's NNO event

National Night Out Against Crime is celebrated in many ways across the country on the first Tuesday in August. 

The Cities of Kenmore and Lake Forest Park (LFP) each had different ways of celebrating this year, but both invited the Northshore Emergency Management Coalition (NEMCo) to educate the community and encourage citizens to join our serious but fun events. 

For the LFP celebration there were about 40 community gatherings in local neighborhoods which were visited by LFP Police and Shoreline Fire Department. 

These neighborhood ‘block parties’ offered an opportunity for the community to meet its members as well as its emergency services personnel. 

NEMCo had three teams of two who were able to ride along with LFP Police to about 14 of these gatherings.

NEMCo volunteers shared information with over 250 people at NNO events

Kenmore had their celebration on Wednesday, in conjunction with its Farmer's Market, where NEMCo joined in the busy event by setting up a booth staffed with volunteers. 

For both celebrations NEMCo volunteers were able to chat with, educate, and discuss NEMCo's mission and activities with residents. 

In total, volunteers answered questions and distributed information on NEMCo programs as well as general disaster preparedness to over 250 people. 

Remember to mark your calendars for the first Tuesday and Wednesday in August 2024 so you can volunteer at or participate in these important and fun community events.

Lake Forest Park receives new Radio System from the Puget Sound Emergency Radio Network (PSERN)

The Lake Forest Park Police Department has received Puget Sound Emergency Radio Network (PSERN) radios for all staff members in the police, public works, and emergency management departments. 

This significant development means that every officer now possesses a state-of-the-art radio, and patrol cars have been equipped with new radios as well. The digital system will be fully operational beginning on August 1.

The Puget Sound Emergency Radio Network (PSERN) is an emergency radio system approved by King County voters and utilized for dispatch and communication among various King County agencies, including fire, law enforcement, and more. 

Initiated in 2014, the process of replacing our outdated radio system has taken nearly a decade, and we are elated to have finally received our radios.

This cutting-edge radio system operates on a simulcast 800 MHz trunked radio system, employing advanced P25 Phase II digital technology. It utilizes an extensive network of 61 radio sites to transmit signals to over 18,000 portable (hand-held), mobile (vehicle), and control station (desktop) radios, as well as dispatch center consoles within the service area. The PSERN Operator is responsible for the maintenance and operation of this network.

In the past, Lake Forest Park was utilizing portable radios that were over 20 years old and plagued with numerous issues and recurring problems over the years. 

Consequently, we are overjoyed to bid farewell to those outdated radios and welcome the new ones. This long-awaited upgrade has been a welcome sight, and we are excited about the positive changes it will bring.

On Saturday, July 22, 2023, the Northshore Emergency Management Coalition (NEMCo) held a Community Preparedness Workshop at Shoreline Fire Station 51 in Kenmore. 

This three-hour class is part of a program to help citizens in our area become more resilient and better prepared to handle emergencies on their own when first responder resources may be overwhelmed for a week or two after an initial incident.

Attendees at the workshop learned about the ACT (Antidote, CPR, Tourniquet) program, which teaches life-saving skills they can do before an ambulance arrives.

There was also a presentation on the hazards we face in our community and in our home, as well as the simple yet effective steps citizens can take to prepare for a disaster. 

Each participant received a Resource Guide and various checklists to provide more detailed guidance to assist them in preparing and handling emergencies in their community. 

After the classroom portion, participants went out to the fire training ground and did a hands-on exercise highlighting the proper way for putting out a small fire with a fire extinguisher.

NEMCo offers numerous other training courses, including Community Emergency Response Team (CERT) training, which is a much longer class that goes more in depth into emergency management and preparedness activities. 

NEMCo also has a RACES team for those interested in the deployment of amateur (ham) radio to support responders during emergencies.

If you missed this opportunity, NEMCo is planning to offer another free Community Preparedness Workshop later in the year. 

NEMCo is staffed by a full-time Emergency Manager and a corps of volunteers who donate their time to help our community become more prepared to handle themselves in emergencies.

Bleeding control kits to be distributed across the region

More than 1,700 bleeding control kits will be distributed to community locations across the Puget Sound region. These kits, along with simple training, help the public provide basic life-saving assistance to stop bleeding before first responders can get there.

King County Office of Emergency Management is coordinating the purchase and distribution of the kits in King County, and to its partner emergency management agencies in the cities of Seattle and Bellevue, and Snohomish and Pierce counties.

These “Stop the Bleed” kits will be distributed as part of a multi-year initiative. Along with the placement of the kits, the community locations receiving the kits commit to providing training on the use of the kits, either in-person or online. Funding for the bleeding control kits comes from Federal Emergency Management Agency (FEMA) grants that promote community resiliency.

The purpose of the bleeding control kits is to encourage the general public to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives.

“We have seen time and time again that if initial bleeding from a severe injury can be stopped quickly, the likelihood of a better outcome increases,” said King County Medic One Chief Andrea Coulson.

Community members can learn bleeding control skills at any time.

“Unfortunately, we have all been seeing an increase in the frequency of incidents across the country,” said King County Emergency Management Director Brendan McCluskey. “We hope these kits are never needed, but if they are, we want them in places where they can be most useful in saving lives, much like AEDs in public places have improved the chances of survival for heart attack victims.”

King County is expecting to purchase more bleeding control kits in the coming grant cycles. The hope is that these kits will provide the impetus for more community and other high-occupancy facility owners to learn about and purchase their own kits. 

Each bleeding control kit contains a tourniquet, gauze, and other medical supplies. The kits have an easy-to-follow guide on how to stop immediate bleeding, and a QR code that takes the user to a quick video training.

The “Stop the Bleed” program is administered by the American Colleges of Surgeons. According to its website, the campaign “was initiated by a federal interagency workgroup. The purpose of the campaign is to build national resilience by better preparing the public to save lives by raising awareness of basic actions to stop life-threatening bleeding following everyday emergencies and man-made and natural disasters.”

FEMA’s Urban Area Security Initiative (UASI) assists high-threat, high-density Urban Area efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. The Seattle region has been designated one of those areas since 2003.

NEMCo offers Community Emergency Response Team training

The Northshore Emergency Management Coalition (NEMCo) is conducting a free CERT (Community Emergency Response Team) training class for seven Thursdays, beginning on April 27, from 6:00 to 9:00pm at Fire Station 51, 7220 NE 181st Street, Kenmore

Registration is now open to all community members, including teens who will receive community service hours. Please feel free to share this announcement with friends, family, and the community.

The NEMCo CERT Program provides information on local hazards and community training on basic preparedness for events that include earthquakes, windstorms, snow events, floods, landslides, and more. 

Classes are presented by trained CERT community members in the areas of fire safety, basic first aid, disaster medical operations, light search and rescue, utility management, and overall preparedness.

CERT is for everyone! Topics are presented in an easy to understand, step-by-step process, with hands-on training to build your knowledge and skills. 

After a little practice, you will participate in a disaster simulation and the opportunity to use hands-on NEMCo CERT training and apply the skills learned—building confidence in your abilities and what you have learned.

Attendance at all classes is required to receive your CERT certificate.

NEMCo coordinated advanced training for area ham radio operators

In the case of a major disaster it is very likely that the only means of two-way communication will be ham radio operators.

This quarter, the NEMCo Radio Amateur Civil Emergency Services (RACES) Chief Radio Officer, Jon Rumsey, coordinated two advanced amateur radio trainings in Winlink, an emergency radio messaging system used by organizations throughout the country, for both NEMCo and other area ham radio operators. 

Area hams participated in basic and intermediate skill level training and had an opportunity for hands-on practice with their own equipment. 

This training was followed by a three-day exercise coordinated by several of our experienced ham radio volunteers in various communications modes, including the popular VARA protocol. 

This exercise was open to ham operators throughout the region to practice sending radio / computer messages throughout the area via the amateur radio system. 

Operators from Mukilteo, Redmond, Bothell, Shoreline, Mercer Island, Wenatchee, and even Albuquerque, NM joined in contacting the net using Winlink protocols. 

The ability to network with fellow hams throughout the region and beyond is critical in ensuring supplemental communications during emergencies when government resources are overwhelmed.

20 community members complete three-day CERT training through NEMCo

20 graduate from CERT training

Last month marked the completion of NEMCo’s first Community Emergency Response Team (CERT) basic course since the COVID pandemic. 

This program offered more than 20 members of the community a three-day course that provided more than 24 hours of training on local hazards and basic disaster preparedness. 

The training included hands-on training in fire safety, light search and rescue, and disaster medical operations. 

At its conclusion, and after a hands-on final practical exercise testing their new skills, each student earned a certificate indicating that they have been trained in these basic skills which will allow them to join CERT groups throughout the region and better help their friends, neighbors, and the public in the event of an emergency. 

Some of those newly certified CERT participants have already taken the initial steps to become State-certified volunteer emergency workers and will be further enhancing their skills and experiences as members of NEMCo.

Echo Lake Neighborhood Association to hear from Shoreline's Emergency Management Coordinator

The Echo Lake Neighborhood Association will hear from Shoreline's new Emergency Management Coordinator, Ryan Zavala, at its meeting Tuesday, February 21, 2023, 7-9pm on Zoom.

Ryan will tell us about the City's plans and direction for managing emergencies, being prepared for emergencies, and respond to questions.
