Puget Sound Energy breaks ground on new Operational Training Center

BELLEVUE, Wash. (Aug. 8, 2024) – Puget Sound Energy and development partner Trammell Crow Company, a global real estate development firm, are breaking ground on a new training facility, enhancing hands-on training for PSE field workers, first responders, engineers and project management staff.

When complete, electric and gas utility workers and emergency first responders will receive high quality training in one centralized location, under controlled environments with multiple conditions. 

The training facility includes classrooms, labs and outdoor training areas, featuring a simulated neighborhood to provide workers with real-life training experience, such as how to safely repair broken gas lines, approach downed power lines or replace power poles.

“This state-of-the-art training center demonstrates PSE’s commitment to a highly skilled workforce and culture of safety for PSE employees and our many partners,” said Ron Roberts, PSE’s senior vice president of Energy Resources.

Both professional and trade personnel will receive instruction on legacy and new systems to support the safe and reliable delivery of energy, with a focus on expanding skills to operate advanced technologies and infrastructure driven by grid modernization and the transition to cleaner energy.


“We are proud to have partnered with Puget Sound Energy on this significant project that will support the company’s growth for years to come,” Said Mike Nelson, Trammel Crow Company’s Seattle office market leader. 
“Our team looks forward to seeing this innovative training facility come to life and matriculate its first students in 2025.”

Community Emergency Response Team (CERT) training starts on Thursday, September 12, 2024

The Northshore Emergency Management Coalition (NEMCo) is pleased to announce the next Community Emergency Response Team (CERT) training starts on Thursday, September 12, 2024.

The CERT basic curriculum teaches community residents how to prepare themselves, their families and neighbors for an emergency, disaster or other community incident. 

Regardless of your age, background, experience or capabilities, there is something you can do to help yourself, your family and your community. 

Classes are presented by trained CERT instructors in the areas of Fire Safety, Basic First Aid, Disaster Medical Operations, Light Search & Rescue, Utility Management, and overall preparedness.

CERT is for everyone! 

Topics are presented in an easy-to-understand, step-by-step process, with hands-on training to build your knowledge and skills. After some class practice, you and your classmates will participate in a disaster simulation to give you the opportunity to apply what you have learned and build confidence in your new skills and abilities.

The CERT course will be in a seven-week format:
After completing this CERT course, the opportunities do not end. 

Join us at NEMCo to become one of our CERT volunteers or community members who serve our Northshore community, police, and fire departments throughout the year by participating at community events and so much more.

Northwest Regional Aviation to conduct emergency response drill June 13, 2024 in Everett

Naval Station Everett

Snohomish County. The Northwest Regional Aviation Consortium will be conducting an emergency response exercise in Snohomish County near Naval Station Everett on June 13, 2024. Aircraft from Snohomish, King, Pierce and Spokane County Sheriff’s Departments, along with the Washington State Patrol, U.S. Navy, FBI, Customs Border Patrol Air-Marine, Airlift Northwest, and Life Flight Network, will be coordinating joint response efforts.

Seattle Police, Seattle Fire, Snohomish County Fire Technical Rescue, Snohomish County Department of Emergency Management, Sky Valley Fire, Snohomish and King County Volunteer Search & Rescue Organization, Arlington Municipal Airport, Providence Regional Medical Center, Everett Fire & EMS, Sno911, and WSDOT-Aviation will all be supporting the regional aircraft response.

Overall Scenario: A coordinated terrorist attack at multiple locations is the scenario used for the exercise. Major damage has taken place in a few key government buildings. Supporting scenarios for the exercise include water rescues, high-rise rescues, K-9 building searches, aerial surveys of impacted areas, live video downlink operations, rescue teams, and equipment transport to support structural collapse.

Northwest Regional Aviation has learned from real-world emergency response that knowing the capabilities of partner agencies, and who to call for assistance is critical when large-scale emergencies happen. Having pre-plans in place and the knowledge of how to execute the pre-plans greatly helps in an organized response to a large-scale emergency.

CPR/First Aid certification w/WestCoast Training

The purpose of the CPR and First Aid training program is for participants to gain or improve knowledge and skill proficiency in First Aid, CPR, and AED skills. 

We will learn how to help adult, child, and infant patients in emergency situations, including injuries and medical emergencies. 

This hybrid course is provided in partnership with Shoreline Community College, WestCoast CPR Training and the Health and Safety Institute.

Participants will learn CPR and First Aid initially with a comprehensive 4 hour online training course. 

Once registered, you will be sent the instructions to log in to take the 4 hour online training before the in-person training.

The training will conclude with a fun and interactive hands-on practice class at Shoreline Community College. The in-person portion will provide the opportunity to practice adult, child, and infant CPR, AED, and some basic first aid skills. 

Upon successfully completing this course, participants will receive an adult, child, and infant CPR/AED. First Aid certification card valid for 2 years. Join us and learn the confidence and skills necessary to save lives! For 16+ students and adults of all ages.

The Northshore Emergency Management Coalition (NEMCo) is offering its Community Emergency Radio and Family Communication Class on Tuesday, May 21 from 6pm to 9pm. 

This Free class is open to all Northshore and surrounding community residents.

In this class, you will learn to set up a Family Emergency Communication Plan, where to get Local News and Information, how to operate FRS/GMRS handheld radios during a community emergency and setting up a Neighbor-to-Neighbor Network with your radio. 

This class is essential to your basic community preparation skills and no previous radio experience is required.

Upcoming Amateur Radio Technician (Ham) class and FCC license exam

NEMCo is sponsoring an amateur technician-level licensing class, followed by the FCC exam, through the course of two days: April 6 and April 13, 2024.

This is an accelerated class being offered through the Mike & Key Amateur Radio Club. NEMCo RACES is a group of amateur radio (ham) operators who can be activated to enhance and provide backup emergency communications in the area in the event of any emergency or disaster. We are excited to offer this licensing class to have a robust ham community in our area.

The enrollment is limited to 30 people. The class will prepare you for the FCC Technician Class License exam, which will be administered at the conclusion of the class. This is the introductory license level in Amateur Radio and is the basic qualification for joining NEMCo RACES.

The textbook for the class is the ARRL Ham Radio License Manual, 5th Edition, available from www.arrl.org or Amazon.com. Advance study is recommended but not required. These classes have a high pass rate. The license is good for 10 years, and is renewable without further examination. The Federal Communications Commission (FCC) charges a $35 fee for the license.

Shoreline native credits King's High School and a television show for helping him save a friend's life

Jeffrey Weber, son of Mark and Karen Weber of Richmond Beach, graduated from King's High School in 2019. While at King's, he took a class in CPR, not imagining how important it would be to him later.

He graduated from Chapman University in Orange County, California in May of 2023 and is currently living and working in Southern California. He and a group of friends regularly enjoy surfing on California beaches.

A month ago they were out in the water at a remote beach when Jeffrey's friend Chris Wessels said he felt faint and collapsed on his surfboard. 

Jeffrey and another friend wedged Wessels' board between them and, with difficulty, got him to shore.

They got him to the sand and Jeffrey, recalling his high school class, started CPR. 

As he did, an episode of The Office came to mind, where the lead character was practicing CPR on a dummy to the rhythm of the Bee Gee's song "Staying Alive." 

“Ah, ah ah ah, stayin’ alive, stayin’ alive…” 

He followed that rhythm, spelled by friends and passersby until first responders could arrive.

Wessels was without his own heartbeat for 45 minutes. He has a very long recovery ahead of him but he is alive because of Jeffrey and others. 

They now plan to set up a CPR class so others can have those life-saving skills.

In our commitment to ensuring the safety and well-being of our community, Shoreline Fire Department recognizes the important of disasters preparedness.

While we proudly offer emergency services under normal circumstances, it’s crucial to address the possibility of overwhelming 911 resources during a natural disaster.

To proactively empower our citizens, we into you to attend a free Disaster Preparedness class. This informative session aims to equip you with the necessary information and skills to be self-sufficient for up to 72 hours following a disaster.

Join us to learn about:
  • How the 911 system operates
  • Resources mobilized when you call 911
  • Challenges of exceeding available resources
  • Essential supplies you should have on hand
  • Safely shutting off gas in case of a leak
  • Turning off water to your property in case of a leak
  • Shutting off electricity or resetting breakers when needed
  • Fire extinguisher operation
  • Tips for joining the community disaster response team

The class will be conducted by Captain Andrew Leith, who brings 23 years of experience at Shoreline. Captain Leith is a member of the Washington state FEMA Task Force 1, Wildland team, Technical Rescue Team, Rescue Swimmer, and is assigned to the North end Heavy Rescue crew.

We encourage all community members to attend this valuable session, as preparedness is key to collective resilience in times of crisis. Together, we can ensure the safety and well-being of our community.

Shoreline CERT knows how to shut off the water

At the regular monthly meeting of the Shoreline Community Emergency Response Team (CERT), we reviewed how to shut off utilities. 

While we normally train for a big disaster, sometimes the disaster is smaller, like a water leak inside your home. We train for those disasters, too.

During the recent cold snap many people found themselves with frozen pipes, or even worse, burst pipes.  A broken water pipe isn't just the inconvenience of no water, but the more expensive problem of water damage and plumbing repair.

While the CERT training doesn't involve fixing a broken pipe, it will teach you how to turn off the water to prevent further damage.

"Knowing how to shut off utilities is part of CERT basic training," said Shoreline Emergency Management Coordinator Ryan Zavala.  
"The CERT program is designed to help our community respond to all disasters."

The City of Shoreline has scheduled two CERT classes for later this year.  Contact the Shoreline Office of Emergency Management for information.

NEMCo partners with Police Departments to institute Winter Weather Wellness Checks

The Northshore Emergency Management Coalition (NEMCo) is excited to announce that it is partnering with the Cities of Kenmore and Lake Forest Park, as well as their respective Police Departments, to institute a new Winter Weather Wellness Check program. 

Running from now until March 1, 2024 this program is designed to proactively engage with community members who feel especially at-risk or otherwise in need during the cold winter months.

Modelled after the existing vacant house check program, interested persons will be able to register with the appropriate city, via the below weblinks, to receive wellness check phone calls and/or in-person visits, depending on anticipated weather conditions. 

For anyone without access to the internet, signup forms will be available at each City Hall. While the in-person visits will mostly be conducted by police officers, trained NEMCo volunteers will be tasked with making phone calls checking on the health and wellbeing of registered community members.

Targeted toward at-risk and vulnerable populations within our community, this program is designed to provide any registered community member assistance in the event of extreme cold weather, unexpected cold snaps, significant power outages, or other weather-related emergencies. 

While this program is not intended to be a guarantee of aid from the City or Police Department, it will hopefully allow us to anticipate weather-related issues and connect community members with the appropriate resources before situations become potentially life threatening.

NEMCo Drone Team demonstration on Saturday January 13, 2024 in Kenmore

On Saturday, January 13, 2024 NEMCo will be hosting a community information session to provide a program update regarding the NEMCo Drone program and you will be able to see the Air Squirrels Drone Team up close.

Saturday, January 13, 2024 from 11:00am - 12:00pm at the Kenmore Fire Station 51, 7220 NE 181st St, Kenmore WA 98028  No registration required.

NEMCo is one of the first local organizations to implement a volunteer Drone Program with the mission to provide its Emergency Manager and partnering agencies with a way to reduce risk, liability and exposure to hazards for volunteers, first responders and the public.

We are actively looking for volunteers to join the drone team.

If you have an interest in drones and would like to participate, information on how you can get involved will also be presented. Training is starting soon and we have several positions including: Ground Safety, Air Safety, Flight Safety, Pilots and Data Processing.

There is no previous experience required. Stop by on the 13th to learn more!

Statewide Communication Exercise is business as usual for Shoreline ACS

Every month with five Saturdays is seen by the State of Washington Emergency Management Department as a great excuse to hold a communication exercise. 

This means that about four or five times a year, the Shoreline Auxiliary Communication Service (ACS) sets up the Communication Van (Comm Van) for what is referred to as a 5th Saturday Exercise. December 30, 2023, was a 5th Saturday that saw the Comm Van set up at Sunset Park in Shoreline to participate in one of these exercises.

There are several work stations inside the van with different types of equipment

The scenarios of the exercise sometimes change, but the mission remains mostly the same; going off the grid with no phone line, cell tower, or internet to communicate messages to State, County, and local jurisdictions. Shoreline ACS uses multiple amateur radio frequencies to communicate with all the different entities who participate in these statewide exercises.

One of the modes of communication used is a way of sending an email over a ham radio frequency. This enters the world of digital communication, where if you listen to the frequency of the transmission, it sounds like a fax machine from the 1980's. 

Much more information can be sent digitally than by voice and is really becoming the standard for emergency communications. This can be especially valuable when local jurisdictions are sending damage assessments or resource requests to County or State Emergency Operations Centers.

Kevin Lowery, the Emergency Manager for Northshore Emergency Management Coalition (NEMCo) stopped by on this rainy Saturday to check out the set-up, as well as let his kids spend some time in the park. 

The Comm Van receives many check-ins from NEMCo ametuer radio stations, as well as from Seattle, Snohomish County, and beyond. 

“It is very impressive to see such a dedicated group of volunteers out on a holiday weekend practicing skills that can benefit the whole region during a disaster,” Lowery said. 
He also observed that “the Comm Van provides a valuable resource to the area by being able to smoothly integrate multiple amateur bands, to include HAM, CB Radio, and marine frequencies, into one location. This can give first responders and key city officials more tools when needing to understand the situation as they make decisions.”

Shoreline ACS is made up of volunteers. If you want to join our team, or are interested in ametuer radio, monthly meetings are open to the public and held in Shoreline at Fire Station 61 at 17525 Aurora Ave N on the second Saturday of the month from 10:00am to 12:00pm.

Note that you can only enter the parking lot from southbound Aurora.
