Pollet bill to increase funding for special education heads to Governor's desk

OLYMPIA – Students with disabilities and exceptional needs continue to lack equitable access to special education programs and funding in Washington state. 

Seeing an “unconscionable” failure to meet the state’s paramount duty to fund basic education for students with disabilities, State Representative Gerry Pollet, D-North Seattle, introduced House Bill 1436, which the House passed on Saturday.

School districts reported that they are spending over $500 million from local school levies this coming year on services for students who have been evaluated to have disabilities and are entitled to services under federal and state laws (referred to as “Individual Education Plans,” or IEPs).

Under HB 1436, as adopted today, and in the new state budget, the Legislature will add $417 million in new support for special education during this biennium and nearly a billion dollars over four years. It increases how much special education funding school districts receive per student up to the new cap, which is increased from 13.5% to 15%.

It further requires a study of the adequacy and efficacy of the special education funding formula. The Office of Superintendent of Public Instruction (OSPI) is required to review data to ensure that there is not a disproportionate identification or under-identification of specific groups of students, and to develop an allocation and cost accounting methodology to ensure equitable funding for special education programs.

The legislation also begins an effort to have the Office of Education Ombuds provide special education ombuds to assist parents, as advocated for by Senate Education Chair Lisa Wellman.

“Washington has a constitutional obligation to fund every child’s education. Disability is not a choice,” said Rep. Pollet. 
“Today, we move one step closer to fully supporting all students in our state with a high-quality public education. Looking to the future, more work remains. I am hopeful that the legislature will support future proposals to completely remove this cap because of the disproportional impact on students in our state.”

HB 1436 now heads to the Governor’s desk.

Rep. Gerry Pollet represents the 46th Legislative District in NE Seattle from about NE 45th in the U District to NE 145th on the Seattle/Shoreline boundary.

Registration open for Hopelink program to earn a GED or High School+ diploma

GED/High School+ is a free program that offers two pathways to earn a high school credential: GED and High School+ (HS+). 

GED students prepare for the science, social studies, math, and language arts GED tests. 

HS+ students complete assignments to earn high school credits.

Students attend classes and have free access to one-on-one tutoring, learning materials, and college/career advising. We provide vouchers for GED practice tests and scholarships to pay for the official GED tests. We also have computers available for students to borrow and can provide bus tickets to help with transportation costs.

Orientations are scheduled for March 27, April 6, and April 10. New students can contact us at ged@hopelink.org or 425-941-7004 to start the registration process. Visit the webpage.

Class Information
  • Mondays, 4:30-6:30 PM - GED prep class to prepare for the social studies, science, and language arts tests. Class is online via Zoom.
  • Tuesdays and Thursdays, 4:30-6:30 PM - Math class (all levels). Class is in person at Hopelink’s Redmond Center.
  • More options coming later this year!
If the class times do not work, we’d love to help people find a program or resource that fits!

To enroll, students must:
  • need a GED or high school diploma
  • be at least 16 years old and not enrolled, or required to be enrolled, in secondary school
  • live in Hopelink’s service area (for example, in Shoreline, Bothell, Kirkland, Bellevue, Redmond, Duvall, or surrounding cities)
  • not have a temporary visa (for example, individuals who have a B, F, J, M, or other non-immigrant visa are not eligible)

Local residents named to Dean's List at Dickinson College

Shoreline student honored on the Dean's Academic Honor List at Baylor University

WACO, Texas (March 13, 2023) – More than 5,100 Baylor University students have been named to the Fall 2022 Dean’s Academic Honor List, which recognizes Baylor undergraduates for their outstanding academic work during each semester.

We offer eight WA State-approved Clock Hours for K-12 educators or eight Inservice (STARS) training hours for Early Learning Educators.

North Seattle student graduates from UW-Madison in Wisconsin

MADISON, Wis (February 24, 2023) - Just over 1,750 students received degrees from the University of Wisconsin-Madison during a commencement ceremony at the Kohl Center on Dec. 18, 2022. 
 
About 1,200 of them took part in the ceremony at the Kohl Center.

Shoreline resident makes the Dean's List at Chapman University

Orange, California - Feb. 1, 2023 - Crean College of Health and Behavioral Sciences at Chapman University has named Isabel Brown of Shoreline to its fall 2022 semester Dean's List.

The requirement for joining this select group of students is a grade point average of 3.6 or higher in at least 12 credits of residence course work taken for a letter grade.

Isabel is the daughter of Jeff and Michelle Brown of Shoreline.

Crean College undergraduate and graduate programs emphasize learning science by doing science, relating new research findings to patient care, and connecting classroom learning to real-world applications and 21st Century problems.

Biology/Forensics School Intensive at Shoreline Community College for 5th - 12th graders

$158.00 per session (2 weeks) or $79.00 for 1 week class

9th - 12th grade
  • March 1st and 8th 1:45pm - 4:00pm on early release days 
  • Week 1 – Forensic Facial Reconstruction
  • Week 2 – Micro Pipetting and DNA Gel Electrophoresis
5th - 8th grade
  • March 15th and 29th 2:00pm - 4:00pm on early release days 
  • Week 1 - Heart dissection/medical devices
  • Week 2 - Forensic Wildlife Skull Identification
Located at Shoreline Community College, this advanced lab program is taught by medical professionals from KIMSeattle on early-release Wednesdays. Each week involves 30 minutes of lecture followed by 90 minutes of extensive lab work.

Kids in Medicine (KIM), is an interactive education program designed to captivate and inspire young learners toward a future in science or medicine. 

Students receive enriching instruction to extend their knowledge and complete real laboratory experiences traditionally reserved for medical professionals. And they have fun doing it. 

Our education programs and curriculum products are authentic (hands-on labs using real equipment/anatomical tissue), are relevant to student’s lives, and career-connected. 

Every program and lab explores a particular career cluster, exposing students to a broad category of occupations grouped by knowledge and skills required – connecting learning to life goals.

Earn a GED or high school diploma through Hopelink

Do you know anyone who is looking to earn their GED or high school diploma to build a career? Please help us spread the word about Hopelink’s GED/High School+ program!

Orientations are scheduled for February 2 and February 8, 2023. New students can contact ged@hopelink.org or 425-941-7004 to start the registration process.

About the Program

GED/High School+ is a free program that offers two pathways to earn a high school credential: GED and High School+ (HS+). GED students prepare for the science, social studies, math, and language arts GED tests. HS+ students complete assignments to earn high school credits.

Students attend classes and have free access to one-on-one tutoring, learning materials, and college/career advising. We provide vouchers for GED practice tests and scholarships to pay for the official GED tests.

Class Information: Winter Quarter
  • Mondays, 4:30-6:30 PM - GED prep class to prepare for the social studies, science, and language arts tests. Class is online via Zoom.
  • Tuesdays and Thursdays, 4:30-6:30 PM - Math class (all levels). Class is in person at Hopelink’s Redmond Center.
To enroll, students must:
  • need a GED or high school diploma
  • be at least 16 years old and not enrolled, or required to be enrolled, in secondary school
  • live in Hopelink’s service area (for example, in Shoreline, Bothell, Kirkland, Bellevue, Redmond, Duvall, or surrounding cities)
  • not have a temporary visa (for example, individuals who have a B, F, J, M, or other non-immigrant visa are not eligible)

North Seattle resident named to Pacific University Dean's List

FOREST GROVE, OREGON (January 23, 2023) - Daniel Park of Seattle has been named to the Fall 2022 dean's list at Pacific University in Oregon. 

The dean's list recognizes undergraduate students in Pacific's colleges of Arts & Sciences, Business and Education who earn a grade-point average of at least 3.70 and complete 12 or more graded credit hours.

Pacific University serves nearly 4,000 students in undergraduate, graduate and professional programs in the arts and sciences, business, education, optometry and health professions.

UW workshops designed to engage African American high school students

Young, Gifted, and Black (YGB) is designed to engage African American high school students interested in the University of Washington.

The workshops will be held on Saturday, February 11, 2023 on the main UW campus. 

The purpose of this conference is to promote positive self-esteem, social consciousness, and cultural awareness, while simultaneously emphasizing the importance of higher education. 

The workshops and interactions with current African American UW students, staff, and the community will provide both the resources and role models to help students make a commitment to pursue higher education. 

Participation is open to all students regardless of race/ethnic background.

With $20 million donations, UW Medical school creates endowed deanship honoring retired dean, Dr. Paul G. Ramsey

UW Medicine has announced the creation of a historic endowed deanship honoring retired dean, Dr. Paul G. Ramsey. 

The Paul G. Ramsey Endowed Deanship was established with leadership gifts from Steve and Connie Ballmer and the Bill and Melinda Gates Foundation. 

Each donated $10 million to advance research discoveries, train medical leaders and further excellence and equity in healthcare. 

The $20 million in philanthropic support makes this the largest, publicly announced medical school deanship in the country. The first distributions from the endowment will be available starting June 30, 2023, and decisions about the deanship appointment will follow University Regental processes after funds are fully vested.

“We are deeply grateful to Steve and Connie Ballmer and the Gates family for their visionary investment in the University of Washington School of Medicine,” said University of Washington President Ana Mari Cauce. “Through this endowment, future School of Medicine deans will have valuable resources to help improve health for everyone, here in our community and around the world.”

Dr. Ramsey retired this past summer after 25 years of distinguished service as CEO of UW Medicine and dean of the UW School of Medicine. During his tenure, he led the integration of the School’s clinical, research and training programs, a move that positioned UW Medicine to serve as a regional, national and global leader during the COVID-19 pandemic.

“Dr. Ramsey has been an extraordinary leader, a trusted physician, a dedicated mentor, and a cherished friend. We are pleased to be able to honor Paul’s contributions to advancing health equity in our community in this way,” said Bill Gates.

North Seattle resident named on Goshen College Dean's List for Fall Semester 2022

GOSHEN, Ind. (January 20, 2023) - Goshen College recently recognized 163 undergraduate students for excellence in academics on the fall 2022 Dean's List.

Saige Lind, a Senior Graphic Design major from Seattle, was recognized for academic excellence on the fall semester Dean's List at Goshen College. Lind is a graduate of Nathan Hale Sr High School.

The Dean's List includes students earning at least a 3.75 GPA, while completing at least 12 hours of coursework for a letter grade. Only grades from the designated semester are included in the Dean's List selection process.

Initiated in the fall of 1999, the Dean's List celebrates the achievement of Goshen College students who have met high academic standards and can motivate students preparing for graduate studies.
