Shoreline teens jailed after brandishing weapon and fleeing from police at Tour de Terrace

According to Mountlake Terrace Police Commander Mike Haynes, on Friday, July 21, 2023 at approximately 9pm, officers responded to a report of two groups of males at the Evergreen Playfields in Mountlake Terrace involved in a confrontation, during which a firearm was brandished. 

When confronted by officers, the subjects fled “and officers engaged in a foot chase with them,” Haynes said. Three of the five suspects — described as Shoreline residents in their late teens — were apprehended, and two firearms were seized as evidence, he added.

All three individuals were booked into Snohomish County Jail for various offenses, including illegal use of a firearm and obstructing a police officer.
 
The teens were not named.

Fatal shooting in Bitter Lake Neighborhood Thursday evening

Seattle Police were dispatched to reports of a shooting Thursday evening, July 13, 2023 in the Bitter Lake neighborhood.

Officers arrived just after 9:30pm in the 12500 block of Aurora Ave N and located a man who appeared to have been shot multiple times.

Police attempted life saving measures prior to Seattle Fire’s arrival. SFD took over medical care, but the 29-year-old man succumbed to his injuries at the scene.

The events leading up to the shooting have not yet been determined.

SPD’s Crime Scene Investigations Unit responded to the scene to assist in the investigation. Homicide detectives will continue to investigate this case.

Ridgecrest neighbors were startled to see crime scene tape blocking the 15800 block of 11th Ave NE. Recology trucks were diverted around the block, leaving recycle bins on the street.

A neighbor stated a woman came to his door knocking loudly about a domestic violence issue next door.

The Major Crimes detectives arrived later in the day to collect evidence. The photos of the area were taken about 10:15am.

Shoreline Police stated that "This is an open and active case with one person in-custody. There is no public safety concerns;

Arrest on Aurora Friday

Around 2pm on Friday, July 7, 2023 residents were startled and alarmed to witness a large number, 9 to 12 depending on accounts, of Shoreline police cars racing north on Aurora,

Then an eyewitness saw a man in handcuffs sitting on the curb in the vicinity of the Dale Turner Y.

Shoreline police state that Shoreline officers were dispatched to a retailer for a robbery. Their investigation resulted in the arrest of one man for felony harassment. No persons were injured. He was booked in the King County Jail.

It is the practice of all emergency services - police, fire, medic - to send all available resources if the call sounds like an emergency. Other jurisdictions will also respond if they are nearby and available.

Once on scene they will assess the situation, determine who has the lead and what resources are needed and everyone else will leave.

The Seattle Times: Seattle man pleads guilty to stalking U.S. Rep. Pramila Jayapal

According to The Seattle Times, 

Brett Forsell pleaded down to misdemeanor stalking rather than the felony charge prosecutors originally filed. 
He was sentenced to 364 days in King County Jail.

Seattle police arrested Forsell outside Jayapal’s house a year ago and jailed him on suspicion of committing a hate crime
He was released four days later because police couldn’t say with certainty that he told the congresswoman to go back to India or that he had threatened to kill her.

King County prosecutors later charged Forsell with repeatedly harassing and intimidating Jayapal, who feared the man wanted to hurt or kill her
 
Jayapal represents the 7th district in the U.S. Congress, an area which includes all of Shoreline, Lake Forest Park, Edmonds, and most of Seattle.

WSP asks public help to find package thieves from truck rollover at Northgate

We previously reported on an accident that blocked all southbound lanes on I-5 for hours. A semi taking evasive action to avoid a two-car hit and run accident just ahead of him, lost control and rolled his vehicle, blocking all southbound lanes of I-5 at Northgate.


The semi was a FedEx truck, loaded with packages.

After the collision, individuals were stopping on the freeway and stealing the packages that came from the truck. This was captured on video footage that came from the scene.

The Washington State Patrol is taking this crime of opportunity very seriously and is in the process of identifying the individuals that took part in the thefts.

Defendant charged in connection with three robberies of cannabis stores – as many as ten robberies may be linked

Seattle – An 18-year-old Seattle-area man, who was living at a SeaTac hotel, remains in federal custody for robbery, with a detention hearing next week, announced Acting U.S. Attorney Tessa M. Gorman. 

Caiden James Charlton was arrested Tuesday June 27, 2023, in connection with three armed robberies in May and June 2023. Charlton had his initial appearance yesterday and will appear for a detention hearing on Monday, July 3, 2023.

According to records filed in the case, Charlton is charged with the May 30, 2023, robbery of Herb’s House on NW 65th Street in Seattle; the May 30, 2023, robbery of Hashtag Cannabis on Nickerson Street in Seattle; and the June 10, 2023, robbery of Oz Cannabis on Stone Way in Seattle. 

In each of the robberies, surveillance video shows clothing, tattoos, and jewelry that has been linked to Charlton. Victims of the robberies noted distinctive face tattoos around Charlton’s eyes that were not concealed by his mask.

In each of the robberies, one of two intruders displayed a handgun and ordered the dispensary staff to open safes or empty the till. In addition to money, the suspects stole a large amount of marijuana products. In some cases, the safes at the dispensaries could not be opened due to time locks used to discourage robberies. In one case, the robbers stole the safe by detaching it from the floor.

The robbery crew would run to a getaway car after the robberies – two of the cars had been reported stolen.

According to the criminal complaint, on June 5, 2023, Charlton was arrested by Tacoma Police for being a felon in possession of a firearm. Photographs from the arrest indicate Charlton wearing clothing and jewelry associated with the robberies of the marijuana dispensaries. 

Charlton was released on bail June 9, 2023 – one day before the third robbery charged federally. Charlton may face federal firearms charges based on the Tacoma arrest, as well as eight guns found in his possession at the time of his federal arrest on June 27, 2023.

Law enforcement continues to investigate other robberies potentially linked to Charlton and his accomplices. This includes robberies in West Seattle, Edmonds, and Bellevue. 

In all, law enforcement believes as many as ten marijuana dispensary robberies may be linked to Charlton and a juvenile arrested in Bellevue following the robbery of a dispensary there. The juvenile was located based on a currency tracker that was included in the cash he stole from the Bellevue dispensary.

“Mr. Charlton’s prior arrest for similar crimes did little to dissuade his continuing criminal activities.” said Richard A. Collodi, Special Agent in Charge of the FBI’s Seattle field office. 
“Fortunately, no one was killed during his violent robbery spree. Taking him off the streets may have saved lives of employees and patrons of the businesses he targeted and highlights the priority given to these types of violent crime. 
"I applaud the efforts of our agents and partners, including the Seattle Police Department, King County Sheriff’s Department, and others on the Safe Streets Task Force, to safely take him into custody.”

The charges contained in the criminal complaint are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

The case is being investigated by the FBI, the Seattle Police Department, and the Bellevue Police Department, as well as the King County and Snohomish County Sheriffs’ Offices.

The case is being prosecuted by Assistant United States Attorneys Erin H. Becker and Elyne Vaught.

Op-Ed: Pride decorations stolen from Center for Human Services (CHS)

Earlier this month, CHS staff and supporters decorated the trees and reader-board in front of our building at 17018 15th Ave NE in Shoreline as part of our celebrating LGBTQ+ Pride Month. 

Sometime during the weekend of June 16, 2023 person or persons unknown stole all of the decorations.

While we were certainly disappointed that anyone would do such as thing, we want it to be known that we remain open and affirming to all people and are proud to celebrate Pride with our LGBTQ+ staff, clients, and community.

A disproportionate number of LGBTQ+ people experience mental health struggles. Young people across King County and the country are facing increasingly difficult mental health challenges, and young people who are in underserved communities, including LGBTQ+ people, face even greater challenges. 

According to King County’s Healthy Youth Survey, LGBTQ+ young people have an urgent need for mental health supports, with higher rates of suicidal ideation and attempts, and depression. 

Personal, family, and social acceptance of sexual orientation and gender identity affects the mental health and personal safety of LGBT+ individuals. 

Against the backdrop of societal harassment, discrimination, and violence, the fact that so many LGBTQ+ persons survive and thrive is a testament to their resilience.

The decorations were only up for a little over a week, but it was worth our effort. During that time, a young man with Down’s Syndrome saw our pride flags and other decorations and came in to talk to someone. 

He stated that he feels so alone and doesn’t have the support of his family. He said that seeing our decorations made him feel safe and seen and that was something he was not accustomed to in his life. 

Making at least one person feel supported and safe was worth the anguish the theft caused.

CHS affirms our obligation to promote the dignity of all people and dedicate ourselves to be a welcoming and safe place for everyone.

After multi-agency investigation, detectives arrest three suspects believed to be part of an organized crime group responsible for over 200 burglaries

SNOHOMISH COUNTY, Wash. – At approximately 3:15pm Friday, June 23, 2023, detectives from the Snohomish County Sheriff’s Office, Lynnwood Police Department, King County Sheriff’s Office and Homeland Security arrested three robbery and burglary suspects in the 1200 block of NE 135th St in Seattle. 

The suspects, a 24-year-old man, a 29-year-old man and a 30-year-old man were all taken into custody as they were leaving their residence in Seattle. The three suspects are believed to be part of an organized crime group responsible for over 200 burglaries since 2021, resulting in losses exceeding $4 million in cash and jewelry.
 
In November 2021, Sheriff’s Office Robbery and Burglary Unit (RBU) detectives discovered a string of approximately 20 very similar burglaries occurring at homes of Asian American families in Snohomish County. Detectives began investigating and identified a primary suspect. The suspect then left the area in early 2022 and the targeted burglaries stopped. He returned to the area later in 2022 and burglaries drastically increased again.
 
In 2022, detectives from multiple agencies in Whatcom, Snohomish and King counties began collaborating and sharing information throughout their investigations. It was discovered this same group was targeting homes from Bellingham all the way south of Seattle.
 
Through an extensive investigation, including search warrants, video evidence, physical evidence, undercover operations and cellular data analysis, detectives from the Sheriff’s Office RBU unit, Lynnwood PD, Bellevue PD, King County Sheriff’s Office, Bellingham PD and Homeland Security Investigations developed probable cause for multiple counts of first-degree Residential Burglary and second-degree Robbery.
 
Three suspects were arrested Thursday and booked into the King County Jail. They are expected to be transferred to the Snohomish County Jail this weekend.
 
The suspects are believed to be part of an organized crime group from South America operating throughout the United States.
 
This remains an active investigation and additional charges will be referred on the suspects. Detectives also anticipate making additional arrests connected to these crimes.

Prolific Mail Thief indicted for nine federal felonies

The suspect in a series of mail vehicle and mail key thefts was indicted on June 21, 2023 by a federal grand jury for nine federal felonies, announced U.S. Attorney Nick Brown. 

Johny Mixayboua, 27, was arrested on a criminal complaint last month and is now charged with three counts of theft of government property, unlawful possession of a postal key, mail theft, possession of stolen mail, illegal transactions with a credit or debit card, unlawful possession of a firearm, and unlawful possession of ammunition.

According to records in the case, on December 28, 2022, a U.S. Postal Service vehicle was stolen from the 6300 block of South Bangor Street in Seattle. In the vehicle was a postal key that is used to access the cluster mailbox units in the 98178 zip code. 

The key allows the postal worker to open the back of the cluster box to deliver mail to multiple households. Since the theft of the vehicle and postal key, there have been numerous reports of cluster boxes in zip code 98178 being opened and mail stolen.

Working with neighbors, the Postal Inspection Service was able to get door camera footage showing the person accessing the postal boxes. Neighbors reported credit cards being stolen and attempts being made to use them. Inspectors were able to review images from when the credit card attempts occurred and ultimately identified Mixayboua as the person stealing the mail and attempting to use the stolen credit cards.

Additionally, local law enforcement determined that vehicles used in a number of the mail theft incidents were reported stolen.

On January 17, 2023, two more Postal Service vehicles were stolen. One in the 3000 block of Beach Drive SW and a second one in the 3600 block of 57th SW. Both are in zip code 98116. Using doorbell camera footage from the block where one of the vehicles was recovered, investigators allegedly saw Mixayboua removing mail and parcels from the stolen postal vehicle and putting them in another vehicle. 

Again, law enforcement traced credit cards stolen from the mail and obtained surveillance footage that appears to show Mixayboua attempting to make purchases with the credit cards.

On January 30, 2023, a fourth postal vehicle was stolen – this time from the 2000 block of S. Columbian Way in Seattle. On March 28, 2023, a fifth postal vehicle was stolen from the 5700 block of S. 129th Ave. 

One of the people associated with the theft matches a description of Mixayboua. In late January and February, the mail theft incidents continued -- this time in the Snoqualmie, Washington area. The cluster boxes were opened with either a counterfeit or authentic postal key. Again, credit cards were stolen, and one was linked to images of Mixayboua making purchases at Target.

Throughout April, mail thefts continued from as far north as Lake Forest Park, which has 21 cases of mail theft from locking mailboxes at apartment buildings, and as far south as southeast Seattle.

The postal service halted deliveries in zip code 98118 for about a week while investigators worked to track down and arrest Mixayboua.

Mixaboua apparently was living in a vehicle near a relative’s home. When he was arrested, law enforcement found a firearm that he threw into the bushes while attempting to run away and ammunition in the vehicle, resulting in the last two counts in the indictment. 

Mixayboua is prohibited from possessing firearms due to multiple felony convictions in King County for auto theft, possession of stolen property, and bail jumping.

Mail theft and possession of stolen mail are punishable by up to five years in prison. Theft of government property and unlawful possession of postal keys are punishable by up to ten years in prison. Illegal transactions on an access device, possession of ammunition, and being a felon in possession of a firearm are punishable by up to 15 years in prison.

The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

The U.S. Postal Inspection Service (USPIS) worked diligently to get Mixayboua into custody.

The case is being prosecuted by Assistant United States Attorney Elyne Vaught.

DOJ: Marysville man who ran fentanyl pill mill from his garage sentenced to 15 years in prison

A Marysville, Washington, man was sentenced June 7, 2023 in U.S. District Court in Seattle to 15 years in prison for three federal felonies connected to the fentanyl pill manufacturing lab in his rental home, announced U.S. Attorney Nick Brown. 

Jose Eduardo Garnica, 34, pleaded guilty in March 2023 to conspiracy to manufacture and deliver controlled substances, possession of a firearm in furtherance of a drug trafficking crime, and conspiracy to commit money laundering. 

At the sentencing hearing, U.S. District Judge Tana Lin said, “This is one of the largest fentanyl seizures in the district. Mr. Garnica had so much fentanyl a hazmat team had to be called in.”

“This case weaves together all the strands that make fentanyl trafficking such a dangerous business,” said U.S. Attorney Nick Brown. 

Mr. Garnica was manufacturing fentanyl pills with deadly powders that could make each pill lethal. His activities contaminated the home he rented, and he had 27 guns – many of them high powered assault weapons – adding to the danger. This is a significant prison sentence, but appropriate due to the risk he posed to our community.”

According to records filed in the case, Garnica came to the attention of law enforcement on June 17, 2022, when U.S. Customs and Border Protection (CBP) officers in Los Angeles inspected a package shipped from China to Garnica’s Marysville address. 

The package was labeled “furniture parts,” but in fact it contained dies for use in a pill press that would make pills that appear to have the markings of oxycodone pills. 

Further investigation of Garnica and Wilson revealed numerous unusual cash transactions and the purchase of 11 firearms in a three-month span of 2020. 
In fact, when law enforcement searched the home, agents seized 27 guns and 25 kilos of fentanyl. Law enforcement also seized 50,000 rounds of ammunition.

On July 21, 2022, agents with Homeland Security Investigations and the FBI executed search warrants at the Marysville residence and seized the pill press and other materials for making fake oxycodone pills in the garage. 

Officers called a hazmat team to secure the lab due to the potentially deadly nature of fentanyl powder. Investigators determined that fentanyl residue had spread from the manufacturing location in the garage, throughout the house. The spread may have been caused by the HVAC system. Garnica has agreed to pay more than $71,000 to the owner of the home to remediate the residence.

In addition to the pill press and fentanyl powder, law enforcement found kilo sized bricks of fentanyl pills that appeared to have been smuggled into the U.S. from Mexico. 

Also of great concern, some of the pills Garnica was manufacturing also contained Xylazine – a sedative used in veterinary medicine that has been linked to more deaths. In some instances, those injected with Xylazine had had tissue damage requiring amputation.

In asking for an 18-year prison sentence, Assistant United States Attorney Vince Lombardi cited the unique danger of fentanyl and the heavy toll of fatal overdoses in King County. 

“…Fentanyl overdose deaths have continued to soar in the Seattle area. Overdose deaths attributable in whole or in part to fentanyl have risen from just 22 in 2016 to 709 in 2022. 
"As of May 26, more than 500 overdose deaths were attributable to fentanyl for 2023 to date – a pace that puts King County at more than 1,000 overdose deaths by year end.”

The case was investigated by Homeland Security Investigations (HSI) and the FBI with assistance from the Washington State Patrol, National Guard Civil Service Team, Drug Enforcement Administration (DEA), Custom and Border Protection’s Air and Marine Operations, the Snohomish County Drug Task Force, and the Skagit County Drug Task Force.

The case is being prosecuted by Assistant United States Attorney Vince Lombardi.

Team from Western Washington honored for investigation and prosecution of major cybercrime group Fin7

Russia and Ukraine based hacking organization caused billions in losses


Seattle – The Department of Justice investigative team, in a major cybercrime case which was pursued in the Western District of Washington, was honored with an Executive Office of U.S. Attorney’s Director’s award for Outstanding Litigative Team, announced U.S. Attorney Nick Brown. 

The prosecutors, paralegals, and cyber investigators from the FBI broke up the hacking group Fin7. The award was presented in Washington DC.

“Investigating and prosecuting cybercrime is uniquely challenging –the offenders hide behind keyboards, often overseas, but can do untold billions of dollars in damage,” said U.S. Attorney Brown. 
“With Fin7, the tireless work by our team saw three of the defendants arrested and brought to the United States to face charges. All three have been held accountable with significant prison sentences. Fin7 as an entity is no more.”

Those recognized today with the Director’s Award include: 
  • Former Assistant United States Attorneys Frances Franze-Nakamura and Steven Masada, and DOJ Trial Attorney Anthony Teelucksingh for their work prosecuting the case; 
  • Paralegals Anna Chang and Salee Porter for their critical work organizing records and discovery from companies, foreign governments, and law enforcement so that we could successfully petition for the extradition of the three defendants who were arrested while traveling in Germany, Spain, and Thailand; and 
  • FBI special agents Briana Neumiller and Stacy Muldoon, 
  • FBI computer scientist Waymon Ho, 
  • FBI operations specialist Zacharey Hansen, and 
  • FBI linguist Inna Dodge 
who all performed outstanding investigative and analytic work that was critical to the successful prosecution.

According to records filed in U.S. District Court for the Western District of Washington, between 2015 and 2018, FIN7 members engaged in a highly sophisticated malware campaign to attack more than 100 U.S. companies, predominantly in the restaurant, gaming, and hospitality industries. 

FIN7 hacked into thousands of computer systems and stole millions of customer credit and debit card numbers which were used or sold for profit.

In the United States alone, FIN7 successfully breached the computer networks of businesses in all 50 states and the District of Columbia, stealing more than 15 million customer card records from over 6,500 individual point-of-sale terminals at more than 3,600 separate business locations. 

Additional intrusions occurred abroad, including in the United Kingdom, Australia, and France. Companies that have publicly disclosed hacks attributable to FIN7 include such familiar chains as Chipotle Mexican Grill, Chili’s, Arby’s, Red Robin and Jason’s Deli.


The Director’s Awards are awarded annually by the Executive Office of U.S. Attorneys to recognize outstanding work by U.S. Attorney’s Offices across the United States.

Shooting in Lake City Saturday morning

A 35 year old man was shot in Lake City on Saturday morning June 3, 2023 around 11am. The shooting took place near NE 125th just east of Lake City Way NE.

Witnesses heard 3-5 gun shots. The male victim went around the corner north on Lake City Way and collapsed, screaming for help and bleeding profusely from wounds to the head.

Nearby people rushed to help, with some residents bringing first aid kits.

The victim suffered multiple gunshot wounds. He was transported to Harborview and rushed into surgery.

Police and K9 unit responded but the suspect is outstanding.

Officers gathered evidence at the scene but did not determine what events led to the shooting. Gun Violence Reduction Unit detectives will lead the ongoing investigation.

Mail thief arrested and charged for stealing postal vans and mail - including in Lake Forest Park

The Department of Justice (DOJ) for western Washington announced that Johny Mixayboua, 27, has been arrested on a federal complaint charging him with theft of mail and possession of stolen mail.

Mixayboua is accused of a string of mail theft incidents involving stolen postal vehicles, stolen postal keys, mail theft, and associated crimes such as identity theft.

Through a lengthy investigation, which included working with the postal inspector, it was determined that the suspect likely had access to the master post office keys for the banks of mailboxes in Lake Forest Park.

The LFP PD investigations unit is working with the postal inspector in order to aggregate LFP cases with cases from surrounding agencies. In several instances fingerprints were lifted and are currently being processed at AFIS.

The U.S. Postal Inspection Service (USPIS) has worked diligently to get Mixayboua and his co conspirators into custody.

The case is being prosecuted by Assistant United States Attorney Elyne Vaught.

Vandalism at Calvin Presbyterian destroys food pantry, damages church van and shed

On Saturday evening, May 20, 2023 Calvin's Little Blue Pantry was significantly damaged so that it needs to be rebuilt. There was also damage done to the church van and shed. 

The church reports that 
"From the CCTV footage, it seems that the individual who committed the crimes was very angry with himself and the world in general. From what we understand, damage was also done to other property in the surrounding area, so the attack doesn't seem to have targeted the church in particular."

The Little Blue Pantry is being rebuilt will be up and running again very soon. 


We're very grateful for the many messages of support that we've received from our community, and we're praying that the person who committed the crime will be held accountable, receive the help they need, and come to know God's love for them.

Shoreline Police make arrests in two incidents of suspects brandishing a gun

In the first reported incident, an individual threatened a neighbor with an assault rifle (location not provided). Officers responded quickly to the 911 call, obtained a search warrant and removed multiple weapons and ammunition from the suspect’s residence.

The suspect was arrested and charged with assault in the first degree. 

We couldn’t have done it without the diligent and extraordinary teamwork of our Criminal Investigations Unit, Special Emphasis Team detectives, and Patrol Officers.

In the second incident, Shoreline Police officers responded to a call about a man brandishing a gun at a bar in the 14500 block of 15th Ave NE. 

Thanks to the quick response and coordination of Shoreline officers, they were able to arrest the suspect and impound his vehicle for further investigation. With the assistance of the Criminal Investigations Unit and a Patrol Officer, a search warrant was executed, and the following items were seized:
  • 2 handguns (1 stolen)
  • Ammunition
  • Crystal Meth
  • Fentanyl Powder (59 grams)
  • Heroin
  • MDA Powder
  • 60 Fentanyl Pills (M30’s)
Police arrested the suspect and impounded his vehicle.

One man crime spree ends after suspect tracked by aircraft and arrested by Seattle police

Seattle Police took a suspect into custody following a series of crimes that left one man with a gunshot wound late Wednesday night, May 10, 2023.

Just before 12am, a homeowner in the Windermere neighborhood on Lake Washington in north Seattle called 911 after a family member found a man in their house. 

While on the phone, the victim saw their vehicle drive away from their house and noticed a purse was also missing from inside the residence.

The homeowner told officers a small tracking device was attached to a set of keys inside the missing purse. Using information from the device, the victim updated police with the location of their stolen car.

While officers worked to find the suspect and stolen vehicle, a road rage incident was reported in the 3000 block of NE 140th Street just after midnight. The suspect vehicle in the incident matched the description of the homeowner’s car taken during the burglary.

Around 12:30am, police received a report of a man shot as he sat in his vehicle at 3rd Avenue NW and NW 75th Street. Officers arrived and found the victim with a non-life-threatening gunshot wound and damage to his vehicle caused by gunfire. 

The description provided by the victim also matched the vehicle stolen in the burglary. The victim was treated by Seattle Fire at the scene, then transported to Harborview Medical Center for further evaluation.

With assistance from Washington State Patrol aircraft, officers located the stolen vehicle and suspect in a Queen Anne neighborhood. However, the suspect refused to comply with commands and ran from police.

Additional patrol units arrived and set up containment as police on foot tracked the suspect. Officers found the man hiding in the backyard of a residence and took him into custody.

Police found evidence of a shooting and recovered the homeowner’s purse inside the stolen vehicle. Two officers sustained minor injuries during the foot pursuit and were evaluated by Seattle Fire.

The 59-year-old suspect was transported to the King County Jail and booked for investigation of assault and burglary.

Shoreline, Washington, man sentenced to 51 months in prison for illegal possession of ammunition

Seattle – A 45-year-old Shoreline, Washington man was sentenced Tuesday in U.S. District Court in Seattle to 51 months in prison for unlawful possession of ammunition, announced U.S. Attorney Nick Brown. 

Rustam Yusupov pleaded guilty in February 2023, following his arrest in March of 2022. At Tuesday’s sentencing hearing U.S. District Judge John C. Coughenour said the prevalence of guns on the streets is leading “to a bloodbath in this country.”

“Washington State is a pioneer in Red Flag laws designed to keep firearms out of the hands of those who pose a danger,” said U.S. Attorney Nick Brown. 
“We will never know what motivated Mr. Yusupov to bring high powered firearms and sniper rifles to a downtown hotel. This prosecution means his arsenal has been surrendered to police, and he remains prohibited from purchasing more firearms in the future.”

According to records filed in the case, Seattle Police Officers were called to a downtown Seattle hotel room on March 10, 2022, with reports of a distraught man asking the hotel staff for assistance. When the officers went to the hotel room, they noted that furnishings had been over-tuned, with the mattress moved to block the door. Police found two firearms in the room – including a “ghost gun,” -- a firearm without a serial number.

Due to his agitated state, Yusupov was transported for medical attention. As officers were preparing to leave the hotel, a staff member working in the garage alerted them to weapons he had seen in Yusupov’s car. 

In the car were multiple firearms – including two additional “ghost guns.” 

In all, police recovered:
  • FMK Firearms Model AR-1 Extreme 5.56 NATO caliber rifle.
  • Aero Precision Model X15 5.56 caliber pistol.
  • Ruger Model 5.7 5.7x28mm caliber pistol.
  • Ruger Model 18029 Precision 6.5mm Creedmoor/.308 Winchester Caliber rifle.
  • Kel-Tec Model Sub 2000 9x19mm caliber rifle.
  • A North American Arms Corp. Derringer .22 revolver.
  • Two Polymer80 9mm caliber pistols with no serial number.
  • A skeletonized AR-15 5.56 NATO caliber pistol with no serial number.

In his plea agreement Yusupov admits that he is the subject of a domestic violence protection order. He had been ordered by King County Superior Court to surrender all his weapons. In March 2020 and again in May 2021, Yusupov was ordered to surrender his firearms and had signed paperwork and informed law enforcement that he no longer possessed any firearms.

When law enforcement went to search Yusupov’s home, they found the walls smeared with blood. Testing revealed that it was the blood of a dog. A dog was also found in the home in a kennel, badly malnourished. It was taken to a shelter for care.

The search of the home resulted in the recovery of two inert grenades; a container for 120mm rocket projectiles; hundreds of rounds of assorted ammunition (both handgun and rifle caliber), including 600 rounds of Israel Military Industries 5.56mm caliber ammunition; multiple handguns and rifle magazines (some loaded); assorted pistol slides; a ballistic vest with rifle plates; a bolt-action rifle; and assorted firearms accessories and firearms parts.

Yusupov is forfeiting multiple firearms and ammunition to the government.

The case was investigated by the Seattle Police Department and the Bureau of Alcohol, Tobacco, Firearms, & Explosives (ATF).

The case was prosecuted by Assistant United States Attorney Todd Greenberg.

Update from Bothell Police: 5 armed juveniles arrested in Shoreline were wanted for a string of armed robberies

Shoreline Police, assisting Bothell Police, captured all five suspects after they crashed their vehicle at 183rd and Sunnyside Ave in Shoreline and four of them fled into residents' backyards.

Bothell Police released current details.

At 3:25am on Wednesday, April 26, 2023, three Bothell Police Officers in two patrol vehicles were involved in a pursuit of a vehicle used in a string of overnight armed robberies across King County.

Bothell Police Patrol Officers first spotted the vehicle near the intersection of NE 145th St and Juanita Woodinville Way NE. The pursuit continued onto westbound SR 522/Bothell Way.

During the pursuit, multiple shots were fired from the suspect vehicle. No officers or bystanders were injured. Officers did not return fire.

The pursuit ended when the suspects ditched the vehicle in Shoreline and fled on foot.

By 9:00am, with the assistance of multiple agencies, five suspects were under arrest, and taken into custody by Bothell Police.

The suspects are all juveniles, ranging in age from 15 to 17 years old. Three of the suspects are male, two are female. All were transported to the King County Juvenile Detention Center.

Officers recovered one stolen vehicle along with other evidence, which includes two firearms (one stolen) which were tossed into a resident's yard.

This remains an active investigation. The current charges from Bothell Police are preliminary and related to eluding, driving a stolen vehicle, and multiple shots fired from a vehicle.

The Bothell Police Department is grateful for the multi-agency partnership that resulted in the April 26 arrest of five suspects. Bothell Police Officers and Detectives continue to work closely with other agencies pursuing their own investigations, which may result in additional charges and arrests.

WinCo homicide was deliberate, not part of a carjacking - update from Edmonds Police

Victim was buying groceries at WinCo at 220th and Hwy 99 in Edmonds

The stabbing death of a man in Edmonds and theft of his car was initially assumed by Edmonds police to be a carjacking. (See original story)

Investigators, helped by multiple witnesses in the grocery store parking lot where the incident took place on April 19, 2023, were able to quickly locate and arrest 43-year-old Ian S. Bramel-Allen for first-degree murder and first-degree robbery. He was taken to Harborview with self-inflicted wounds and turned over to the custody of Edmonds Police.

The victim's vehicle was found abandoned in Seattle and was impounded for evidence.

In an update on April 27, Edmonds Police say that it was a targeted attack on the victim by the suspect, Ian S. Bramel-Allen, who only stole the white Kia Sorento after stabbing the victim multiple times.

The car had been loaned to the victim by the owner's daughter, who is also acquainted with Bramel-Allen. The victim had been allowed to use the vehicle to go to Winco for food.

A review of surveillance footage showed Bramel-Allen entering the parking lot on foot, walking over to where the victim had parked the Kia, and appearing to open a passenger side door, finding it locked.

Bramel-Allen then walked to the front of Winco and sat outside the exit. After a short time, he moved and settled behind a retail kiosk near the exit doors, out of view of people exiting the store. 

A few minutes later Bramel-Allen followed a male leaving the store into the parking lot. That unknown male was wearing similar clothing as the victim. After following him out into the parking lot and realizing it was not the victim, Bramel-Allen returned to the front of the store and again stood behind the retail kiosk.

A short time later, the victim exited the store carrying a brown grocery bag. Bramel-Allen followed him into the parking lot while keeping both hands in his sweatshirt pocket(s). Bramel-Allen maintained a distance of approximately 20-30 feet behind the victim as they walked. 

When the victim got within a few feet of the Kia Sorento, the car's lights flashed, apparently unlocking. Bramel-Allen then ran at the victim and attacked him. The attack continued for approximately eighteen seconds before BramelAllen, and the victim separated. 

The victim collapsed on the ground in the parking lot. Bramel-Allen returned to the Kia Sorento, got in the driver's seat, and backed out of the parking spot. Bramel-Allen drove past the victim, still on the ground, before leaving the parking. 

It was apparent the attack was not random, and Bramel-Allen appeared to have been waitingfor the victim to exit the store. 

How Bramel-Allen found the victim at the Winco is part of the ongoing investigation.

Bramel-Allen remains under guard at Harborview Medical Center in Seattle. Once medically cleared, he will be booked into the Snohomish County Jail for first-degree murder and first-degree robbery, and Theft of a Motor Vehicle.
