Edmonds Police are searching for the shooter who injured a 13 year old Edmonds boy in a drive-by shooting on Saturday, April 22, 2023 while he and a friend were walking in the 20800 block of 76th Ave W in Edmonds.

The thirteen-year-old victim suffered a gunshot wound to the pelvis and was quickly transported to Harborview where he was listed in stable condition.

He was with a 14 year old friend from Mountlake Terrace, who escaped injury. Bullets struck nearby buildings but there were no other injuries.

According to Edmonds police, the initial information revealed that this was not a random event and that the suspect(s) and victims had some connection.

The incident started just after 6:45pm on Saturday April 22, 2023.

Witnesses say that the two victims were walking along the west side of 76th Ave West. The suspect vehicle, a white truck, was driving northbound when it stopped, and a passenger exited and opened fire toward the victims. The passenger got back into the vehicle, and it fled northbound.

Evidence left at the scene indicates two handguns were likely used in the assault.

The suspect was described as an unknown race male wearing a black hoodie sweatshirt, black sweatpants, wearing a mask.

The suspect vehicle was described as 2000-07 white Chevrolet Colorado 4-door with custom black and silver rims, a hardshell white truck bed cover, and a white decal across the top of the windshield

The public is advised not to approach and instead call 911 if they see the vehicle or possible suspect. Edmonds PD detectives responded and took the lead in the investigation, collecting evidence and interviewing witnesses.

If the public believes they have video surveillance or any other information that may assist, they are asked to call the police non-emergency line, 425-407-3999 or email policetips@edmondswa.gov

Police say mail theft is on the rise

Friday, April 21, 2023

Mail theft is on the rise
According to Lake Forest Park Police, our area has been experiencing an increase in mail theft.

This is clearly a crime of opportunity, where suspects look for gift cards, checks, credit cards, cash, or documents that can facilitate ID thefts.

Suspects target not only traditional mailboxes but also locking ones and cluster box units.

Steps you can take to reduce your risk:

  1. Make sure that you collect your mail every day,
  2. don’t leave mail in the box overnight, and
  3. if you are going on vacation, either arrange for a neighbor to collect your mail or ask the post office to hold mail.
  4. When sending mail, don’t place it out for the mail carrier but drop it off at the post office — a red flag tells everybody that there is mail in your box!

"Although we are conducting extra patrol — especially during evenings and nights—and we are actively working with USPS Investigators, we urge our citizens to call 911 if they notice somebody spending time at or near mailboxes or following a mail carrier."

Edmonds Police Department, with assistance from Seattle Police and alert community members, were able to locate and arrest 43-year-old Ian S. Bramel-Allen for first-degree murder and first-degree robbery.

Bramel-Allen was wanted for stabbing a 37-year-old man to death in a parking lot at the WinCo business complex 21900 Hwy 99 in Edmonds on April 19, 2023 and stealing his vehicle before fleeing the scene.

The vehicle was found abandoned in Seattle early Thursday morning and was impounded for evidence.

Bramel-Allen was spotted a few hours later in the area. He initially fled from Seattle Police officers before being taken into custody after a short foot chase. He was taken to an area hospital for self-inflicted wounds and turned over to the custody of Edmonds Police.

The original incident occurred shortly before 8:45pm when the victim walked from a nearby store to his vehicle. Responding officers provided medical treatment to the victim until fire/EMS arrived, but unfortunately the victim succumbed to his injuries before being transported from the scene. Multiple witnesses provided officers with crucial information about what had occurred.

Investigators have determined this was likely not a random attack and are still investigating how the victim and suspect knew each other and why they were together at this location.

Anyone with information about the incident or Bramel-Allen's whereabouts before or after the incident can contact the Edmonds Police Department via email at policetips@edmondswa.gov or by calling the Edmonds Police department.

Officers located subject a few days later standing in front of the house. Subject refused to comply with officer’s commands after being told he was under arrest. Officers used “Bola Wrap” restraint device to safely take subject into custody.

A resident on 38th Ave NE called 911 to report an in-progress burglary at his residence. He was off-site and watching it via surveillance cameras. It turned out to be an attempted burglary and Criminal Trespass 2nd. The subject was scared off by an alarm and unrelated sirens from a passing Fire Department vehicle. Five patrol vehicles responded and were in the area until around 1830 hrs. The reporting party provided high quality surveillance video of the suspect. In piecing together the timeline of events, it appears the suspect then went next door to another residence, on 38th Ave NE, kicked in the door, and burglarized the home. Based on the investigation, the suspect had a partner and/or vehicle in the area. The suspect then crossed the street to another residence on 38th Ave NE and entered through an unlocked front door where he encountered the residents. The homeowner said they told the suspect to leave, but then felt bad and called him back in. This would have been about the time police units were in the area looking for him. They asked if he needed help, to which the suspect replied that he was autistic. The homeowner described the suspect as very thin and heavily tattooed with additional descriptors, which perfectly matched the suspect in the surveillance video. The homeowner then offered to drive the suspect somewhere, which he accepted. He was then driven to an address in Bothell. The homeowner called the police the next morning. The investigation is ongoing.

Both officers have reached their one-year probation period!

Lake Forest Park Police Department
Notable incidents 1-26-2023

Officers responded to Kenmore to assist with a Bank Robbery. Our officers quickly located a suspect closely matching the description provided, however due to the suspect wearing a mask, the victim was unable to make a positive ID. The subject was immediately released.

Officers were dispatched to a transient causing a disturbance at Albertsons. The subject was described as “rambling” as he approached people entering the store. Officers were tied up on a hit and run traffic accident at the time of this call. Upon arrival the subject had left the area and was unable to be located.

Officers located a severely damaged vehicle parked on the side of the road. The vehicle had struck several trees and became undrivable. Officers determined the vehicle was reported stolen and the license plate on the vehicle was also reported stolen from a different vehicle. No driver was located.

Officers were dispatched to a subject drinking alcohol in the bathroom at the Ross department store in Town Center. The subject had also been in verbal confrontations with employees and customers. Subject escorted from and trespassed from Ross. Same subject later contacted at Rite Aid “huffing” a can of duster. Subject was then trespassed from the entire mall area. A short time later the same subject was reported to be exposing himself to customers around the Starbucks. The reporting party did not want to assist further. Subject was then observed getting on metro bus towards Seattle.

Officers responded to stolen vehicle report. Victim stated their vehicle was stolen overnight. 12-gauge shotgun with 150-200 rounds and 150, 9mm rounds were in the trunk of the vehicle. Vehicle located later that day in Bellevue, undriveable, with bullet holes in windshield. The weapons have not been located.

Officers responded to mall for an unwanted subject. Caller reported a subject was attempting to bathe in the bathroom on the lower level and had flooded the area. The subject was contacted and determined to have been recently arrested for burglary. Subject trespassed from mall property.

A victim reported sending nude photos of himself online. The recipient of the photos then demanded money to not publish photos publicly. The victim sent money, and the subjects demanded more. The victim was advised to shut down his accounts. The suspects are believed to be based in a foreign country.

LFP Crime Watch volunteers reported seeing a male acting suspiciously at Horizon View Park. Officers and a Navigator made contact and discovered the subject was homeless with several medical issues. The Navigator then spoke with the subject offering him resources.

A subject ran up behind an officer as he was sitting in his vehicle. The subject screamed obscenities at the officer and demanded “his money back”. Subject likely has some mental health issues. Subject walked away from contact without further incident.

Officers responded to a shoplift of clothing from Rite Aid, subject described as 6’04” wearing a camo hat and a Hawaiian shirt. The suspect was easily located at Nektr Juice Bar and taken into custody. Officers indicated the subject may have mental health issues. The subject had been contacted in the past, on several occasions. He was issued a citation for theft and released.

Officers have recently had multiple contacts with a subject well known to them for over 15 years. The subject resides in a group home within the city. This subject had been moved from his previous group home due to multiple incidents of violence and criminal behavior. He has recently moved back into the city and continues to cause issues within the group home.

Officers located a vehicle in the mall parking lot with stolen license plates. Officers conducted a traffic stop on the vehicle once it left the parking lot. The driver was determined to be the legal owner of the vehicle, however he also admitted to stealing the license plates that were on it.

Local restaurant robbed at gunpoint twice

Nara Chinese Restaurant

By Diane Hettrick

Nara Chinese Restaurant, 15033 Aurora Ave N, Shoreline, WA 98133, has been hit by violent robbers twice in the past few months.

The Kim family, Insuk and Young Jin Kim, have owned and operated the popular restaurant for 16 years. After the most recent robbery they took only a day to recover and reorganize the ransacked restaurant. They were back in business the next day.

They had a surveillance system but after two robberies, they are upgrading to equipment that takes high resolution pictures and putting new locks on their restaurant.

Their daughter, Nara Kim, asked for community support for her family, and set up a GoFundMe page which raised enough money to cover their expenses. The page is no longer accepting donations.

She wrote a heartfelt account of her distress at being far away at school, and unable to help her parents. (see her reports here

Besides the Nara Chinese Restaurant at 150th and Aurora, Shari's at 15252 Aurora Ave N, Shoreline, WA 98133 was also recently robbed. Police are confident that the robberies are not related and are continuing to work all three  cases.

Although the fundraiser is closed, Nara says you can still help her parents. "If you are feeling like going out in the near future for food, I ask that you consider ordering from our restaurant to support my parents."

The restaurant, open from 5pm to 2am, accommodates dine-in, take-out, and delivery through multiple services - GrubHub, Seamless, UberEats, Postmates. Food is served until 1am and the bar is open until 2am.

They serve a full Chinese menu but also have dishes from Korea, and Japan.

They apparently do not have their own website, but the menu and prices are listed on the delivery services' webpages (GrubHub, for example)

C.E. Computer has been in business for 10 years in Shoreline

Chris Esponda, owner of the C.E. Computer Repair at 20001 Aurora Ave N Suite E, Shoreline, WA 98133 across from Aurora Village, has closed his shop while he recovers from brain injuries suffered in a horrific attack on December 30, 2022.

He was just leaving his shop after hours when he was attacked by a mugger who apparently was looking for money to buy drugs at a nearby cannabis shop.

The mugger, screaming racial slurs, attacked him repeatedly, so violently that Chris has a brain bleed, seizures, and might need surgery for internal injuries. He has moved in with family while he recovers.

Chris asks for patience while he contacts
clients with devices in the shop.
I’m so very grateful for your business and support these past ten years as I built C.E. Computer Repair from the ground up, and I look forward to providing you again with computer repair services as soon as I am able.
Unfortunately, however, it looks like that could be at least several months or longer. I thank you so much for your patience as I reach out to those of you with devices currently in the shop being repaired.
For those who have asked how you can offer support, thank you from the bottom of my heart. My community has started a GoFundMe to help with my recovery and I’m grateful to anyone who is able to contribute or share around:

Upon arrival the initial crew encountered heavy fire spread in the attic of the building. They aggressively attacked the fire, but due to the fire growth prior to their arrival they had to operate defensively. The ladder truck was used to allow the Firefighters to flow water directly on the fire from above and in a safer manner.

Unfortunately, one of our Firefighters sustained a knee injury requiring an evaluation at the hospital.

Fire vehicles filled the street

Shoreline Fire vehicles filled the street. At least three trucks had hoses on the fire, while aid cars stood by.

After they could examine the scene, Fire investigators quickly determined that the fire was arson and put up notices around the site. A reward of $10,000 is being offered for information.

AG Ferguson pursues funding for organized retail crime unit

Friday, November 25, 2022

Attorney General Bob Ferguson announced that he is pursuing funding from the Legislature to establish an Organized Retail Crime Unit in his office.

Organized Retail Crime involves a group of individuals that steal products not for their own personal use, but to resell them for a profit.

This does not include general retail crimes like petty theft, shoplifting or poverty-driven crimes.

Ferguson convened an Organized Retail Crime Task Force this year to improve coordination and collaboration among law enforcement agencies to address these multi-jurisdictional crimes that endanger employees and cause significant economic harm to our state.

The Task Force is focused on sophisticated, organized crime rings that account for almost $70 billion in retail losses across the country. More than 100 individuals attended the first Task Force meeting, including retailers, workers, small business owners and state, local and federal law enforcement.

A consistent message at the meeting was the need for additional resources to address these sophisticated crimes.

Kenmore break in.

The Organized Retail Crimes Unit will be able to assist with investigations — including coordinating them across multiple jurisdictions — and deploy resources where they are most needed.

The unit will also be able to prosecute cases referred the office by county prosecutors. Without such a referral, the Attorney General’s Office has no jurisdiction over criminal matters.

“Washington law enforcement agencies have limited resources to tackle these sophisticated crimes,” Ferguson said.
“A modest investment in a centralized statewide organized retail crimes unit will hold criminals accountable and deter crimes which cause significant economic harm to our state.”

“As the retail industry continues to recover from the pandemic, there has never been a more critical time in Washington state to address the growing impacts of organized retail crime on public safety and the safety of our customers and retail employees,” said Renée Sunde, president and CEO of the Washington Retail Association.

“Funding the unit is an important part of a multi-pronged approach to coordinate the efforts of state and local law enforcement, prosecutors, retailers and policymakers at multiple agencies and levels of government.”

“Organized retail crime harms workers in communities across our state,” said Faye Guenther, president of UFCW 3000. “A centralized unit in the Attorney General’s Office focused on combating this problem will improve the lives of Washingtonians.”

UFCW 3000 is the largest UFCW local union in the country with over 50,000 members working in grocery, retail, health care, meat packing, cannabis and other industries across Washington state, northeast Oregon and northern Idaho.
