Homicide investigation in Richmond Beach with suspect in custody

On Wednesday June 29, 2022, King County Sheriff’s Office Deputies were dispatched to a welfare check at a residence around NW Richmond Beach Rd and 20th Ave NW.

Deputies subsequently arrested a 29-year-old male for investigation of homicide. The victim is a 70-year-old female.

The investigation is still active and ongoing.

Burglar found hiding in Shoreline home

On Saturday, June 25, 2022, Shoreline PD responded to a burglary in progress with an unknown man inside the house.

The R/P found the backdoor to the attached garage was broken into and he could hear noise coming from the basement storage room just off the garage. He called 911 after he opened the basement door and found an unknown subject hiding deep inside.

When officers arrived on scene they found the suspect in the far corner of the basement area where the ceiling was low. The suspect was completely covered under everything he could find in the basement to conceal himself.

Officers had to move items in order to get to the suspect. The suspect was placed into custody without incident. It is unknown how long the suspect had been hiding in the basement and when he actually broke into the garage. The suspect was arrested for Residential Burglary

The location of the incident was not disclosed.

Saws stolen from fire department truck

Two chainsaws, a cut-off saw and two sawzalls with their batteries were stolen from a fire department truck parked in front of a home Tuesday evening where fire was responding to a medical cal.


They should have the fire logo and SFD etched. Or, missing paint where our logo was.


Call 911 if you see a variety of saws being sold on local sites or in pawn shops.

PLEASE be on the lookout! Yesterday early evening while we were taking care of a patient on a medical call, someone decided they needed our very expensive and necessary fire equipment more than us.

Our engine was parked right outside the address.

We have taken security steps to decrease the chance of this happening again.

Please call 911 if you see a variety of saws being sold on local sites or in pawn shops.

Shoreline deputies capture burglar after K9 search of tracks and trees

On Friday, June 24, 2022 Shoreline Deputies were dispatched to an interrupted Residential Burglary in the area of NW Highland Dr in the City of Shoreline, WA. 

While en route, Deputies were advised that a homeowner confronted a burglar in the kitchen of their home and chased them out of the house.
 
K9 Deputy Dallon, his K9 partner “Kota,” and Deputy Hunt arrived on scene and tracked the burglar to a ravine west of the property that dropped off to the railroad tracks below.
 
Responding deputies quickly locked down the area and began searching the tree line. Homeowners directed deputies to foot trails in their complex leading to the beach and deputies covered miles of railroad tracks for almost two hours. 

Deputies located the suspected burglar hiding in the tree line. He was found to be in possession of items take from the burglarized home.
 
Those items were returned to the owner and the burglar was booked into the King County Jail. 

We realize that this is not always the successful outcome for victims in the city of Shoreline, and we wish we could solve all of our crimes, but our Deputies will continue to follow investigative leads and fight crime where law allows.
 
It should be noted, that success of this arrest would not have happened had homeowners and the immediate community not been involved.

Two die of gunshot wounds at private party on N 145th

Seattle Detectives are investigating after two people were shot and killed at a private party in Bitter Lake on Saturday night. 

At 10:13pm on Saturday, June 25, 2022 Seattle police responded to the 900 block of N 145th Street for reports that a person had been shot. Arriving officers located a 26-year-old man with fatal gunshot wounds, and a 30-year-old man who had also been shot. Officers and Seattle Fire Department medics attempted life-saving measures on the 30-year-old man, but he also died at the scene. 

Police interviewed several witnesses and event attendees and identified a possible suspect. 

Approximately two hours after the shooting, police took the suspect into custody at the North Precinct. Seattle Homicide Detectives will interview the suspect and continue to investigate. 

Members of SPD’s Crime Scene Investigation Unit responded to process the scene for evidence.

AG Ferguson locates 387 sex, kidnapping and homicide offenders in Washington who owe DNA, and collects DNA from 102 so far

OLYMPIA — Attorney General Bob Ferguson today announced that his lawfully owed DNA project identified 387 sex, kidnapping and homicide offenders still living in Washington who illegally failed to provide DNA samples after their criminal conviction. 

Of these 387 individuals, the Attorney General’s Office already collected 102 new DNA profiles, including:5 new DNA profiles from individuals convicted of homicide;
  • 10 new DNA profiles from individuals convicted of kidnapping; and
  • 88 new DNA profiles from convicted sex offenders. 
(The previous phase of this project collected DNA profiles from registered sex offenders. This phase focused on sex offenders who are not required to register.)

All 102 new profiles were added to CODIS, the national DNA database.

This is the second phase of Ferguson’s lawfully owed DNA project. In May, Ferguson announced that his office completed the collection of lawfully owed DNA from currently registered sex offenders across the state, resulting in 372 new profiles in CODIS.

The Attorney General’s Office estimates that thousands of convicted violent offenders in Washington needed to submit a DNA sample as a condition of their sentence but failed to provide one. Ferguson’s office is committed to working with law enforcement to collect all of them, if feasible.

“DNA helps solve cold cases and can exonerate individuals wrongfully convicted,” Ferguson said. “Out of respect to victims and survivors of crimes, and for the rule of law, this work must be done.”

Lawfully owed DNA is defined as a DNA sample from a qualifying criminal offender who should have their sample in CODIS, but from whom a sample has never been collected or submitted to a lab for testing. 

Washington law requires all offenders convicted of a felony, certain gross misdemeanors and all currently registered sex and kidnapping offenders to provide a DNA sample. Some fail to comply with this part of their sentence. The Attorney General’s lawfully owed DNA project aims to identify and collect these legally required samples. Ferguson’s office is working with local law enforcement around the state to collect DNA samples from offenders who still owe samples.

Locating offenders who still owe DNA

The Attorney General’s Office located offenders who still owe DNA using a multi-step investigative process. There is no centralized database for locating these offenders.

First, Attorney General’s Office Sexual Assault Kit Initiative (SAKI) investigators analyzed data on offenders who still owe DNA, provided by the Washington State Department of Corrections and Washington State Patrol. 

Working with State Patrol, AGO investigators confirmed which of these offenders already have a DNA profile entered into CODIS. Investigators also analyzed offenders’ conviction history to confirm that the offenders owe DNA.

Then, investigators used numerous databases to confirm that the offender is still located in the state and still able to provide a sample — and to find the last known contact information for the remaining offenders.

Investigators then sent letters to offenders asking them to report to their local law enforcement to provide a sample. Attorney General’s Office staff will conduct additional direct outreach to individuals who do not respond to the letter, as well as working with local law enforcement to contact those individuals.

Refusing a legal request to provide a DNA sample is a violation of state law.

Background on the project

Ferguson launched the lawfully owed DNA project in October 2019. The project is a partnership with the U.S. Department of Justice and local law enforcement aimed at identifying and collecting court-ordered DNA samples. Collected samples are entered into CODIS, where they can be used to help identify the perpetrators of unsolved rapes, murders and other crimes.

Every state requires that individuals convicted of certain crimes, including violent crimes and sex offenses, among others, must have a DNA sample taken to be submitted to CODIS. Courts order individuals to submit their DNA as a condition of their sentence. Jails, correctional facilities and local law enforcement are responsible for collecting the samples and submitting them to the Washington State Patrol Crime Lab. The Crime Lab enters the DNA profiles into CODIS.

There is currently no statewide, uniform process for collecting DNA samples from offenders. Currently, the practices for collecting court-ordered DNA samples vary between counties, and can result in samples not being collected. 

The Attorney General’s Office Sexual Assault Forensic Examination (SAFE) Advisory Group first recommended in 2019, and again in 2021, that local jurisdictions establish consistent protocols to help ensure court-ordered DNA is collected.

Investigators and prosecutors rely on samples in CODIS to help solve cases and bring justice to victims. When DNA is collected at a crime scene, it is tested by the crime lab and checked against the CODIS database. 

Sometimes the DNA profile that was collected as evidence matches a profile in the CODIS database, which is called a “hit.”

These new “hits” can help identify repeat offenders, link cases across the country, shed new light on cold cases and provide answers to crime victims and their families. DNA evidence can also exonerate individuals who were wrongfully convicted.

The lawfully owed DNA project is part of Ferguson’s initiative to help the state clear its backlog of sexual assault kits and bring justice to survivors. More information about this initiative is available on the Sexual Assault Kit Initiative website.

Shoreline police arrest robber

On Wednesday, June 8, 2022 around 12:20pm Shoreline Officers Ramsey, Jurado, Tseten and Welch responded to a robbery in progress at a bank located in the 20500 block of Aurora Ave N.
 
The 911 caller reported that a subject attempted to take a female's purse and money pouch while she was inside the bank. The victim was struggling to retain both items from the suspect.

Officer’s Ramsey and Welch contacted the victim and witnesses at the bank who described the suspect as a black male wearing black sweats and a black backpack walking southbound on Aurora Ave N.

When Shoreline Officers Jurado and Tseten arrived in the area at approximately 12:31pm, they saw a subject walking southbound on Aurora Ave N who matched the description of the suspect given over their police radios.

The subject was contacted and detained at N 192 St and Aurora Ave N, just a few block south from the bank.

The victim was brought over to subject’s location and she positively identified him as the person who attempted to take her purse by force.

The suspect was placed into custody and booked into KCJ for Robbery 2nd Degree.

Armed carjacking at Northgate Thursday leads to police manhunt in Lake City

On Thursday, June 2, 2022, Seattle Police tracked a group of violent carjackers from Northgate to Lake City and captured one of them. The others escaped by going into the Thornton Creek ravine.

7pm 
On Thursday, June 2, 2022 at 7pm, an armed carjacking occurred at N Northgate Way and Stone Ave N. The victim had been robbed at gunpoint and his Dodge Dart was stolen.

Officers responded to the area to search for the victim’s vehicle. 

7:30pm
At about 7:30pm, residents of an apartment complex in the 11300 block of 8th Ave NE called 911 to report seeing / hearing shots fired, associated with three vehicles in the parking lot.

The callers reported multiple suspects surrounding the vehicles. One of the vehicles was described as a Land Rover (possibly associated with a previous incident) and the suspects were reported to be removing the plates from the vehicle.

Officers responded to the scene but two of the three suspicious vehicles were gone, along with the suspects. The lone vehicle left behind turned out to be the Dodge Dart from the N Northgate Way/Stone Ave N carjacking.

10pm
At 10pm, a witness to the 7:30pm incident reported that suspect vehicles involved in the shooting and carjacking returned to the same parking lot where the incident occurred. Reporting party reported hearing the suspects screaming and another gunshot. Vehicles involved were reported to be stolen and had no plates. 

Officers responded and began setting up containment around the parking lot the suspects were hanging around in. Just prior to making contact, the suspects left in two of the involved vehicles. Officers located one of the suspect vehicles and attempted to pull the vehicle over. The vehicle fled. 

Due to the immediate threat to the public presented by these armed suspects, officers initiated a pursuit. 

The suspect crashed into a parked car in the area of 115th St NE / 30 Ave NE in Lake City. Three suspects fled on foot. 

One suspect was located and taken into custody. A firearm was recovered. 

Containment was set up and K9 responded to assist. K9 conducted a track from the crash scene and recovered evidence. 

Neighbors reported a large and prolonged police response with police vehicles slowly patrolling the streets for an hour. Air support was not available.

The K9 unit tracked the suspects to a large very heavily wooded ravine around Thornton Creek. After an extensive search the other two suspects were not located. Gun Violence Reduction Unit (GVRU) responded and assisted officers in processing the scene.

Shoreline police officer spots and captures robbery suspect


On May 24, 2022 just after 6pm, Shoreline Police Officers were dispatched to a robbery that just occurred at a convenience store in the 19900 block of Ballinger Way.

The suspect came into the store and asked to look at an item in the counter showcase. As the employee (victim) bent over to open the showcase the suspect sprayed him with pepper spray.
 
The suspect stole about 250 packs of cigarettes worth about $2500 and left the scene.

Investigating officers were able to swab for DNA and lift a partial print at the scene. Security footage captured at the scene showed a white male suspect wearing blue jeans, a black jacket and a blue face mask, carrying a large black backpack.

On May 30, 2022 at 7pm, MPO Fritz and Officer Stultz were on routine patrol in the City of Shoreline at NE 205 st at the I-5 overpass when MPO Fritz noticed a male and a female subject walking westbound towards I-5 on the south shoulder.
 
The male subject was approximately 6 foot tall, wearing a dark colored jacket, dark jeans with the bottom of the jeans rolled up, gray converse shoes, and a light blue surgical mask pulled down below his nose/mouth. The male subject was also carrying a black backpack.
 
MPO Fritz instantly recognized the male subject as the suspect from the robbery that occurred on May 24th.
 
After comparing the photos of the robbery suspect to the male subject they saw walking on NE 205 St they stopped and arrested him without incident.

The suspect was booked into King County Jail for Robbery.

Shooting at graduation party in Shoreline early Sunday morning sends three to hospital

Three people were injured in a shooting at a graduation party at the American Legion Hall in Shoreline early Sunday morning.

The Legion has been renting their building for private events for the past two years. They are solidly booked on the weekends.

Very little is known about what happened because people at the party and the shooting victims are declining to speak to police.

The hall was rented for a graduation party from 5pm Saturday to 2am Sunday.

What is known is that at 2:08am Sunday morning, 911 calls started coming in reporting multiple shots fired at the Legion Hall, which is located in a very quiet neighborhood at 14521 17th Ave NE, Shoreline, WA 98155.

Police and Shoreline Fire responded and found two people with gunshot wounds. Original reports suggested that the victims were shot in the face and neck, but these were not accurate, at least for the two victims treated at the scene by Shoreline Fire.

It is possible, but not confirmed, that the shots came from people in one or two vehicles outside of the hall.

Shoreline Fire medics immediately transported the victims to Harborview. They were in stable condition. A third victim was transported in a private vehicle before first responders arrived.

The victims are not providing information to police. Partygoers scattered and those that remained also declined to provide information.

The scene was chaotic. Partygoers, major police and fire response. Neighbors for three blocks around were awakened by the shots and gathered on the streets. Seattle PD came in to assist with crowd control.

Police says that this is an open case, under investigation, but difficult to pursue when no one will talk to them.

County Council approves creation of Cannabis Safety Taskforce

Legislation to create a Cannabis Safety Taskforce, sponsored by Councilmembers Reagan Dunn and Jeanne Kohl-Welles, on Tuesday passed out of the King County Council.

The legislation comes in the wake of a spate of armed robberies at cannabis shops in both King County and Pierce County, including two recent attempted robberies in Covington and Factoria that both resulted in the fatal shooting of the perpetrator. 

In Shoreline a store employee was shot during the course of a robbery, and robbers waved guns at employees during a store robbery in Lake Forest Park.

According to the Washington Cannabusiness Association, roughly 70 robberies have been recorded at cannabis retailers across the state of Washington since the beginning of 2022. 

This uptick has been widely attributed to the publicity of cases and the fact that federal banking regulations have resulted in cannabis shops operating as all-cash businesses, making them a lucrative target.

“During and since my time in the state Legislature, I have been a staunch supporter of the legalization and regulation of the medicinal and recreational use of cannabis. 
"However, the federal banking regulations that force businesses to operate as all-cash businesses have ended up endangering employees, customers and communities,” Kohl-Welles said. 
“As such, this motion serves to explore how local jurisdictions can better support these businesses, while efforts to reform banking laws at the federal level remain underway.”

The Cannabis Safety Taskforce will bring together the King County Sheriff’s Office, the King County Prosecutor’s Office, members of the cannabis industry, and local community members, tasking them with coordinating their efforts with jurisdictions across the region. 

The goal of this group is to identify resources necessary to aid law enforcement in the prevention of criminal activity targeting marijuana retailers; deepen interjurisdictional cooperation and data sharing; and coordinate emphasis patrols by law enforcement. 

The motion also requests an analysis of how the roughly $4.6 million in marijuana tax revenue that was cut from the Sheriff’s Office funding in the 2021-22 biennial budget is being used. This report is due to the Council by August 31, 2022, before consideration of the 2023-24 biennial budget.

“King County is leading the way in our state by adopting a coordinated response among law enforcement, prosecutors, regulated cannabis businesses and the broader community for responding to the current public safety crisis,” said Vicki Christophersen, WACA executive director. 
“Regulated cannabis businesses stand ready to participate as partners in protecting the safety of workers and the communities in which regulated cannabis businesses operate.”

Currently, the King County Sheriff’s Office is continuing to work with the community to address security concerns and increase its presence, including through both uniformed and plain clothes officers. This has included multi-agency and multi-jurisdictional conversations, including the Washington State Liquor and Cannabis Board, to collaborate on finding ways to prevent further robberies.

Two orca sculptures stolen from Richmond Beach Saltwater Park entrance - one recovered - one still missing


UPDATE: Thanks to the eagle eye of a community member, one of the orcas was discovered in a culvert/ditch near Boeing Creek. Please be on the lookout for the other. We hope it might also be around the Boeing Creek Park and trails in the area.

Sometime between Friday evening on May 14, 2022, and Sunday, May 15, 2022, two of the community’s beloved Beach Orcas art pieces were stolen from their posts at the entrance to Richmond Beach Saltwater Park.

The individual(s) that made the decision to steal from our Richmond Beach community may be rethinking that decision in the light of day, and since this is a "small town" of caring and concerned neighbors who love to talk, it is unlikely that this theft will go unsolved for long.

Since these are valuable pieces of commissioned art, if the orcas are not returned, we will have no choice but to move forward with an investigation, police involvement, and potential subsequent charges.

Before we start down that path, we would like to offer a “no-questions-asked” drop-off of the Orcas, regardless of their current condition.

Please deliver our orcas to the Richmond Beach Library, no questions asked.

Lake City man sentenced to 45 years in prison, 3 years after a drunken rampage left two dead and two injured

According to reporting in The Seattle Times,

A 36-year-old Seattle man was sentenced to 45 years in prison Friday for a March 2019 drunken shooting rampage in Lake City that killed two people and injured two others, including a King County Metro bus driver, who was shot in the chest.

Tad-Michael Norman, 36, pleaded guilty to second-degree murder, vehicular homicide and three counts of first-degree assault March 23, four days shy of the third anniversary of the March 27, 2019, random shooting that began in the middle of a busy intersection, court records show.

Norman's blood alcohol level was three times


Court records say Norman, who had no previous criminal history, struggled with alcoholism and relapsed on the day of the shootings after being sober for 90 days. 
He told police he had no memory of the rampage and before he was booked into jail, he was treated at Harborview Medical Center, where his blood alcohol content was measured at .287, more than three times the legal limit of .08 for adult drivers

Suspect arrested in February 2020 homicide of 7-11 store clerk; Detectives also recommend 1st Degree Murder charge for a second suspect

(Edmonds, WA) Edmonds Police Detectives have booked a twenty-six-year-old woman from Auburn into the Snohomish County Jail for the February 21, 2020, homicide of Nagendiram Kandasamy. 

Mr. Kandasamy was working his shift at an Edmonds 7-11 store on Highway 99, six blocks north of Shoreline, when he was shot and killed shortly after an armed assailant burst into the location and jumped onto the counter. 

The arrested female had been previously taken into custody during a March 15, 2020, search warrant operation in Enumclaw. Yesterday's arrest culminated in the female being booked for 1st -Degree Murder and Attempted 1st -Degree Robbery. 

Additionally, detectives will recommend charges of 1st -Degree Murder, Attempted 1st -Degree Robbery, and Unlawful Possession of a Firearm for a 25-year-old male from Enumclaw who is currently in custody on unrelated charges at the Pierce County Jail. This male had also been taken into custody during the March 2020 operation. 

Detectives worked closely with the Snohomish County Prosecutor's Office as they navigated through their investigation. The complex case has involved countless hours of work, including search warrants and the forensic analysis of evidence. 

While the COVID pandemic crisis provided some limitations or delays, the case remained the highest of priorities for the Edmonds Police Department. In doing so, they solicited the assistance of the Snohomish County Violent Offenders Task Force, who worked extensively to locate the suspect. 

However, on April 6, 2022, the female suspect was arrested by Auburn Police, who located and arrested her during a traffic stop. 

Statement from Chief Michelle Bennett: "The cowardly act that took the life of Mr. Kandasamy left a profound impact on his family and our community. 
"From its first moments, the women and men of Edmonds PD worked tirelessly towards putting this case together and taking a violent suspect off the street. While our detectives led the investigation, they had assistance from several law enforcement partners. This was a total team effort. 
"We will continue working with the prosecutor's office to support their prosecution of the dangerous suspects. These arrests and charges are not a conclusion, but they bring us closer to providing justice for the Kandasamy family."

"The prosecutor’s office didn’t have enough time to prepare the charging documents, so they had to let her go – for now. Edmonds police say they are confident they have a case ready for court. Now, detectives and prosecutors have a little more time to make sure they can prove their case and provide answers to two years of pain."

Arson fire destroys playground equipment at Echo Lake Park

Just after midnight on Friday, April 1, 2022, Shoreline Fire was dispatched to Echo Lake Park to extinguish a fire in the playground.

The heat of the fire has compromised the structure such that a complete replacement will be needed at an estimated cost of $200,000. The play area has been cordoned off and will probably not be restored until summer.

The Parks department and Shoreline police are on the case.

The playground was designed for use by preschoolers and was a popular destination year round.

The Seattle Times: Shoreline man charged with premeditated first-degree murder

The Seattle Times has published a follow-up to the story about the Shoreline resident who brutally murdered his girlfriend.

King County prosecutors say a 41-year-old Shoreline man lured a woman to his apartment Saturday night with the intention of killing her and fatally attacked her with a hatchet, bongo drums and bolt cutters.

Tyrone Wells was charged Wednesday with premeditated first-degree murder, accused of killing Randee Rios, 32, who suffered multiple blunt- and sharp-force injuries to her head early Sunday, charging papers say.

In addition to a deadly-weapon enhancement, the charges allege the aggravating factor that Wells’ conduct manifested deliberate cruelty to Rios, which if proven, could justify a sentence above the standard sentencing range.

The crime happened in his apartment on Linden Ave N.

The Seattle Times: Shoreline man turns himself in after killing roommate

According to reporting in today's The Seattle Times, a resident of the Linden Highlands Apartments called 911 to report that he had killed his female roommate.

"The man called 911 at 7:21 a.m. Sunday and met police officers in the parking lot of the Linden Highlands apartments, located in the 17500 block of Linden Avenue North, says the probable-cause statement outlining the sheriff’s case against the man. 
"Officers noticed he had blood on him and then located the woman’s body in the man’s apartment.

"The woman appeared to have suffered a severe head injury and detectives found an ax and large bolt cutter in the apartment, both covered in blood, the statement says."

Names have not yet been released. The man is being held on held on investigation of homicide and bail is set at $5 million.

Suspect arrested for Lake Forest Park cannabis dispensary armed robbery; second suspect at large

On January 21, 2022, at about 10:52pm patrol officers from the Lake Forest Park Police Department were dispatched to an armed robbery that had just occurred at the Mr. Greens cannabis dispensary in the 15000 block of Bothell Way NE. 
 
No physical injuries were reported. The responding patrol officers secured the scene and learned that two suspects had pointed a firearm at store employees, taken cash and store product, and fled in a vehicle. A detective and the King County AFIS unit were called out to assist with interviewing witnesses and gathering physical evidence from the scene. 
 
A fingerprint hit from the scene positively identified Marcus Chaney as one of the suspects. Detectives learned that Chaney had an active warrant for his arrest issued by the Department of Corrections (DOC) for escape of community custody. Further investigation showed Chaney was possibly linked to other felony crimes in the Puget Sound area. 

Mr. Greens was robbed at gunpoint
 On March 10 the King County Prosecutor’s Office obtained an arrest warrant against Chaney for the Mr. Greens robbery. The US Marshals fugitive apprehension unit and the DOC apprehension unit took up the case to locate and arrest Chaney.
 
Chaney was located and arrested in Tukwila on March 22. In an interview with detectives Chaney confessed to his involvement with the January 21st incident at Mr. Greens. Chaney was booked into the King County Jail.
 
The second suspect in this incident remains unidentified, thus this case remains and open and active investigation. The second suspect is described as a mixed-race male, possibly Hispanic or African American, late teens, approximately 5’5” to 5’9” tall.  He was wearing a grey hoodie, a surgical mask, black sweatpants, and tennis shoes.
