Aurora Corridor, N 185th to N 205th - City construction update

Sunday, May 29, 2011

To be competitive in seeking outside funding, the last mile of Aurora (N 185th to N 205th Streets) has been broken up into two separate projects: N 185th to N 192nd Streets and N 192nd to N 205th Streets.

At its December 13, 2010 meeting, the Shoreline City Council awarded the construction contract for the N 185th to N 192nd Streets section in the amount of $8.2 million to Johansen Excavating based in Buckley, WA. The contract amount is below the City’s original cost estimate of $9.1 million. Total estimated cost for this section including construction, right-of-way acquisition, construction management, contingencies, design, and environmental is approximately $15.5 million. The City’s cost share is roughly 10% with the balance coming from funding partners at the federal, state, and county level.

Please visit the Construction Page for additional information.

The City hosted a Meet the Construction Team Open House on January 26, 2011 for the benefit of nearby businesses, tenants, and property owners who will be impacted by the project. View display boards for some of the information shared at this meeting.

N 185th to N 205th
Schedule
Initial work to install a stormwater pipe through the intersection of Aurora and N 192nd Street has been completed, traffic has been shifted to the east, and crews have begun construction on the west side of Aurora. Crews will trench to install underground utilities and will build several retaining walls due to grade changes in this area.

Other construction activities include building new sidewalks, rain gardens, landscape zones and driveways. Construction on the Rain Garden Plaza (pdf download) at the King County Metro Park and Ride on the southwest corner of N 192nd Street and Aurora will begin early and continue throughout the project.

Work is expected to begin on the east side of Aurora in mid-summer, after construction on the west side is generally complete. Finally, crews will construct medians and left- and U-turn pockets in the middle of the roadway. Work between N 185th and N 192nd Streets is expected to be complete in winter 2012, weather permitting.

Download the Design Map to see the locations of sidewalks, curbs, driveways and more.

New: Plaza and green walls
Improvements for this section of Aurora will be similar to those on the first two miles including wider sidewalks separated from the roadway by landscaping and other amenities, traffic-level and pedestrian-level lighting, and landscaped center medians with left turn and U-turn pockets.

New to this segment of the Aurora Corridor Project are “green walls” (download pdf) and a plaza that will be located near the King County Metro Park and Ride on N 192nd Street and Aurora. Green walls are walls designed to incorporate living elements such as climbing plants. Due to the change in grade at this section of the corridor, retaining walls are necessary on both the east and west sides of Aurora. To help improve the appearance of these structures, the wall design will allow low-maintenance, evergreen and deciduous plant species to grow on and cover the face of the walls. At some locations, plants will grow up over decorative steel mesh or wire panels to add a three dimensional aspect.

Underground stormwater treatment and storage systems are necessary at N 192nd Street and Aurora, near the King County Metro Park and Ride. Instead of merely covering the space with grass or concrete, the City is taking advantage of the opportunity by creating a plaza. Designers carefully considered important parameters such as creating access for maintenance vehicles, providing a safe space, preventing loitering, and thinking about future development opportunities.

The plaza will also incorporate rain gardens, planting beds, and benches. Rain gardens use water-loving plants to mimic forests, collecting, absorbing and filtering stormwater runoff naturally. Designers are also incorporating educational signs that will describe the drainage improvements along the Aurora Corridor.

HDR Engineering is the design consultant and will provide design services during construction. KBA, Inc. will provide construction management services and EnviroIssues will assist with community outreach and manage the 24-hour hotline.

N 192nd to N 205th Streets
Phase: Design/Preliminary Right-of-Way Acquisition

HDR Engineering continues design work for Aurora between N 192nd and N 205th Streets with design components similar to those of the other miles of the Aurora Corridor Project. The City has received State approval of its Right-of-Way Plan and property acquisition is underway. City staff have met with property owners to discuss the project and any potential impacts to their respective properties. Additional funding will continue to be pursued for this segment, and the City anticipates that construction between N 192nd and N 205th Streets could begin as early as the summer of 2012.

Aurora construction N 165th to N 185th - City construction update

Aurora Avenue between N 165th and N 185th Streets is currently under construction. On November 16, 2009, the City awarded the construction contract to Marshbank Construction, Inc. in the amount of $19,069,831.68. Marshbank was given formal notice to proceed with construction on January 4, 2010. The construction of this segment is anticipated to be completed the summer of 2011. Please visit the Construction Page for additional information.

Marshbank’s work is split into three distinct stages. The first construction stage shifted traffic on Aurora to the west so that construction focused on the east side. Undergrounding of the existing overhead utilities, installation of sidewalk and curbs, and initial paving were included in this first stage of work.

The contractor is finishing up stage two activities where traffic was shifted to the east side of Aurora for crews to complete the undergrounding of utilities and install sidwalks, curbs and driveways along the west side. The contractor has also begun a transition to the third stage where traffic in each direction is pushed out to the curbs and the median work as well as the landscape work will be completed.

Download the Design Map to see the locations of sidewalks, curbs, driveways and more.

The City has assembled a strong and experienced team to assist us in the construction of this section of Aurora:

HDR Engineering designed the project, and will remain on the team to provide design services during construction. In this role, HDR checks all submittals from Marshbank and is ready should any design modifications be needed due to unforeseen circumstances or changes.

KBA Construction Management performs the construction management function, which includes project inspection, testing, and budget and expense tracking.

EnviroIssues is the project community outreach team responsible for 24-hour hotline management and working with the contractor to provide early warning to businesses on changes to their frontage and access. Their charge is “no surprises” for businesses, residents and property owners in the construction zone.

Shoreline awards contract for next section of Aurora

Wednesday, December 15, 2010

City of Shoreline awards contract N 185th Street to N 192nd Street segment of Aurora contract to Johansen Excavating

--from the office of the Shoreline City Manager

At its December 13 meeting, the Shoreline City Council awarded the construction contract for the N 185th Street to N 192nd Street segment of the Aurora Corridor Project to Johansen Excavating.

The City’s original cost estimate for the project was $9.1 million. Johansen Excavating, based in Buckley, was the second lowest of nine bidders, winning the contract at $8.2 million. The lowest bidder was found to be non-responsible and its bid was rejected. Construction will begin in January, 2011. The improvements are expected to be complete by winter 2012, weather permitting.

The Aurora Corridor Improvement Project is Shoreline’s project to redesign and redevelop the three miles of Aurora Avenue N that runs through Shoreline. The City completed improvements to the first mile, between N 145th to N 165th Streets, in 2007. In January of this year, construction began on the second mile with enhancements of improved and continuous sidewalks, street and pedestrian lighting, natural storm water treatments and a landscaped center median with left- and U-turn pockets. These improvements will be completed by spring 2011.

This next segment of Aurora from N 185th Street to N 192nd Street will continue many of the same improvements found in the first two miles. New to this segment will be “green” retaining walls and a plaza located at the northeast corner of the King County Metro Park & Ride on N 192nd Street. Green retaining walls incorporate living elements such as climbing plants. Due to the topography within this segment, retaining walls are necessary on both the east and west sides of Aurora.

The total estimated cost for this segment including the construction, right-of-way acquisition, construction management, contingencies, design and environmental is $15.5 million. Shoreline’s share of those costs is about 10%, which is at a level consistent with the City’s leveraged funding for the first two miles. The other 90% comes from Shoreline’s funding partners on this project, including the Federal Government, the State and King County.

Improvements continue the City’s vision for Aurora and promote economic development, improve safety, ease congestion and enhance environmental quality and pedestrian amenities along Aurora Avenue N.

For more information, visit the project website  or call the construction hotline at 206-801-2485. Enews subscribers will receive regular construction and project updates via email. N 165 to N 185th

Traffic shift and lane restriping on Aurora (night work)
On Monday and Tuesday nights, crews will stripe new lanes on Aurora between N 165th and N 175th Streets. Traffic will be shifted east on Aurora by Wednesday morning and construction will begin on the west side of Aurora. This will be very similar to how the temporary traffic lanes were established at the beginning of the project. Two lanes of traffic will be maintained in each direction. Please drive carefully and pay attention to signage indicating where vehicles are and are not allowed to turn.

Construction beginning on the west side of Aurora between N 165th and N 175th
After traffic is shifted east, crews will set up a work zone to begin roadway excavation on the west side of Aurora. Construction on the west side of Aurora will look very similar to construction on the east side, including such improvements as underground utilities and new sidewalks and driveways. Construction will generally begin at the south end of the project area, near N 165th Street, and proceed north. Asphalt removal and roadway excavation is expected to begin late this week.

Completing driveway and sidewalk construction on the east side of Aurora between N 165th and N 175th
On Monday and Tuesday, crews will complete work on driveway entrances, sidewalks and bus pads between N 165th and N 175th Streets.

Excavation and grading on Midvale Avenue and the Interurban Trail
Next week, crews will excavate and grade Midvale Avenue and the Interurban Trail, north of N 175th Street. A single lane closure will be necessary on Midvale during the day to provide enough room to complete this work.

Joint utility trench (JUT) installation along N 185th Street
Crews will install the JUT along the south side of N 185th Street, east of Aurora. Traffic lanes will be reduced to one westbound lane on N 185th Street on both sides of Aurora to provide enough room for this work.

JUT installation, grading and curbs on N 175th Street
Crews will continue installing the JUT along N 175th Street, east of Aurora. Late this week, excavation and grading behind the existing curb on the north side of N 175th Street will begin in preparation for pouring new curbs. While lane excavation is not necessary at this time, a single westbound lane of N 175th Street will be closed between 9:00 a.m. and 3:00 p.m. to provide enough room to complete this work.

Light pole installation
Light pole installation between N 175th and N 185th Streets will occur this week.

Aurora Corridor N 165th to N 185th, week of July 11

Sunday, July 11, 2010

Paving Tuesday, Wednesday nights; single northbound lane closure on Aurora
This Tuesday and Wednesday nights, crews will lay the base layers of asphalt in the construction work zone along the east side of Aurora between N 175th and N 185th Streets. Asphalt requires time to cool, so conducting this work at night will help maintain access to businesses and side streets, including N 182nd and N 184th Streets, during the day.

A single northbound lane on Aurora will be closed at night to provide enough room to safely complete this base paving. The work zone will not be open to general traffic or pedestrians. Work is expected to begin around 8:00 p.m. and continue until approximately 6:00 a.m.

Joint utility trench (JUT) installation along N 175th
Crews will continue installing the JUT along N 175th Street east of Aurora. A single westbound lane of N 175th Street will be closed during the day between 9:00 a.m. and 3:00 p.m. to provide enough room to complete this work. JUT installation at this location is expected to take another week or two to complete.

Completing majority of concrete work N 165th to N 175th
Crews are completing concrete driveway entrances, sidewalks and bus pads between N 165th and N 175th Streets this week. Asphalt paving behind driveway entrances will occur at night on Thursday. This work is occurring at night to minimize impacts to businesses, as access may be limited. Flaggers will help direct traffic in and out of businesses.

Traffic shift between N 165th and N 175th – week of July 19
To provide enough room on the west side of Aurora to begin construction, traffic on Aurora needs to be shifted to the east. This will be very similar to how the temporary traffic lanes were established at the beginning of the project.

Crews are planning to begin temporary lane striping on Aurora between 165th and N 175th Streets at night on Monday, July 19. Some daytime prep work will occur on Tuesday, July 20, including asphalt grinding. Flaggers will help direct traffic in and out of businesses during this work.

Construction on west side of Aurora N 165th to N 175th
After traffic is shifted east, crews will set up a work zone to begin roadway excavation on the west side of Aurora. Construction on the west side of Aurora will look very similar to construction on the east side, including such improvements as underground utilities and new sidewalks and driveways. Stay tuned for more information.

Vault installation at N 185th
Vault installation will continue on the corner of N 185th Street and Aurora. Traffic lanes will be reduced to one westbound lane on N 185th Street to provide enough room for this work. After the vault is installed, crews will begin digging the JUT along the south side of N 185th Street, east of Aurora.

Light pole installation
Light pole installation between N 175th and N 185th Streets will occur this week.
