Shoreline Speakers Series: Sustainability - Wednesday Oct 24

The Comprehensive Plan Update is nearing completion, but the City is expanding the Speaker's Series to focus on topics related to Sustainability.  At this initial event, Hilary Franz will provide an introduction to the relationship between land use and broader environmental issues, and Jay Manning will share the results of the newly published report from the Governor's Panel on Ocean Acidification.  The intention of this forum and future events is to provide timely and relevant presentations about topics of interest to residents, foster discussions about local sustainability initiatives, and work collaboratively with Shoreline's environmental organizations.

Jay Manning rejoined Cascadia Law Group in 2011 after more than six years in the public sector, including two years as Governor Gregoire's Chief of Staff.  Before being appointed Chief of Staff, Jay served as Director of the Department of Ecology, Washington state's primary environmental agency, from 2005-2009.  From 1998 to 2005, Jay was a partner with Brown, Reavis and Manning (now Cascadia Law Group), a leading Pacific Northwest environmental law firm, serving as managing partner for the last two years.  From 2000-2004, Jay served as the chair of the board of directors for Washington Environmental Council, one of Washington's leading environmental organizations.  From 1983-1998, Jay was part of the Ecology Division of the Attorney General's Office, serving as the head of the 30 person legal office. Jay recently co-chaired the Governor's Blue Ribbon Panel on Ocean Acidification, which was comprised of 25 scientists, shellfish growers, and political leaders. 

Hilary Franz serves as Executive Director of Futurewise, a state-wide organization ensuring wise land use policy and planning throughout Washington State to create livable communities, protect farmlands, forests, and waterways, and promote a better quality of life for all.  She brings over 15 years of experience working on environmental, social justice, community development, local government and public policy issues.

Franz currently sits on the Puget Sound Salmon Recovery Council, the City of Seattle's Climate Action Plan Green Ribbon Commission, and the University of Washington Urban Design and Planning Council. She was appointed by the Governor to Washington State's Climate Action Team IWG on the State Environmental Policy Act and she served for two years on the Puget Sound Regional Council Growth Management Board and the Economic Development Board.

Matthew Kwatinetz will be the last in a series of speakers related to the City of Shoreline 2012 Comprehensive Plan Update.

He will make a presentation on Wednesday, September 12, 2012, 6:30-8:30pm on the topic of "Sustainability, Culture and Integrated Economic Development Strategies".

The presentation will be held at Shoreline City Hall in the Council Chambers. The presentation is free and open to the public.

Back in January, the City kicked off a speaker series on themes related to the City's Comprehensive Plan Update. Each month, a speaker presented a topic relating to a Comprehensive Plan component. 

Matthew Kwatinetz is the Managing Partner at QBL Real Estate. Matthew advises clients on projects and policy surrounding public/private finance and the development and ongoing operations of cultural real estate.

From 2002-2008, he was the developer and then Producing Artistic Director of Capitol Hill Arts Center in Seattle, and prior to that, he worked for a variety of arts, entertainment and festival organizations in producing, management and strategy. From 1999-2001, Matthew worked for the Microsoft Corporation. He has been a featured speaker for NAIOP, Great Cities Initiative, Americans for the Arts, Simon Fraser University, Net Impact, and the Centre for Policy Studies on Culture and Communities.

Matthew was also the founding Vice President of the Capitol Hill Chamber of Commerce (WA). He co-founded and sat on the Seattle Cultural Overlay District Advisory Committee, served on King County's Cultural Real Estate Task Force and on the Advisory Board of the University of Washington Commercial Real Estate Development Program. He is a Consulting Researcher at the Institute for Urban Research, working with Dr. Susan Wachter, former deputy secretary of HUD. He is Executive Director of the Center for Real Estate Policy, a NYC-based non-partisan think-tank.

Matthew received his MBA with Honors in Real Estate at The Wharton School, where he was a Martin Bucksbaum Fellow. He is a graduate of Deep Springs College and Harvard University, where he graduated with honors.

Following the presentation, attendees will be invited to mingle and share ideas with staff and other participants. These ideas will be transformed into new goals and policies for the Comprehensive Plan that will guide future decisions made by City officials and staff. The Comprehensive Plan is the primary tool used by local governments to guide decisions regarding the use of land, housing, transportation, community design, economic development, infrastructure and natural resources.

Rob Bennett, Executive Director of the Portland Sustainability Institute, will be at Shoreline City Hall on Wednesday at 6:30pm, as part of the 2012 Comprehensive Plan Update Speaker Series. His topic of Eco-Districts is part of the City's public information on the Comprehensive Plan.

Shoreline speakers series: Jenny Pell on April 12

Jenny Pell will speak on the Topic: Beacon Food Forest on Thursday, April 12, 2012, 6:30 - 8:30 pm, Shoreline City Hall - Council Chambers.


In January, the City kicked off a five-month speaker series on themes related to the City's Comprehensive Plan Update. Each month, a speaker will present a topic relating to the Comprehensive Plan component that will be before the Planning Commission. The third speaker, Jenny Pell, will focus on Food Forests. The event will be from 6:30 to 8:30 pm in the Shoreline City Council Chambers.

Jenny Pell is a permaculture designer, consultant and teacher, living in Seattle, WA. Recent projects in the Pacific NW include Seattle's Beacon Food Forest, a 7-acre permaculture project on public land right in the center of the city, a 60-acre small farms and permaculture incubator project outside Portland, OR, and most recently a 2-acre food forest and permaculture demonstration garden at Evergreen State College in Olympia.

Jenny and a group of colleagues recently launched a new venture in Seattle called Honeyscapes - designing and installing pollinator landscapes that include honeybee hives, mason bee habitat and extensive bee forage plantings for both insectaries and nectaries. Honeyscapes include beautiful hedgerows of perennial flowers and shrubs, some of them with delicious fruits, that serve many functions - habitat, pollen, bee and bird forage, berries for people, cut flowers, attracting beneficial insects, and helping increase yields in our vegetable gardens and urban orchards.

Tropical permaculture is another passion - Jenny has worked in Central America and Hawaii, and is expecting the head to Suriname this year to bring permaculture whole systems design to a series of new villages being built over the next 5 years.

Following each speaker's presentation, attendees will be invited to mingle and share ideas with staff and other participants. These ideas will be transformed into new goals and policies for the Comprehensive Plan that will guide future decisions made by City officials and staff. The Comprehensive Plan is the primary tool used by local governments to guide decisions regarding the use of land, housing, transportation, community design, economic development, infrastructure and natural resources.

This topic is related to the Natural Environment Element, which will be discussed at Planning Commission on April 5th. To see the proposed Comprehensive Plan goals, policies and analysis for this new Element, please visit the Planning Commission webpage after March 22.

On January 25, the City kicks off a five-month speaker series on themes related to the City's Comprehensive Plan. Each month, a speaker will present a topic relating to the Comprehensive Plan component that will be before the Planning Commission the following week.

The first speaker, Charles R. Wolfe, will focus on Community Design. The event will be from 6:30 to 8:30 p.m. in the Shoreline City Council Chambers.

Mr. Wolfe is a writer and contributor of articles on urban development topics to The Atlantic and The Huffington Post as well as being an attorney in Seattle where he focuses on land use and environmental law and permitting. 

He will be speaking on "The Six Urbanist Themes for 2012" as they relate to Shoreline's Vision and Community Design. He is known for his innovative use of land use regulatory tools and sustainable development techniques on behalf of both the private and public sectors to successfully redevelop infill properties.

Following each speaker's presentation, attendees will be invited to mingle and share ideas with staff and other participants. These ideas will be transformed into new goals and policies for the Comprehensive Plan that will guide future decisions made by City officials and staff. The Comprehensive Plan is the primary tool used by local governments to guide decisions regarding the use of land, housing, transportation, community design, economic development, infrastructure and natural resources.

City of Shoreline 2012 Comprehensive Plan update speaker series

On January 25, the City of Shoreline kicks off a five-month speaker series on themes related to the City’s Comprehensive Plan. 

Each month, a speaker will present a topic relating to the Comprehensive Plan component that will be before the Planning Commission the following week. The first speaker will focus on Community Design, followed by February’s speaker who will focus on Transportation. 

The January 25th event will be from 6:30 to 8:30 p.m. in the Shoreline City Council Chambers.

In the fall of 2008, the City of Shoreline began working with the community to create a Shoreline Vision for the next 20 years. More than 300 Shoreline residents participated in the process generating over 2,500 individual comments. With the community’s input, the Shoreline City Council adopted Shoreline’s Vision 2029 statement.

Throughout 2012, the City will be embarking on setting goals and creating policies that are specifically intended to support the realization of Shoreline’s vision. The speakers’ series will bring enlightening and inspiring speakers to Shoreline with hopes of growing ideas within the community that will lead to actualizing Vision 2029.

Following each speaker’s presentation, attendees will be invited to mingle and share ideas with staff and other participants. These ideas will be transformed into new goals and policies for the Comprehensive Plan that will guide future decisions made by City officials and staff. The Comprehensive Plan is the primary tool used by local governments to guide decisions regarding the use of land, housing, transportation, community design, economic development, infrastructure and natural resources.

Wolfe is an accomplished speaker and author on growth management and innovative zoning, “transit-oriented development” and brownfield/sustainable development topics. He regularly participates in regional and national seminars and serves as a reporter for the national publication Planning & Environmental Law. He is also an Affiliate Associate Professor in the College of Built Environments at the University of Washington, where he teaches land use law and a range of planning and development courses to planners and future design professionals. Recently, he was appointed as a non-voting member of the Growth Management Policy Board of the Puget Sound Regional Council.

Comprehensive Plan amendment suggestions due by December 30

Every year the City goes through a Comprehensive Plan amendment process. The annual amendment process is an opportunity for individuals to propose changes to Shoreline’s Comprehensive Plan. Suggested amendments usually address changing conditions or emerging issues.

Individuals are encouraged to propose changes to Shoreline’s Comprehensive Plan and submit them to the Planning and Community Development Department (PandCD). Application materials can be found on the City’s website on the Permits and Development Information page.

To be eligible for consideration, applications must be submitted by 5:00 p.m. December 30, 2011 to Associate Planner Steven Szafran, PandCD, 17500 Midvale Avenue North, Shoreline, WA 98133 or emailed.

Once all amendments have been received, the City Council will develop a list of amendments to be studied in February of 2012. For more information visit the City’s website or contact Steven Szafran at 206-801-2512.

City of Shoreline: Provide feedback on Comprehensive Plan Amendments

As part of the State’s Growth Management Act, the City Council creates a docket, or list, of potential Comprehensive Plan amendments that may be studied and ultimately adopted in the upcoming year. The Council adopts the docket in a public meeting, currently scheduled for April 25.

The Council is considering the following amendments for inclusion in the 2011 Comprehensive Plan Amendment docket:
  • Adding the Town Center Subarea Plan
  • Adopting Goal, Policy, or map revisions to the Comprehensive Plan based on approved changes to the Transportation, Parks, and Surface Water Master Plans and Shoreline Master Program. (Earlier this year, the Council modified the Point Wells Subarea Plan and reviewed the Aldercrest Subarea Plan.)

Suggestion Box: Shoreline's Comprehensive Plan amendments

The Comp Plan is the planning document which lays out the direction and goals for the city to follow. It is updated every year.

The annual amendment process is an opportunity for individuals to propose changes to the Comprehensive Plan. Suggested amendments usually address changing conditions or emerging issues.

To be considered, suggestions need to be in by Thursday, December 30, 2010 to Steven Szafran, PDS, 17500 Midvale Ave N, Shoreline WA 98133 or emailed to Steve.

The City Council reviews the suggestions and develops a list of amendments to be studied in 2011.
