Shoreline awarded $1 million to enhance its urban forestry efforts

The U.S. Department of Agriculture’s Forest Service has awarded the City of Shoreline $1 million to enhance Shoreline’s urban forestry efforts. 

The grant is part of the $1 billion investment in the Forest Service’s Urban and Community Forestry Program.

The $1 million grant is in addition to $2.76 million in matching funds the City is putting forward for this work for a total of $3.76 million.

Shoreline will use the funds to expand and enhance its urban forestry program over the next five years. 

We will:
  • expand efforts to actively track the progress and health of our urban forests and tree canopy and prioritize street-tree planting in low canopy neighborhoods
  • expand opportunities for the community to plant and maintain trees on private property
  • expand the Green Shoreline Partnership to provide urban forestry education, stewardship, and 
  • explore the creation of a workforce development initiative in partnership with local schools and community-based organizations, which will also include tree planting in areas with environmental health disparities.

“Maintaining and protecting our urban forest is essential to creating a healthy community,” stated Shoreline Mayor Keith Scully. 
“This money will allow us to make significant investments in our urban forestry program and help us to address Goal 2, Strategy 1 of our Climate Action Plan - Maintain and increase tree canopy and urban forest health.”

City of Shoreline survey on ground floor commercial regulations

The Shoreline City Council recently passed interim regulations requiring space for commercial uses on the ground floors of new residential apartment buildings. 

One of the main reasons for requiring commercial space in residential buildings is to support local economic activity and create neighborhood centers and corridors that serve residents.

As the Planning Commission and Council study this issue and consider making these regulations permanent, we'd like to hear from residents and business owners.

At the Monday September 11, 2023, Shoreline City Council Meeting Mayor Keith Scully issued a proclamation for the month of September 2023 to be Safe Shoreline Month. 

The proclamation urges all residents to implement emergency preparedness and crime prevention measures at home, and work, and in their vehicles and to participate with their neighbors in emergency preparedness and crime prevention activities.

You are invited to join the City of Shoreline for CityLearn, starting in September as they get back to fall business. This monthly series of hybrid meetings is open to everyone who lives and/or works in Shoreline. 

CityLearn meetings begin with Council updates and feature presentations about timely issues from City staff and partner organizations. There will be an opportunity for participants to ask questions and discuss issues.

CityLearn meetings will be held from 7 – 8:30pm in Council Chambers at Shoreline City Hall. Links for the virtual presentation will be available on the City’s website calendar. There is no need to RSVP or register.

Shoreline City Manager seeks volunteers to be community representatives in police use of deadly force investigations

State law (RCW 10.114.011) requires that an independent investigation team (IIT) investigate any use of deadly force by a police officer. IITs consist of law enforcement investigators and at least two non-law enforcement community representatives.

The City of Shoreline is seeking volunteers to place on a roster of potential non-law enforcement community representatives who could serve on an IIT.

In 2020, Shoreline’s City Manager appointed ten individuals to a roster of potential Community Representatives. There are currently four vacancies on the roster. The following are the minimum qualifications for the Community Representatives. 

At the time of application, the applicant will:
  1. be a Shoreline resident
  2. agree to sign a confidentiality agreement with each investigation
  3. meet the time and commitment required of an IIT community representative
  4. be willing to submit to a background and conflict of interest check prior to serving on an IIT.

If you are interested in applying to be a volunteer non-law enforcement community representative, please fill out the online application by 4:30pm on Friday, September 15, 2023.

An IIT consists of certified law enforcement investigators and at least two non-law enforcement community representatives. The IIT conducts its investigation independently of any agency involved in the incident. The IIT will conduct the investigation in the same manner as a criminal investigation. The non-law enforcement community representatives are vital links between the IIT, the community, and the investigation. The goal is to enhance accountability and increase trust between law enforcement and the community.

State of the City Breakfast attracts a full house for information about the City of Shoreline

Shoreline Mayor Keith Scully addresses the crowd at the State of the City event

The City of Shoreline held its annual State of the City Breakfast on Thursday, June 15, 2023 at City Hall.

The crowd heard from the mayor, city staff, and affiliated experts on all aspect of city business, complete with an overhead slide show.

Mayor Keith Scully opened and closed the presentation. He introduced the theme: Healthy Community Safe Community. He named some significant accomplishments such as the parks bond, and discussed the favorable budget standing.  

He talked about the city's work to reduce homelessness, pointing to The Oaks and the 198th supportive housing project.

  • 82 individuals stayed at shelter in 2022 
  • 112 served through outreach program 
  • Of those served, 89 reported Shoreline as last address 
  • 34 of those stayed in the shelter
  • 55 received help through outreach program

Regional Crisis Response (RCR) Director Brook Buettner talked about the RADAR program and what it is now as the RCR, including the North King County Crisis Center.

Selam Habte, Business Specialist

Business Specialist Selam Habte reviewed the business climate and relationship with the businesses in Shoreline. She discussed the current plans for Shoreline Place and the storefront business spaces in new apartment buildings.

City Manager Bristol Ellingson reviewed Shoreline's infrastructure projects, including parks, sidewalks, the 148th pedestrian bridge, the 145th corridor projects, and light rail.

Shoreline Police Chief Kelly Park

Police Chief Kelly Park reported that her department responded to 6000 service calls last year, beating the national average for response time. She is working to staff the department and plans to hire a second captain by the end of the year. She will start filling traffic unit vacancies, and add a DUI emphasis.

The meetings are about the PROSA Plan, which is the plan that creates a 20-year vision and framework providing for Shoreline’s recreation and cultural programs and facilities, and for maintaining and investing in park and open spaces.

From the City of Shoreline:

Over the past year, we engaged with the community as we update the Parks, Recreation, Open Spaces, and Arts (PROSA) Plan. 

We want to share what we’ve learned through our community engagement and early analysis and gather any additional feedback you may have. 

We’ll use your input from these meetings to shape our Strategic Action Initiatives and the draft PROSA plan.

The PROSA Plan will guide our decisions about:
  • Buying land for parks and natural areas
  • Developing new recreation facilities
  • Offering recreation and cultural programs, events
  • How best to maintain the parks, natural spaces and facilities
  • Where and what public art should look like in our community

We are hosting two virtual open houses on Monday, May 15. Meeting content will be the same, but we’re offering different times of day so you have more options to join us.

CityWise class being offered online to selected applicants

Have you ever wondered who maintains our roads? Or how the City creates a budget or plans for the future of our parks?

The City is offering its popular CityWise Project online in 2023. This series of eight informational sessions will provide participants an overview of City government and operations. 

CityWise is free of charge, and open to residents, employees, business owners, and students age 16 and older in Shoreline.

Class size is limited to 30 participants. They will be selected for a class makeup that is representative of the entire city and its diverse populations. Applicants who are Shoreline residents will receive priority.

Classes will be offered on Zoom. They are scheduled for Tuesdays from 7 to 8: 30pm, February 28 through April 18. Participants must be willing to commit to attending all sessions. There is an opportunity for in-person field trips to be scheduled once the session is underway.

The application is available online and must be received by 6pm on Tuesday, February 21, 2023 to be considered. Applications are accepted online only. Notice of acceptance will be sent Thursday, February 23. If you have any questions, please contact Constance Perenyi, Neighborhoods Coordinator, at cperenyi@shorelinewa.gov.

Using What You Learn in CityWise as an Equity and Social Justice (ESJ) Community Consultant

The City of Shoreline also works with community members as Equity and Social Justice (ESJ) Community Consultants, in support of Resolution 467 declaring the City’s commitment to building an anti-racist community.

ESJ Community Consultants work with City staff to help inform and engage community members in City planning and programs in meaningful ways, such as providing input on community safety and youth recreation programs. The time involved may include 1-2 meetings per month, during evenings/weekends. Participants will receive a stipend for their time, if selected.

City of Shoreline Winter Weather update REVISED - Thursday 12/22 - 2:30pm Update
  • Holiday Break Camps at Spartan Recreation Center are CANCELLED for Friday, December 23.
  • Spartan Recreation Center and Shoreline City Hall will both delay opening until 10:00am Friday December 23. 
  • Depending on conditions Friday morning, these facilities may close all together.
Conditions forecast

Cold temperatures and wind chills will impact the area overnight and there is a strong chance of widespread freezing rain overnight through the Friday morning commute. 

Avoid or delay travel if possible. 

If you must travel, check road and transit conditions before beginning your trip and prepare for possible delays.

What is freezing rain?

Freezing rain is liquid precipitation that freezes on contact with cold surfaces as it enters a shallower layer of temperatures at or below 32 degrees F near the surface. 

This creates a dangerous coating of ice on roads, walkways, trees, and power lines.

With an accumulation of ice, there is a possibility of tree limbs snapping and taking out power lines. Prepare for potential power outages.

Stay Safe!
  • Live Wire Warning - Keep your distance from any downed lines and report them at 206-684-3000.
  • Darkened Intersections - Treat all darkened intersections as a four way stop and to be cautious of drivers who may not stop.
  • Apartments without Fire Alarms - Apartment buildings without power for long periods of time can lose their fire alarm systems. Conduct a fire watch to keep residents safe.
  • Carbon Monoxide Poisoning - Do not use barbecue or other open flame sources in the home. The smoke from an open flame indoors can lead to death or injury from carbon monoxide poisoning.
Snow Removal

Shoreline crews have worked hard to clear primary and secondary routes and are prepping them with sand/deicer in anticipation of cold overnight temperatures causing ice. Reminder, plows only move to neighborhood streets after primary and secondary roads are clear. Depending on conditions, it could take several days before you see a plow on your street. 

Property Owner Responsibilities - Clear your sidewalks and driveways

Shoreline homeowners and business/property owners are responsible for clearing snow and ice off driveways and sidewalks near their property, including the ridge of snow left along the edge of driveways by the snow plow. Please keep your sidewalks clear for pedestrians.
  • If snow is removed from your property, make sure the snow is not placed in the right of way.
  • Right of way and catch basins must also be kept clear to accommodate melting snow and to avoid pooling water.
  • More information about stormwater drains can be found on the Adopt-A-Drain page.
Road Closures

Depending on conditions, the City may post road closure signs on some of our known danger spots. You can see where those are on the Snow Event Closure Map. The City may also need to close other roads due to conditions.

Facility closures and/or hours of operations and meeting notices:

We are monitoring weather and road conditions. City facility hours might be impacted if conditions warrant late opening or early closure.
  • City Hall
    • Delayed opening until 10:00am Friday December 23. Depending on conditions Friday morning, City facilities may close all together.
  • Spartan Recreation Center
    • Delayed opening until 10:00am Friday December 23. Depending on conditions Friday morning, City facilities may close all together.
  • Richmond Highlands Recreation Center
    • Open. Depending on conditions Friday morning, City facilities may be closed.
  • Shoreline Parks
    • Richmond Beach Saltwater Park is closed to vehicle traffic.
    • Our other parks are open; however, we encourage visitors to use caution. Ice on trees from freezing rain can cause tree branches to snap and trees to fall. Please stay out from under trees and avoid forested park areas during the current weather conditions.
Power Outages

The Seattle City Light website allows you to check the status of a power outage. Contact Seattle City Light for more information at (206) 684-7000.
  • Never use a generator, charcoal, or gas grill in an enclosed space, including your home and garage. These emit carbon monoxide, which is a poisonous gas you cannot see or smell but can kill a person in minutes. Carbon monoxide poisoning is a serious threat especially when families look for alternate ways to heat their homes during a power outage.
  • Never touch or go near any downed power lines.
  • Remember to treat all intersections as a 4-way stop when traffic lights are out.

Public Transit

Some King County Metro and Community Transit buses are running on snow reroutes. Please check your route before traveling. For more information, visit Metro's Service Advisories website or Community Transit's Rider Alerts.

Storm drains and localized flooding

As the snow melts, street drains and culverts can plug as chunks of snow and slush move towards the drainage inlets. If this occurs there may be localized flooding as the water ponds or bypasses plugged drains. 

City maintenance crews will be clearing drainage inlets and culverts but may not be able to catch them all in advance of a problem. You can help prevent problems in your area - if you see snow plugging a drain or culvert consider clearing it and putting the snow uphill of the drain where it can melt without causing problems.

Locate storm drains near your house

A similar situation can arise on roofs with snow that may plug roof drains or scuppers as it melts. If possible, monitor your roof and maintain the roof drains. Some structures, such as out buildings and car ports, are at a higher risk of collapse under wet snow, so please use caution.

Winter update: City of Shoreline

Winter weather update 12/20/2022 10am:
ROADS: Snow crews moved to 12 hours shifts Monday night and are currently plowing primary routes. Once the snow stops and primary routes are cleared, they will move to secondary routes. Only after primary and secondary roads are clear will we start plowing neighborhood streets. See plow maps at update link below.

SIDEWALKS: Please clear your sidewalks! Shoreline homeowners and business/property owners are responsible for clearing snow and ice off driveways and sidewalks near their property. Help our pedestrians stay safe!

ROAD CLOSURES: Road conditions are being assessed and some of our known danger spots are already closed. See more at update below.

CITY FACILITIES and PARKS: Camp Shoreline has been cancelled for today, but Spartan remains open for drop-in use. Richmond Highlands Rec Center is closed and teen programming is cancelled. City Hall is open. Richmond Beach Saltwater Park is closed to vehicles.

  • Spartan Recreation Center closed at 5:00pm. today, Tuesday, December 20.
  • All of the roads on the Snow Event Road Closure Map are currently closed.
  • Road crews will work to apply as much salt and sand where necessary on primary and secondary routes before the temperatures drop and wet spots freeze over. 
    • If you do not need to be on the roads, please stay home! Ice on roadways will pose a significant danger tonight and tomorrow morning. 
    • If you do drive, go slow, leave extra room for others, and be aware of your surroundings.
  • We expect Holiday Break Camps to be open tomorrow. However, if that changes, we will notify families via email.

Shoreline voters approving Proposition 1 with 62% of the vote

As of November 9, Shoreline voters are passing Proposition 1 with 62% of the vote. 

Approval of Proposition 1 will help fund police and neighborhood services, including RADAR and crime prevention; preserve parks, trails, playgrounds, and playfields; and provide human services. 

Proposition 1 restores the City’s 2016 maintenance and operations levy, which expires at the end of the year, by providing Council authorization to increase the City’s regular property tax levy rate up to $1.39 per $1,000 of assessed value, which remains under the $1.60 legal limit.

“Passage of Proposition 1 allows the City to maintain the level of services residents have come to expect,” Shoreline Mayor Keith Scully stated. 
“It will also allow the City to create an even more robust system of support for individuals in our community who are experiencing a behavioral health crisis. The RADAR program has proven to be an effective public safety and behavioral health program that benefits the entire community.”

Passage of Proposition 1 addresses the structural imbalance for 2023-2028 by addressing the 1% limit on increasing property tax revenues. Property tax revenue is the City’s largest revenue source, but absent the levy lid lift, the 1% cap prevents it from keeping pace with inflation. 

Passage of Proposition 1 allows the City to maintain current levels of police and community safety services, including neighborhood safety patrols; traffic enforcement in school zones and neighborhoods; and community crime prevention programs. 

It will also enhance the RADAR Program by adding mental health professional teams to provide 24/7 response with police to community members in behavioral health crisis. It will also preserve safe, well-maintained, and accessible parks and trails; playgrounds and play equipment; playfields and restrooms; and preserve recreation programs for youth, adults, families, and seniors. 

Proposition 1 will continue funding for community services for seniors, youth, and individuals and families in need, including homelessness response services. 

The levy also sustains the City’s code enforcement and customer response programs.

Shoreline has a new herbicide-free solution to address hard to reach weeds on City property

The City of Shoreline stopped using herbicides on a general basis years ago - which is why there are so many volunteer groups happily taking care of Shoreline parks.

There had been some limited, targeted use of herbicides for the control of noxious weeds in inaccessible natural areas or ROW, which required director approval. 

However, the city now has a new solution.

You may soon see grounds maintenance crews using a new technique to get rid of weeds. 

We have recently purchased Foamstream by Weedingtech. Foamstream is a herbicide-free solution to getting rid of weeds by using hot water (208°F) and a plant-based oil to create a foam that covers plants. 

The foam creates a barrier keeping the heat in giving it time to kill the leaves and move down the roots killing the weed. The foam dissipates within 10 to 20 minutes and is harmless to people and animals. 

We will be using Foamstream in the City’s rights-of-way to start but additional applications are in the works for some park areas.

Foamstream is the world’s leading herbicide-free weed control solution. It kills unwanted vegetation, including weeds, moss, and algae, using the precise application of hot water insulated by a specially formulated biodegradable and organic foam. 

The purchase of the Foamstream is intended to allow for a different approach to weed control while continuing with the pesticide/herbicide-free approach residents, and workers, have been accustomed to. 

In addition to our new tool for fighting weeds, we have also just received our first all-electric mower made by Mean Green Electric Mowers. It has a run time of up to 8 hours and will be deployed into parks for mowing as early as next week.
