Local children’s advocate Joe Cunningham is running for an open seat on the Shoreline School Board, after years of successfully leading advocacy efforts passing legislation and serving as a statewide leader of Arc of King County, (a longtime national organization for intellectual and developmental disabilities) and holding many leadership positions with the Children’s Campaign Fund. 

Joe has filed for the open seat (Position 5) created by Dick Potter leaving the Board after his term ends this November.

“I’m a 20-year resident of the Briarcrest neighborhood in Shoreline, and my involvement in education and the community runs deep. My father was a School Superintendent, Coach, Special Education teacher, and Federal Teachers Union President and my Mom taught music in schools as I spent a fourth of my childhood being raised on Native American reservations and Central America. I am raising my two children in Shoreline, and they are and have all attended Shoreline Public Schools,” Joe said.

“As a parent of a child who experiences a developmental disability, I have professional and personal expertise in special education, which is especially important now as the Legislature has just passed a history-making $25.2 million to address our special education needs which have frustrated parents for such a long time,” Joe said. 

He’s networked with Dads across the state as a member of Washington State Fathers Network, as well as Member of Governor’s Committee on Employment and Disabilities. “

As a Shoreline School Director, Joe said he will work with school staff to make sure all students achieve at the highest levels. 

“I will work to steward voter passed resources for our schools – ensuring funds directed to ensuring recruiting and maintaining quality teachers, including hiring more teachers of color, and ensuring that maximum dollars raised for schools go toward educating students,” he said. 

With a background in equity and social justice policies, Joe will work to ensure Shoreline schools are using principles of equity in all policy decisions. He is committed to serve as a bridge with teachers, parents and administrators to work collaboratively to strengthen “our extraordinary Shoreline Public Schools.”

Special purpose district candidates who have filed for election

Shoreline and Lake Forest Park have a number of special purpose districts for services.

These districts have boards and the commissioners are elected by the citizens served by the particular district.

Those who are unopposed have essentially just been re-elected, unless there is a write-in candidate.

Write-ins register but do not get their names on the ballot. Write in names have to be written and spelled exactly as the candidate has registered.

Only two of these positions have challengers and all will appear on the November ballot.

School board incumbent Dick Potter District #5 did not file for another term. His seat has three candidates, who will be in the primary.

The primary election on August 6, 2019 will include races with more than two candidates. Council position #6 in Lake Forest Park and Council position #4 in Shoreline will be on the primary ballot, as will the open seat #5 on the school board. The top two of each race will be in the November election with all the other council and school board elections.

The school board districts are defined geographic areas. The candidate must live in the area that corresponds with the seat they run for.

Even though the candidates have geographic restrictions, everyone in Shoreline and Lake Forest Park votes for all seats.

City council positions do not have geographic restrictions - other than living in the city.

Lorri Bodi, an experienced environmental lawyer and conservation program manager, filed this week as a candidate for Lake Forest Park City Council Position 2, running against a three-term incumbent. 

Bodi, a long-time resident, recently retired and is looking to give back by supporting the community where she has raised her family.

She was motivated to run for City Council by the major challenges facing LFP, including pressure for growth and density, increased traffic, Sound Transit development, and loss of green space.

She explains “I would like to be a new voice on the City Council to preserve our neighborhoods and small city character in the face of these challenges. 
"I want to bring a fresh perspective to the Council’s recent direction by supporting reasonable (not overbearing) growth, using our financial resources wisely, and conserving our streams and green spaces.”

Over the summer, Bodi will be attending neighborhood events and listening to neighbors concerns and suggestions for LFP.

Chen’s election campaign will kick off Tuesday in Shoreline. Chen, a 34 year-old father of three, community volunteer, and local attorney announced his campaign last month. 

His priorities for the city include building on his experience as a former board member of Vision House — a housing non-profit in Shoreline that successfully moved hundreds of single parents and their children from homelessness to permanent housing — to implement new strategies for combating homelessness; strategic development of community and commercial spaces; and safety and accessible neighborhoods. 

He is challenging Deputy Mayor Doris McConnell for Shoreline City Council Position 4. Former Mayor Shari Winstead will kick-off the Tuesday event which is expected to draw a crowd of volunteers and supporters from across the city.

Keith Scully announces re-election campaign for Shoreline City Council

to the Shoreline City Council


Keith Scully was elected to the Shoreline City Council in 2016 and is running for his second four-year term.

On the council, Keith successfully obtained funding for sidewalk repair and new sidewalk construction. He opposed an unnecessarily-large maintenance facility in Hamlin Park, worked to increase tree protections, and has supported transportation improvements throughout the city.

“I’m especially proud of our work on sidewalks,” Keith says, “Over the next five to ten years, you’ll see dramatic improvements in Shoreline’s walkability. For all of us, that’s important. For the mobility impaired, it can mean the difference between having to stay home and being part of our community.”

Keith recently moved to the Richmond Beach neighborhood from Ridgecrest. He lives with his wife, Sarah Cohen, and Keith’s son Finnegan along with five-year-old twins Thomas and Edward. Keith’s daughter Kate is in her first year at Haverford College in Pennsylvania. Keith works in private practice as an intellectual property attorney after serving as a King County Deputy Prosecutor and United Nations war crimes prosecutor.

Keith also serves on regional committees, including as chair of the Advanced Life Support committee for the EMS levy, working to ensure our paramedics are fully funded and provide the nation’s best emergency medical service. Currently, he represents Shoreline on the Salmon Recovery Council and the Continuum of Care board, the regional committee tasked with coordinating homelessness relief efforts.

“Homelessness is going to be a challenge for the foreseeable future. I’m pleased we’re rethinking how we approach the problem by actually listening to the homeless about what services and opportunities work. And I’m totally committed to a regional approach to providing services so no one area is overburdened.”

On the local front, the next four years will require Shoreline to consider whether it should fund a new aquatics center. Keith is committed to keeping costs as low as possible, but also believes the facility should be able to accommodate competitive swimming programs and have a dedicated space for the senior center.

Keith is also committed to financial sustainability and keeping taxes fair and reasonable. Shoreline has a financial sustainability plan to ensure it can continue providing services without needing to ask for unexpected tax increases. And he’s worked to develop Shoreline’s business base by increasing the exemptions for the transportation impact fee and keeping business taxes and fees low.

Long-time resident, community leader, and father of three brings hands-on expertise in human services, infrastructure development, and strategies to address homelessness and addiction in race for City Council

Wednesday, David Chen announced he will run for Shoreline City Council Position 4. Position 4 is currently held by Deputy Mayor Doris McConnell who was first elected in 2007 and has not yet filed to retain her seat.

Chen, a 34 year-old father of three and general counsel to an international non-profit headquartered in Shoreline with over 1,800 employees, will focus his campaign on combating high housing costs, increased traffic, and managing rapid growth in Shoreline.

“We need to move our city forward by increasing housing options and services for seniors and families and by supporting strategic development that brings more small businesses and living wage jobs to our community,” Chen said.

Chen would also like to enhance zoning laws and local ordinances to encourage sustainable growth that builds strong neighborhoods.

“As part of the Shoreline Park Funding Advisory Committee, I saw our community’s need for more neighborhood gathering places connected by properly maintained sidewalks accessible to everyone in Shoreline,” he said.

Another priority for Chen is addressing homelessness in Shoreline. Chen served for six years as the Board President of Vision House, a housing non-profit in Shoreline that successfully moved hundreds of single parents and their children from homelessness to permanent housing.

“I’ve dedicated my career to expanding opportunities and upward mobility for the residents of Shoreline. I have hands-on experience partnering with regional organizations in the public and private sectors and working with individuals experiencing homelessness to address barriers to permanent housing, including addiction, and mental health services,” said Chen.

Chen enters the race with a strong list of community endorsements reflecting his commitment to service. Early endorsers include former Shoreline Mayor Shari Winstead, former Seattle Mayor Tim Burgess, former Seattle City Councilmember John Okamoto, Vision House* Executive Director Melissa Gehrig, and CRISTA Ministries* CEO Jacinta Tegman.

Chen will formally kick off his campaign in the coming weeks and plans to visit every Shoreline neighborhood. Chen will be talking and listening to voters through his door-to-door field effort.

“I believe Shoreline’s greatest asset is its residents and community, and I’m excited to continue meeting them, talking about the important issues, finding common ground, and working together to make our community the best it can be,” said Chen.

Chen grew up in Lake Forest Park and graduated from Shorecrest High School before attending Western Washington University and Seattle University School of Law.

Chen and his wife, Chelsey, are active PTSA volunteers at Cascade K-8, where two of their children attend school. They live in the Echo Lake neighborhood with their children, Alyssa, Zach, and Isaiah, and their Springer Spaniel, Lily.

Shoreline Resident Joe Campagna running for District Court Judge

Shoreline resident Joe Campagna has filed for election to an open seat on the Shoreline District Court bench. Joe has been campaigning for the position since last December and has a campaign website with a list of more than 45 area judges and many local elected officials who have endorsed his candidacy.

Among his supporters are retiring Rep. Ruth Kagi, Rep. Cindy Ryu, Sen. Maralyn Chase, and Shoreline City Council Members Doris McConnell, Keith Scully, and Susan Chang. Mayor David Baker and Deputy Mayor Nigel Herbig of Kenmore are also supporting Campagna’s election to the Court. His website shows that he has been rated “exceptionally well qualified” for a position on the District Court bench by five independent Bar Associations.

Joe is currently a trial lawyer with the Seattle law firm Schroeter Goldmark and Bender and has tried criminal cases in both state and federal courts and also serves as a Judge Pro Tem in the King County District Courts and Lake Forest Park Municipal Court. He serves as a board member for Washington Appleseed, an organization that mobilizes volunteer attorneys to level the playing field for Washington’s vulnerable and marginalized populations. Joe is also a Shoreline Rotary member.

In talking about his campaign, Joe said, “I believe I have the right experience to be a great judge for our community -- and the drive and energy to work on making our court system more fair and efficient for everyone. I know the things our district courts are doing well, and I know where we need to improve. If I have the privilege of serving the people as a King County District Court Judge, I promise to work hard to make our court the best it can possibly be — more open to the public, more fair to those who can’t afford an attorney, and more efficient in the way we handle the taxpayers’ money.”

2017 Election: Budget statement from Shoreline Council candidate Chang

Shoreline City Council candidate Susan Chang sent a statement last month about her approach to considering a city budget. Her opponent in the November 7 election, Carolyn Ahlgreen, has not responded to repeated requests for a statement.

Chang and Ahlgreen are running for the council position that Shari Winstead is giving up after two four-year terms.

The two qualified for the general election after Chang won 75 percent of the votes in the August primary to 14 percent for Ahlgreen and 11 percent for a third candidate.

Appointed Ronald Wastewater District Commissioner Wes Brandon and challenger Paul Barrera recently sent statements about their views on the most important issue or issues in the November 7 general election.

The two are running for the last four years of the six-year term that the late Commissioner Arnie Lind won in 2015.

Barrera and Brandon are seeking one of two Ronald Wastewater District positions on the November ballot. Incumbent Commissioner Bob Ransom is running unopposed for the other position.

The Ronald Wastewater District includes the city of Shoreline and part of Woodway.

The most important issue for the Ronald Wastewater District is the use of the budget. Currently, Ronald Wastewater spends thousands of ratepayer dollars to defend the City of Shoreline's assumption efforts. Instead, Ronald Wastewater should aggressively review its contracts with law firms to determine where Ronald Wastewater can withdraw from litigation. With that savings, Ronald Wastewater could appropriate funds to increase low income and senior discounts. As Commissioner, I would advocate to perform that legal contract review and roll out discount programs using the money I saved to make a more livable community. The major issue facing our wastewater district is to ensure that planning for future growth and financial stability continue to be the standard as assumption moves forward. For the past sixty-six years, the Ronald Wastewater District has provided a high level of service and customer satisfaction. We need to ensure that everyone in our service area continues to be well served through responsible budgeting and wise asset management keeping rates and fees affordable for all. As density and growth continue to increase, planning for the future needs to keep pace and it is imperative we meet those needs in order to keep our water and environment clean and healthy.

Lake Forest Park City Council incumbent John Wright and challenger Benjamin Gonzalez O'Brien recently sent these statements about their approach to considering a city budget:

In 2010 LFP citizens were told that we HAD to pass the property-tax levy lid-lift known as ‘Prop 1’ or the City would face draconian cuts and greatly diminished services. Since the voters replied with a resounding NO to prop 1, the city had to streamline and reorganize its operations and I believe that this resulted in a far more efficient and well organized government than existed before. The city has developed a grant-match fund to bring a greater percentage of revenue in from outside sources, and I think we need to keep expanding our ability to secure grant funding by dedicating staff to that purpose. We’re making great progress!

I believe our city should prioritize maintaining a balanced budget, and seek opportunities for new revenue that do not include increases in property taxes. Thoughtful collaboration with the Town Center on its redesigns could help generate more revenue through sales tax. This would not only give the city more funds for improving our infrastructure, it would create benefits, instead of burdens, for the homeowners in our city. I will also advocate for more open and transparent discussions with the community about the city budget, the community’s priorities, and paths to generate more revenue that will allow our city to continue to thrive.

2017 Election: Issue statement from a Shoreline Council incumbent and challenger

Shoreline City Council incumbent Keith McGlashan and challenger Jin-Ah Kim recently sent statements about their views on the most important issue or issues in the November 7 city election. Here are their statements:

City of Shoreline, Council Position 1

Safety: I prioritized prevention and we lowered crime. I will continue to give police tools to get the job done.

Parks: I supported expanding parks, including 2 dog parks. I will prioritize 40 more acres, replacing our pool, and senior/recreation center.

Services: As a community volunteer, I fight for a safety net for neighbors in need. I support Shoreline schools; education and opportunity are vitally linked.

Growth: I worked for developments that marry housing, retail and transit to reduce congestion, pollution, and neighborhood crowding. I will fight to protect our environment.

Taxes: We must attract businesses that generate sales taxes (and shopping options!), to fund services AND stabilize property taxes.

East Shoreline:

Save Hamlin Park took over two months for a decision. It’s was a no-brainer decision, don’t cut 4 acres from Hamlin. I vow to protect the environment and improve communication regarding changing infrastructure, for example the 5th Ave bike lanes.

West Shoreline: Point Wells

In short: I would resist any agreement from a developer that would exceed a 4,000 daily trip capacity for Richmond Beach Road. Under my opponent's administration, an agreement was made with developers that supported 11,587 trips. All indications point that he would support an agreement that would exceed this. I will fight for the people of Shoreline and for responsible development.
