Briarcrest / Ridgecrest forum asks the tough questions of Shoreline council candidates

Candidates for contested Shoreline Council seats took a lot of deep breaths before tackling the complex and thoughtful questions presented at the Briarcrest / Ridgecrest / Shoreline Area News candidate forum on Thursday evening at the Prince of Peace church on 20th NE.

Multi-part questions dealt with city-wide issues, some immediate, such as their position on injection sites, and others very long-range, such as their ideas on homelessness.

Other questions dealt with affordable housing, income tax, property taxes, upcoming bond issues, and rezone issues of tree loss, open space, and infrastructure.

There were some sharp contrasts. Jin-Ah (pronounced Gina) Kim, running against Keith McGlashan, and Susan Chang running against Carolyn Ahlgreen for an open seat, both took very moderate views of past actions by the city council. "You don't get a magic wand when you become a council member," said Jin-Ah. Susan Chang had been part of many of the decisions in her role on the Planning Commission, and has been attending city council meetings since July.


Carolyn Ahlgreen, on the other hand, listed a litany of accusations against the current council, saying they had threatened Dreamers, parks, and threatened people who opposed them with arrest, that they were not acting as voices of the people and were failing to protect and defend citizens.

Moderator Sara Kaye of Briarcrest announced that she was getting rid of the first question, as the City Council voted unanimously Monday to take Hamlin Park off the list of sites under consideration for a maintenance yard, eliciting applause from the audience. Chang, Kim, and Ahlgreen still pointed out they had all participated in the protest. McGlashan said that after the first staff presentation he had a private meeting with the City Manager and advised her to remove Hamlin Park from the list.

All the candidates said they were opposed to "injection sites" except for Kim, who has a unique perspective as a recovered opioid addict. All agreed that Shoreline was a poor location for such a site and already has Therapeutic Health Services on Aurora.

A question about the new development at the post office site not having retail space elicited comments about wanting restaurants and businesses, but noting the number of empty storefronts in North City.

A question of what to do about homelessness elicited several comments about finding the roots of the problem and developing solutions. One commented that the family whose rent was raised is in a different situation from an alcoholic / drug addict who is on the street and require different solutions. Ahlgren referred to addicts' choice to continue using as an impediment to solutions.

Councilmember McGlashan said that he served two years on the King county Committee to End Homelessness in Ten Years, which had every social service and government in the county represented. He said "after two years of work on the committee, I feel more hopeless now than when we started."

The Shoreline Council candidates will appear together for the last time at the Chamber of Commerce forum on Tuesday, October 17, 7pm at the Crest Theatre in Ridgecrest. (see article)

CORRECTED: Budget statements from Shoreline School candidates Brady and Fralick

Shoreline School Board candidates Jill Brady and Heather Fralick recently sent statements about their approach to considering a school-district budget.

The two are running in the November 7 election to replace retiring Board member Debi Ehrlichman representing Director District 2 in the northeast part of the Shoreline School District including the Lake Forest Park area.

Candidates must live in the director district they wish to represent, but voters from throughout the School District vote for board members representing all five director districts. The Shoreline School District includes all of the city of Shoreline and the city of Lake Forest Park.

One other Shoreline School Board position is on the November ballot. The other three will be on 2019 ballots.

Each year the School Board reviews and adopts District budgets recommended by the Superintendent. 

Since 90% of the budget is dedicated to teachers’ salaries, building operations and transportation, we must utilize dollars efficiently if we are to maintain a sustainable, balanced budget and support programs that impact student learning.

I had elementary school kids when our District found itself in dire financial straits and felt the pain of cutting services.

I will demand transparency and accountability and ask questions until I’m satisfied with the answers.

With a business degree and budget oversight/audit committee experience, I have the knowledge and commitment to provide exceptional financial stewardship for our schools.

Our district faces numerous budget challenges in the coming years, constrained by state budgets and equalization regulations. Yet, we need to develop a plan for a sustainable financial future.

2017 Election: Introductory statements from Shoreline School candidates Wilson and Pollak

Shoreline School Board incumbent David Wilson and challenger Steven Pollak recently sent statements introducing themselves to voters.

The two are running in the November 7 election to represent Director District 3 in the west part of the Shoreline School District including Richmond Beach, Innis Arden, The Highlands, Highland Terrace, and part of Richmond Highlands.

Candidates must live in the director district they wish to represent, but voters from throughout the School District vote for board members representing all five director districts. The Shoreline School District includes all of the city of Shoreline and the city of Lake Forest Park.

One other Shoreline School Board position is on the November ballot. Three more will be on 2019 ballots.

An educational system changes slowly due to the needs of the various stakeholders, parents, teachers, administrators. I feel the school board requires someone with a creative approach to problem solving; a vision about the future of education; someone who can present creative alternatives for discussion. The Lake Forest Park Candidate Forum will be held on October 18, 2017.  It will focus on the contested seat for the Shoreline School District Board. And although the election is district wide, Jill Brady and Heather Fralick are running from District 2, which includes most of Lake Forest Park.

The other contested election is for the Lake Forest Park City Council position 3. Incumbent John Wright and his challenger Ben Gonzalez O’Brien are vying for this seat.

Semra Riddle is the incumbent in position 1, Mark Phillips in position 5 and John Resha in position 7. These incumbents have no challenger.

The format will focus on the contested seats. There will be questions from both the League of Women Voters moderator and audience. The unchallenged incumbents will also have time to present their views and answer questions.

Oct 4 Shoreline Special Needs PTSA meeting to focus on inclusion

The Shoreline Special Needs PTSA will kick off the school year with its first meeting on Oct. 4 in the Shoreline Center's Ballinger Room, south wing of the complex at 18560 1st Ave NE, 98155. 
The main presentation will be on the topic of special education and inclusion. There also will be an update about the school district's plans to complete a formal review of its special education program this year.

Meet and greet time starts at 6:30pm and the meeting gets under way at 7pm.

School board candidates Jill Brady and Heather Fralick will be available during the 6:30pm social time for any members who'd like to ask questions about their campaigns (you can find their issue statements at this link).

New this year: an area will be set up in the back of the meeting room with quiet activities for kids of members who couldn't attend otherwise.

The chapter serves any child in the Shoreline School District with a 504 or IEP. That's approximately 12% of the district's enrollment. Learn more here.

Appointed Ronald Wastewater District Commissioner Wes Brandon and challenger Paul Barrera are running in the November 7 general-election ballot for the last four years of the six-year term that longtime Commissioner Arnie Lind won in 2015.

Barrera and Brandon are seeking one of two Ronald Wastewater District positions on the November ballot. Incumbent Commissioner Bob Ransom is running unopposed for the other position.

The Ronald Wastewater District includes the city of Shoreline and part of Woodway.

Denise and I moved to Shoreline more than 37 years ago. We have raised our children here and have watched the area grow and change over that time. Shoreline PTA Council 6.12 is hosting a forum for the Shoreline And Lake Forest Park communities to meet the candidates who are running for the Shoreline School Board in the November 2017 election. This is a great a opportunity to learn about State and local education issues.

Issue statements from LFP council incumbent Wright and challenger O’Brien

Lake Forest Park city council incumbent John Wright and challenger Ben Gonzalez O’Brien recently sent statements about their views of the most important issue or issues in the November 7 general election.

They are running for one of four LFP council positions on the 2017 ballot, the only one that is contested. Incumbents in the other three positions are running unopposed.

The most immediate issue facing LFP today is crafting an agreement between the City, Sound Transit, and Town-Center owners to integrate a new ST-3 transit center with mall redevelopment and establishing Bus Rapid Transit and highway improvements.

This will improve services and amenities for our citizens and will transform the center into a vibrant community hub. We only have 18 months to finalize the agreement and only one chance to get it right, but the possibilities are tremendous.

We must also slow new development in our neighborhoods or risk losing what makes LFP so special. Current regulations restrict a citizen’s ability to manage their trees, but much greater impact to our quality of life is done by densification and development.

As your candidate for City Council, I believe there are three main issues facing our community. I am prepared to hit the ground running, always with community concerns in mind.

First, I will work to increase transparency and accountability. We should strive to develop better communication between the council and residents and encourage participation of the community.

Second, we should strengthen our tree ordinance, to protect our natural environment, and ensure that future generations can benefit from our stewardship.

Third, I would develop a diverse housing plan, so that all residents looking to stay in LFP can afford to. For example, by revitalizing the Town Center, we could protect forested areas from over-development, while allowing growth and mitigating ST3 effects.

Our City is in a remarkable period of infrastructure renewal. With a strong regional economy and successful grant funding, we have replaced undersized stream culverts, made street safety improvements and accelerated street re-surfacing. We have renovated one park and are working toward additional park system improvements.

Major transit improvements are coming to LFP with the voter-approved ST3 plan – bus rapid transit on Bothell Way and a commuter parking structure. Major work is underway at the City now to ensure that these improvements truly serve our residents’ mobility and safety needs.

I’ll bring a fresh approach to the Shoreline City Council. I’m not a typical politician. I’m a mental-health advocate and small-business worker. I’ve served as a Residential Care Trainer at Greenwood Home and continue to serve as an advocate for those in need.

I’ll always work for and listen to the Shoreline community. Shoreline needs responsible development that takes all of our communities’ needs into consideration. We need more affordable housing so anybody who wants to live in Shoreline and be part of our special community, can do so. With the Light Rail stations coming, we need to ensure all of our neighborhoods are connected to the new system.

Shoreline City Council candidates Carolyn Ahlgren, Susan Chang, and Bergith Kayyali recently sent statements about what they think are the most important issues in the election.

The three are running in the August 1 primary for the position that Shari Winstead is leaving. The top two vote getters qualify for the November 7 general election ballot.

Here are their statements in the order that their names appear on the ballot:

The major issues facing the City of Shoreline include planning for the opening of two light rail stations in 2023, siting and construction of a new aquatics and community / senior center, inadequate sidewalks and lack of a complete sidewalk and bicycle network, the need for additional parks, funding to repair and replace aging infrastructure, and bringing new businesses and economic development to Shoreline. The residents of Shoreline expect a high level of service from their City government, and it will be important for us to find ways to preserve and enhance the qualities of the City that brought so many of us here, while being mindful of affordability for all residents.

* Reopen the rezone, fix the mistakes, cut the size of the area, and get it right. Save Shoreline from unsustainable growth, which would double our population. Include the people by going to their neighborhoods and listen to them.

* Be responsive to the need for mental-health and substance-abuse services.

* BRING CREATIVE thinking to Aurora Square. Enhance Boeing Creek by daylighting the wetlands of one of the headwaters and work with developers who are willing to bring new thinking to development.

* Attract businesses that believe in sustainability and in being part of a total community.

* IMPROVE bus transportation, parking, roads and walkways BEFORE any major increases in population/density occur.

* Require that the Point Wells project NOT negatively impact Shoreline.

I am running here because we have specific transit oriented development associated with the two light-rail stations being built that we need to adequately and appropriately plan. Our current city council has approved a development plan that completely diverges from the study and proposal that BAE Urban Economics came up with for reasons unknown to the people who will be most impacted by that very development. The citizens have been shut out of the process, threatened with arrest, and essentially told they are idiots and don't know anything. That the folks on city council know best.

You do not treat your constituency that way.

Filing period ends with few local offices requiring primary ballot

Filing for local offices ended Friday with few local offices having enough candidates to require a place on the Aug. 1 primary election ballot.

The only races on the primary ballot are those with three or more candidates. The top two vote getters in each primary contest advance to the Nov. 7 general-election ballot.

All local positions are non-partisan.

Non-partisan positions with only one or two candidates appear only on the November ballot.

One position that will appear on the primary ballot is a Shoreline City Council position with three candidates for the seat held by incumbent Shari Winstead, who has withdrawn from the race.

The other local positions with primary contests will be three-way races to replace retiring Shoreline School Board member Debi Ehrlichman and Northshore Fire Commissioner Eric Adman. The Northshore Fire District includes Lake Forest Park and Kenmore​.

Candidates for public office - rules of engagement

It is campaign season and we are starting to publish local candidate announcements. So readers can review candidate information, we have set up a section on the front page under Features. Click "candidates" and you will get a list of all the current, local candidates for public office that we have published.

We will also publish notices of campaign kick-offs as the campaigns send them.

Comments will not be allowed for announcements or kick-offs. Letters to the Editor of 300 words or less will be published at the rate of one per person, per topic, per month. If a candidate or letter writer is challenged, they will be allowed a rebuttal letter. As always, writers are expected to follow rules of civility and we reserve the right to refuse to publish any letter.

We will publish announcements of candidate forums and try to cover as many as possible.

In the past, we have had local candidates answer questions and we published the answers. Tell us if that was useful and what you would like to hear from candidates. Write to us.
