Night work on Aurora postponed

Saturday, March 12, 2011

As you may have noticed, the night work scheduled to begin this week did not occur. The contractor is waiting on final tests results to ensure backfill material meets WSDOT standards, so the night work has been rescheduled for the beginning of next week. An exact start date has not yet been determined, but we'll let you know as soon as we hear.

Night work starts Tuesday on Aurora - get out your ear plugs

Saturday, March 5, 2011

Night work: Major trenching on Aurora - N 192nd north

Construction activity: Digging a deep trench to install storm water and outfall pipe that will connect the new drainage facility (at the SW corner of N 192nd Street and Aurora Avenue N) and Echo Lake.

Where: Crews will trench in the northbound lanes of Aurora Avenue N near the YMCA down to the N 192nd Street intersection. The trench will then head diagonally through the N 192nd Street intersection to the SW corner at the King County Metro Park and Ride (to tie into the future drainage facility at that location). See map at right.

When: This work is expected to begin on Tuesday, March 8 and will take approximately one and a half weeks to complete. Please note this date may shift depending on traffic control coordination.

This work will occur at night: The City of Shoreline carefully considered the special request for a noise ordinance to dig the trench at night, and understands this presents a significant noise impact to nearby residents. The City found it would be impossible to dig a trench during the day without severely affecting traffic on Aurora Avenue. The contractor will begin as early as possible (7:00 p.m.) and will use a variety of tools to minimize noise as much as possible. Traffic on Aurora will be reduced to one lane in each direction at night. The trench will be plated during the day to open all lanes of traffic. Ear plugs will be available for the apartment complexes near this location.

The City of Shoreline’s Aurora Corridor Project is redeveloping the three miles of Aurora Avenue N that run through Shoreline. Improvements include wider sidewalks separated from the roadway by landscaping and other amenities, traffic‐ and pedestrian‐level lighting, and landscaped center medians with left‐ and U‐turn pockets. These improvements continue the community’s vision for Aurora by improving safety, promoting economic development, easing congestion, enhancing environmental quality and adding more pedestrian amenities. The City completed improvements to the first mile, between N 145th and N 165th Streets, in 2007.

Third Mile Aurora construction begins, lane closures and noisy night work

Sunday, February 20, 2011

The third mile of Aurora construction will be the most complex, according to Johannson Construction and John Vicente, Capital Projects Manager, Shoreline Public Works.

Mile 3 has been split into two projects for financial reasons, said Kirk McKinley, Shoreline Transportation Services Manager. The City has obtained full funding for the section of Aurora from N 185th to N 192nd. Construction is proceeding immediately in order to use the federal, state, and county grants before their expiration dates. This section is referred to as Mile 3A.

Mile 3B is currently being designed and the City continues to look for money for construction.

As with the first and second miles of Aurora, 90% of the funding comes from outside Shoreline. "It's your money," said McKinley, "in taxes you have paid. But that money could go anywhere, to another state or another county or city. It may as well come back to good use in Shoreline."

He went on to explain that most of the grants are for safety improvements. Before construction, Aurora was one of the most dangerous stretches of highway in the state. Accidents on the first mile have been reduced by 60% since completion of the project in 2007.

The third mile is difficult for two different reasons. Mile 3B, from N 192nd to N 205th is challenging because of the property acquisition, with buildings close to the road on both sides. "There will be a lot of negotiation," said McKinley.

Mile 3A is the most technically challenging. Most of the road is on a hillside, with the hill going up on the east and going down on the west. A retaining wall will have to be built in the Park and Ride before any construction can begin. Current walls, such as the large one at Sky Nursery, will need to be replaced.

"We're building 'green walls'" John Vicente explained at an Echo Lake Neighborhood meeting. Rather than bare gray walls, these will have rough strips and exterior screens that allow carefully chosen native plants to grow up the wall.

In addition, the City has cut a deal with the State and county and now owns the corner of the Park and Ride at 192nd. A garden plaza will be built there with a retention pond and green planting areas which will capture the run-off water from the Park and Ride and filter it through underground storage areas before it is allowed to enter Echo Lake on the other side of Aurora.

Parking spaces will be rearranged so the total number will remain the same after the Rain Garden is finished.

Another challenge for Mile 3A was the discovery that the utility pipes are much deeper than previously thought and apparently are under the center of Aurora rather than to one side or the other. It will be necessary to close lanes for at least two weeks, so the work will be done at night.

"It will be noisy," said McKinley. "We have been talking to all the neighbors, issuing earplugs, and finding out who needs advance warning. The only other alternatives were daytime closures or not doing the work. We will proceed as quickly as we can."

The City is providing a 24-hour hotline for questions and concerns about Aurora construction. 206-801-2485 or email aurora@shorelinewa.gov

The City held a special Open House and meeting for Aurora Merchants on January 26 and has met with neighborhood and resident groups.

Construction of the 3rd Mile of Aurora - clarifications

Wednesday, December 22, 2010

After our article about the possibility of the City of Shoreline losing some of the funding for the B.A.T. lane for the last stretch of Aurora, (see article), there were questions from readers about contracts and funding. I asked Aurora Corridor Project Manager Kirk McKinley to provide some detail about the project and his response follows. [Editor}

“There are currently two active and fully funded projects on Aurora.

"These include 165th to 185th, scheduled for completion in the summer of 2011, and 185th to 192nd on which a contract was just awarded for construction.

"The construction on that segment will begin in January 2011 and will be completed in early 2012.

"The Regional Mobility Grant that was mentioned in the Shoreline News Article was for funding of the last 13 blocks of the project, from 192nd to 205th.  This section is still short on funding, and the $6.3 million would have been a welcome contribution to completing the corridor project.

"Overall, the City contribution on the Aurora project and the Interurban Trail project has been in the 10 – 11% range, while grants or other non-city funding programs have funded the remainder. This is an incredible leveraging of resources to be able to build these projects at 11 cents on the dollar of City funding.”

Aurora construction update - 165th to 185th

Friday, December 17, 2010

Through January 2, 2011

Construction and winter weather
As construction continues through the winter, please be aware that some construction activities are weather-dependent. Scheduled construction activities may shift if heavy rains, snow or cold temperatures roll in.

Holiday break – no construction beginning December 23
Crews will finish up construction activities for the year on Wednesday, December 22 and will resume work on Monday, January 3, 2011.
Happy holidays!

Access to N 182nd Street open during the holidays
Crews have been installing underground utilities and large vaults on the west side of Aurora. There are times when access to N 182nd Street must be limited or closed from Aurora while crews dig across the street. These closures will occur periodically through mid-January. However, access to N 182nd Street will remain open during the contractor’s holiday break.

Continuing vault, underground utility, and stormwater system installation on the west side of Aurora
Crews will continue installing underground stormwater, utility, and communications components in three trenches along the west side of Aurora between N 175th and N 185th Streets, as well as large underground utility vaults. This work will frequently change access to driveways; drivers should take care to look for designated driveways when traveling south on Aurora.

Paving and sidewalks
Crews were unable to pave the work zone on the west side of Aurora between N 170th and N 175th Streets last week due to rain. An asphalt approach to N 170th Street will be installed on Monday, December 20; access to N 170th Street from Aurora will be closed for a few hours during this work.

Paving the rest of this work zone has been rescheduled to occur the week of January 2 between 7:00 p.m. and 5:00 a.m., depending on weather. Access to N 170th Street from Aurora will be closed and access to business driveways may be limited during this work.

Forming and pouring sidewalks is also weather-dependent. Crews will continue forming driveways and sidewalks on the west side of Aurora near N 165th Street as weather allows. Driveways will be poured in sections, leaving half open at a time, unless business owners work out alternate arrangements with field crews.

Water main work at Aurora and N 175th Street
Seattle Public Utilities crews will continue work on the water main at Aurora and N 175th Street. This work should be completed by December 22. Work will occur at night from 7:00 p.m. to 5:00 a.m. Traffic will be reduced to a single lane in each direction on Aurora. Police assistance will be used to maintain safety.

Service connections
Crews will continue work to provide businesses on the corridor with underground utilities. This includes saw-cutting asphalt on properties and trenching to install underground conduit. This work is occurring on both the east and west side of Aurora between N 165th and N 175th Streets.

Installing irrigation and rain garden components
Crews will continue installing irrigation sleeves and rain gardens on Aurora between N 170th and N 175th Streets.

Stormwater trenching across Aurora (week of January 2)
Beginning the week of January 2, crews will trench across Aurora at night to install stormwater connections. Traffic on Aurora will be reduced to one lane in each direction from 7 pm to 5 am.

Wall construction on Aurora north of N 185th Street (week of January 2)
Crews will remove vegetation and install silt fencing on the northwest corner of Aurora and N 185th Street in preparation for building a retaining wall near Subway Restaurant. Due to weather and the holiday schedule, drilling and wall construction is scheduled to begin the week of January 2.

Pre-construction utility relocation work (N 185th to N 192nd Streets)
Puget Sound Energy (PSE) will continue gas line relocation on Aurora north of N 185th Street in preparation for the start of construction on the next segment of the Aurora Corridor Project between N 185th and N 192nd Streets. PSE’s contractor, Pilchuck Contractors, will notify business and property owners of work at their properties. Overall gas relocation will take approximately four weeks. Major construction on this segment of Aurora is expected to begin in late January.

Shoreline awards contract for next section of Aurora

Wednesday, December 15, 2010

City of Shoreline awards contract N 185th Street to N 192nd Street segment of Aurora contract to Johansen Excavating

--from the office of the Shoreline City Manager

At its December 13 meeting, the Shoreline City Council awarded the construction contract for the N 185th Street to N 192nd Street segment of the Aurora Corridor Project to Johansen Excavating.

The City’s original cost estimate for the project was $9.1 million. Johansen Excavating, based in Buckley, was the second lowest of nine bidders, winning the contract at $8.2 million. The lowest bidder was found to be non-responsible and its bid was rejected. Construction will begin in January, 2011. The improvements are expected to be complete by winter 2012, weather permitting.

The Aurora Corridor Improvement Project is Shoreline’s project to redesign and redevelop the three miles of Aurora Avenue N that runs through Shoreline. The City completed improvements to the first mile, between N 145th to N 165th Streets, in 2007. In January of this year, construction began on the second mile with enhancements of improved and continuous sidewalks, street and pedestrian lighting, natural storm water treatments and a landscaped center median with left- and U-turn pockets. These improvements will be completed by spring 2011.

This next segment of Aurora from N 185th Street to N 192nd Street will continue many of the same improvements found in the first two miles. New to this segment will be “green” retaining walls and a plaza located at the northeast corner of the King County Metro Park & Ride on N 192nd Street. Green retaining walls incorporate living elements such as climbing plants. Due to the topography within this segment, retaining walls are necessary on both the east and west sides of Aurora.

The total estimated cost for this segment including the construction, right-of-way acquisition, construction management, contingencies, design and environmental is $15.5 million. Shoreline’s share of those costs is about 10%, which is at a level consistent with the City’s leveraged funding for the first two miles. The other 90% comes from Shoreline’s funding partners on this project, including the Federal Government, the State and King County.

Improvements continue the City’s vision for Aurora and promote economic development, improve safety, ease congestion and enhance environmental quality and pedestrian amenities along Aurora Avenue N.

For more information, visit the project website  or call the construction hotline at 206-801-2485. Enews subscribers will receive regular construction and project updates via email. Shoreline receives additional $1.9 million for Aurora Corridor Project from Puget Sound Regional Council

Wednesday, October 20, 2010

The Puget Sound Regional Council (PSRC) has awarded Shoreline the remaining $1.9 million of City’s $7.4 million request it made in 2009 for funds from the federal government’s Congestion Mitigation and Air Quality (CMAQ) program. PSRC awarded $5.5 million to the City last year and the remaining $1.9 million was placed on a contingency list of projects to receive funds as they became available. The money is for the final segment of the Aurora Corridor Project running from N 192nd Street to N 205th Street.

Every two years, the PSRC is responsible for distributing federal highway and transit funds under the CMAQ program. These funds are distributed through a competitive process. CMAQ funds are available for specific categories of transportation projects and programs that improve air quality.

To date, Shoreline has received approximately $7 million in local, state and federal grants for the final segment of the Aurora Corridor Project running from N 192nd Street to N 205th Street. The total estimated cost to complete this segment ranges between $ 24 and $31 million.

The Aurora Corridor Project is the City of Shoreline’s plan to redesign and redevelop the three miles of Aurora Avenue North (State Route 99) that run through Shoreline. Shoreline’s section of Highway 99 carries about 40,000 vehicles per day and is a major transit route.

The goal of the plan is to improve pedestrian and vehicle safety, pedestrian and disabled access, vehicular capacity, traffic flow, transit speed and reliability, nighttime visibility and safety, storm water quality, economic investment potential and streetscape amenities.

Improving Aurora has been a community goal since the City of Shoreline incorporated in 1995. Shoreline completed the first mile of Aurora Corridor Project, N 145th to N 165th Streets, including the Interurban Trail Pedestrian Bridges in 2007. Construction on the second mile from N 165th to N 185th Streets began in January of this year and will be completed during the summer of 2011. The section between N 185th and N 192nd is scheduled to begin construction in early 2011.

Aurora construction: Week of October 11

Monday, October 11, 2010

Construction activities on the west side of Aurora between N 165th and N 175th
Crews will continue to install storm lines, utility vaults and the JUT in City right-of-way on the west side of Aurora between N 165th and N 175th Streets. As trenching continues north, drivers should continue to pay attention to potential driveway revisions. Access to businesses will be maintained, but may change over the course of construction. Look for blue “Business Access” signs to know where to turn into driveways.

Two lanes of traffic in each direction on Aurora will be maintained during this work. Please drive safe in construction areas and pay attention to signage indicating where vehicles are and are not allowed to turn.

Activities on N 185th Street – Interurban Trail open in this area
Crews have poured the Interurban Trail that makes up the sidewalk on the south side of N 185th Street. The Interurban Trail is now open in this area and pedestrians can travel on the trail around Bartell Drugs and south to N 175th Street. Please pay attention as some final connections still need to be completed, such as at the corner of Midvale Avenue and N 185th Street. This work must occur after final signal poles are installed at Midvale Avenue and N 185th Street; we will let you know when this work is scheduled. Please continue to use the temporary asphalt paths to connect to sidewalks at this location and others, and pay attention to any detour signage.
In the weeks ahead, curb patching and additional work will occur on the south side of N 185th Street. Work on the north side of N 185th Street will continue as crews begin installing root boxes. Intermittent single lane closures on N 185th Street will be necessary to complete construction activities.

Progressing north of N 185th Street
Crews have poured driveways and the bus pad on the east side of Aurora, north of N 185th Street. Work will continue in this area in the coming weeks, including some additional concrete work near the bus pad and paving asphalt on the back side of driveways and on the roadway (see below). Pedestrians should take care to not walk on the shoulder of Aurora north of N 185th Street; instead, please use the Interurban Trail located just east of Dunn Lumber and Sky Nursery.

Decorative brick pavers installed in sidewalks on N 175th Street
Work continues to progress on N 175th Street. Crews are currently installing decorative brick pavers in portions of the sidewalk on N 175th Street and began pouring the “radius,” or curved sidewalk corners, at the corner of Midvale Avenue and N 175th Streets, near City Hall.

The schedule for concrete pouring was pushed back due to the discovery of old underground structural components in City right-of-way at Key Bank, as well as the need to design and plan for the relocation of the fire service. If it doesn’t rain, the contractor anticipates sidewalk pouring to begin this week.

Intermittent single lane closures between 9:00 a.m. and 3:00 p.m. may be necessary to complete this work.

Other construction work on Aurora
Ronald Wastewater will continue installing underground pipe on Aurora between N 192nd and N 195th Streets, unrelated to the Aurora Corridor Project. They will temporarily close one northbound lane on Aurora from 7:00 a.m. to 1:00 p.m. through mid-October.

Coming soon: Paving the east side of Aurora, north of N 185th Street
During the week of October 18, crews plan to pave the east side of Aurora, north of N 185th Street. This work is currently planned to occur during the day; a single lane closures may be necessary. Stay tuned for more details.

During the week of August 29:

Grading on N 185th Street
Sidewalk grading and streetlight base installation will begin on the south side of N 185th Street and at times may require a single lane closure eastbound on N 185th Street. The driveway to Bartell’s may be affected, so drivers should continue to utilize the entrance at Midvale Avenue.

Crews have completed major pieces of construction work on N 185th Street including excavating, grading and paving. Thanks to everyone for their patience during the recent closure on N 185th Street.

Paving and curb installation at N 175th Street
Crews will pave the north side of N 175th Street on Monday and Tuesday nights between 7:00 p.m. and 6:00 a.m. Driveways will be temporarily affected and drivers should follow the direction of flaggers.

N 185 from Aurora to Midvale

Tuesday, August 24, 2010

Traffic moves westbound on N 185
We did mention that N 185th would be closed from Midvale to Aurora. During the evening commute on Monday, August 23, one westbound lane was open, but the cars were backed up several blocks and moving very slowly. The westbound lane is under construction.

Eastbound lanes of N 185th, looking to Midval
The Midvale entrance to Gateway Plaza is still open, so it is possible to enter the Plaza to access the businesses, and continue to use Midvale as a way around the construction.

The Carson Building in the lower photo is on Midvale.  The trench and pile of concrete are the eastbound lanes of N 185th.

Road Closure: North 185th Street

Sunday, August 22, 2010

N 185th St between Aurora and Midvale Ave N will be partially closed during the day and fully closed at night between Monday, August 23 and Friday, August 27. Closure is needed so the City of Shoreline's Aurora Corridor Project contractor can complete excavation, grading and paving at this location.

Read more about the closure and the Aurora Corridor Project.

Shoreline Public Works Director Mark Relph issued this statement late last week:

“We are entering a significant phase of the Aurora project with a closure and reconstruction of 185th, east of Aurora. This temporary closure begins Monday morning. As you will note below, we have made a significant effort to notify the surrounding businesses and property owners, including one-on-one notifications with a detailed flyer. Our notifications have included the adjacent properties to Aurora as well as properties east of Aurora all the way to Ashworth, plus some properties on Stone.

“In short, there will be one westbound lane open during the day with both directions closed at night. This approach is necessary since we are raising the grade by nearly three feet. We hope to get the work completed and lanes open in both directions by the end of the day Friday.”

N 185th Street closure between Aurora Avenue N and Midvale Avenue in Shoreline

Monday, August 16, 2010

ShorelineAreaNews

N 185th Street between Aurora Avenue N and Midvale Avenue N will be partially closed during the day and fully closed at night between Monday, August 23 and Friday August 27. Closure is needed so the City of Shoreline’s Aurora Corridor Project contractor can complete excavation, grading and paving at this location.

The amount of earthwork and grade change at this location is significant. Completing this work at one time shortens the duration of overall traffic impacts at this location on N 185th Street.

Closure details:

  • During the day (5:00 a.m. – 7:00 p.m.), one westbound lane on N 185th Street will remain open between Aurora Avenue N and Midvale Avenue. All eastbound lanes on N 185th Street location will be closed.
  • At night (7:00 p.m. – 5:00 a.m.), all lanes on N 185th Street between Aurora Avenue N and Midvale Avenue will be fully closed.
  • The contractor anticipates opening all lanes at the end of the day on Friday, August 27. If there are complications resulting in the need to finish work on Monday, August 30, a single westbound lane would be open 24‐hours a day over the weekend of August 28. All eastbound lanes would remain closed.
  • King County Metro buses that utilize this segment of N 185th Street will be re‐routed.
  • The intersection at N 185th Street and Midvale Avenue N will remain operational, providing access to the Gateway Plaza complex, Sky Nursery, and other surrounding businesses. Drivers will also be able to utilize the public roadway through Gateway Plaza.

Drivers and pedestrians are encouraged to take alternate routes during this time and should pay attention to construction signage, variable message boards and flaggers. All businesses are open during construction and the City of Shoreline encourages shoppers to utilize local businesses. Business driveways are delineated with construction barrels and marked with blue “Business Access” signs.

The City of Shoreline’s Aurora Corridor Project is redeveloping the three miles of Aurora Avenue N that run through Shoreline. Improvements include wider sidewalks separated from the roadway by landscaping and other amenities, traffic and pedestrian-level lighting, and landscaped center medians with left‐ and U‐turn pockets. These improvements continue the community’s vision for Aurora by improving safety, promoting economic development, easing congestion, enhancing environmental quality and adding more pedestrian amenities. The City completed improvements to the first mile, between N 145th and N 165th Streets, in 2007.
