At the turn of the year, we will see three of our current city councilmembers leave and welcome three new councilmembers elect.

I would like to take this chance to thank outgoing Councilmembers Mark Phillips, John Resha, and John Wright for all their years of tireless service to the Lake Forest Park residents and broader community.

Together, we have worked on many major policies and code amendments, and I believe LFP is the better for it.

I would also like to congratulate incumbent Semra Riddle, Position 1; and welcome new members Jon Lebo, Position 3; Tracy Furutani, Position 5; and Larry Goldman, Position 7. We will have a busy year ahead and I look forward to working with all of you.

Our community is lucky to have so many citizens interested in running for a city council position and taking on an election campaign. Thank you to all who ran for office this year.

I have the pleasure of also recognizing two long-time City employees who are retiring this year. Municipal Judge Linda Portnoy is retiring after 23 years of service and City Clerk Evelyn Jahed is retiring after 24 years of service. I wish them both well in their retirement and thank them for their contributions to the City.

While we don’t know all that 2022 holds for us, I do know your Council will be busy working on projects and code updates that move our community forward.

Let’s all remember during this busy holiday season to hold our family and friends close to our hearts and approach our interactions with others with kindness.

LFP Mayor's Corner: Change is in the Air

Now that fall is here, the days are shorter, the weather is rainier, and I would like to ask everyone to please keep an eye out for pedestrians and bicyclists. They may not be as visible as they are during the brighter summer days.

As you may remember from last month’s eNews, we have four council seats up for election this fall. Incumbents John Wright, John Resha, and Mark Phillips have decided not to seek reelection, so there will be three new Councilmembers come January, with Councilmember Semra Riddle running unopposed.

It’s always a good idea to get to know the candidates for public office, and I encourage you to check out more information about candidates who will be on the November 2 General Election ballot here.

With the surge of the Delta variant, we are proceeding cautiously with our fall events. Watch for updates.

LFP Mayor's Corner - Events, Elections and Community

During August, we had a great time at the Battle of the Bands event at Pfingst Animal Acres Park. The turnout was fantastic — 1,300 community members came out and enjoyed the shows.

The economic impact on the Lake Forest Park community was $52,900, with $12,000 going to ShoreLake Arts and $31.47 spent in the community by each audience member beyond the cost of admission (source: Americans for the Arts: Arts and Economic Prosperity 5). 

Ten bands earned a combined total of over $7,800 in cash prices, plus time in two recording studios! ShoreLake Arts reported there was buzz from neighborhood dog walkers stopping to ask each other if they were going to the Battle! The City’s partnership with ShoreLake Arts for events like this is just one of the many ways our community partner relationships benefit our community.

I’d like to give a big thank you to the City’s events coordinator, Cory Roche. Cory wears many hats here at the City and is very dedicated to making sure our events are well organized and of interest to our community. Thank you, Cory!

Speaking of events, I want to get back to holding regular Coffee with the Mayor get-togethers as soon as we are safely able to do it. We’re not going in the pandemic direction we want right now, but if we all pull together and do what we need to do, we can get there and get back to our new normal.

This fall, we have four council seats up for election. Incumbents John Wright, John Resha, and Mark Phillips have decided not to seek reelection, so there will be three new Councilmembers come January, with Councilmember Semra Riddle running unopposed. 

It’s always a good idea to get to know the candidates for public office, and I encourage you to check out more information on the King County Elections candidate filing page. Candidates who will be on the November 2 General Election ballot will be posted here by September 7.

I am proud of the way Councilmembers and staff have stepped up to meet the challenges facing our community during the pandemic. I think the key to moving forward is to keep working together for the common good of the residents of Lake Forest Park.

Here it is the end of July already and City Hall has been open to the public for almost a month. 

I’m pleased to report that the City’s business continues to be done, as staff and our customers navigate what currently serves as our “new normal.” 

Please remember masks are required when visiting City Hall and many services are by appointment.

Appointments that are in most demand are passport services. As you may have heard on local and national news, it is currently taking up to 18 weeks to get a new passport. 

When we reopened Passport Services, it was by appointment only — and boy do those appointments fill up fast. We are currently in the process of bringing more passport agents on board to work on Saturdays so there are at least two working every Saturday. 

Please check our Passport Services webpage for information about passport hours, forms and documents needed, fees, and how to schedule an appointment. We are doing our best to keep up with the demand for these services and appreciate your patience. 

If you qualify to renew your passport by mail, we encourage you to do so and avoid the wait for an appointment, as well as the $35 processing fee the City is required to charge for in-person processing. You may have heard the deadline for enhanced ID has been extended to May 2023. This means you don’t need to rush to get your passport or passport card right away if you were only planning to use it for domestic air travel.

I’m hopeful that, by summer 2022, we will be able to return to our regular summer events schedule, including Picnic in the Park. For now, though, we hope you can join in on the Battle of the Bands (see article later in the newsletter).

LFP Mayor: Reminder - City Hall reopens on Tuesday, July 6

Only a few more days before Lake Forest Park City Hall reopens to the public. That’s right, on Tuesday, July 6, 2021 City Hall will again be open to conduct city business in person from 9:00am to 5:00pm, Monday through Friday.

Masks are required while visiting City Hall. In addition to masks, meetings with City staff, including Planning, Building, and Municipal Court will be by appointment only, and will require answering a COVID-19 questionnaire.

If you want to apply for a U.S. Passport, please note that appointments are now required. Check the City’s Passport Services webpage for information about scheduling an appointment and current appointment availability. 

Passport Services hours are Monday, Thursday, and Friday, from 12:00 to 4:00pm, and Saturday, 10:00am to 3:00pm. Since the REAL ID Act requirements have been postponed to May 2023, it is not necessary to rush to get a passport or passport card if you are flying domestically. 

The City’s public meetings -- City Council and Council Committees (Budget and Finance, Committee of the Whole), Planning Commission, Tree Board, Parks and Recreation Advisory Board -- will remain virtual for now. 

Information about any changes to this will be widely distributed to the public when the time comes. Due to the small size of the Council Chambers, staff is working on the logistics of socially distanced seating for a seven-member City Council and nine-member Planning Commission, as well as a limited number of chairs for audience members. 

It is probable that a hybrid approach to public meetings will be the norm in the future, with limited in-person public attendance and wider public participation via Zoom.

I’m happy to note that some of our events are returning this summer. Check the online Events Calendar for the latest updates.

While City Hall was closed, many COVID-19-related improvements were put in place to protect employees and visitors:
  • Physical barriers are installed at workstations where there is interaction between employees and visitors
  • Social distancing markers are placed throughout City Hall
  • Hand sanitizer is placed throughout City Hall
  • Disposable masks will be provided should a visitor forget theirs
  • Increased cleaning of City facilities and high-touch areas is also implemented
  • Improvements to the HVAC system were also made, including use of the highest-rated filters and increased cleaning

LFP Mayor: A New Year brings New Opportunities

Now that we’ve kicked 2020 to the curb, I’d like to look ahead to the opportunities 2021 brings.

During this first quarter, and after a significant number of meetings of the Planning Commission, Council Committee of the Whole, and City Council, we are approaching adoption of the Town Center Code Amendments in March. 

I would like to thank the Planning Commission, City Council, and citizens of Lake Forest Park for all of their input and hard work on this important task. Your dedication to the continued well-being of our City is clear and has been proven time and time again by the thoughtful comments and opinions about what would be best for our community. 

Those of you who follow City Council meetings know that a contract was awarded in January for design of a roundabout at Ballinger Way NE/SR 104 and 40th Place NE/NE 184th Street. 

Design will take place during 2021-2022, with construction scheduled to begin in summer 2022. During the 2018 Safe Highways study, this intersection was identified as being a candidate for this improvement. We are happy this project is moving forward.

While we don’t yet know when we will be able to return to holding in-person City-sponsored events, I am hopeful it will happen later this year. I am very pleased to report that City operations have continued to run smoothly and have adjusted to the restrictions imposed by the pandemic. When we get the go-ahead to reopen City Hall to the public, we will be ready.

With the COVID-19 vaccine becoming more and more available and the delivery kinks being worked out, I remain hopeful we will all get to see each other in person later this year. 

In the meantime, please participate in your local government by watching and speaking at the Zoom-held City Council, Council Committee of the Whole, Planning Commission, and Tree Board meetings (the Parks and Recreation Advisory Board has been on temporary hiatus).

I think it’s safe to say we are all glad to say farewell to 2020. This was a year of challenges - fiscal and personal - and too many have been individually touched by loss of one kind or another.

Throughout this difficult time, I have been encouraged by the resilience of both our community and my staff at the City. When City Hall closed to the public in March, there was a successful transition of many positions to a work-from-home situation.

The staff’s dedication to serving the Lake Forest Park community is evident by how well services continue to be provided and maintained.

Many staff positions, though, are designated as essential, and are required to be on-site for the performance of their job duties. To those of you who have continued to work on-site in the Police Department, general City offices, and Public Works shop, my sincere thank you.

Next year will also bring challenges, as we are not out of the woods yet with the virus; but, there are reasons to be hopeful. Our LFP community continues to be active in civic affairs and supportive of local businesses, and City staff continues to be dedicated to serving our residents.

As we celebrate the December holidays, let’s please remember this guide to gathering: Fewer. Shorter. Smaller. Safer.

As we move into winter, we have all heard about the increasing numbers of COVID cases in Lake Forest Park, our state, and the nation. During our holiday celebrations, let’s please all keep this in mind. I encourage the community to join me in adjusting expectations and celebrating safely, in small household groups.

If we all take measures to protect ourselves and our families, those measures will also help protect our neighbors. I look forward to resuming our community events and programs in 2021, as we move into subsequent phases of the state’s reopening plan. Together, we will make it through to better days and a better 2021.

I know the Lake Forest Park community is a caring one that will continue to support our local businesses and remember those less fortunate. If you are able, please consider donating to a charity of your choice.

In whatever form they take for you and your family this year, I wish you happy holidays.

LFP Mayor's Corner - Let's Hang in There - Together

This is a fall like no other in recent history and, if you’re like me, 2020 continues to test your patience. Things are not the same this fall, as we make tough decisions about how to celebrate favorite events while following best practices to maintain our health during a pandemic.

Halloween, for one, will be different this year, as families figure out new ways to be smart and careful. Many of the usual customs to celebrate are not the safest, and it will take some creative thinking to come up with fun, safe ways to enjoy the holiday. Please see the related article in this issue with CDC guidance to help make it safer to trick-or-treat this year.

I am encouraged by how well the LFP community is working together during these challenging times. By continuing to support our local businesses, taking appropriate measures to stay healthy, and being patient with and supportive of our neighbors and others we encounter throughout our days, we will make it through to the other side.

In case you have been staying in and have not been out and about to see the progress being made on our current capital projects, here is an update:
  • Culvert L60 Replacement Project: Contractor is scheduled to complete sidewalks and repaving and reopen NE 178th Street to traffic on October 30, 2020.
  • Pfingst Animal Acres Picnic Shelter: Surface treatments and grass reseeding occurred the week of October 19 and the project is largely finished except for minor items.
  • Culvert L80-90 Replacement Project: Design work continues to 50% level and City staff is coordinating with WSDOT for replacement of all three culverts on Lyon Creek in the vicinity of SR 104 and 35th Avenue NE.
  • SR 104/44th Place NE Roundabout: Consultant selection activities continue and a consultant agreement for design of the roundabout is expected to be on the agenda for the regular City Council meeting of December 10, 2020.

We at the Police Department are extremely disappointed this event had to be cancelled. We did not want to let this day go unacknowledged so I, along with your Mayor and City Administrator, got together and created a video message to all of you.

From the LFP Mayor Jeff Johnson: Shining through the challenges

As we find ways to work within the constraints of a pandemic, I would like to give a big shout out to the City of Lake Forest Park Public Works crew. Despite several challenges, the members of this team continue to shine as they serve the needs of our City.

The LFP Public Works crew consists of six full-time positions, plus the public works supervisor and a part-time administrative position. 

At this time, though, there are only four crew members available to work. There are also budget-related required furlough days and a hiring freeze through the end of this year that will impact the daily staffing level. 

I continue to be so very proud of this team and thank them for all that they do for us.

I would appreciate our residents keeping this in mind when submitting a Request for Service form. The crew’s ability to respond as it normally might will be much slower, due to the staffing shortage.

A brief overview of the crew’s summer activity includes:
  • Vegetation management throughout the City
  • Removal of shrubs that were run over in the median planter at SR 522 and NE 153rd Street
  • Addition of two new traffic bollards on the pedestrian connection between NE 145th Street and NE 147th Street, due to vehicles using it as a cut-through
  • Responding to vandalism at Lyon Creek Waterfront Preserve, which required repair (again) of the viewing deck rails
  • Responding to graffiti vandalism, which required removal of graffiti from the SR 522 bridge walkway in the 15300 block of the state highway

I would also like to express my appreciation to all of the frontline workers: our Police Department, the Northshore Fire Department, our medical professionals who work and/or live in Lake Forest Park. Thank you for all that you continue to do to see us through to the other side of the COVID-19 pandemic.

Last, but not least, I want to say thank you to our Community Partners for their hard work serving our community: Center for Human Services, Friends of Third Place Commons, ShoreLake Arts Council, Shoreline-Lake Forest Park Senior Center, and the YMCA.

Together, all of these efforts help Lake Forest Park continue to be a wonderful place to live.

Mayor’s Proposed Budget for 2021-2022 Available on Website – Public Comment Meeting Scheduled

Mayor Jeff Johnson presented his 2021-2022 Budget Proposal to the City Council at the September 10, 2020 City Council meeting. 

“When I made the decision to run for a second term as Mayor, I knew that it would be filled with unique challenges, yet no one could have anticipated the challenges that we now face. Several aspects of the future before us are uncertain, but I am proud to say that we are in a good position to weather the challenges ahead. 
"Lake Forest Park has much to offer and many great opportunities in the future, and while many things are uncertain, we can position this City for great accomplishments on the other side.”


The first opportunity for the public comment on the proposed budget is at a special virtual meeting of the Council Budget and Finance Committee on Tuesday, September 22, 2020, beginning at 6:00pm. The agenda for this meeting, including Zoom information, will be posted to the website on Friday, September 18.

The Council Budget and Finance Committee begins its discussion on the budget at a special virtual meeting on Thursday, September 24, 2020, beginning at 6:00pm, prior to the regular Council virtual meeting that begins at 7:00 p.m. Zoom information will be available on the agenda for this meeting.

The Mayor’s Proposed 2021-2022 Biennial Budget is now available on the City’s website. To review other documents pertaining to the proposed budget, such as community partner presentations, check the Finance Department’s budget page.

Parking for Christmas Ship viewing in Lake Forest Park

Wednesday, December 19, 2018, Lyon Creek Waterfront Park will be open for the public to enjoy the annual holiday celebration that has been part of the Northwest since 1949. Enjoy the 20-minute choir performance and broadcast from the Christmas Ship starting around 7:55pm.

Before heading down to Lyon Creek Waterfront Park, stop by City Hall for some hot cocoa, apple cider, and cookies with Mayor Jeff Johnson from 7:00-7:40pm. Parking will be available in front of City Hall for a short walk to the park. Remember there is no parking available at or near the park.

This year the LFP Youth Council will be collecting New Coats, New Toys (middle to high school aged items are most appreciated), Food, and Hygiene supplies for North Helpline!

With the support of generous community members, neighbors will have food on the table, warm winter coats, hygiene packs, and toys for the holiday season. Bins will also be available for drop off donations at City Hall, during office hours, through December 19.
