Shoreline Fire Department Captain Medical Services Officer receives federal COVID-19 pandemic civilian service medal for actions in nation’s pandemic response

Gabe DeBay was promoted to Captain MSO in May 2021

A paramedic from Shoreline, Gabe DeBay has received the COVID-19 Pandemic Civilian Service Medal for exemplary service to the nation as part of the National Disaster Medical System (NDMS) during the federal medical response to the COVID-19 pandemic. 

Mr. DeBay serves as a member of an NDMS Disaster Medical Assistance Team (DMAT).

NDMS is a federal program that can support communities with medical care, veterinary care, and mortuary assistance during disasters or public health emergencies at the request of states.

NDMS is among the resources made available by the U.S. Department of Health and Human Services’ (HHS) Administration for Strategic Preparedness and Response (ASPR).

Mr. DeBay received the medal remotely during the recent National Disaster Medical System Training Summit in Indianapolis, Indiana.

The medal was awarded to approximately 1,400 NDMS responders under the authority of the U.S. Surgeon General who may authorize the issuance of the COVID-19 Pandemic Civilian Service Medal.

It is awarded to civilians who deployed for 30 consecutive or 60 cumulative days to provide medical care to state, territory, tribal, and local partners.

“The COVID-19 pandemic strained our country’s health care system and medical personnel for almost three years,” said NDMS Director Michael Smith. 
“Mr. DeBay and his NDMS colleagues served as a lifeline to hundreds of hospitals and long-term care facilities by providing temporary relief to staff, adding bed capacity, and improving outcomes for COVID-19 patients. 

"This medal is reflective of his selfless commitment to the public health and medical needs of our residents.”

Since the start of the pandemic, NDMS has conducted more than 1,800 support missions and deployed thousands of medical, logistical, and command and control personnel from NDMS to help nearly 50 states, territories, and jurisdictions respond to the COVID-19 pandemic. 

Today, NDMS teams stand ready to provide medical surge support should a resurgence of COVID-19 occur this fall or winter. NDMS teams also remain on call to deploy after a natural disaster, such as a hurricane, tornado, or wildfire.

DOH partners bring COVID-19 vaccine clinics to state college campuses

The Washington State Department of Health (DOH)’s Care-A-Van program, in partnership with the Power of Providers (POP) Initiative will be hosting a series of COVID-19 vaccine and booster clinics at several college and university campuses across Washington state. 

The dates are as follows:
  • September 23, 9am-1pm: Central Washington University, Ellensburg
  • September 23, 10am-2pm: Eastern Washington University, Cheney
  • October 3, 10am-2pm: University of Washington, Seattle Campus
  • October 4, 10am-2pm: University of Washington, Tacoma Campus
  • October 5, 10am-2pm: University of Washington, Bothell Campus
  • October 6, 2pm-6pm: Washington State University, Vancouver
  • October 21, 11am-3pm: Central Washington University, Ellensburg
“College students tend to find themselves in close proximity with others, in places like dorms and classrooms,” said POP member Professor Ajay Mendoza, ANRP. 
“That’s why COVID-19 vaccines and boosters are such a vital part of showing up as our healthiest and best selves on campus this year. 
"Being vaccinated will lead to less severe illness from the virus, which will ensure students aren’t distracted from their academic work or social lives while at school and will help them stay healthier in the event that they still become infected.”

While the focus of these clinics will be providing the recently released Omicron-targeted bivalent boosters, primary series vaccines from both Pfizer BioNTech and Moderna will also be available. 

In addition to students, faculty, and staff members, the clinics are also open to members of the public who are eligible for primary series or booster vaccinations. Clinic appointments can be made in advance by visiting the PrepMod website, and will also be available on a first-come, first-serve basis at each location.

“The COVID-19 pandemic taught us that we have to always be ready to respond, and a big piece of that is engaging our community,” said Secretary of Health, Dr. Umair A. Shah. 
“Care-A-Van and Power of Providers (POP) do just that. By going into communities with Care-A-Van, we’re able to focus on equitable distribution for those facing barriers to vaccines. 
"Through POP, we established partnerships with trusted health care professionals to ensure health and safety, while engaging, educating and empowering the people of Washington."

Report positive COVID-19 test results and get new test kits at state's Say Yes! COVID Home Test website

Test kits continue to be available through the state
OLYMPIA – The Washington State Department of Health (DOH) has announced updated guidance around COVID-19 at-home testing, including changes to how self-testing results should be reported and additional information about COVID-19 treatment. 



As part of the guidance update, Washingtonians are now being asked to report all positive at-home test results through the Say Yes! COVID Test Digital Assistant, even if those testing kits were not obtained through the Say Yes! COVID Test (SYCT) program. 

Previously, those wishing to report positive test results were instructed to contact the Washington State DOH COVID-19 Hotline. While the hotline will remain in service, its primary focus is being shifted to Care Connect Services that provide additional support for those in need who have recently tested positive.

While the White House recently announced a pause to the federal program that previously provided free at-home COVID-19 tests, the Say Yes! COVID Test program continues to offer up to 10 free tests to Washington households each month on a first-come, first-serve basis. 

The Say Yes! COVID Test program recently celebrated surpassing 10 million tests distributed throughout the state since the program’s inception in January 2022. New allocations of tests are available at the beginning of each month and can be ordered on the Say Yes! COVID Home Test website.

Lacy Fehrenbach, Chief of Prevention, Safety, and Health said “We encourage every family to have at-home tests on hand with the start of school and approaching fall respiratory virus season. By reporting results through the SYCT digital assistant, Washingtonians can help public health understand the burden and trajectory of infections in Washington state.”

Washington residents who have tested positive for COVID-19 and are in need of assistance with isolation, such as food, personal care kits, or other needs, can still contact the WA DOH COVID-19 Hotline at 1-800-525-0127 to report positive test result and ask to speak with Care Connect, or reach out to a Care Connect hub. 

Those not in need of additional assistance should proceed with reporting positive cases via the SYCT portal.

UW Med: Start the school year by getting your kids vaccinated

As students return to classrooms, pediatrician Dr. Beth Ebel says this is a sensible time for children to receive a booster COVID-19 vaccination, if they’re eligible.

“Getting this (current) third dose, or the booster dose, has been shown to provide better protection against the Omicron variant that we're going to see as kids get back to school,” said Ebel, a professor of pediatrics at the University of Washington School of Medicine. 
“It's time for your kid to get the booster if he or she is above 5 years of age.”

On August 31, 2022 the U.S. Food and Drug Administration authorized two new booster vaccines [fda.gov] engineered to target Omicron variants along with the original strain of COVID-19. Both are awaiting final emergency authorization from the Centers for Disease Control and Prevention (CDC) before they become available.

Older children may soon be eligible to receive one of the revamped booster vaccines, as the CDC is considering Pfizer-BioNTech's formulation for people ages 12 and up. The updated Moderna formulation will be available only to adults.

At this time, the CDC recommends that children 5 and older get one COVID-19 booster after completing their primary two-shot series. Some children over age 12 and who are moderately or severely immunocompromised are eligible for two booster shots.

Now is also a good time to ensure that children's routine immunization schedules are up to date, Ebel said, as many children have missed vaccinations during the COVID-19 pandemic.

“I see vaccines as freedom and as getting back to school, reclaiming our lives, and what we have lost for the last couple of years,” she said. 
“Part of the path to that is to get covered for your vaccines so we prevent these easily preventable illnesses and keep our children well.”

Insurance Commissioner extends three emergency orders related to COVID treatment

OLYMPIA, Wash. – Insurance Commissioner Mike Kreidler has extended three emergency orders. His order requiring health insurers to waive copays and deductibles for any consumer requiring testing for the coronavirus (COVID-19) and his order protecting consumers from receiving surprise bills for lab fees related to medically necessary diagnostic testing for COVID-19 are both extended until September 25, 2022.

Kreidler also extended his order requiring health insurers to cover coronavirus vaccine counseling until October 4.

Kreidler's order waiving cost-sharing applies to all state-regulated health insurance plans and short-term, limited-duration medical plans. 

The order on surprise billing applies to both in-state and out-of-state laboratories when a provider orders diagnostic testing for COVID-19. 

Also, insurers must continue:
  • Allowing a one-time early refill for prescription drugs.
  • Suspending any prior authorization requirement for treatment or testing of COVID-19.
In addition, if an insurer does not have enough medical providers in its network to provide testing or treatment for COVID-19, it must allow enrollees to be treated by another provider within a reasonable distance at no additional cost.

“Consumers are rightly concerned about prevention, testing and possible treatment,” Kreidler said. “My emergency orders provide guidance to health insurers and should help reassure the public that we will take all necessary steps to protect them.” 

Kreidler is using powers granted to him following the statewide emergency that Gov. Jay Inslee declared to protect Washington residents against the spread of the coronavirus. 

When the governor issues an emergency proclamation, the commissioner can issue an emergency order related to health care coverage to ensure access to care. The order can be extended by the commissioner for 30 days at a time as long as the governor’s emergency proclamation remains in effect.

You can get your babies vaccinated against COVID-19 on Friday, August 19, 2022 at the Shoreline - LFP Senior Center.

Actually you can bring the whole family. They'll have vaccines for 6 months old to adult. You can get a first shot or a booster.

You can sign up for a time slot, and I suggest doing so for the littlest members of your family. If you can't get appointments at the same time for all family members, get as close as you can. Walk-ins had no trouble getting into the last clinic and this one should be fine, too.

Care Connect Washington assistance. Care Connect provides food and other support to people who test positive for COVID-19 so they can isolate at home. People who have been exposed to the virus and are actively quarantining are also eligible. 

Making it easier for people to stay home helps slow the spread of the illness. Call the COVID-19 Information Hotline at 1-800-525-0127, then press #. Language assistance is available. The hotline hours are 6am to 10pm Monday, and 6am to 6pm Tuesday through Sunday and observed state holidays.
