New commission member Susan Chang will be sworn in.

The entire agenda is devoted to study of the staff report for the 145th Street Corridor.

The next meeting, on March 17, will be a discussion of zoning scenarios analyzed in DEIS (draft environmental impact statement) for 145th Street Station Subarea Planning and the Staff Report.

Reminder: Open House 145th Street / SR 523 Multimodal Corridor

The City of Shoreline is having an open house regarding the 145th Street Multimodal Corridor Study.

It is nearing completion and a final open house is scheduled for the evening of February 24, 6-8pm with a presentation at 6:30pm, Shorecrest High School 15343 25th Ave NE.

The primary purpose of this open house is to share the work since the last open house, including the preferred design concept for the corridor, and to hear from the public.

Park in lots along 25th Ave NE. Enter at main entrance and proceed to the Commons.

145th Rezone documents released: wetland and stream assessment, high groundwater or peat conditions

The City of Shoreline has commissioned additional technical analysis for the 145th Street Station Subarea Plan, consisting of two technical memoranda, which will be incorporated as an addendum to the Draft Environmental Impact Statement issued January 2015.

The first memo is a Wetland and Stream Assessment for areas near Twin Ponds Park and Paramount Open Space, and the second outlines Geotechnical Considerations for High Groundwater or Peat Conditions.


The wetlands and streams assessment and related mapping has helped to clarify the expected limits of streams, wetlands, and buffers in the Paramount Open Space and Twin Ponds Park areas. 
The City may determine, after review of the assessment, to either include these land areas in the rezoning alternatives or to retain these areas in their existing zoning of single family R6. 
Public park lands would be retained in open space/park use in both rezoning alternatives. 
As such, decision-making will focus on whether or not to rezone properties outside the publicly-owned park and open space lands that appear to contain portions of wetlands, streams, and associated buffer areas.

Although not required, the City is offering a 30 day comment period on this addendum, and will accept comments through Monday, March 21 at 5:00pm.

The Planning Commission will be considering how to move forward with the rezoning alternatives analyzed in the DEIS (and further evaluated in the FEIS) and identification of a preferred alternative for the subarea. 
As part of this ongoing decision-making process, the Planning Commission may recommend to either include land areas with potential wetlands, streams, and buffers in the rezoning alternatives or to retain these areas in their existing zoning of single family R6.
It is recommended that the Planning Commission continue to include the properties surrounding the Paramount Open Space and Twin Ponds Park areas in the two rezoning alternatives.

145th Subarea Plan Schedule

Shoreline City Staff has outlined the following schedule for moving forward with the 145th Subarea Plan. This schedule assumes selection of a Preferred Alternative that requires minimal new analysis and that the Planning Commission and City Council complete their decision-making during the allotted meetings.

  • February 18: Planning Commission meeting: Discuss two white papers produced by OTAK- Geotechnical Considerations for High Groundwater or Peat Conditions, and Station Subarea Wetlands Assessment
  • March 3: Planning Commission meeting: Update on 145th Street Corridor Study
  • March 17: Planning Commission meeting: Discuss zoning scenarios analyzed in DEIS and any potential modifications based on information from white papers or Corridor Study
  • April 7: Planning Commission meeting: Recommend Preferred Alternative zoning scenario (it is possible this recommendation could happen at the end of the March 17 meeting, but this date is reserved if any of the previous topics take more time than anticipated)
  • May 2: City Council meeting: Council selects Preferred Alternative for analysis in FEIS
  • May-June- OTAK produces FEIS (timeframe will depend on whether there is additional analysis with regard to zoning scenarios from DEIS)
  • April 21, May 5 & 19, June 2 & 16- Planning Commission meetings: Discussion of Development Code amendments for 145th Station Subarea- number of meetings dependent on amendments proposed 
  • June-July- OTAK produces Subarea Plan, staff creates Planned Action Ordinance, Planning Commission reviews
  • August 4- Planning Commission Study Session on ordinances
  • August 18- Planning Commission public hearing on ordinances
  • September 12- Council Study Session on ordinances 
  • September 26- Council adoption of ordinances

Shoreline Preservation Society announces appeal of GMHB case

Friday, January 15th the Shoreline Preservation Society (SPS) filed a judicial appeal of the Growth Management Hearings Board decision on the 185th Subarea, zoning, and environmental impact statement  to the Thurston County Superior Court. The Board had ruled in favor of the City of Shoreline on December 16, 2015.

SPS did so because the Board erred in a rush to approve transit-oriented development, failing to recognize  that the Shoreline City Council has mandated explosive new growth without any plan to pay for the substantial new infrastructure that will be required to support it. 
SPS is appealing the GMHB decision because these massive rezones are wrong for Shoreline, a city that prides itself on having livable neighborhoods. SPS believes that the City’s actions do not comply with the Growth Management Act and therefore must be invalidated and remanded back to the GMHB Board by the Court. 
The physical nature of our community as described in the appeal states: “According to the Subarea Plan, the subarea’s existing population is 7,944 people. This subarea, rezone, and planned action allows for buildings of 4-7 stories with densities upward of 48 dwelling units per acre with a build out population of approximately 56,529 people -- a population eight times its existing size, and larger than the existing population of the City of Shoreline as a whole.

“SPS is standing up for the distinct character of our community, while still in support of the GMA. We can support smart growth and promote a vibrant community without dismantling our existing community completely, displacing thousands of residents who have contributed to our community for many decades. We can support growth without destroying our sense of place or overtaxing our residents to pay for upzone impacts.”

There are several meetings in January of interest to those affected the the 145th rezone / corridor changes:

Thursday January 21, 7-9pm City Hall Council Chambers. 17500 Midvale Ave N.
Planning Commission Public Hearing on citywide development code changes. Includes proposals for street trees and landscaping, etc. According to the public notice, this may be the only opportunity for written comment on these changes. Public hearing notice here.

Wednesday January 27, 6-8:30 pm Shorewood High School - Commons and Theatre.

Light Rail station and facility design public meeting – the City is seeking public input on design principles for the light rail stations to be built in Shoreline. Announcement with details here.

145th Corridor Study

Last year the City of Shoreline started to study how to improve 145th Street. Details here. The city has been working with a Citizen’s Advisory Task Force (CATF) – people who represent you in this process.

Discussion at the meeting on Thursday included:

  • The need for more direct citizen input in the study
  • Integration of the ST3 proposal in the planning for 145th
  • Communications on potential property acquisition
  • A decision to send a feedback letter to the task force about the communications on property acquisition (next two weeks)
  • A decision to send a letter to Council with input on the 145th Corridor Study alternatives (first or second week of January)
There is no updated information on the 145th Corridor study page since Oct 12. However, please note the following:

145th Street Station Subarea Plan

We’ve known since March 2015 that the City Council is waiting for the 145th Corridor Study to move forward on the 145th Station Subarea Plan and re-zone. There is a bit more detail in the Agenda for the City’s Special Meeting Monday, Oct 26 with Mountlake Terrace:
  • Adoption of the 145th Light Rail Station Subarea Plan is projected to happen in September 2016 (page 2)

145th Corridor Study

Last year the City of Shoreline started to study how to improve 145th Street. Details here. The city has been working with a Citizen’s Advisory Task Force (CATF) – people who represent you in this process. 

Opportunities for feedback on the future of the 145th corridor:
  • 145th Corridor Study Open House Sept 30th 6pm City Hall – Attend and provide feedback on the displays and options that the Study leaders are considering recommending to Council.
  • Email your representative on the Citizen’s Advisory Task Force (CATF) and tell them what you want/don’t want: List of CATF Members (includes email addresses).
  • The Corridor Study project schedule indicates Study leaders will participate in a City Council meeting in December. This will be an opportunity for citizens to provide feedback directly to Council about plans for 145th Street. More information as it becomes available.
  • Of course, citizens can provide feedback to Council at any time by filling out a comment form on the City website.
Parking in the 145th Station Area (during construction as well as after station opens)

More than one member of this group has already been active in letting the City know our concerns about parking in the station area. We need to continue to write to Council so that they know it is on our minds, and so that they know our ideas on how we think they should be planning for it. Hopefully this will come up as a topic at an upcoming Council meeting.

Citizen’s Contribution to Comprehensive Plan

Any one of us can suggest amendments to the City’s Comprehensive Plan. From the City’s website:
The Comprehensive (Comp) Plan Amendment Process is an opportunity for individuals to propose changes to Shoreline's Comp Plan. Suggested amendments usually address changing conditions or emerging issues and may include changes to policies or the future land use map (see application). To be eligible for consideration, applications for proposed amendments must be submitted by the last business day in December.
Upcoming Meetings

We will meet on October 22 as planned in 301 City Hall. We will not be meeting on the 4th Thursday of November or December. However, we may have a meeting in early December if there is any movement on the 145th Corridor Study.

The 145th Station Citizen's Committee meets Thursday at Shoreline City Hall 17500 Midvale Ave N in Room 301 from 7 – 8:30pm.

Many of us have questions about the light rail construction plans and the light rail station. Answers may not exist yet – Sound Transit is still in the planning stages for the 145th station. At this meeting Roger will give a short presentation that outlines:

  • The schedule and next steps
  • A look ahead to final design and what that will mean for community input

Correction: 145th Station citizen committee members did not meet with 185th Committee

We previously reported that the final meeting of the now-disbanded 185th Street Station Citizens committee included members of the 145th Street committee for a debriefing.

Our error. The meeting and debriefing was with Shoreline Senior Planner Miranda Redinger, who attends the meetings of both groups. 

Redinger's goal was to summarize the results of the meeting with the intention of informing the 145th St committee and any other group that might arise, of lessons learned during the process.

The 145th Street Station Citizens' committee continues to meet on the fourth Thursday at Shoreline City Hall, 17500 Midvale Ave N, 3rd floor, 7pm,

Notes from 145th Station Citizens' Committee

On Thursday May 28 there was a meeting of the 145SCC. Here are the meeting notes:

Parking plans. We discussed the importance of parking and the likelihood of some neighborhoods losing parking to construction workers, new buildings that do not supply parking (or supply less than needed) and/or commuters. We considered several ideas for a parking proposal to the City:

  • Timeline: Need to have a parking plan implemented before construction starts.
  • Sidewalks: How to handle parking on streets without sidewalks/curbs. Can sidewalks/curbs near the station be prioritized?
  • Construction parking: Where will/should construction workers (Sound Transit and building construction workers) be allowed to park? Is there a plan? Where do we want them not to park? 
  • Neighborhood (block) parking permits: Ensure homeowners have a certain number of permits. City sells permits that residents don't want/need/buy (several ideas here). Ensure that there are no more permits distributed than spaces available to park. 
  • Need to calculate much more precisely how many parking spots will be needed for each proposed building and ensure that there is that much parking available. 
  • Parking enforcement: The best plans won't work if there is no plan for parking enforcement.
  • Who pays the cost of the parking signs, enforcement, etc.?

Next steps: Putting together a letter (probably drawing from existing work of committee members).

June 25 meeting. I have invited Roger Iwata, Sound Transit (North Corridor Community Outreach Lead) to speak about the progress Sound Transit is making and the updated schedule as it stands in late June.

At Thursday’s meeting we brainstormed several questions for him:

  • What will the construction of light rail involve? We see a lot of buildings in the FEIS plans and wonder if you can explain.
  • We hear that the University station will be opening earlier than expected. How will this impact the schedule for the 145th station? 
  • Can you please tell us about the truck routes for construction that appear in the FEIS.
  • What about the idea of a pedestrian bridge across I-5 since WSDOT will not be able to improve the bridge by the time the station opens? 
  • Parking during construction – where will construction workers park? What is ST policy?
  • Are you planning to charge for parking in the 145th Street Station Garage?
  • What about metro lines busing people to 145th Street Station Garage? Are you working with them?

Roger has already said he will have limited information on June 25, just because Sound Transit is only beginning to make the plans for the station. As a result, there is no update on station planning and design (this work has not started) and nothing to say yet about the general construction process. He will be able to share the updated schedule and plans for citizen involvement and feedback.

I've sent him the above questions (and I will send any other questions you send to me before the June meeting).

July/August meetings: We had some discussion about changing the day of the meeting (fourth Thursday of each month), but no strong opinions. For now we will continue to meet on the fourth Thursday at Shoreline City Hall, 17500 Midvale Ave N, 3rd floor.

145SCC Updates and Notes

On Thursday April 23 there were two key meetings concerning the 145th Street station area:

Sound Transit voted to include a 145th Street station as part of the Lynnwood Link Light Rail route. And they are building the rail line so as to leave room for the later addition of a station at 130th. According to the web site here is the schedule:
  • 2015 - 2018: Final design and permitting
  • 2018 - 2023: Construction
  • Late 2023: Open for service

The 145th Station Citizens Committee decided to continue meeting during the eight or nine months leading up to the City Council decision to re-zone the station area. Meetings will continue to be the fourth Thursday of the month at 301 City Hall. We will focus on the following goals:
  • Serve as an information clearinghouse for what is happening in relation to the station area.
  • Work on one or more proposals to the City about the station area (proactive ideas on issues such as parking).
  • Keep up with Planning Commission discussions on building codes and other issues.
  • Follow the progress of the 145th Corridor Route Development Plan.

Shoreline Planning Commission: May 7, 7-9 pm, Shoreline City Hall. Agenda

Two meetings Thursday re 145th rezone

This Thursday, April 23, we have two meetings of interest:

Sound Transit Board Meeting, Union Station (downtown), 1:30 – 4 pm. 
The Board will be voting to select the route, profile and stations for the Lynnwood Link Extension. 

The Agenda is here; more interesting details on the route through Shoreline here (you can skip all the WHEREAS statements – not a long document to skim). If there is someone who can attend this meeting and can also attend the 145SCC meeting we would welcome their report to the group. Contact the committee if you can attend and report. **Note that this meeting does allow for a public comment period (similar to City Council meetings).

145th Street Station Citizen’s Committee (145SCC) meeting, 301 Shoreline City Hall, 7-8:30pm

This group is sponsored by the City of Shoreline. It was formed in August 2013 after Sound Transit released their Draft Environmental Impact Statement for the Lynnwood Link Extension. The purpose of the group is to help inform residents about the coming light rail station at 145th and 5th, and to provide feedback about the station and its impacts to the City of Shoreline/City Council.

Just a few weeks ago, the City Council decided to delay a decision on zoning in the 145th station area while a study is completed on the 145th Street corridor. The re-zoning of the station area will likely come up for City Council vote again in early 2016. This group must now decide if they want to continue to meet and if so how to move forward.

April 16, 7-9pm, 301 City Hall. 145th Street Corridor Study Citizens' Advisory Task Force 

This is a meeting that the City of Shoreline has put together to come up with proposals for updates to 145th Street in preparation for the light rail station. The City has identified certain citizens living in neighborhoods adjacent to 145th street to be members of the task force. However, anyone can attend meetings (but not have input). See the city webpage for details, agendas and meeting notes.

April 23, 7-8:30 pm 301 City Hall. 145th Street Citizen's Committee.

Anyone who is a resident of Shoreline is welcome. We will discuss the recent council decision to delay rezoning as well as strategy moving forward.

Council agrees to delay 145th Street Light Rail Station Area preferred alternative decision

On March 23, the Shoreline City Council unanimously agreed to delay making a decision on the preferred alternative to be studied in the 145th Street Light Rail Station Subarea Final Environmental Impact Statement (FEIS). The Council accepted the Planning Commission's recommendation to wait until after completion of the 145th Street/SR 523 Corridor Study. The corridor study is scheduled to be completed in December 2015.

The City conducted a Draft Environmental Impact Statement (DEIS) for the 145th Street Light Rail Station Subarea Plan in 2014. The DEIS studied the impacts of three different rezoning scenarios around the station area. The Planning Commission reviewed the results earlier this year and were scheduled to make a recommendation to the Council on a preferred alternative to be studied in the FEIS at their February 19 meeting. However, they instead recommended that the Council delay making a decision on the preferred alternative until after the 145th Street/SR 523 Corridor Study is completed later this year.

The City is currently engaged in a year-long study of the corridor, which is a key east-west connection for the region linking bus rapid transit on Aurora, I-5, and eventually light rail. In need of significant upgrades, the corridor study will include development of a master plan for improving pedestrian and bicycle mobility, safety and operations, transit speed and reliability, and freight mobility on the corridor.

If the corridor study is completed on schedule, then the council could be in a position to move forward with selection of a preferred alternative for the 145th Street Station Subarea in January 2016.
